happy to watch the team back on their own court. >> they started in san francisco first. they are just returning home. they were on loan to the east bay. reporter: the warriors play their next game on friday right here in san francisco. tim johns, abc7news. dan: thanks so much. turning now to your voice, your vote. tonight marks three weeks until the monumental november elections. locally, the four candidates vying to become san francisco's district attorney went at it head to head in a public debate. we were there to hear their vision for tackling the job. reporter: at tuesday's debate, crime and public safety where the big topics of the night. >> being a black and latino women, wanting to make sure that the system was more equitable to people that look like me. to fight for justice for

victims, most of whom look like me. reporter: three are vying for the job. jenkins was appointed by san francisco mayor london breed after the recall. >> you can't fight drugs without partnering with the federal government. reporter: how to deal with the city's current fentanyl crisis? >> making sure that these dealers are admonished. should they be connected to selling fentanyl to someone that overdoses, they could be charged with murder because we have to hold these people accountable. reporter: jenkins seemed to get the most applause throughout the debate. her talk of more accountability resonated with jay dixon. >> it was accountability. i believe there should be a lot of accountability within the legal system. reporter: a discussion about police surveillance and over policing, especially in communities of color. a civil rights attorney and former police and fire commissioner spoke of the need of more effective law

enforcement. >> the sheriff's department to work. in any other county, the sheriff department are the chief patrol agents of any county. we have to get them out of babysitting city buildings, put them to work. reporter: there was agreement not to criminalize the homeless or the mentally ill. the need to do more to stop hate crimes. a progressive who is endorsed by the san francisco democratic party blames the spike in crime due to the selected enforcement of laws and poor management of the das office which must be fixed. >> san francisco is everybody's place to take a case. why? you can go to trial. why? because they don't put together good cases here. reporter: it will be up to the voters on november 8. abc7news. dan: to keep up-to-date on election information or guides to each ballot proposition, check out our abc 7 bay area

streaming tv app. stream our videos any time on your roku, apple tv, or other devices. we have a lot on there for you. in the east bay, oaklands on housed community are pushing the city to allow them to return to an encampment at wood street. we were at city hall today during a protest. caltrans crews have spent weeks now clearing out debris at the massive site by the macarthur maze because of safety concerns. an alternative site being considered is the old oakland army base which is just south of the bay bridge. the people that are out on their own on the street need someplace to go. >> we need a place for people to get off the street where they can put up things if that's what they want to do. we want to make sure that it turns into a service that can help people. dan: protesters want the city to pass arrival -- resolution for them.

a city council report recommends that would street sign but not the old army base. tomorrow, outgoing oakland mayor lindy shaft will deliver her last state of the city address. the mayor is expected to begin speaking at 6:00 tomorrow. this much-anticipated address comes as oakland faces homelessness crisis and its third year of more than 100 homicides. president biden plans to give a speech about gas prices tomorrow. he will announce the release of 50 million barrels of oil from the u.s. strategic reserve. the white house will restock the reserves when oil prices fall below $72 per barrel. they are currently at $82 per barrel. the president will ask oil companies to do their part to keep prices down. bay area prices continue to drop. the average is 6.19 in san francisco. it's down five cents in oakland and six cents in san jose.

dan: the man suspected of being the stockton serial killer was in court today. he was charged with three counts of murder even though he's linked to seven shootings. prosecutors say they are gathering evidence to officially charge him with the other for including one in oakland. the district attorney revealed he was a truck driver and recently moved to stockton from the bay area. investigators are still trying to determine a specific motive and whether hate crime charges could be filed in the case. of the seven victims, five were latinos and four were homeless. paul flores has been convicted in a decades-old california cold case. he was found guilty of the murder of kristin smart 26 years

ago. flores was the last person to see the 19-year-old alive in may of 1996 after a party. flores killed smart while attempting to rape her in his dorm at cal poly san luis obispo. his father was accused of helping barry smart under the deck of their home. he was tried as an accessory to the murder by a separate jury and acquitted. smart spotty has never been found. her father spoke for the family today. >> without kristen, there is no joy or happiness in this verdict. after 26 years with today's split verdicts, we learned that our quest for justice for kristin will continue. dan: paul flores is set to be sentenced in december and faces 25 years to life in prison. in a new interview, san francisco mayor london breed is calling out elon musk and sales force ceo. may your breed spoke to bloomberg about the city's economy and she says she's had

conversations about how his flexible work policies are affecting the city. salesforce is the city's largest private employer. mayor breed notes that the contributions to schools and other causes are terrific but says it's a real problem that the tower is empty with so many people working from home. she's also calling elon musk, the person who got a ton of tax breaks in california and decided to take that money and run. musk moved tesla's headquarters to texas last year. new 11:00, clothing could epoxy is closing its door on hayes street. the company's founder it's because -- says it's because of theft and a lack of safety for his team. he says, it's impossible for a retail store to operate in the circumstances when cities refused to take any action. a staff member says the store will reopen one's security improvements are made.

now to building a better bay area. a new study has uncovered a connection between hair straightening products and a risk of uterine cancer. the data this week shows black women may be more at risk. they made up 7.4% of participants but 59% reported using the products. a woman's uterine cancer risk by age 70 is about 1.6%. it jumped to 4% for those who use these products. >> a number of factors can influence a woman's risks to go on to develop cancer but this is one source of exposure to chemicals and carcinogens that women could be aware of and could make choices to not use these products. dan: previous research has suggested that hair straight and chemicals are associated with an increased risk of breast and ovarian cancers as well. i california college is celebrating a major accomplishment tonight.

charles r drew university of medicine will offer a four-year doctor of medicine degree. this program is the first and only for your medical degree offered by a historically black graduate school west of the mississippi. the program was years in the making. l.a. county leaders say it will open the field to students and help diversify the pool of doctors in california. >> students from all over the country will have a place to come to become medical physicians. ? >> if we don't train black and brown people to occupy roles that they desire, we are losing out as an entire community. there is so much talent here. dan: the program will start with an initial class of 60 students. you take public transit, we have a warning. bart urging you to download your clipper card onto your phone. global supply chain issues are once again contributing to a shortage of the physical plastic cards. digital clipper cards can be used on your cell phone through either apple pay or google pay.
