in about nine minutes. kumasi: we could see more relief from extremely high gas prices. president biden is set to unveil a new plan to bring them down. prices continue to drop but we know there is so much higher here than the rest of the country. the average is $6.13 in san francisco. it is down six cents in oakland to $6.01. lena howland is live with more on the president's announcement. lena: we are live at the costco in san ramon which opened up a few minutes ago. it's almost full. this is where we found some of the cheapest gas in the east bay at $4.99 a gallon. that's progress considering the average was a full dollar more than this just one week ago. the white house is expected to rollout is planned to bring even more relief to u.s. households. president biden is expected to authorize releasing 15 million

oil barrels from the country's strategic petroleum reserve. the final dispersal of the one hundred 80 million barrels the president pledged back in march from the nation's stockpile. this comes weeks after opec plus announced it is cutting production by 2 million barrels a day starting in november. the white house as short-term the goal is to meet demand so prices continue to come down. >> should the president not to ever thing he can to lower prices? should he not continue to keep his promise to give american people a little bit of breathing are? lena: critics say the 15 million barrels is not enough considering the u.s. consumes about 20 million barrels in a single day. the last round of reserve oil is due for release in december after the november midterm elections. biden will open of the door to doing possible releases from the

reggie: the captain of a boat involved in california's worst modern maritime disaster is facing a new charge. jobina: 34 people died when the dive boat concession caught fire and sank off the coast of santa barbara in 2019. a grand jury has indicted the captain, alleging misconduct and gross negligence while on duty. the second alleges jerry boyd would was at fault for a series of mistakes that led to the deaths of 33 passengers and one crewmember. he's also accused of abandoning ship. those who died were trapped below decks. the indictment comes weeks after a judge throughout a previous indictment because prosecutors used negligence and set of gross negligence during the presentation to the grand jury. you must appear in court in the coming weeks for an arraignment and could get up to 10 years in federal prison. kumasi: coming up, ringing in the new season. the warriors getting their rings

kumasi: welcome back. in the east bay some of oakland's on housed community are pushing to allow them to return to any candidate would street. -- wood street. caltrans crews spent weeks clearing up debris at this massive site on macarthur maze because of safety concerns. an alternative site and considered as the old oakland army base south of the bay bridge. advocates say the people out on the street need someplace to go. >> we just need a place for people to get off the street. park their rvs, put up their

tents, maybe some tough sheds. we want to make sure it turns into a service center to help people. kumasi: demonstrators want the city to pass a resolution at the wood street location. they recommend this site but not the old army base. the longest mental health care workers strike in u.s. history is over. a tentative agreement hasn't reached between kaiser permanente and the national union of health-care workers. gloria rodriguez joins us with the information we just got from the union a few minutes ago. gloria: the union telling us the strike is over. mental health therapists will be back to work today. they have not released the details of the agreement yet. we are hoping to learn more today or tomorrow. this comes after more than 2000 mental health workers walked off the job 10 weeks ago on august 15. they demanded kaiser address staffing shortages and more patient access to care after seeing a surge in demand during the pandemic.

in a joint statement, kaiser permanente and the national union of health-care workers saying the new four-year agreement will benefit kaiser permanente patients and drive collaborative efforts aimed at improving access to mental health care while at the same time recognizing and better supporting mental health therapist and their important work. it's estimated some 20,000 patients would be affected by the strike. the ratification vote on the agreement started last night. it's expected to take two days. reggie: thank you, gloria. there's another strike about to happen. if you're scheduling an emergency or outpatient procedure -- non-emergency or outpatient procedure, santa clara county health system hospital or clinic, you may need to reschedule. doctors are planning to strike the first week of november. that includes doctors working at valley medical center, o'connor hospital, saint louise regional hospital and clinics run by the county. the doctors union city reached an impasse in negotiations.

her body in the backyard of the home and later helped move her remains. smart's family says well paul flores's conviction provide some closure they will never be at peace. >> to kristin, almost three decades ago, our lives where irreparably changed on the night you disappeared. jobina: the case was renewed national attention after podcast examined smart's disappearance. investigators say the podcast help solve the case. paul flores is scheduled to be sentenced in december and faces 25 years to life in prison. a local sheriff says the case will remain open until kristin smart's remains are found. reggie: today marks 31 years since the terrible oakland hills fire storm. that 19 91 fire killed 25 and injured 150. it destroyed 3500 homes in the oakland and berkeley hills.

with three murders. the san joaquin county district attorney revealed that brownlee is a truck driver who recently moved to stockton from the bay area. investigators are trying to determine a specific motive and whether hate crime charges can be filed. of the seven victims, five of were latino and former homeless. reggie: the mercury news reports the city council agreed to new policies to reduce how long police can store the data they collect down from two years to six months. supporters of the system say it would speed up the process of catching criminals. >> it's a force multiplier and how we obtain information more quickly and efficiently, as opposed to humans being physically involved with running license plates. the technology can be used on the vehicles to capture information, have it more readily available. reggie: opponents say the license plate technology has
