found 7,754 people homeless in the city. the number actually went down from the last count done prepandemic in 2019, but it's still the second highest in more than a decade now people in some neighborhoods are trying to address this never-ending problem of homeless encampments by using big outdoor planters to ward them off make it tough for them to settle in it's an effective solution, but is it the right one abc 7 news reporter land melendez is in the newsroom with a look at the community's reaction to the cities massive problem and well, dan, you know neighbors with planters told me this is not out of spite. this is out of desperation many of them have been dealing with this for years. they've complained called sf 311 nothing would change. the morning sun shines upon these outdoor plants sharing a hint of lavender along with an eye-catching view of succulents,

but they're not necessarily here for you to admire. they are purposely positioned to keep homeless encampments from becoming a permanent fixture. it was really bad terrell. joseph is head of safety for a biotech company in san francisco's mission district, their entire building is strategically surrounded by heavy aluminum planters it also the point where all this was filled up, you we couldn't really walk past there are stuff everywhere. they were out here, you know doing things they shouldn't be doing a lot of the smells through the window. this is what the outside of their building wants here's another photo of the outside of the building on 25th and capp streets today it no longer has encampments. the mission district is said to have the most planters to deter the homeless, but the castro isn't too far behind supervisor raphael. mandelman says he sympathizes with residents. i think it's a reasonable

response particularly for neighbors in areas that have been repeatedly places where people have been camping. how do the unhoused feel about these deterrence. do you think it's a little aggressive to have these planters here? if you guys away not at all, you know, there's certain locations that i guess they have them in certain locations. they don't in a nutmop with so many cliches to describe the actions taken by neighbors and businesses kicking the can down the road a band-aid solution an active desperation a call for help, but none of these things help to solve our homeless situation jim cruise you all is against having planters despite the fact that his landlord installed them next to the building sure we can put planters everywhere and and say no tense here no tense here no tense here. but then where do they just pop up somewhere else? i mean people need shelter. they have to put a tent somewhere where they die.

forecast coming up dan okay. sandy. thanks a lot. breaking news in southwest berkeley a union pacific train hit and kill the pedestrian late this afternoon. it happened near carlton and streets a few blocks from san pablo avenue, some nearby intersections are blocked until the train can be moved. the crash is also delaying at least one amtrak train again in that part of berkeley. it's been 31 years since the oakland hills fire. told 25 people and destroyed thousands of homes three decades later residents are concerned that the mistakes made then are happening. again abc 7 news item reporter stephanie. sierra is here with those details stephanie. yesama will fires have raged in the east bay hills many times in the 1920s seventies and eighties but fire investigators. say the 1991 oakland firestorm was by far the most intense and destructive. so tonight we spoke to residents who lived through it and are now calling out the threats still lingering behind. i don't think we're gonna stop this thing 31 years ago the oakland firestorm started as a

small fire on a private property in the oakland hills the flames were extinguished until smoldering embers sparked the next morning and the fire exploded into a deadly inferno at the time of the fire. we all felt amazing powerlessness our complete human inability to do anything about those wind blown flames. resident. tom. grossman was a part of the search and rescue management team that walked through the rubble to look for human remains 25 lives lost more than 3,400 homes destroyed as more than 1,000 fire crews from across northern california fought tirelessly, buddy. who's police officer from hayward his name tag melted from the heat. he didn't flee he stayed there and helped evacuate people open police department lost in officer who was trying to get people out so the courage dedication of our emergency services people is astounding a community effort to protect and surf but grossman says the irony is some of the problem is detected 31 years ago still haven't been fixed. we have an evacuation route

challenge here in the hills. there's only a handful of roads that head down out of the hills. those are going to become congested and those roads are overhung by trees that are going to burn those roads will turn into furnaces people died on evacuation route during the 2018 campfire because so much fuel was left on the roads a fear facing the same neighborhoods in the oakland hills. grossman says only around one in five homes in the areas that previously burned have properly hardened their home. it's something again that people are concerned about doug moser the program director for the oakland fire safe council says, it's a real problem. this area has been designated pretty much the hills and a lot of the foothills going down west into oakland as a very high fire hazard severity zone a high fire risk zone. we're empty lots. it filled with embers and brush a lingering threat the city needs to address. we know what happened in 1991. it was tragic that those lives were lost and nobody wants of course to see that again.

mountain for these cal fire crews their mission on this october day to start a fire. fire crews are sparking this prescribed burn across 15 acres of jack london state park all in the name of fire prevention. every step is monitored to make sure the fire doesn't burn out of control you're getting into consuming and get established and then it'll kind of go off and do its own thing as you know, we've been in a drought for the last few years. and we continue to be in that drought. so we're trying to get ahead of the head of the ball and there are acres and acres of dry brush here. this is an area of jack london state park that has not seen a wildfire in decades. this is the perfect place to be doing this type of management to control fuels improve the forest health and frankly make everything. healthier and more prepared for when wildfire does come. calfire says creating ground level fire breaks can reduce the

just a one-day controlled event in glen ellyn cornell bernard abc 7 news. all right. thank you cornell, and an effort is underway in washington to change the way federal agencies respond to wildfires legislation from san jose congresswomanzo, lofgren and california, senator. alex. padilla will allow fema to pre-deploy resources during times of highest wildfire risk and red flag warnings. the lawmakers pushed for passage of the bill in san jose today flanked by local firefighters just as we do with other types of disasters, let's get resources and personnel in position to either try to minimize the the scale of a disaster but certainly to be able to respond more quickly. this is one key piece to make sure that fema is modernized. the so-called fire act passed unanimously in the senate last month, and now goes to the house and while we're talking about wildfire danger, let's talk about our forecast. typically. this is such a treacherous time around here for us.

but let's see if that's going to be the case. yeah meteorologist. sandy patel is here with the latest for us sandia. yeah. it's definitely a concern fire danger. that is dan and amma and i'll show you why we take a look at our drought monitor no change from last week across california. we're still across much of the state in that extreme to exceptional category here in the bay area no change from last week still in a severe to extreme drought you combine that with the winds that are coming this weekend out of the north-northeast that's going to dry out the atmosphere even more we have critically drive fuels and that raises fire dangers particularly for the north and east bay hills this weekend. so keep that in mind. this is the system out of the gulf of alaska that's going to bring about the change as it pushes into the pacific northwest a cold front it will start to bring cooler air to the bay area. we're going to see the this pickup as well on live doppler 7. we do have the fog. it's already cooled off today, but inland areas made it into the 90s along the coast. we've been in the 50s right now your temperatures anywhere from 55 and half moon bay to 83

for the first time ever an asian-american will appear on a us quarter anime wong the first asian american film star in hollywood. she was born in los angeles, but her mother was from san francisco abc 7 news reporter suzanne fon found out what this means to our local asian american community. she's definitely a trailblazer a pioneer but one of a kind at the age of 17 anime wong landed her first leading role in the toll of the sea in 1922 and now a hundred years later. she's the very first asian american to appear on us quarters. it's such an inspiration to be able to see anime wong on this quarter. jenny long is with the chinese cultural center at sf and chinatown. it's just amazing to have her feature and be celebrated this way long overcame so many challenges during her time and still went on to international fame as early as you know, the 1920s she was starring in an american films, which is really remarkable. stephen gong is executive director of center for asian

somehow all of his credits. just disappeared jody recalls k1 telling him it went to a new record-keeping system and his credits didn't show up in the new system. it's kind of like a gift card word. you know, they can't just erase your credit. so but they did a local k1 racing facility suggested. he'd take up his dispute with corporate. that's what jody did but he says the company again said it had no record of his credits so he decided to speed on over to his computer and contact seven on your side. we contacted k1 speed and the company blame the discrepancy on a technical issue it told us we should the credit she was supposed to have back into his account on july 29th. we sincerely apologize for the inconvenience. she experienced. apparently that message failed to get to jody until we notified him very recently. nonetheless, he's happy it's a win-win because i'll go back became win. i'll spend more money there.

is prepared with the forecast. and yeah, and we're gonna take a look at what we can expect this this winter. so ama and dan noah just issued its winner outlook they are saying that la niña for the third straight year will continue. that's the cooler than average conditions near the equatorial pacific. typically you see wetter conditions in the pacific northwest dryer in the southern tier states. they are predicting the moderate la nina this winter and so what does this mean equal chances of above below or near average precipitation for the bay area. the reason for this is during la nina years you see high variability in terms of rainfall during el nino years. there's more of a clear signature. we are expecting above average temperatures. so let's look at the winter outlook northwest is above average along with the great lakes southern tier estates is below in terms of temperatures warmer than average for the bay area much of the southern us and california below average temperatures across the northern tears states now the drought is expected to get worse out west
