unveil his roadmap for improving the embattled school district. also, san francisco restaurant week kicks off today and we will talk with organizers to help you enjoy all the culinary delights, but first, speaking of education, a lot of federal dollars are coming to the south bay. joining us live to talk about that and the latest on the january 6 committee's work, the congresswoman who represents san jose, morgan hill, and gilroy. thank you so much for joining us. >> thanks for having me. kristen: you brought a whole lot of checks to the south bay today. are those funds part of the inflation reduction act? >> no, we have a new process where 1% of appropriations are actually designated by members of congress in a very transparent way only to local governments or to nonprofits for needs that have not been met in other ways, and these education

funds fall into that category. $1.2 million to the ymca to expand their aftercare program and to expand it to help kids avoid tobacco and other substance abuses. this is going to be nearly 800 additional kids who have been watched after school, and their families will not have to worry about their safety. we also have funding for the center for employment training. over the years, this has been designated one of the top training agencies in the united states. we all know that there is a worker shortage. well, it is not just people looking for work, it is getting the training, and cet does that that are probably than anyone else, and we also have funding for the san jose conservation corps and their charter school, which has won awards for helping

young people who might have gotten off on the wrong track straighten up and get great careers in oftentimes the traits or on to college, so this will be a boon for education in the south bay, and i'm really happy that we could be part of making the bay area better. kristen: i see. it is fantastic it focuses really from the early years of childhood education to vocational training and job training we have in later years. is there also money for climate-related issues? >> absolutely. we have -- you know, we provided funding for gartner health center to install solar panels. the health care funding we have never provides for the physical facilities, and these little nonprofit agencies, they don't have the source of funding, so solar panels, to get them off the grid.

funding for san jose state's wildfire research center, the only one of its kind in the western united states, funding for the san park, which in downtown san jo. we have focused on health, climate, independent energy, and of course, our children with these efforts. i'm so proud of the volunteers in the nonprofits that are working so hard to make our community better. kristen: that's fantastic. congratulations. i want to turn our attention to the january 6 committee. you are a member of that committee investigating the capitol riots. what demands are you making? >> we have outlined the case that has been proven and asked him to come in and testify to the committee, and we have also

demanded documents -- all of his correspondence -- kristin: thank you so much. i have to pause you there because we have that atherton news conference starting that we were talking about. thank you so much. i do hope we will continue this conversation another day. >> another time. kristen: we are going to transition you over to that news conference with the mayor speaking after that carberry in the backyard of a home was discovered. >> due to the unknown nature of why the vehicle was buried, cadaver dogs were called to the scene. the cadaver dogs made a slight notification of possible human remains. the san mateo crime lab was contacted because of that, and they sent technicians to assist with excavating the vehicle. at about 10:00 p.m. on october 20, the crime scene technicians stopped work for the night.

they resumed work at 8:00 a.m. this morning, october 21, and they resumed examining the vehicle. the majority of the passenger compartment of the vehicle has been excavated. on october 21 at about 11:00 a.m. this morning, cadaver dog was brought back to the scene. the cadaver dog again made a slight notification of human remains. excavation is ongoing at this time, and no human remains have and found. the vehicle was possibly buried some time in the 1990's and was buried approximately 4 to 6 feet underground. there were unused bags of cement found under the vehicle. the vehicle was a mercedes-benz reported to be stolen to the palo alto police department in september, 1992. the possible owner of the

vehicle is believed to be deceased. we are waiting for dmv records to confirm that, and they are being retrieved from dmv archives. the vehicle was buried before the current homeowner of that residence occupied the home. the motive and circumstances surrounding this incident are under investigation. i will now introduce commander larson to answer any questions. >> good afternoon, everyone. i'm the commander and public information officer for the atherton police apartment. we would like to open it up for question and answer at this time. does anyone have any questions? yes? >> [inaudible] >> i don't know in terms of if there was a period of vacancy. i do know the home change hands probably two to three times before the current owner took possession of the property

mustn't 1992. >> -- since 1992. >> [inaudible] convicted of insurance fraud having to do with a yacht and a car. anyway, do you have information on exactly when he owned this home and does it fit into that period? >> we are still digging through our records. we are still waiting on dmv conversation -- conservation. we have heard the name come up, but we have not earned, so at this time, we are waiting for confirmation. >> [inaudible] >> i do not have that information now. >> [inaudible] >> from some of the records we

were able to pull, it looks like the home was possibly built some time around the 1980's is our estimation at this time. >> [inaudible] >> at this time because we still do not know what kind of investigation we are conducting, we do not know if this will be a criminal investigation or non-criminal investigation, so at this time, we are not prepared to release that information. >> what is slight notification? you've got the two slight notifications of remains. what does that mean? >> my understanding is when the canines -- they are made to react to something, and when they get that reaction, they do what they are trained to do. in this instance, they did not do the complete reaction that would one notify that this is what it is and what we expect.

i've done a few questions with some different k-9 officer's, and what they have said is it could be human remains. they could be reacting to blood. they could be reacting to old bones. it could be any of those combinations of things that the dogs are reacting to. they did mention that because of the timeframe this vehicle has been buried that a slight reaction would be consistent with the duration that the vehicle had been buried. >> [inaudible] >> i have not seen the license plates, so we are not ready to release that. >> have you explored the trunk? >> we were able to open up the trunk and there were bags of concrete within the truck -- trk. the conrtible and the top was off of it. >>tially somne t and tr's no obvious sign of anybody or bones? >> we have not made it

completely through the car. the car is still surrounded by dirt and the investigation -- the excavation is still ongoing. they have excavated the top portion of the vehicle and the passenger area of the vehicle is where they are focusing their excavation, but we are still focusing on logistics in order to pull the vehicle out and remove it. >> back to the human remains, you have said it could be blood, vomit, human remains, bones, and then you said that by the length of time it has been buried, they could be reacting to that, meaning they could be reacting to none of the above simply because it has been. or they are still reacting to those things? >> at the moment we do not know what they are reacting to and we will not do that until we know it is if there is something down there. there have and a lot of workers

on site because they are going through an landscaping project, such as it's possible it could be a worker who got cut and tripped some blood on the ground. it could be someone vomited in the area recently or it could be something has been buried therefore some time. we just don't know what the dogs are reacting to until we discover it. >> the fact that the car was reported stolen in 1992, what gives you any indication of when it was actually buried? >> we are estimating off of the stolen vehicle timeframe. we do not know when the vehicle was buried, but we are estimating it was some time around when it was reported stolen. >> why do you think that? >> just based on the timeframe of the stolen vehicle report, but that's all we have to go on right now. >> [inaudible] >> at this time, we have not done that. part of the reason is we are still trying to figure out what kind of scene we have, if it's a criminal or noncriminal scene

that we are investigating. >> [indiscernible] >> mm-hmm. we are still trying to uncover that. the vehicle is in the backyard, so it is an isolated kind of area, so that would most likely be how it was back there. >> you said you believe the owner of the vehicle to be deceased, so you must know who that is. is that person, the owner of the vehicle -- is that person one of the previous homeowners? it's we do have an idea who might on the vehicle, but like i said, we are waiting for the department of motor vehicles to provide us the legal information for the vehicle before we are able to release any names or anything like that, and at this moment, we are going to withhold that information because we do not know if this is a criminal or non-criminal investigation. >> [inaudible]

>> correct. >> or if the previous owner, who is deceased, was missing in some way and died? do you think the previous owner could be a victim? >> at this time, we are not releasing that kind of information. >> [inaudible] >> yes. like i said once again, we are still trying to figure out what kind of investigation we are conducting, and that is the purpose for us withholding some of that information. >> [inaudible] >> we have not gotten to that point of the excavation. >> are there any missing persons from that era that you are looking into? >> not that i'm aware of. >> last night, you guys mentioned there was a dirt inside of the vehicle. have you guys been able to get into the vehicle? >> yeah, we are continuing to

excavate the vehicle and uncover more of it, but it has been a slow, methodical process, but they are making progress toward getting that. we are working on the logistics of how to get the vehicle up from the ground. >> to be clear, the top was down on the convertible when it was buried? x correct. -- >> correct. in closing, this is an ongoing investigation and we do not know what direction this investigation is going right now. we do not know if this is a criminal or noncriminal investigation. we will not provide any additional information until monday, october 24, 2022, unless there is major breaking news discoveries in this incident. this allows work to proceed and continue throughout the weekend. this concludes our question-and-answer session. thank you all very much for your

time. kristen: you have been watching a news conference by the atherton police. i just want to recap that for you quickly in case you joined us in the middle of that. we first reported this yesterday, that a car had been buried in the yard of an atherton home. landscapers hit upon it during work, and then a dog did sniff it, cadaver dog, and reacted to it, so police authorities showed up, and another dog responded again today. they are now saying that having excavated part of it -- and a lot of the vehicle, but not all of it -- they have found no human remains at this point. they were not willing to say they will not find anything at all, but they said it is very possible that the dog reacted to just having been there for a long time, 30 years, could have an vomit, could have and blood, but no human remains found. the previous owner in the 1990's had a colorful history with the law, having been accused of

things ranging from tinted murder to fraud and things like that. that person may be deceased. they referred to a previous owner who is deceased, they believe, but they are checking dmv records. there are still a lot of questions. they are still excavating in mystagain, thioi, only a remains.m we will continue to follow this and have the latest at or :00 and 5:00. in the meantime, we are going to take a short break and when we come back, go one-on-one

kristin: welcome back. san francisco unified school district has had myriad problems from low test scores to budget shortfalls. dissatisfaction led to the recall of three board members this summer. the new superintendent who started shortly after that has been doing a lot of listening, and he's ready to unveil his plan for fixing the school district. joining us live now is superintendent matt wayne. thank you and welcome back to the show. >> thank you for having me. >> last time we had you on, it was shortly after you started in this new role. you spent a lot of time talking and listening. what are your main takeaways? >> my main takeaways are just how much the city cares about its public schools and how much it wants us to do right by our students. in the long run, what our community wants is to ensure we are addressing the equity issues we face in the district and ensuring all students achieve at

high levels. in the short-term, we need to do some work to rebuild trust in the district and help everyone understand we are here to focus on our students and what is happening in classrooms. kristen: i know you will unveil the roadmap for doing so at next tuesday's meeting. i think you are giving us a preview right now. let's break down the elements you are talking about, equity and trust. what does equity in education look like to you? >> it looks like all students getting the opportunities they deserve to succeed when they leave our district, and it means doing work in a few areas, first that they are succeeding in the basics like math and language arts. when we have only 9% of our black students meeting proficiency in math, it means we are not doing our job. it also means that we are providing opportunities for them to discover their passions, to decide if they want to go to college to study medicine or law

or to figure out other careers that might be of interest to them and ensure that they have those opportunities when they leave our school. kristen: are resources currently equitably distributed throughout schools in the district? >> first, we know we need more resources in education. we have a process that does give additional funding to schools with students who have greater needs, but with the plan we are bringing forward and the goals we are setting, we need to really target resources to schools where we have not seen the success we need with students and make sure that those resources are being tied to student outcomes, that that investment is paying off. kristen: you mentioned 9% in terms of the black student population. i forgot if you mentioned that was math or reading numbers. can you give me the overall numbers of schoolkids in the district, what percentage is actually on target in terms of math and reading standards set by the state?

>> i was sharing for our black students in math. overall in math and language arts, about half of our students are meeting proficiency, and the most recent state assessment results are going to be released shortly, and we will demonstrate that there are some areas of success and some places we need to do a lot better. kristen: so have to students are not meeting standards. if you can give me a couple of components of the key things you think need to happen to reach that as soon as possible and also what your target is. >> the board has been going through a process to establish the vision and values for our district and then identify goals that will help us meet that vision, and that vision again, of all students leaving san francisco, ready for college and career and to be successful when they leave us. the goals are setting a target of improving by about team

percent -- 15% in both language and math. a key component in the next few months is how i will need to work with teachers and school leaders on the programs and supports in place to ensure students who are on track stay on track and those who are not on track are getting the help they need to be successful. kristen: you mentioned teachers. i'm going to ask you about that. you had a shortage for sure. you have a new contract, but i wonder if you feel like the district has satisfied the things that the teachers want to be able to do their jobs and feel good about doing the. >> our teachers work incredibly hard. during my listening and learning time, i visited over 20 schools and have been in many classrooms and seen how much they are doing for our students. having agreed to a 6% salary increase means a lot, but also, i know we need to do more in terms of their working

conditions and making sure that they have the materials they need to be successful, the support staff that they need, and that we are addressing our pay systems and that we are doing all that to support teachers, so i think there is still work to be done, but i want our teachers to know how valued they are. when we talk about improving student learning, they are the ones who are going to make that happen because they work with the students every day. kristen: you talk about rebuilding trust as a major component of improving the education from all the stakeholders -- between all the stakeholders from the board to the parents to the teachers. how can that be done? in the past, i have heard you say you want to see some of the noise filtered out. how does that happen? >> there are two key things. one is being transparent,

sharing the challenges we have, explaining the decisions we are making, helping people understand why we are doing what we are doing and be willing to hear the feedback on how that is working and not working. another way is to be responsive. we have very engaged families and community partners in san francisco, so demonstrating how we are listening to their needs and responding. responding does not mean we do everything everybody says, but it is demonstrating how we are hearing their concerns and how the steps we are taking will improve the situation. kristen: how do you plan to stem that decreasing population, and how will you attract people back? >> are your enrollment did decline as much as projected, but there are some things that are out of our control, but what is in our control is showcasing

the amazing things happening in our district. i talked with a young woman the other day who got an internship at a law firm through the district, and she was sharing about it with the san francisco chamber of commerce. she shared how she would not have even have the confidence to be in front of them if not for that internship. kristen: dr. matt wayne, san francisco superintendent, thank you so much. really appreciate your time and insight. >> thank
