moving forward finding solutions. this is abc7news. >> at about 11:00 a.m. this morning a cadaver dog was brought back to the scene. the cadaver dog made a slight notification of human remains. >> the excavation is ongoing. anchor: are really unusual situation, investigators digging for answers about a car found buried in the backyard of an african mansion. thanks for joining us. second anchor: investigators are pathetically unearthing a vehicle found buried in the backyard of a multimillion dollar gated home in atherton. anchor: sky 7 was over the scene, police have been searching the area for several hours. police and construction crews have been in and out of the area of the day. stephanie sierra digging into the history of the home. second anchor: let's begin with suzanne who gestured from authorities.

-- just heard from authorities. reporter: there are still so many questions about this case this afternoon. like why there would be bags of concrete instead of a car buried in the backyard of a home. police do not know if this is a terminal investigation or noncriminal investigation. late this afternoon they told us that the car they found was stolen, a stolen mercedes-benz reported stolen back in september of 1992. from sky 7 overhead you can see investigators scouring for clues at a possible crime scene. this investigation started after crews joint renovation work at a multimillion dollar mansion unearthed a car full of unused bags of concrete. the car was buried four to 5 feet underground and was buried since the 1990's according to the police commander.

cadaver dogs have indicated there may be human remains at the site, but no remains have been found. >> when the canines are made to react to someone -- something, and when they get that reaction they do with bigotry today. they did not do the complete reaction that this would hundred percent notified that this is what it is that we expect. they could be reacting to blood, all the bones, -- old bones, because of the time frame this vehicle has been buried, 30 years, a slight reaction would be consistent with the duration that the vehicle is been very. reporter: police say the current homeowners are cooperating with authorities in the investigation. the current homeowners have only been living there for the past couple of years. atherton is one of the wealthiest cities in the country and is home to people including the google ceo and warrior start stephen curry. please say the car was reported

stolen. they know that the owner of the car is deceased, and they know that person's identity, but they are not revealing it at this time. we do not know why that car was found buried in the backyard. police are looking into it. larry: thank you, a lot of clues to put together. here is a closer look from google -- google where this is happening. investigations focused on this home on stockbridge avenue, it sold for $15 million in 2020 and the digging is happening for the highlighted area next to the pool. kristen: let's get to stephanie sierra who has been looking into the history of that atherton home. larry: what if you found out? reporter: records show this atherton mentioned as at the owner since 1993, and out of all of them a man named johnny lu

set up. 16 years before moving to the sounds he was convicted of two counts of convicted murderer and served a three year prison sentence. he moved to this property with his family after it was built in 1990, at a show in-state in the family until 2014. investigators believe the stolen car was buried in the backyard sometime in the 1990's. around that same time lu was arrested on charges of insurance fraud and attempted grand theft in 1999. that year he was accused of hiring people to sink his $1.2 million yacht. he offered $50 million to underground cops to have the got sunk beneath the bridge. the san joaquin's das office has handled the insurance fraud case. we reached out for more details on that. lu died in 2015 and atherton pd

say that also believe the owner of the stolen car is deceased. the question that is lingering, is it just a coincidence this car was believed to be. the same year johnny lu was facing all of these other charges? we asked investigators that question but they said they are aware of it and are still investigating as a possible lead. more to come. larry: thank you, and as soon as we get more details we will pass them along. kristen: about 58 hundred pg&e customers in 13 counties could have their power shut off this weekend. the utility will possibly implement a public safety power shut off due to high winds and dry conditions. sonoma county and napa county are included. pg&e meteorologists will continue to monitor the conditions. let's get to mike nicco to get a

better idea of what is causing the need possibly this weekend. meteorologist: let's take a look at the same data, what i am seeing is a borderline wind event. we have no winter advisories out there right now except for solano county. northwest winds cost around 30 to 40 miles per hour. mild damage is possible because we are coming out of a dry summer to drive fall. there could be weak tree limbs their pop off. we are near critical fire conditions. here is the only issue we have come a fire weather watch from noon sunday until 8:00 p.m. sunday with the gusty northerly winds and extremely dry conditions. there are two time periods where our fire and expensive to hide starting at 1:00 tomorrow morning through 5:00, and sunday around 11:00 in the morning until 4:00 in the afternoon and sunday night.

studied bay keeper and other groups have filed an emergency petition with the state water resources control board. it is asking the board to increase the seasonal flow of water into the delta from the san joaquin river to levels they say were laid out four years ago in an amended plan. a move study suggest would help patient wildlife and potentially flesh out microorganisms causing the bloom. >> if we have those operational by next february, and 40% of the remade it to the delta region of next year, it is possible it could ameliorate a bloom that will happen next summer. mike: the petition comes as state officials and the newsom administration are wrestling. groups like restore the delta are helping to conduct a pilot survey to monitor and better understand the bloom cycles and fill in the gaps in the data, but they believe the flow issue

is critical to an overall solution. >> it prevents water from being stagnant. if what is not stagnant it does not absorb heat energy, which is what drives algae blooms. reporter: baker has filed a lawsuit questioning whether the 40% flow standard is enough. in the meantime they are hoping to petition process will spark a movement toward increasing close to that level. >> those potentially could be beneficial to ameliorate this harmful bloom problem while we get a better standard that will actually protect fish and wildlife to the level of the board he said needs to occur. mike: we contacted the state water resources control board. a spokesperson says they cannot comment on the flow level request yet but could have more to say after next week as the review process moves forward. kristen: nasa is sharing an incredible new image in the wake
