are wrestling over the future of water allocations divided between residential, agriculture, canned other uses. groups like restore the delta are working on a pilot survey that are understand the blooming sacco's -- cycles. they believe the information is crucial to understanding. >> if water is not stagnant, it doesn't absorb heat energy which is what helps drive the harmful blooms. >> bay keeper has filed a lawsuit wondering if the 40% flow standard is enough. in the meantime, they are hoping the petition process will spark movement toward increasing flows to that level. >> a could be beneficial to ameliorate the harmful bloom problem while we get a better standard that will protect fish and wildlife to the level the board has said needs to occur.
