solutions. this is abc 7 news. a big hole and mysteries remain in atherton where a car buried for decades was uncovered what city officials are telling us today a string of crimes in the east bay ends with police shooting and killing a man wanted in multiple violent incidents. thanks for joining us. i'm kristen z and i'm dionne lim it all began with a robbery in emeryville then a shooting in hayward and ended with the police shooting in castro valley abc news reporter. dustin dorsey has the details now on what happened. 15 minutes it took just about 15 minutes for a domestic violence dispute to turn into a police chase and ultimately a deadly shooting between a suspect in hayward officers the man not yet identified by the alameda county sheriff's office fired multiple rounds at an apartment complex and flashed a handgun at responding officers. he was obviously set on violence and gun violence the apartment complex on gary drive is where the suspects x lives.

least say he showed up and had to be forced out by the people living there. then police say he put innocent lives at risk at that point witnesses reportedly said he took out a handgun fired multiple rounds in the area even as he continued to leave the scene by getting into his car and and driving away responding hayward officers followed the suspect in a low-speed chase from the complex to eden canyon road near the 580 exit here officers pulled off a pit maneuver just top the suspect sky seven shows the crash mercedes along the embankment that did not stop the suspect he continued to tried to flee in the car as the officers were trying to get out of their cars to approach him. he rammed one of the patrol cars. we believe one of the officers legs was pinned the pursuit continued on foot up in canyon road for a quarter mile where police say the armed suspect tried to carjack a woman. that's when officer shot and hit the man multiple times. he was later declared deceased this very well could have gone

bad for our officers this this this suspect showed a propensity for violence. they use very good tactics and had to make important decisions and i think that we're thankful that none of our officers were hurt lieutenant. kelly says the man had an extensive criminal history and it was involved in a robbery and attempted kidnapping earlier in the day at an emeryville home depot before the domestic dispute and shooting. the body cam footage of the shooting will be released at a later date in castro valley dust and dorsey abc 7 news.

any last trace of d. n a. for the i team. stephanie sierra, abc. seven news, alright, we appreciate what you've uncovered. stephanie thanks moving on now. sentencing is delayed for a family of former contractors accused of defrauding survivors of the 2017 tubbs fire. monte construction is accused of subpar rebuilding work or not doing work at all. sentencing has been pushed back to december 15th. vince attorneys maintain the family ran a legitimate business but got in over their heads. the accused husband, wife and daughter all pleaded no contest to fraud back in april. five years ago this month, the tubbs fire wiped out more than 5600 structures and killed 22 people . nurses at alta bates medical center hit the picket lines today in oakland and berkeley. they're asking center health to address what they say is a high turnover rate, along with workplace violence concerns. the walkout is expected to last five days. in a statement to abc seven news that our health road our attention remains on providing safe, high quality

we've got a much more serious virus circulating now than we did before the pandemic and i think we have to be a little more prudent. so frankly, i think if you're sick, stay home and workers and managers are trying to sort it out. i think it's you know up to everyone's best judgment, right? everybody's different. there's still a lot of paranoia out there as far as i'm concerned and someone who manages a team. i would hope that they would give me feedback if they're feeling under the weather and ideally take a test before coming in if you wake up with a scratchy throat or a stuffy nose, then covid test kits could be useful to you, but be sure to check the expiration date. a lot of the government issued ones have already expired and these kits are far from foolproof. it's negative. then you're not assured that you still don't have covid particularly early on in the illness navigating. all of this is going to be tricky this fall and winter dr. swartzberg predicts workers will make decisions employers will have to make concessions and we

will have to rethink what it means to call in sick. i'm leslie brinkley abc 7 news san francisco is expanding programs aimed at keeping people in the busiest areas of the city. day, mayor london breed announced that the city is adding 150 new members to three programs the welcome ambassadors bart service attendance and the police community ambassadors the new personnel will patrol and assist people at bart and muni stations city operated parking garages and city neighborhoods, including the mission. today is about business. today is about our city workforce. today is about bart. it's about our partnership and working together. to make san francisco a safer place for all of us police chief william scott says his department's community ambassadors program, which is made up of retired officers has been a huge help since it started as a pilot program in

that a recent survey found a good number of california teachers are burned out for intend say they have considered leaving the profession. abc 7 news senior education reporter leanne melendez is in the newsroom with their biggest concerns and leanne teachers have already been through so much during the pandemic already. and they're feeling that and the big concerns are as expected. how can i continue to afford living here, you know in addition teachers were asked to choose a word to describe how they felt the words exhausting and stressful came up time and again and among the words not used frequently were empowering and enjoyable. emmemberta enthusiastic kids greeted by a shortage of teachers in august for those 19 classroom vacancies. we are currently filling them with substitutes, which we know

is not ideal. even the first lady weighed in we know that this has been a problem for a long time not only are school districts in california experiencing staffing issue, but a recent survey found that many educators are barely hanging on it gets harder and harder every single day. it's hard especially, you know when you have to take personal days or sick days and there's no subs because people it's really hard to get people to want to do. this job teachers were asked to describe their job 68% used the word exhausting followed by stressful overwhelming and frustrating. only 34% said teaching was rewarding the findings were published by the california teachers association and ucla center for the transformation of

schools. four intense surveys said they have considered leaving the profession but the reality is that many don't have you been here 10-15 years, right? it's hard to realize are you just going to move your whole family out of this profession you built a community the lack of respect towards teachers is another growing problem many of those surveys said they would like to see stronger discipline policies put in place. we asked the superintendent of

public instruction about that. obviously, we work on ways to address any kind of student behaviors. we've seen those spike in depression for many of our students. we've got to address that i think the idea get past blame and be focused on solutions how to help our teachers get better pay and better working conditions for survey found that many believe there's a way to attract and alright getting to weather now and the winds good thing they've died down finally.

that's it from the storms until we get to the weekend if you've been following me on social media today. we've been watching the european and the gfs model our medium range models and the european model went nuts and said we're going to have an atmospheric river. sunday into monday and then it's next round i said tenth maybe two tenths of an inch of rain. that's what we're dealing with. but that is sunday into monday until then today's only monday. so let's talk about what's going on outside 64 in san francisco 59 half of a look at these gorgeous low to upper 70s elsewhere temperatures up to seven degrees warmer than this time yesterday now as we head through the evening hours, we'll start see some high clouds increase from the north temperatures will fall into the 50s and 60s by seven o'clock after the sun sets at 6:20. thankfully the breezes will taper. there's a little bit of a breeze out there closer to the coast and if you're heading out after nine o'clock, all of us are in the 50s now, we'll pull that blanket the clouds over us as it gets thicker it's gonna keep us

milder. we have some forties around places like morgan hill and then up across the north bay from napa in santa rosa northward even fairfield but load the mid 50s for the rest of us. and before those high clouds get really thick. it's a new moon. so there's no moonlight if you want to go out there and do a little star gazing just grab that jacket now tomorrow you can see temperatures pull back just a couple of degrees. thanks to the higher clouds. it'll shave that sunshine just enough to drop us down into to mainly the low to mid 70s in the north bay east bay just the low 70s in the south bay mid-upper 60 san francisco and the rest of the bay in near 60 along the coast. all right, let's take a look at the satellite high pressure moving to the south and west from where it was that's opening the door to the jet stream, which will be right over top of us and you can see these storms. here's one right here coming down and bringing those high clouds, but that's the leftover moisture from all the rain and snow. it's going to leave in oregon washington and around vancouver. in fact, here's a look at future radar and you can see that green go away here the high clouds tomorrow morning a mix of high clouds and sunshine tomorrow afternoon another chance. oh, it just went awake quickly. didn't it and wednesday, we're looking at high clouds and sunshine. well, let's jump ahead to saturday increasing clouds. nothing happening until possibly sunday afternoon. you can see some light to moderate. it's gone by monday mid-afternoon some monday evening be fine for trick or treating. monday night into tuesday. there's a chance of some light rain. most of these storms are going

soaring food costs and staffing shortages are all hurting bay area restaurants, but many hope this week will help bring in business because it's san francisco restaurant week abc 7 news reporter suzanne. fon has a look at what that means for you. this is a big week for san francisco restaurants diners are looking for a good deal on a great meal at places like scomas at fisherman's wharf we're really interested in the clam chowder because we both love fish. it's been a tough time for so many restaurants. during covid a lot of the restaurants and fisherman's wharf didn't reopen some have are not going to reopen and top

area moving forward finding solutions. this is abc 7 news. these are having. a time rises in addition to the difficulties of hiring for the third year in a row oakland has had more than a hundred murders at our current pace. we could see the highest number in a decade now with the increase in violent crime and shootings and staffing issues police are looking for answers and we are looking for solutions to help build a better bay area. or abc 7 news insider film material connected with a former deputy chief of the department to talk about how things could improve i feel like this conversation could last like two weeks. you know, it could and we sometimes you get the frustrating feeling that it has been going on for not two weeks, but actually two months two years and it goes around and around deputy chief. chris bolton is retired from the oakland police department just a couple of months ago feeling good about the direction of the

department was going but today he's worried because he has serious concerns about how police departments like oakland or all around the bay area are going to continue attracting new recruits and keep them as well. you retired as a deputy chief. and you've been in the forest what 23 years, correct? there's a perception out there that the streets. all right. so what we have a little technical difficulty right there in oakland already where the you retired as a deputy chief. and you've been in the force what 23 years? know there's a perception out there that the streets have gotten a lot worse in that time period have they definitely within my career. it depends on how far you go back. i think that the city of oakland and major in general have experience peaks and valleys. this is definitely a valley for not just bay area bay area not

just california, but really nationwide in other words when you say valley you mean it's really it's in the dumps. it's it's difficult for a number of reason. yes, like what? well prime is up, i think. police agencies are having to deal with with those violent crime rises and serious crime rises. in addition to the difficulties of hiring staffing recruiting think people in the jobs we have to be honest about it. i mean in the last. 10 years. there's been a lot of bad moments for police forces all over the nation and to this day you can turn on the tv once a week and there's probably been a questionable shooting somewhere and it's on video. it is true that there have been a number of abhorrent outcomes and it is true that even within my career there have been challenges and calls to change

and rightfully so we owe that to the communities we serve. so what makes this time period different i think that the anti-police rhetoric. the vitriol involved in sort of personalizing the problems with policing. have been the highest that perhaps they've been since at least the late 60s, so i think you have that personalized sense of dissatisfaction that you know, if you're in a job to do well and you get repeated feedback of of negativity distrust, despite your best efforts. how thin is it in open. i believe that there's somewhere around 680 sworn officers. that's compared to the average for let's say 10 years ago was probably somewhere around seven. eighty two the peak of my career. we had 812 officers. what's the most frustrating thing you came across in your years as a police officer personally? i think it's what people may not appreciate or fully understand

that that is involved in police work and this has somewhat to do with that feeling of being personally attacked for your vocation. but the reality is that i am extremely proud about many of the changes. this department has made i'm proud of the culture. i'm proud of many of the changes we've made that have now been replicated. there's certainly things that can be done better. i'm not saying that anything is perfect. however much of that work in my opinion has been lost. what are we faced within the streets? well part of that frustration is making an arrest having a contact looking at what tools or avenues of resolution at your disposal and really coming way to satisfied with having put that time and energy in repeatedly arresting the same people repeatedly referring the same person for mental health treatment and seeing them right back out again without conditions or situations improving that is extremely

frustrating right now. the chief is saying he wants to start stopping people on the streets and checking them for guns is not gonna just gonna create another backlash, you know in my experience what you want to do is have well intentioned efforts. they're supported by politicians that are supported by the laws. they're supported by the policies and practices. we want people to see a lot of police, but we want those police officers to be doing legitimate law enforcement actions as viewed by the community and all but that's where that's where there's a gap. some people see legitimate thing pulling over a call full of people that are suspect and and

looking checking from their guns as legitimate giving the shooting that's going on sure and getting the guns obviously other people see that as targeting and racial harassment. how do you how do you how do you get the two together? well, i think that there are always be disagreement and some of that is useful because it pushes you to reconsider and rethink how you're doing things and that's that's just a process of evolution. but when it comes to building community trust if somebody's arrested. for having a gun and then they're out within a day. why would anybody has a career for decades? i think that perhaps those days are gone. i gotta ask you something.

what's more challenging? what's going on in the streets for a police officer and somebody that's been inside on the brass? or the politics of oakland that in part has led to so many. chiefs exiting which is tougher that the politics here are relentless. they are indeed and oakland and anywhere else in the bay area for that matter politics continue to get in the way, you know, there is no easy solution. there is no silver bullet. you have people on one side calling for less policing on the other side demanding more policing some saying no, we don't need policing or we need a combination of policing and mental health. all of that is around here, but meantime things are getting bad out there and we have to understand that there is no quick solution to this. it's going to take years and what there's a real fear out thereof is that if we are rush to hire police, are are we hiring the right ones? or are we just grabbing whatever we can right as the bar lowered

that much well or the pendulum swung to that level and like i said, there's not easy solutions, but it appears that right now that we are moving in a direction to try to come up with reasonable rather than pie in the sky answer. yeah, you talked about politics with him like on the outgoing mayor libby schaaf held her last state of the city address last week anything in there. i mean should definitely try to focus on the positives but anything in there that hinted as to a direction that the police department might move in. well you the one thing she emphasized prevention intervention and enforcement but you said it right there. this was her last state of the city address in a two months or three. we're going to have a new oakland mayor we're going to have change in. politics there and everybody at the department's waiting to see what's next because there's one thing we know in the bay area in a snap it can change. yeah, you're right about that. i will have to revisit phil. thank you very much. the calls for adidas to sever ties with kanye west get a lot louder before four is next.

weiner called for adidas to end his relationship with yay. kanye needs to be absolutely ostracized and anyone. who does that who uses this kind of language? press a they being gay is going to say i have a right to say whatever i want and absolutely he does and other people have a right to say whatever they want, which is they don't want him in the public space making millions of dollars selling them shoes. apparently. yeah and mike. i think the problem is is that he's so influential there are so many fans. i mean he has such a big voice in all of this. why do you say things like that? i just it's heartbreaking to me, you know, also, i just don't understand it. i think you have to at also adidas is a german company, correct? and with this kind of language with a german company, i'm like, oh that's what's taking so long, right? oh boy. we shall see. all right. well moving on chick-fil-a apparently a hit with kids a recent survey ranked it as gen z's favorite restaurant the annual poll conducted by piper sandler surveyed about 14,000

teams and 47 states 15% listed chick-fil-a as their favorite followed by starbucks chipotle mcdonald's and olive garden okay. i mean at midwest where there were lining up in the streets they would line up. for it but there's so many other options. i don't know. let's just goes to show that gen z and i have nothing in common same interesting the gen z would be eating at so many fast food or food made fast places cheap, i guess. yeah, that's why we could say and you know the quality at some of those places is much better than other fast food places, but i mean still i mean still fast food didn't olive garden look like an odd entry. it's like what's wrong with this picture it really it's the breadsticks michael everyone like this the free breadsticks, right? all right more food themes stuff. mcdonald's fans will be excited
