an atherton mansion a car that was buried five feet underground in the backyard is now gone on saturday. it was fully unearthed and then towed away landscapers discovered it thursday in their work at a multi-million dollar mansion on stockbridge avenue cada. dogs got a hit but investigators didn't find a body in or around the car, but questions linger, especially surrounding a former property owner with a criminal record abc 7 news i-team reporter stephanie sierra continues digging into the story. yeah. she joins us live now from the newsroom with more and so much intrigue in this stephanie. that's right dion and this story is already a bizarre one, but as investigators finished up searching the property more questions have been revealed about one of its former owners a new detail that's leaving the town's mayor curious if this clue left behind may solve the case. a mercedes-benz buried underground the yard of this 15 million dollar atherton mansion is leaving lingering questions about a former property owners

passed haunting this quiet upscale neighborhood. it's not something that happens. it just doesn't happen atherton mayor rick degolia says even though investigators found no trace of human remains at the scene. the search isn't over yet. clearly there were issues with jonathan lou who owned the house owned the car and reported the car stolen degolia confirmed to the eye team investigators suspect the former property owner. john bucktunlu was also the owner of the mercedes-benz, but are still waiting for official dmv records. the car was reported stolen to the palo alto police department in 1992 and believed to be buried around that time these speculation is that he reported it to be stolen records reviewed by the eye team show lou had two prior attempted murder convictions out of la county before moving to this house. he was also charged with insurance fraud in 1999 where he allegedly hired undercover officers to sink his 1.2 million

dollar yacht off the golden gate bridge before reporting it stolen to his insurance company. a coincidence presumably he did the same thing with this car, but that hasn't been determined. i think it's a fair guess that this is a case of insurance fraud. we still don't know what kind of investigation we're conducting. we don't know if this is going to be a criminal investigation the lingering detail still puzzling investigators. they have received slight hits. from the cadaver dogs each time the cadaver dogs have come near the car, but they haven't found anything the i-team talked to harry oaks a 36 year veteran could ever dogs specialist. he explains these hits signal human sentences detected. it could be from just somebody who is died in that car and in the body's been moved or died. maybe the body was placed on the ground in that area and then bodies moved what a person dies. they stain the ground or the area that they die in and it

in a decade as oakland grapples with an increase in violent crime and shootings. the police were looking for answers and we're looking for solutions to build a better bay area are insider filmed here connected with a former deputy chief of the oakland police department to see what could be done to make things better. you know, you made a good point, you know, people are looking for solutions one of the solutions being proposed after the debate about defunding the police or refunding the police because actually getting enough police on the streets whether it's oakland or san francisco or san jose to do the job, but it's not easy deputy chief chris bolton retired from oakland police department a couple of months ago, and he's feeling good about the direction the department was going but today he's worried. yes serious concerns how police department like oakland or any other in the bay area will be able to attract. you retired as a deputy chief. and you've been in the force what 23 years?

all right. know there's a perception out there that the streets have gotten a lot worse in that time period have they definitely within my career. it depends on how far you go back. i think that the city of oakland and major in general have experience peaks and valleys. this is definitely a valley for not just bay area bay area not just california, but really nationwide in other words when you say valley you mean it's really it's in the dumps. it's it's difficult for a number of reason. yes, like what? well prime is up, i think. police agencies are having to deal with with those violent crime rises and serious crime rises. in addition to the difficulties of hiring staffing recruiting keeping people in the jobs. we have to be honest about it. i mean in the last. 10 years. there's been a lot of bad moments for police forces all

over the nation and to this day you can turn on the tv once a week and there's probably been a questionable shooting somewhere and it's on video. it is true that there have been a number of abhorrent outcomes and it is true that even within my career there have been challenges and calls to change and rightfully so we owe that to the communities we serve. so what makes this time period different i think that the anti-police rhetoric. the vitriol involved in sort of personalizing the problems with policing. have been the highest that perhaps they've been since at least the late 60s, so i think you have that personalized sense of dissatisfaction that you know, if you're in a job to do well and you get repeated feedback of negativity distrust, despite your best efforts. how thin is it an open. i believe that there's somewhere around 680 sworn officers.

that's compared to the average for let's say 10 years ago was probably somewhere around seven. eighty two the peak of my had 812 offic. what's the most frustrating thing you came across in your years as a police officer personally? i think it's what people may not appreciate or fully understand that that is involved in police work and this has somewhat to do with that. feeling of being personally attacked for your vocation, but the reality is that i am extremely proud about many of the changes. this department has made i'm proud of the culture. i'm proud of many of the changes. we've made that have now been replicated there certainly things that can be done better. i'm not saying that anything is perfect. however much of that work in my opinion has been lost. what are we faced within the streets? well part of that frustration is making an arrest having a

contact looking at what tools or avenues of resolution at your disposal and really coming way to satisfied with having put that time and energy in repeatedly arresting the same people repeatedly referring the same person for mental health treatment and seeing them right back out again without conditions or situations improving that is extremely frustrating right now the chief to say he wants to start stopping people on the streets and checking them for guns is not gonna just gonna create another backlash, you know in my experience what you want to do is have well-intentioned efforts that are supported by politicians that are supported by the laws. they're supported by the the best policies and practices. we want people to see a lot of police, but we want those police officers to be doing legitimate law enforcement actions as viewed by the community and all but that's where that's where there's a gap. some people see legitimate thing pulling over a call full of people that are suspect and and looking checking from their guns as legitimate giving the

shooting that's going on sure and getting the guns obviously other people see that as targeting and racial harassment. how do you how do you how do you get the two together? well, i think that there are always be disagreement and some of that is useful because it pushes you to reconsider and rethink how you're doing things and that's that's just a process of evolution. but when it comes to building community trust if somebody's arrested. for having a gun and then they're out within a day. why would anybody come forward and say that was the shooter? i mean they're back on the street. i mean, you know, you can't protect a witness again one of those factors that has influenced negatively. public safety absolutely, there should be well communicated consequences for behavior that leads to crime and serious violence. right now would you advise? you your children or any any young teenage person to get into policing? i think that it's a it's difficult for that average person who's interested because

the average police officer who is in this location now, they're in it because it's within their heart. they want to provide that type of service and often they can for a number of years. i think policing is possible as a career for decades. i think that perhaps those days are gone. i gotta ask you something. what's more challenging? what's going on in the streets for a police officer and somebody that's been inside on the brass? or the politics of oakland that in part has led to so many. chiefs exiting which is tougher that the politics here are relentless. and in oakland or anywhere in the bay area for that matter politics continue to get in the way, but you know, we live in a political society you have some people calling for less policing other people calling for more but you know, one of the things that we have to realize is that you can't just get more police. you've got to get good police

and there's a danger that if we're out there reaching and grabbing we might be grabbing some bad ones as well. is there a middle spot where we all can agree that remains to be seen but in the meantime people are dying and we're continuing to have the problem. all right, so we don't just need any police. we need good police. thank you. yeah, but politics aside phil. i mean, what does the former deputy chief think that it will take to get more feed on the ground in oakland? it's going to take time because what we've got to do is make people want to be police officers again, i mean there and you know something it's not just if you want to go into law enforcement. there's a lot of different agencies you can go into fbi state police. you don't have to just go to once your state you can go to a different jurisdiction. oakland is going to be particularly tough. it's going to be a tough balancing act. bolton says it's going to take time the pendulum swings, but it's going to take time for to get those trust. well, okay. all right. well phil, thank you so much. all right. well moving on today is officially the deadline to
