minutes. i'll succumb a central part to build a better bay area education and learning for our students. numbers are getting parents and school officials a look into learning loss during the pandemic. half of all students in the states are reading at grade level and only one in every three students is at grade level for math. >> we have fifth-graders we are working with who are going to be in middle school next year who are assessing reading and math at first and second grade levels. kumasi: california ranked in the middle of the pack when it came to u.s. learning levels. the pandemic learning loss could follow students later in their academic careers. reggie: students aren't the only ones facing difficulty. some schoolteachers are ready to quit. there has been a shortage of

across the country and a new survey published by the california teachers association and ucla's center for transformation of schools reveals that four in 10 teachers have considered leaving the profession. although that is not a common reality for them. >> if you have been here 10, 15 years it's hard to realize are you just going to move your whole family? i think you are seeing the buildup of frustration. reggie: many teachers describe their work is exhausting, stressful, overwhelming, and frustrating. only 34% of teachers find their jobs rewarding. kumasi: this morning san francisco's effort to end pedestrian traffic deaths by 2024 is going in the opposite direction. the city is on pace to have the highest number of deaths since 2014. the most recent crash happened yesterday at 20 4th avenue right next to the sunset district.

an elderly woman died and another person was injured while walking in the crosswalk. supervisor says the driver was speeding and ran a stop sign. neighbors say the intersection is just dangerous and they want something to be done to improve its safety. >> this is one of the most dangerous intersections here in all of the intersections throughout the whole sunset. it's not just blind here, but also when you come up you can't see because of this hill. kumasi: the driver involved in the crash is cooperating with police. a community meeting will be held within a week to discuss what happened and possible safety improvements. reggie: san franciso is hoping to make it safer all of us to shop this holiday season. new attendance will be added to the three safety service ambassador programs. 250 are already staffed. you may see them wearing different colored bright colored vest.

these new personnel will assist people. the added step for the holidays will cost around $8.5 million that is pulled from other parts of the city budget. of kumasi: the mystery of the car at a mansion. detectives have finished their on scene search but the investigation is still going on. landscapers discovered the car thursday while working at the mansion on stockbridge avenue. cadaver dogs appeared to pick up the scent but investigators didn't find a body in or around the car so the question lingers surrounding the former property owner and has a criminal record including attempted murder. >> they have received slight hits from the cadaver dogs. each time the cadaver dogs have come near the car, it can be just from somebody who has died in the car and the body has been

moved or may be the body was placed upon the ground in that area and the body is moved. >> we don't know if this is going to be a criminal investigation. kumasi: investigators have moved the car to the crime lab and are searching for any trace of dna. breaking news this morning a three alarm fire is burning in san jose. it broke up around 3:30 this morning near jim wood avenue. lena howland joins us from san jose with the latest on this. lena? lena: we just got on scene a few minutes ago and already we are seeing an extremely heavy response from san jose buyer. this has been upgraded to a three alarm fire the good news here is we are not seeing any flames or active smoke from where we are at on scene right now. coming from where that home impacted is at, here is what we know right now one firefighter has been taken to the hospital after falling through the roof

while trying to gain entry to the home. you are hearing reports the firefighter may have been trying to rescue someone but that has not been confirmed. fire officials tell us they have been unable to find anyone inside of the home that cop fire. this has just been upgraded as i mentioned to a three alarm fire to give crews a little extra belief by bringing in a little more resources. the cause of this fire is still under investigation right now. we are still working to get a little bit more information from fire investigators on scene as soon as we get that we will bring that to you. live in san jose, lena howland. reggie: we are exactly two weeks to the midterm elections. a lot of people watching the florida debate were governor ron desantis and his democratic challenger charlie crist they stuff are the only time. jobina has the highlights. georgia -- jobina: trying to make it about desantis'ambition.

reggie: happening today a judge can restrict what police can say about wesley brownlee. his defense asked for a gag order. they say prosecutors and police made prejudicial statements including saying he was hunting for victims for his arrest. they are concerned the comments could influence the jury pool. he was arrested earlier this month for killing six people and attempting to kill another. so far he has been charged with three of those murders. kumasi: scott peterson has been moved off death row more than two years after the california supreme court overturned his death sentence. officials said he has been moved from san quentin to mule creek state prison last week. peterson was sentenced to 10 -- to death for killing his

pregnant wife and unborn child in 2002. the sentence was overturned after potential jurors were wrongfully dismissed. a state judge considered if peterson should get a new trial. reggie: new developments, antioch police arrested people in the death of a woman whose body was found on fire last week. the corners office identified the victim as 25-year-old michaela shawland. early last monday morning firefighters found her on fire on a paved trail your lope has in antioch. that investigation is still underway and police are asking anyone with information to please contact them. kumasi: a warning for business owners about big certificates being sold online. the secretary of state's office said criminals are poaching businesses through what's up and make it seem like you need a certificate of status. they offer to provide the decor -- the documents for a fee. there are no private entities authorized to providers of this document.

pretty tragic news out here. one adult penal was found dead on the second floor of the home that you see right behind me here surrounded by all of those flashing lights. we are told for other people or inside of the home does for did make it out safely. we are not seeing any active flames or any active smoke right now. here is what we do have confirmed. two of the people were taken to the hospital in addition to one firefighter take into the has spittle as well after falling through the roof while trying to gain entry to the home. so far, fire officials have toln those resources. the cause of this fire is still under investigation at this time and the condition of the firefighter that was hurt in this fire is still, has not been released yet. we are working to get a little

bit more information as soon as we bring that to you we will bring it to you live in san jose lena howland, abc 7 news. kumasi: today the oakland police department will update the public on their effort to reduce violence in the city. the city is grappling with an increase in violent crime and shootings. abc 7 news reporter gloria rodriguez joining us with details. gloria: the chief will give an update on his 30 day plan to combat gun violence. a retired leader of the oakland police department telling us that crime got worse during his more than 20 years on the force. deputy chief chris bolton retired from the oakland police department a couple months ago. he had serious concerns about how bay area police departments like oakland will be able to attract new recruits and keep them. talk to abc 7 and sider about the difficulties when it comes to policing today. >> crime is that.

police agencies are having to deal with this violent crime rises and serious crime rises in addition to difficulties of hiring. staffing, recruiting, keeping people in the jobs. gloria: bolton feels the anti-police rhetoric is the highest it has been since at least the late 60's. oakland dealing with another homicide yesterday officers found a man who had been shot on the 1400 block of 90 6th avenue. medical personnel treated him but he did not survive. it happens before 1:30 in the afternoon and during today's news conference the chief is also expected to discuss new grant funding for the department. the news conferences at at 11:00 this morning. of course, we will give you the very latest. kumasi: thank you, gloria. educators and staff from san francisco unified will be protesting ongoing issues with the payroll system.

protests are expected to be at the district office starting at 5:00 p.m. we told you about the problems with the mpower system before. thousands of employees complained about being underpaid or not being paid at all since the system went online. last month a firm was hired to assess the problem and recommend solutions. reggie: the biden administration is urging people to apply for the student loan relief program as it continues to fight a legal battle to save it. the department of justice responded. jobina: late yesterday the department of justice fired back at six republican led states trying to stop the program. it claims the states haven't proved they would be hurt by the plan. the relief plan would cancel up to $10,000 in student at for people making less than $125,000 per year. the lawsuit urges that president biden overstepped his authority. >> we do hope it is successful. we hope it is standing and we

could push back against this outrageous spending that the president is doing. jobina: the white house is pushing people to keep applying. they state the legal battle doesn't stop them from reviewing applications. a reply from the republican led states is expected today. there are also several other lawsuits making their way through the courts right now. reggie: this morning we are learning more about a school shooting in st. louis that left two people dead and seven others injured. police say a 19-year-old x student opened fire inside the school yesterday afternoon. students had to barricade themselves inside of classrooms some even jumped out of windows to get away. if one process she was i to eye with the shooter when his gun jammed and that's when she was able to escape. >> saw i but -- friend had blood on her hands. shooter came to her and said you ready to die? reggie: the gunman ended up being killed during a shootout with police. the motive isn't known but the

suspect may have been having a mental health crisis. authorities say he was armed with nearly a dozen high-capacity magazines. kumasi: if you have an appointment at the medical center campus in oakland or berkeley, you may see some protesters because it is day two of the nursing strike. nurses want the center to address workplace violence and high turnover rates. some say they work overtime and double-shifts and response to safety concerns. they are also calling for a better workplace violence prevention plan. >> we want to take care of our patients. we want to meet them where they are and take really good care of them. the lack of that prevention, it's hampering that ability. kumasi: there was a statement to abc7news the attention remains on providing safe and high-quality care to patients and they are hoping they are able to reach an agreement. negotiations are set reggie: to rescind this we can. reggie:a concerning discovery in
