2:30 a.m. in the morning, a man smashed the back windows and broke into the home of the speaker of the house of representatives, the third-highest ringing rating official in america. reporter: joe biden speaking to the nation wednesday night about the midterm elections next week, opening a speech talking about the attack on house speaker nancy pelosi's husband paul. the president getting specific on what court documents say happened last friday in san francisco. >> her husband, my friend paul pelosi was home alone. the assailant ended up using a hammer to smash paul's skull. thankfully by the grace of god, paul survived. reporter: san francisco district attorney brooke jenkins took to cnn wednesday night to address the case and the suspect david the pap who is currently behind bars facing several charges including attempted murder. >> this was politically motivated. he was seeking out the speaker.

reporter: biden taking a bold tone, making direct references to what he calls a small group of extreme mager republicans with a voice that continues to grow, taking direct shots at former president trump and other republican candidates siding with trump leading up to election day. >> american democracy is under attack because the defeated former president of the united states refused to accept the results of the 2020 election. reporter: on wednesday, a limited number of pelosi family members were shown the body camera video of paul pelosi being attacked. they were also able to listen to the 911 call he made, both of which have not been publicly released. there are no plans to put them out there. >> we don't settle our differences in america with a riot, a mob, a bullet, a hammer. we settled them peacefully at

the ballot box. reporter: the investigation into the attack has included looking into security at the home. southbay congresswoman zoe lofgren sent a letter to the ofe demanding answers about their handling of member protections and protocols. capitol police say they've begun in internal security review. j.r. stone, abc7news. ama: the bay area's most popular city is going to elect a new mayor. facing off in san jose is a county supervisor and a member of the san jose city council. amanda del castillo yo caught up with both candidates tonight. reporter: the countdown to election day dwindles. eyes on san jose's mayoral race, looking to replace the mayor of the 10th largest city in the country. cindy chavez and matt man.

when sheltered valleys dropping down to the 20's. i will be back to tell you how long the cold will last and win more wet weather will move in, coming right up. dan: thank you. a tip to police has led to an arrest in a hit-and-run crash in san jose. some of the video is tough to watch. surveillance footage captured the moment a driver struck and injured a grandmother and her three-year-old grandson. this could have been a tragedy. police say someone reported seeing a car similar to the one involved in the crash. officers found the car and arrested a 20-year-old woman from san jose who they say admitted to being the driver. the grandmother and ama: child are ok. ama:ama: federal agents have brought down a catalytic converter thrust ring that stretched across the country. arrests, searches, and seizures in california as well as oklahoma, wyoming, minnesota, new york, nevada, north carolina, virginia, new jersey.

people still catalytic converters nationwide and sent them to a company in new jersey where precious metal powders were extracted and sold to a refinery. this video shows the home where law enforcement showed up in new jersey. in california, three family members arrested in sacramento. they sold over $38 million in catalytic converters to the jersey company. stanford university is confirming a man has been living on the university campus illegally for months. the university says the man was reported on campus several times since last december. most recently, last week in a dorm basement. he has been identified as a 20-year-old. the story was broken by two reporters at the university's newspaper. >> he climbed through windows. he was able to take a student's id card, according to residents. he was getting led in a lot of the time by people who thought that he was living there with them or he was a friend of somebody in the dorm. reporter: university officials

posted a statement online saying , the university's department of public safety obtained multiple stayaway letters to present to him but was unable to locate him until the incident on october 27. dan: elon musk plans to make at least 3700 job cuts this friday in an effort to cut down costs. that's according to bloomberg. it comes after he spent $44 billion to acquire twitter last week. he plans to have remaining employees returned to the office. he recently announced twitter will not allow band users back on the platform until proper procedures are in place. that could take a few weeks. however, the naacp, urban league , and national action network are demanding a meeting with elon musk. they sent a letter to him expressing their concern that there's been a rise in racially charged language on twitter since he took over the company.

focus on the environment. the film icon has a history of activism that spans decades and helps run a climate center political action committee. she views climate change as the most important issue for generations to come and one that will impact every aspect of our lives. >> the climate crisis and the extreme weather events that are only going to get worse will only hurt the economy more and more. reporter: fonda and many of the politicians she supports want president joe biden to declare a climate of urgency. >> when he does that, so many more things become possible including much more money, including money from the pentagon. reporter: getting political buy-in can be challenging. david accurately is the dean of the rouser college of natural resources at uc berkeley. >> we need to engage with all the populations, the people impacted in communities where these things unfold in a thoughtful way, to do it together. reporter: fonda had to end her night in san francisco early.

fighting for what she believes in. >> i support candidates that are brave and will stand up to the lies and big corporations and serve people and not corporate's. reporter: abc7news. ama: the california department of justice is demanding plastic bag manufacturers pollute their bags arm recyclable. he's giving companies two weeks to produce the evidence or face potential enforcement action. the vast majority of curbside recycling programs don't have the infrastructure to recycle plastic bags. >> instead, the placement of the bags in recycling bins interferes with the processing of actual recyclable waste. shutting down recycling equipment and increasing the risk of worker injury. reporter: california passed a lot to begin phasing out
