francisco city hall with what you need to know. lena: good morning. polling places and voting centers like the san francisco city hall will open at 7:00 this morning. today is the last day for you to drop off your mail-in ballots or register to vote in person. voter turnout will be key to who wins control of the house and senate. that is why we saw governor newsom and vice-president on the campaign trail yesterday giving a last-minute boost to democratic candidates as democrats risk losing control of congress. republicans are favored to win the house of representatives and prominent republican leaders predicted a red wave similar to the blue wave in 2018 when donald trump was president. newsom paid a visit to orange

county with several tight congressional races. >> these guys are ruthless on the others. >> one does not have to abandon their faith or deeply held beliefs to agree that the government should not be telling her what to do with her body. lena: that was vice president harris advocating for proposition one and also said that democracy is on the ballot. polls close at 8:00 tonight for folks to drop off their ballots and register to vote or make sure that the ballots are put in the mailbox. they have to be postmarked no later than today in order to count. live in san francisco, lena howland. reggie: you can monitor the ballots being processed live in alameda county on the virtual observation deck. it includes live cameras showing ballots being processed. it is the second election that

the county has provided the cameras to increase transparency. >> we understand the need for observing and the ability for our voters to know that we are processing their votes properly. this is just another way to ensure and show that everyone's boat is being counted. reggie: the live cameras are streaming at acvote.org and you can vote in person. kumasi: every voter in california gets a mail-in ballots and millions have been returned. the average is running 21%. this ballot tracker is available at our website, abc7news.com and we checked the returns in the bay area. the north bay is leading the way. 33% a ballots have been returned along with 30% in sonoma county. san mateo, santa clara and contra costa are around 25% followed by san francisco and

caused an issue -- a headache for walnut creek man. kim had an online receipt showing that he paid and got the sticker for his annual car registration. two months later the dmv said it did not get the payment and sent him a bill for a late fee and bounced check. his bank had no record of a bounced fee or a check paying cash. the local office did not have answers which is when he contacted 7 on your side. the dmv agreed to refund the charge. >> sure enough 8:00 a.m. here comes a courier with the check, 7 on your side was the intermediary and did a great job in putting me in touch with the right person. reggie: the agency said a dmv representative research the issue and discovered an error in the payment process and initiated the process for a refund of $187. the dmv apologized for any inconvenience.

moving forward, finding solutions, this is abc 7 news. reggie: now at 5:30, election day is here, looking at the candidates and their final arguments. kumasi: it could be a memorable day for so many people. how california contenders could make history. reggie: rain making its way all over the bay area. this is what we are seeing in berkeley, flooded roads. and you can see that scene all over the place. kumasi: it is election day, good morning everybody. reggie: let us see how it looks outside. drew: heavy rain, the south pay is going to get hit pretty hard. you know this hour in the dublin livermore corridor is heavily traveled with the rain and pops and orange on our screen. that is rain falling more than

the polling places open at 7:00 a.m. lena howland is live outside of san francisco city hall. what do voters need to know? lena: voters should know that they should not let a little bit of rain stopped them from voting today. we are live at the san francisco city hall where they have a voting center that will open at 7:00 where voters can drop off their ballots and vote in person and you can still register to vote at the san francisco city hall voting center. as democrats risk losing control of congress governor newsom and kamala harris were out on the campaign trail giving a last-minute boost to democratic candidates. 538 says republicans are favored to win the house of representatives and republican leaders have predicted a red wave similar to the blue wave in 2018 donald trump was president. newsom paid a visit to orange

house? >> i think they can. kumasi: democrats and republicans saying this will come down to voter turnout but attention is turning to the 2024 presidential race. at a rally former president donald trump teased a very big announcement next tuesday. kumasi: today's election could be historic. there are a record 178 lgbtq plus candidates running for offices across the state. that is more than any other state and it is the most in california electoral history. if those candidates running at the statewide level when we could soon have more than 10% of the legislature be lgbtq plus. >> you have the opportunity to elect the first bisexual woman, the first black man and gave man to the state legislature tomorrow. kumasi: advocates say it is very

website and it still says results pending. powerball said that one lottery is still processing it sale and play data. powerball requires that all 48 lotteries submit this information before the wedding numbers are selected and we are expecting to find out the numbers sometime this morning but we do not know what time. the drawing was about to announce the winning numbers when they told audiences about the delay on air. the jackpot was at a $1.9 billion, that is the largest lottery prize ever. the odds of winning are pretty slim in the range of one and $292 million -- one in 200 million. that does not stop people from kutch -- from catching fever and trying to buy the tickets. >> all i need is one. >> if god wants me to win i will win with the numbers i play for all these years.

lot of instability trying to bring us a thunderstorm. on the exclusive storm impacts scale it is a level two moderate with the biggest concern all of the standing water on the area roadways. we have steady rain over the next couple of hours. watch what happens in the afternoon you see the individual cells here and there throughout the second half of the day. that is a chance of a thunderstorm. the storm prediction senator would -- center which monitors the country has placed under the bay area under a risk of a thunderstorm. we could have hail or lightning. the best chance for that is between noon and 4:00 p.m.. temperatures in the mid 50's, take the umbrella with you and add extra minutes to your commute because it is slow going. let us check in with jobina and see how we are doing. jobina: we are starting with a sig alert in the eastbound direction. this is a classic example of what could happen you have wet roads.
