we'll have more on that coming up. but we'll get now to the latest on the war in ukraine. explosions in poland killed two people. >> tom soufi burridge is in poland for us. we're learning that the president says the missile blast appears to be an unfortunate accident? >> reporter: exactly, michael. good morning. an unfortunate accident and not a deliberate attack. we just had that assessment in from the polish president. the entire area up this road, a vast area is closed off. we've seen a convoy of military vehicles heading in. it shows you how sensitive the investigation here is because for the first time, russia's war in ukraine has spilled over a border in a limited but deadly way, and into a nato member's state. this morning, the war in ukraine spilling over the border into poland, a nato ally of the u.s. the moment a missile lands in a polish village killing two people, just five miles away from the border of ukraine. at the scene of the blast a huge

crater in the ground in this video circulating online. poland's president calling it an unfortunate accident, not a deliberate attack. but poland's military is on high alert. >> i'm going to make sure we find out exactly what happened. >> reporter: president biden also calming things down by suggesting the explosion was not caused by a missile fired by russia. >> it's unlikely in the minds of the trajectory that it was fired from russia, but we'll see. >> reporter: the investigation looking at whether a ukrainian air defense missile missed its target landing over the border here in poland. it happened as russia launched a barrage of missiles and drones of targets across ukraine, including near to the border with poland. we were in kyiv when the missiles were raining down. >> a residential building hit here in central kyiv. we heard another loud explosion moments ago. this is the largest wave of strikes against energy infrastructure in ukraine.

russia's aim to terrorize the ukrainian people. >> reporter: 10 million people in ukraine left without power as a result of the strikes. at least two people killed in ukraine and two people also killed over the border in poland. guys, what happened here is a major reminder for us all that russia's war in ukraine has the potential to escalate beyond ukrainian borders, but the explosion in this polish village also raises questions about air defense and security in this entire nato, ukrainian border region. robin? >> a major reminder indeed, tom. thank you so much. we'll get more on the emergency round table from senior white house correspondent mary bruce. good morning, mary. >> reporter: good morning, robin. the president and allied leaders this morning are uniting this morning as they try to get a full picture here and figure out what comes next. overnight after that emergency meeting with g7 and nato leaders, you heard the president there saying that he does not

think -- or he thinks it is unlikely this missile was fired from russia. biden and other leaders this morning are trying to dial down what could have been a potentially explosive situation because biden has said repeatedly since the start of this war that the u.s. will defend every inch of nato territory, but he also of course wants to avoid an escalation because the president has been blunt that a direct confrontation between russia and nato would lead to world war iii. as for what comes next here, president biden is making his way back home from bali, but he's saying this appears to be an unfortunate accident. that certainly lowers the temperature. george? >> it does, mary. thank you very much. now to donald trump. the twice impeached former president announced he's making a third run for the white house despite republican backlash and several investigations. chief washington correspondent jon karl's at mar-a-lago with the latest. good morning, jon. >> reporter: good morning,

george. nearly two years after attempting to overturn a presidential election and inciting an attack on the u.s. capitol, donald trump is running for president again. donald trump has spent two years attacking american elections, but now he's hoping voters will return him to power. >> in order to make america great and glorious again, i'm tonight announcing my candidacy for president of the united states. >> reporter: surrounded by loyalists and members of his mar-a-lago club in palm beach, florida, trump largely stuck to the script written by his advisers, boasting about his record as president, attacking joe biden, and for the most part, staying clear of the election lies voters soundly rejected in the midterm elections. >> america's comeback starts right now. >> reporter: some fellow republicans have blamed trump for the party's failure to win big in the midterms. trump acknowledged republicans should have done better, but he said that was because americans don't yet realize how bad things are under joe biden. >> the citizens of our country have not yet realized the full extent and gravity of the pain

our nation is going through, and the total effect of the suffering is just starting to take hold. >> reporter: trump's candidacy is clouded by multiple criminal investigations and lawsuits. from the investigation into the classified documents he took from the white house to a new york criminal investigation into his company. just hours before he announced his campaign, trump's longtime chief financial officer allen weisselberg took the stand describing how the company schemed to avoid paying taxes. like many other republicans, new hampshire governor chris sununu greeted trump's announcement with a shrug. >> whatever announcements may or may not be happening tonight, frankly nobody's going to care. >> reporter: but not long after trump started speaking, president biden posted a video portraying him as a threat to america. >> we will treat those people from january 6th fairly, and if it requires pardons, we will give them pardons. >> reporter: there were some notable absences at trump's

announcement at mar-a-lago. there were no members of congress there except for madison cawthorn who lost re-election. there were no governors and donald trump jr. wasn't there. he was out west hunting and said he had a hard time getting a flight back due to weather, and ivanka trump, the president's daughter was not there. she put out a statement after the announcement saying, while i will always love and support my father, going forward i will do so outside the political arena. remember, george, she was a big part of his last campaigns and his white house. >> quite a change from the last time. okay, jon. stand by. let's bring in our chief legal analyst dan abrams. grover cleveland lost and then ran again. besides that, everything else here is unprecedented including all these criminal investigations. >> right. you have three sort of buckets of criminal investigations. you've got the documents. you've got january 6th and you've got efforts to overturn the election. you also have federal and state

invest investigations. those are all the criminal ones. now remember, there is currently an ongoing criminal case that is happening as we speak against the trump organization, not donald trump specifically. >> the cfo testified yesterday. >> we're talking about a case going on right now. that's in addition to the fact that the new york attorney general is suing for $250 million. it's in addition to all the other civil lawsuits, et cetera. >> but clearly donald trump believes that somehow announcing for president will shield him from all these investigations. >> it's not going to shield him, right? the best that this would do potentially is pressure the department of justice to get a special counsel, right? but people forget that even if the department of justice decides we need a special counsel here to make sure that the impression of fair and impartial justice continues, that special counsel still reports to the attorney general. >> does that really make any difference? >> that's my point. it still reports to the attorney general. so even that -- and i think it may be too late for that already, but even if there were, i don't think that's a

fundamental game changer. and the answer to the big picture question, does it protect donald trump legally, no. politically you and i were just going back and forth. >> we'll have plenty of time to discuss that. jon, let me bring you back on the politics. lots of republican infighting right now. both kevin mccarthy and mitch mcconnell, house and senate, facing challenges to their leadership. >> i expect mcconnell will knock down the threat to his leadership. as for kevin mccarthy, the republican conference voted to put him forward as the speaker of the house. that just required a majority vote. but george, 31 republicans voted against mccarthy. when it comes to the floor, he needs to get 218 members of congress to vote for him. right now he's significantly short of that. >> not even close. jon karl, dan abrams, thanks very much. michael? now to new details on the deadly shooting at the university of virginia. the alleged gunman is due in court this morning, facing charges including three counts of second-degree murder in the

killings of three student athletes. faith abubey is in charlottesville, virginia with more including new details about potential warning signs. good morning, faith. >> reporter: good morning to you, michael. christopher darnell jones jr. is expected to have his court arraignment in the building over my shoulder later this morning. we learned additional details in that he's facing even more charges as some of the victims, the surviving victims are now being identified. we're hoping to learn whether or not he'll be entering a plea and whether or not he'll be granted bond. this morning, 22-year-old university of virginia shooting suspect christopher darnell jones jr. expected to face a judge on multiple murder chargers and two counts of malicious wounding and perhaps offer new details about what led him to allegedly shoot five of his fellow students, killing football players devin chandler, lavel davis jr., and d'sean perry, and injuring two others, michael hollins and marlee

morgan. the shooting happened monday night on that charter bus after they returned from a school field trip. >> i was scared with all the shots that were fired he had shot everyone on the bus. so i thought he was going to shoot me too. >> reporter: ryan lynch was on that bus. >> to my knowledge, they did not know him. the only thing is that they were on the football team. >> reporter: uva is facin critical questions about whether more could have been done to prevent this strategy. officials admit that during the course of an investigation into allegations of hazing a student recently reported the suspect told him he had a gun, but the student said he never actually saw the weapon. the alleged shooter broke school policy by not reporting a misdemeanor concealed weapons conviction in another county. in a statement uva telling abc news the student affairs escalated this for disciplinary action on october 27th. it wasn't until after the shooting that, quote, student

affair officials discovered the report hadn't been transmitted to the student judiciary committee. meanwhile the campus community still reeling from the deadly shooting. the football coach, tony elliott says he and his players are still in shock. >> i'm ready for somebody to pinch me and wake me up and say that this didn't happen. >> reporter: and, robin, as the students continue to grieve, they will be back in class today, but they are not expected to take any exams or take any tests really before the thanksgiving break. robin? >> that is more than understandable. all right, faith, thank you. now to the migrant crisis at our southern border. a federal judge's ruling striking down a trump-era order could lead to potential asylum seekers entering the country. cities near the border are bracing for an influx. mireya villarreal is in dallas with more on this. good morning. >> reporter: good morning, robin. this is definitely a big deal. title 42 is a health law that was used by the trump administration during the pandemic to slow the flow of

migrants, but the biden administration has been using this for several years. right now we're seeing a record number of migrant encounters along the southern border. this could create a surge of people seeking asylum. the department of homeland security said it was preparing for the end of this policy, but they're now asking for a five-week hold on this judge's ruling to better prepare. i've spoken with a number of community officials and city officials along the border. they are bracing for another increase of migrants. in fact, overnight the city of el paso saying they are asking the federal government for more funding for their migrant processing facility. guys? >> all right, mireya, thank you so much. now we turn now to the breaking news overnight. the artemis 1 rocket finally blasted off on a trip to bring us back to the moon. transportation correspondent gio benitez watched it live from the kennedy space center. good morning, gio. >> reporter: hey, george. good morning.

year and probably pretty close to pre-pandemic levels back in 2019. >> we've seen major staffing shortages in the commercial aviation industry, the airlines, the faa and tsa. is the industry going to have enough staff to make this run smoothly? >> i can speak for tsa. yes, we will have enough staff. we identify airports around the country that might be a little bit overstaffed and redeploy those officers to airports that might have a staffing shortage. we expect to have adequate staff for the full volume that we'll see over the next week or so. >> i know you've been pushing congress to pass legislation to give underpaid tsa agents a raise. where does that stand? >> where that stands, it's in the president's budget. the house, when they marked the president's budget, agreed and put it in. the senate did as well. now it has to go to a conference committee. i would just emphasize how critically important this is. you can see the officers behind me. they have very, very difficult jobs. these are national security positions and then if you look at the paid fairness between them and other federal employees, they're paid about 30% less.

so that creates a significant recruiting challenge for us and a significant retention challenge, and we need to address this pay discrepancy and do it in 2023. if we don't, it'll be increasingly hard to staff these checkpoints in a manner we have done in the past. >> i think all of us were shocked last week when we learned a passenger got on a plane with two box cutters. how did that happen? how can you prevent that from happening again? >> we take our security mission incredibly seriously. in a rare circumstance like we saw last friday, it's an all hands on deck effort from the local airport all the way up to headquarters. we worked hard friday evening into saturday to understand fully what happened. as a result, we have changed our training procedures and changed our standard operating procedures a bit. i'm comfortable we have closed in kentucky last friday. w out - >> what advice do you have for passengers as we head into thanksgiving week? >> best advice is to arrive a

little earlier. your whole journey is going to take into account parking, for example, which in some airports is increasingly tight. you want to give yourself some time in the screening checkpoint and certainly not be rushing to the gate. i would say first provide a little bit of extra time and secondly, i think through the process steps you're going to have to go through when you come to the screening checkpoint. the first thing we're going to ask you for is your identification. have your driver's license or passport out. listen carefully to the officer and they'll provide instructions as to what the next steps will be. if you are not a precheck passenger, i would recommend you take your liquids, aerosols and gels and keep them at the top of your bag so you can take them out quickly. the whole idea is to provide as much efficiency in the system and we really need passengers' help in doing that. just please think through it and also, you know, just think through if you have some time flexibility, our busiest days are going to be tuesday, wednesday, into thursday morning.

these scams are problematic around the holidays when people are getting more packages and emails. the numbers are staggering. according to amazon, they have already initiated takedowns of more than 20,000 phishing websites and 10,000 phone numbers associated with impersonation schemes. here's what you need to know. this morning amazon warning about a rise in online and mobile scams this holiday season. the company finding more than 50% of the impersonation scams its customers report are fake order confirmation. >> a scammer will accepted a fake order confirmation looking like you bought something online and in a store and pretend that you need to urgently contact customer service. they'll give you a link or phone number to try to contact them. >> reporter: like this fraudulent text message asking a customer to click a link contacting customer care if they
