oakland, san francisco, and richmond. antioch city council has approved a five-year contract to use the system in an area of about four miles. critics raised concerns about the potential for broader government surveillance. the city saw a 40% surge in gun violence last year. >> you are likely to notice an increased effort to stop organized retail theft this holiday season. shopping centers across california will see saturated for tolls. chp teams will work with local law enforcement to make arrests and recover stolen items. the state is spending millions to deter and prosecute retail theft criminals, including a tended to make it harder to sell stolen merchandise online. >> a case of financial feast to famine after a huge windfall. warnings the state could face a multibillion-dollar deficit. the state reported a record $97 billion surplus. the report from the ledger save analysts office shows $25

renamed wilma chan way, a tribute to who many call a trailblazer in alameda county. she died a year ago when she was hit by a car while walking her dog. city council approved the renaming earlier this year and it is an effort to honor her years of public service at the request of her family. >> renaming constitution way my service as a safety reminder to people coming in and out of alameda. making a positive impact, especially in health and safety. they are really at the core of who my mom was. >> her son and daughter were given a commemorative sign in recognition of their mothers years of leadership. >> police are trying to determine the cause of a crash that injured three people in the parking lot of a target store. it happened outside the store in san mateo just after noon today. three cars were involved. all victims had to be taken to the hospital. >> 25 recruits were injured this

morning when a car plowed into them while they were on a run in a los angeles suburb. five are critically injured and in the hospital. karina nova is following the story for us and is in the newsroom with more. >> this happened at around 6:15. a class of 75 recruits were on a run as part of a training exercise. they were jogging southeast of l.a. when the suv plowed right into them. what we know is the suv that struck them veered across the street, going the wrong way. the driver was detained and given a breathalyzer, but in the sheriffs of swords, it came back 0.0, meaning the man was not intoxicated. it happened 500 feet from a fire station, where some ran for help. the sheriff saying he could have been much worse if the driver had not hit a pole. >> as soon as the accident

happened, the chaos that ensued. they said it looked like an airplane rack, so many bodies scattered everywhere in different states of injury, it was pretty dramatic for all individuals involved. >> it was about 50 people on the floor, there were so many people scattered and running around to help each other. everyone was in various conditions. they were on the floor, somewhere unconscious, some were still conscious. there were people with bad injuries to their legs, bleeding from their face. >> some of the injuries are considered life-threatening. the sheriff gave a graphic description saying some victims lost limbs. the incident is being treated as an accident and the california highway patrol is leading the investigation. in the newsroom, karina nova. >> in san francisco, several

people injured after light rail trains collided around 1:45 this afternoon. the fire department says five people were taken to the hospital. two others were evaluated at the scene after complaining of pain. >> covid, the flu, ours we surging across the bay area and country. wearing public health departments into the holidays. dustin dorsey explains how santa clara county is responding. >> santa clara county was one of the first to raise red flags at the start of the covid-19 pandemic. now a triple threat has the public department sounding the alarm once again. >> this is the first year we are not only facing covid, but also increased influenza activity and unusually high levels of rsv. right now we are already seeing these diseases hit our youngest children and impact our hospitals and doctors offices. >> rising rsv cases are leading to a decrease in pediatric

hospital capacity. it led to a shortage of certain types of amoxicillin, often prescribed to treat rsv in children. but dr. video monee says prescriptions can still be filled and the health department can treat patients needing help. >> we have worked with care teams and leaders to expand access to come up with mitigation strategies to accommodate this increased surge of patients we are seeing. >> the county has launched wastewater detection systems for the flu, showing surges in all parts of the region. with thanksgiving next week, dr. sarah rodman says information can be accessed by the public from their website to properly assess the risk. >> watching the wastewater data can help people understand if they need additional layers of protection like continuing to wear masks indoors, or changing plans for gatherings. >> there are still covid. pediatric cases are up. spread numbers are high.

>> a gas leak across the street from a hospital in concord forced an urgent care facility to evacuate. a second hospital building was also placed on a shelter-in-place order. it was running on emergency generator power for a few hours. a third party crew struck a gas line at a construction site on grant street. they were able to turn off the gas about noon today. >> school officials are outraged after a reckless driver slammed into a school bus and drove away from the scene. 13 students getting on the bus. thankfully, none of the kids were crossing the street at the time. >> november 3, 30 students of alvarado elementary were getting on the school bus.

the executive director of transportation for san francisco unified takes it from there. >> the stop arm was on the bus, the lights were flashing. under california vehicle code, you must stop and not move. somebody blew the stop sign and hit the stop arm. >> none of the kids were crossing the street at the moment. we witnessed how many drivers never stopped despite the signals. this driver even rolled through the stop sign at the end of the street. >> here we have a car with the stop arm passing us, which is illegal. >> the driver also entered the f word. >> passing a school bus when the lights are on can result in a citation. you can also result in the death or injury of a child. >> in the november 3 incident, the cameras on the outside of the bus caught the moment of the hit-and-run. >> we saw vehicle pull up at a

lower angle. stop when it hit the sign, and you back away from the bus and turn around behind the bus and leave the scene. >> the driver was also able to report the license plate. no one has been detained. the san francisco municipal transportation working to improve the safety record of the city. mta is making changes to the speed limit on 35 streets. by the middle of next year, they will go from 25 to 20 miles an hour. the school district is making a plea to all drivers. >> we just need people to obey and help us by stopping when they see a stop arm and the lights flashing. >> in san francisco, lyanne melendez. >> turning our focus to the weather. >> so nice outside. the fall colors and the sun. sandhya patel is here. >> it was absolutely gorgeous.

here's a view from the san jose camera. a combination of morning high clouds and fog. cooler tomorrow afternoon. gusty winds returning. rain chance early next week. not looking as promising. first thing tomorrow morning, starting out with fog, higher clouds. that combination will continue. temperatures dropping off. not as warm as today. mid 30's. visibility will be low tomorrow afternoon. a breezy coast side temperatures. all the way to the mid 60's. the sun getting dammed by the higher clouds thursday afternoon. fast forward to next week. the system gets in late monday going into tuesday. the european model wants to bring us wet weather. more snow to the mountains. the gfs model is much drier for the bay area and keeping the rain line to the north. we will go with the chance.
