leader. she is without a doubt the most powerful most effective speaker of the house ever and speaker pelosi will continue to serve as speaker until january when newly elected members of the house are sworn in and republicans take control. they have nominated california representative kevin mccarthy to be the next speaker tara campbell abc 7 news. sorry tara. thank you. well pelosi's rise to power has a lot to do with another formidable political force in san francisco. it was former congresswoman salah burton the late representative for san francisco who said on her deathbed in 1987. she wanted nancy pelosi to succeed her before that pelosi was a behind the scenes player in the state democratic party former mayor. willie brown was california assembly speaker at the time salah said in no uncertain terms. nancy is the right person.

and up. obviously phil age can be a double-edged sword. what role do you see at play here? well, let's first of all it takes time to get power in washington like it or not. we're on a seniority system. so the longer you serve the higher you go up in the ranks and in committee assignments and putting together budgets and things like that. so that naturally means the older you are the more power you have the double edged sword. is that once you step out you don't get to transfer that power to the person coming in they start back down at the bottom. so when people talk about who's going to replace let's say a nancy pelosi or jackie spear or any of the other half dozen congressional members of the northern california that may be stepping aside in the coming years. you're not going to be able to replace a jackie spear because she has the seniority. she has the knowledge and she has or any of the other south bay congressional women or men because they have the the seniority and they'll be going in like eric squallwell did a couple years ago and you have to

start climbing back up and making your mark making your moves. test that most the talent we have does that and like anna esu here moves up and becomes a prominent player barbara lee for example may be in line to replace dianne feinstein as a us. senator if dianne feinstein should leave early marcus sonier from concord a solid member who staying in there despite the fact that i got to tell you. it's not the greatest jobs. no, it's not an easy job lot of travel a lot of time and it's you're running for office constantly pelosi's let's talk about her replacement lik successor as the democratic leader is hakeem jeffries. he would be the first black person to lead democrats nancy pelosi, of course the first woman to ever hold that role he represents new york. so here's the question phil could california lose something by no longer being represented by the speaker of the house. well california will be represented possibly by the speaker of the house put on the republican side kevin mccarthy

county anthony becker conceded yesterday to incumbent mayor lisa gilmore in the race for santa clara mayor gilmore won the election with 51% of the vote abc 7 news reporter dustin dorsey spoke with gilmore today after an incredibly heated. in every election there are favorites and there are underdogs but incumbent mayor of santa clara lisa gilmore says her race for city mayor was different. i wouldn't even assess it as a david versus goliath. i would assess it as a david versus the death star mayor gilmore said santa clara councilmember anthony becker texted her wednesday conceding the race an incredibly close election throughout despite gilmore saying she's been out spent eight to one two and a half million dollars of which coming from the san francisco 49ers santa clara and saw through all of this multimillion dollar negative campaigning and really voted for what's best for the city. so it was more than just me winning this race. it's it's keeping our city intact and not owned by a special interest the 49ers in santa clara including gilmore have been in odds over financial

management of the stadium for years, but gilmore says she still plans to work with the team following her re-election. i believe they need to work with us honestly, and they're not going to be able to buy their way out of this like they thought they would so it's really time for them to be real partners with us and work cooperatively. i'm willing to do that and they need to do it as well. the 49ers sent us a statement saying in part. we will move forward in the spirit of collaboration and partnership and look forward to working with the mayor the re-elected city council members and all local officials to support our community san francisco chronicle reporters ronchick. and lance williams have been following the 49ers involvement in local politics since they contributed 2.9 million to get becker and other candidates elected on the council in november 2020 the team put another two million behind two city council candidates who got elected this year, but williams says gilmore's victory speaks. loudly. it's a interesting achievement. and a rebuke i think of the

news reporter. zach fuentes. spoke with a labor law attorney about whether they'll have a case. it was a tough ultimatum sent to twitter employees via email elon musk saying in part that to build what he calls twitter 2.0. they need to work long hours at high intensity. the email went on to say that if employees want to take part they can click yes on a link provided anyone who didn't buy 2 pm pacific time thursday would get three months severance pay. i think it's a really unfair choice to put to employees when they have very limited information about what the company is going to look like going forward. michelle lee is an employee attorney and partner at rudy excel rod. zephan low in san francisco. she says her concern is that the email could be coercive what you know, whether or not if people don't resign now, are they going to be terminated in a different layoffs slowly in a way that you know try to ding them for performance because they weren't working every weekend and in that case, you know, what are their rights? and so i think workers are operating now and a lot of uncertainty which i think is

extremely unfair to them and perhaps in law school. california's warn act mandates that companies give days notice to employees when mass layoffs happen though lee says things could change so far twitter isn't compliance still the layoffs at twitter have caught the attention of federal lawmakers this week us representative marked assonia introduced the justice for local communities and workers act. he says it will protect not just workers from closures and layoffs like the ones at twitter, but also put pressure on the companies to work communities standing on the applicability whether it's just local or it's a statewide playoff or national that you will pay for an economic analysis, and then they will be a contribution to retraining the people who've been laid off in the meantime lee says their firm continues to be flooded with calls from twitter employees uncertain of their future it's seems like it's just a chaotic place where things change on a day-to-day basis in the south bay zach fuentes abc 7 news. more vacant offices in downtown san francisco could translate to

the city losing 200 million dollars in property taxes over the next five years now if that happens a list of services across the city could be affected abc 7 news reporter loose pena spoke with several experts about this dire situation. san francisco could face. it's a dramatic side effect of the pandemic vacant office spaces all across downtown san francisco a sign of an evolving work culture but to a city of san francisco. it's a cry out for help iceberg is about to hit the city of san francisco the city relies millions of dollars in property taxes as more offices become vacant i don't think folks fully understand even even the folks that are that are fully committed to 100% remote work. i understand people have gotten comfortable with it, but even a hybrid schedule helps. to support our city right now

under the most optimistic scenario. san francisco could lose about a hundred million dollars in property taxes the worst case scenario 200 million by 2028. these projections were presented by the city's chief economist ted egan. he's numbers show that 200 million dollars is only a glimpse of the impact the vacancies will well go down by 2028 under our forecast, but the problem is the rents are going to be lower than and so property income will be and property values will be less in that year than the assessed value for many properties. that's property taxes means the city would need to start cutting. services a lot of them have to do with directly cleaning our streets keeping our cities safe historically in the great recession. we saw cuts to substance abuse mental health and homeless programs and we're still seeing the effects of that today.

we want to get back to the report. we tried to bring you just a moment ago with a little technical glitch. we've solved and i-team investigation into fire hydrants in the east bay. yeah here stephanie crs stephanie. yes, alma and dan this story started with pictures like this fire hydrants covered up hard to locate or disguised in the brush. like this got us wondering how often are these hydrants inspected and more importantly? the event of a major fire will they work? lessons learned and lessons lost

it is concerning oakland hills resident doug. mosher doesn't want to live through another mistake to have that water supply is crucial to be able to fight a fire. one of the most important lessons learned from the 1991 oakland firestorm is access. 31 years ago oakland's fire hydrants were different than most across the state. this limited the help surrounding agencies could provide because they didn't have the adapters necessary to access the water supply. that problem was fixed in 1994, but 28 years later residents are now left with a different question. are these hydrants even working? we'd like to know the east bay municipal utility district or east bay mud told the i-team their responsible for maintaining more than 31,000 public fire hydrants across alameda and contra costa counties the abc 7 news. i team discovered only a fraction are regularly inspected a fraction as in 2.5 percent.

that's 800 hydrants per year. i don't think they should the issue. seriously, perhaps maybe they didn't take me seriously. it's one of many reasons former oakland hills resident nick vigilante moved out of california after 22 years. in september 2020. he asked east bay mud if hydrants are routinely inspected. maybe you should take this seriously the agency told him we do not have a proactive program in place right now to inspect and repair hydrates. we are launching a preventative maintenance program in october. the next month that didn't happen public records obtained by the i-team show after repeated requests from residents the fire preventative maintenance program eventually launched a year later in october of 2021. our goal is to inspect 800 fire hydrants. every year is inspecting these hydrants a priority in high fire severity zones. yes, certainly, but high fire duty a fire, excuse me, high fire severity zones are a priority for us, but the data

seems to tell a different story. there are more than 32,000 public fire hydrants in the city of oakland the 19 filed public records request to see the total number of hydrant inspections conducted by east bay mud an areas with the highest fire risk in the oakland hills an area identified by cal fire as a high fire hazard severity zone this included 46 roads that burned in the oakland firestorm in 1991 after waiting nearly three months for the documents the team found only 17 inspections in these areas since 2019 darn it. i wish they would just do the job. this shouldn't be that hard neighbor. tom. grossman is tired of taking pictures like this showing hydrants that look to be deteriorating according to east bay mudd's fire hydrant preventative maintenance program plan. the hydrant should be visible from all approaches. there should be no brush tree limbs structures or soil that could interfere with anyone

accessing connecting hoses or operating the hydrant. but if you ask grossman dozens of neighbors complain, that's not the reality on the roads. how many have you seen like this in the past two weeks? i've seen too just writing my bike around. i'm not even looking so we did and within 10 minutes we found several hydrants like this covered up hard to access and some missing the blue street markers that are placed on the road to help fire crews identify hydrant locations. this is the hydrant we met with oakland fire chief heather mos dean to show her some of these pictures, but she told us it's not a big issue. we very rarely run into a hydrant that we think is working and doesn't work. it's very rare yet according to abc 7's analysis of thousands of repair records. there were at least 78 leaking issues involving hydrants from 2019 through june of this year the majority reported in oakland a handful of those leaks were due to hydrants crashed into at least 83 hydrants were hit

mainly by vehicles like police cars and deliver. rocks more than a dozen of those hydrants were hit in high fire risk areas and had damaged that took more than a month to repair and replace in another case this hydrant and castro valley a cocblter ftook more than six months to repair they tend to be overlooked to often people drive by hydrants and don't really pay them too much attention. so who will pay attention we brought the issue back to the two agencies directly involved. east bay mud and the oakland fire department vegetation management inspections chief mosine explains the department conducts residential vegetation management inspections to ensure homeowners are reducing their wildfire risk. do those teams also check the status of the hydrants. it's not part of the the residential vegetation management inspection does not include fire hydrants wouldn't it make sense to have that be a part of it? and as i said before east bay mud, the hydrants are east bay muds. we just get to use them. so we shared these photos with
