the governor was calling for special session to address the greed of oil companies. it will be held next month. today, the energy commission held a public here to talk to the oil companies about why gas prices are so high. >> take a look at the table on the right side of the screen. those are the seats from the oil company. they are all empty. there was a lot to learn from this event. michael finney has been keeping close track of it enjoins us with the story. >> let's start with what this meeting was really all about. it is teeing off next week special legislative session where lawmakers will consider a windfall profit cap on gasoline prices. today, there is a lot at stake. why is gasoline so expensive in california? why are there price spots? there were charts, graphs, and plenty of explanations like

california has special gasoline, environmental rules, and has a close market so shortages more easily occur. this is where the conversation gets interesting. when shortages happen, oil has to be shipped in from overseas. >> it's on the other the pacific ocean. there's time. usually three weeks, sometimes for weeks before the import start to arrive. it's that time to get the imports here were wholesale prices continue to rise and start to fall, once the imports begin to arrive. >> price movement while waiting. spikes are caused by refinery maintenance, when one refinery goes off-line, often times of the refineries make more money. >> studies on the website, if you look at their major takeaways, they say what were saying. >> the studies you see presented by cec staff show the facts

about the field market. --the fuel market. it is driven by supply and demand. it striven by the cost of business in the state and public policy in california. >> consumer watchdog says regulations do not account for spikes and higher costs in california. >> oil refiners have reported making 30% greater profits and california than anywhere else in the world. they are making windfall profits. it is in their own reports. the question is what is the state going to do about it. >> those not in attendance were as important as those who were. the five major oil refiners in california did not show up citing legal and other concerns. i reached out to all of them. men returned by request for an interview. again, western states petroleum association, kevin. >> therefore should by the demonization that continues to go on with the said ministration.

force question mark that is the question supervisors consider today. we have been covering today's debate. >> it was a heated debate today. the san francisco police department has had these robots for over a decade. now the board is asking for clarity on how these robots are being used in the potential use in deadly force. after a controversial debate, the board of supervisors decided to 17 remote-controlled robots will be used by the police department. >> are robert simply will not be able to do -- our robots will not be able to make these judgment calls in the same way, with full situational awareness that a police officer would be able to make. >> for 11 years, the please department has been equipped with 17 robots. today, the potential for using them to use to kill us suspect has been used. the governor newsom signed it

the assistant chief said they could deploy robots equipped with explosives. >> we have it as a tool in the event that we do have time, that we don't have to go in and stop the threat immediately. that we have secured the scene and we way out, we want to risk lives in the public by getting yourselves exposed to the suspect? or should we send a robot into deal with it? >> the electronic frontier association is concerned these robots can be used with more frequency. >> they are controlled by an officer who will have a finger on a into deploy deadly force. that's not that much more trustworthy because every day, police deploy deadly force when they really didn't mean to. --when they really didn't need to. >> several supervisors voted against the use of these robots. >> and 2018, our constituents voted 62 to 30 eight to not entrust police with tasers. if police should not be trusted with tasers, they sure as hell

should not be entrusted with killer robots. >> the board ultimately amended the policy and motion failed. supervisors are still considering another amendment. we could potentially have a new vote later tonight. we will keep you updated. >> thank you. >> a possible breakthrough with a massive strike by university of california workers. today union leaders and officials announced tentative agreements on new contracts for two bargaining units representing about 12 thousand postdoctoral and academic researchers. the five-year deal includes his wage increases, paid family leave and anti-bullying protections. the units will remain on strike until the contract is actually ratified. bargaining continues for the unit that continues 38,000 researchers and academic employees. >> california watch a savings

interracial marriage. the senate voted 6136 to pass a bill enshrining that protection into federal law. every democrat voted for the respect for marriage act and 12 republicans join them despite pressure from other republicans. the law doesn't for states to legalize same-sex marriage but it requires them to recognize legal marriages from other states. senator chuck schumer expressed with this decision means for marriage equality. >> no matter who you are or who you love, you two deserve dignity and equal treatment under the law. >> senate democrats expedited this vote following the decision to overturn abortion rights. the house will vote on the bill by the end of the year and sent it to president biden's desk. >> hundreds of blacks mexican families who were vested --sure evicted our seeking restitution. >> my father retired.
