the sierra. the major roads to tahoe are clear for no but that is expected to change. this storm expected to dump up to four feet of snow in the mountains and there is a winter storm warning in effect. >> we are expecting gusts of over 75 miles per hour and snowfall rates of up to two to three inches per hour. any type of non-essential travel should be avoided. friday might be a better day to get some powder on the ski hills. >> >> >> in other storm is expected to roll through the sierra over the weekend which could bring at least another foot of snow in the mountains. in the north bay there are concerns about whether the raid could lead to more flooding. the fire department's warning about an increased risk of mudslides in the 2020 glass fire burn scars.

>> in east santa rosa it is the burn scars behind me that are of most concern. the fire department is warning of the possibility of debris flow off the hills. specifically if the drainpipes get backed up. that is something that happened last year with the storms in santa rosa and other parts of the north bay. in east santa rosa robert is sweeping up his leaves gearing up for what could be a day of heavy rain. >> i want to make sure it does not get into the gutters and potentially plug up the drain. >> that is what the sense rosa fire marshal is concerned could happen thursday. >> we saw a lot of the slippage last year. >> he says areas around the 2020 glass fire burn scars are at an increased risk of mudslides much like this deadly mudslide in september when debris gushed into a burn scar in the san bernardino mountains killing one

person. the >> hells have not regrown the way they should and they are not as receptive to water. water has a potential to sheet off the hill because it is a burn scar which could impact our waterways. >> that is what happened during the storm last year. an entire neighborhood in santa rosa flooded. nearly 100 residents had to be evacuated by fire and sheriff department vehicles and some even by boat. the fire department has their inflatable rescue boat on standby if it happens again. in san rafael the police department is asking residents to prepare reminding people of the flooding last year. >> last years's san rafael's experience. flooding downtown san rafael. this year we don't anticipate this storm to bring that sort of flood. >> in santa rosa the city is providing sandbags and doing with they can to get the word out. >> making sure people know what

is coming ahead. wind, rainfall. >> the fire department is staying in close contact with the national weather service. they are anticipating the most terrain to be between 2:00 and 6:00 tomorrow morning. there is not currently a flash flood effect for the burn scars but the fire department says it is still something they are monitoring and they will be ready to staff up if needed. >> be sure to watch us on area and online tomorrow at 5:00 a.m. for complete storm coverage. we will be on tv from 5:00 to 7:00 and stay livestreaming until 8:00 a.m. >> prosecutors said in federal court they need more time to go through the evidence in the case against the man accused of attacking paul pelosi. the clinical reports the request was made during a hearing today in san francisco.

david the papp reportedly was in court. he faces a long list of charges. he is accused of breaking in, demanding to see here and hitting her husband in the head with a hammer. >> our goal is to build a better bay area and that includes a better looking bay area. take the issue of graffiti. over the past three months in san francisco the 311 customer service center has received 20,000 because reporting graffiti on businesses. it has been a consistent problem for most of the year. leanne melendez is in the newsroom to tell us about a city pilot program to help make a difference. >> it has been a standing rule if any business gets tagged the city forces that business or the owner of the building to remove it at their expense. in many cases it has become a cat and mouse game. tagging, painting. this misses finally said enough is enough and the city agreed

and responded announcing for the next two years they are going to take care of it. >> mayor london breed showed off her painting skills kicking off a new pilot program to reduce the amount of graffiti in commercial corridors around the city. six new employees will be added to the public works roster. >> our goal is to be able to address graffiti within 72 hours. >> business owners can proactively call the city or respond to a notice of violation. either way they will not be charged. >> give us permission and allow us to do it. >> ivan has had to paint over graffiti about once a month. >> i am all for expressing yourself. i just don't want on my business. >> it is important our neighbors and people coming to visit our city feel welcome and they feel like the commercial corridors are not neglected. they are well taken care of, they are safe. >> it was a supervisor who introduced legislation.

the two year pilot program dictates the city spent $2 million each year removing and covering up graffiti rather than forcing businesses to do it selves. city responded to a call for help from any small busine business who barely survived the pandemic. >> they emailed us and said where is the support. i think that was a very good question. this legislation is an excellent answer to the question. >> graffiti is typically a community blight and which studies have shown could lead to the decay of a neighborhood. the city warns at first it may take longer than the estimated 72 hours to get to many of these businesses because as you can expect there will be hide demand. >> supporting businesses sounds like a great idea but let's talk about the reality. they come back over and over again so what is the city going to do to deter this?

>> the united nations is adjusting one of the world's most iconic coral reefs is in danger because of the effects of climate change. bay area researchers are working on solutions that could help bolster ecosystems. as a researcher with the california academy of sciences in san francisco, ellie hernandez has explored coral reefs around the world and in recent years she had seen heartbreaking examples of the damage known as coral break -- coral bleaching. >> this is a coral skeleton. it is made of calcium carbonate. >> she says the weight of the dead coral contrasts with the colors visible underneath the ocean surface produced by algae

which attach themselves to healthy coral. in many environments including the right barrier reef in australia the relationship is being disrupted by climate change and warming ocean waters. hernandez says some of the worst damages caused by recurring temperature spikes. >> in the great barrier reef there was back-to-back back amber court -- before the coral reef recovers there is another high >> temperature event. a united nations report is recommending the barrier reef be added to a list of world heritage sites designated as in danger. > it is a call for action. >> at the academy of sciences researchers are not his ping attends to the threatened coral reefs. they are working on solutions to help them recover. inside the spawning lab scientists are on what they call spohn watch. but lab is one of a few of its kind out of the country able to coax living coral into spawning. it employs a complex system that mimics everything from water temperature to lunar cycles.
