what you need to know about this tonight. sandhya: it will be a stormy morning commute so plan accordingly. as we take a look at the live picture from our east bay hills camera, the wind is beginning to pick up. we get you to live doppler 7. this is a level two moderate strength storm that's going to bring a stormy morning commute. the rain has already started along the mendocino coast. it's really light but that intensifies. the wind out of the south gusting to 27, sustained on mount diablo. as we take a look at the hourly timeline, tomorrow morning, downpours in the north bay. kanter allowed an isolated thunderstorm shifting into the south bay. it will be a hazardous commute. downpours and strong wind. possibility of trees going down. another storm coming for the weekend. a closer look at the rest of the timeline coming up. dan: people around the bay area enjoyed getting out and about

tonight before the weather turns. when it does, staying warm and dry will be a challenge for a lot of people in our community. we are in san jose tonight. reporter: anywhere you look, wednesday evening ensembles across the south bay included warm layers. >> beanies, gloves which they took off because that doesn't last very long. thick jackets. boots. >> pajamas underneath. two pairs of socks. we gave them a beanie and a hoodie. reporter: for parents, the incoming cold and forecasted rain have impacted how his family plans their outdoor activities. and how they find comfort indoors as well. >> three blankets. we have a little heater. we make sure it's turned on full blast. we have a role in the house where he has to wear socks to get on the floor. our tile is cold. reporter: clothes -- lows are expected to drop into the

subfreezing range. the storm thursday morning likely to bring rain and gusty winds across the bay area. to beat the bad weather, tiffany , savannah, and other family members bundled up to enjoy christmas in the park on a cold but clear wednesday night. >> even your beanie. do you love disney and frozen? you are not frozen tonight, are you? [laughter] reporter: santa clara county is mobilizing to help residents in search of shelter and heat. opening several warming centers across the region at least through sunday. charles harris says it's no secret, such storms can create dangerous conditions for vulnerable community members. particularly those who are on house. >> we've been trying to meet our community members where they are and to make sure that we are in the public eye and making sure that they know that we are there for them and supporting them. reporter: vta offering free bus

the man even noticed they were recording him. >> we got a little closer to him. he looked at us and smiled. he waved. just went off into his day. i tried to let the guy know, something is going on back there. it looked like he noticed already. ama: vta knows about what happened then took to social media to let people know this is not only dangerous but illegal and it's investigating the incident. dan: a story we've been first to cover from the very start. police have found an arrest of the man they shot and killed a clerk in antioch saturday evening. tonight, j.r. stone is finding out that police now believe there is much more to this picture. reporter: 36-year-old james williams was a gas station clerk who was shot and killed last saturday as he worked at the chevron station in antioch. in a press conference wednesday

night, we learned details of what happened. antioch police say two males walked into the unlock chevron store around 2:00 a.m. and rob the place. >> james william, the clerk, chased after the suspects in the parking lot and he shot towards both of our suspects. reporter: that happening moments after williams told his coworker this. >> he said, somebody is trying to rob us. stay here. reporter: williams had a gun and fired at the two men running from the store. >> he did hit one of the suspects. 20-year-old rommel jackson junior in the leg. reporter: jackson fired back, striking williams in the chest and leg. one of those shots proving to be fatal. police say jackson, who is in their custody at the hospital, and another man who has not been caught stole cash and cigar papers.

police haven't said how much money was taken. williams coworker annette says less than 150 dollars is kept in the register at all times. as for charges against jackson. >> the case was presented to the district attorney's office and they filed robbery, possession of stolen property, and a firearm enhancement on mr. ronald jackson junior. reporter: the antioch police department says the das office declined to charge him with murder, referring to the suspects charges. we reached out to the das office for clarification but have yet to hear back. j.r. stone, abc7news. ama: time is ticking for any victims of child sex abuse by catholic clergy members in california. they have one month left to come forward under a recently signed california law. tim johns spoke with victims about the looming deadline and the hard emotions it brings up. >> your life changes the moment

it happens. reporter: dan mick nevin has spent years dealing with the abuse that happened when he was just a child. born and raised in the bay area, he says he's one of the hundreds of people in northern of -- northern california who was abused by a catholic priest. >> the abuse has a permanent impact on whoever is a victim. reporter: others who may wish to come forward are running out of time. that's because a law passed by the california legislature in 2019 is set to expire at the end of the year. what it did was create a three year time for the victims of childhood sexual abuse to come forward. even if their statute of limitations had ended. >> if a child was exposed to a sexual offender in an institutional environment like the catholic church or the boy scouts or really any youth serving organization, he or she has a once-in-a-lifetime chance to bring that claim. reporter: those who come forward

can remain anonymous. the law allows potential victims to sue both their individual offender and whatever organization they are part of. a group of catholic bishops unsuccessfully ask the u.s. supreme court to review the law. in a statement, the archdiocese of san francisco says it publishes the names of priests and deacons who are in good standing on its website. it reads, the archdiocese addresses allegations related to lawsuits through appropriate legal channels. investigations are initiated for any claims received. any priest under investigation is prohibited from exercising public ministry in accordance with kanaan laws as well as archdiocese and and policies. as the clock kicks -- takes down, mick nevin is encouraging others to come forward. >> it's been designed to create as little friction as possible by our lawmakers to permit victims to come forward.

reporter: abc7news. dan: new developments with gas prices in california. governor newsom has officially called a special session of the legislature. he wants lawmakers to pass legislation that would allow for oil companies to be hit with a price gouging penalty. the state would get more oversight with the power to look at costs, profits, and pricing. the session is scheduled to start on december 5. the average price is still over five dollars per gallon. oakland and san jose both dropped under the five dollar mark for the first time in months. ama: dinner with the macron's. the kick off to a full day of events with the french president tomorrow. plus. >> that's obviously a mistake. >> that's a stunning admission. >> yeah. dan: the man under fire for leaving -- leading a cryptocurrency failure in the
