wintry mix around mount hamilton. the temperature right now is 30 degrees. showers have shifted onto morgan hill, monterey road, so highway 101 could be a bit of a slow go. a light level 1 storm on our exclusive impact scale. what is left of the showers the next few hours will be winding down, scattered in nature. towards tomorrow morning, look what shows up. it will be freezing cold. this could be some of the coldest air of the season so far with records in jeopardy. the freeze warning 11:00 p.m. tonight until 11:00 a.m. friday, the north valleys and mountains and easter santa clara valley. you will want to protect your pets. those pipes you will need to wrap and bring in any tender vegetation because you could see damage. i will be back to tell you when the next storm is coming in a few minutes. dan: let's continue our storm

watch team coverage with abc7 news reporter dustin dorsey live in the south bay. dustin: you just heard it. it is cold out here. that rain has now passed through, but that does not mean there was not plenty of it earlier this morning in san jose. on the first day of december among what is normally a merry scene in downtown san jose was more rainy and cold, but that did not put all residents in a grinchy mood. >> this is my kind of weather. dustin: whether it was heading out for coffee or strolling through downtown san jose, people were still brave enough to take on the elements. but david was looking to cozying up inside and watching it rain. >> i am a native of california and never get rain. i love it when it is cold and windy. dustin: perfect for the start of december, right? >> absolutely. dustin:his might be

the early present many have been asking for due to the drought conditions the entire region faced. but with the benefits also come negatives, most notably on the roadways. >> driving is kind of crazy. people don't drive well. they don't know what rain is i guess sometimes, especially on the freeways. dustin: the heaviest of the rain came late morning when puddles formed on the freeways and created issues. traffic was backed up on interstate 280 due to this car being overturned. the san jose department of transportation say days like today mean dangerous roadways. >> when we get a rainy day it is unusual. it is a road condition we are not used to dealing with. dustin: but the wet roads won't be the only dangerous condition we face in the south bay. as temperatures dip this evening, black ice becomes a concern. keeping your steering wheel straight and not slamming on the brakes is the safest way to get through it. the most important tip on days like today, slow down. >> speed being the number one

created big headaches for people at home, at work and on the roads. what a mess on the roads today. mother nature was dumping rain on the bay area, turning roads into small rivers. lanes of traffic hidden by leaves now underwater. heavy downpours made driving dicey on city roads and on freeways. >> i could not see anything. it's so hard to drive. >> kind of slow. we have to be more careful. suzanne: this lyft driver braved the elements and managed to drop off about a dozen people before noon. >> some bad, some good. it is risky driving under that rain. suzanne: the heavy downpour not stopping the mail from getting delivered on time. >> you have to keep going. suzanne: in daly city, the rain sent shoppers scribbling with their number list. in san francisco, this massive

tree toppled. the ground so saturated by the relentless rain. it affected lines and forced some buses to reroute. the nonstop rain clogging drain in the outer richmond district. citizens took matters into their own hands to clear up the mess. across the bay area of the intense weather system wiped out power for nearly 1700 pg&e customers. about 1000 of them were in the peninsula. >> here in the peninsula we had the brunt of this storm. we were anticipating that. we knew the bay would get hit hardest here because of the winds. suzanne: crews are working fast to get repairs made. pg&e says they've been ready for this storm. pg&e also wanted to be ready for the upcoming cold snap and future storms coming our way. >> we want our customers to be prepared as well. have your flashlight with fresh batteries, instead of candles for safety reasons. make sure to charger phones -- charge your phones in your cars.

if you see lowered down power lines, always assume they are live. suzanne: tonight we heard back from pg&e. they say a large percentage of their customers without power now have had power restored. they say tonight there is about 500 customers across the bay area still in the dark. in the peninsula, where the bulk of the outages were, that number dropped from 1000 down to 12 -- to 135. dan: the snow in the sierra is causing major traffic problems. in the past 15 minutes, interstate 80 reopened in both directions after being closed because of high winds and low visibility over donner summit. we will have much more on the conditions in the sierra in 10 minutes. you can always keep an eye on the storm with access to live doppler 7 on demand on our abc7 bay area streaming tv app. download the app now wherever you stream. ama: in the south bay there is dispute over a proposed

ordinance requiring rideshare companies to report sexual assault allegations to local police. some argue such a policy could be harmful to survivors of sexual assault. abc7 news reporter zach fuentes has more. zach: with only weeks left in office, the san jose mayor is doubling down on a proposed ordinance he said would improve community safety. >> i am preparing -- am requiring that any my check of any's report sexual assault. and to fully inform survivors of their choices about whether to support -- to report their victimization and how to best access services. zach: the proposal is backed by the santa clara county district attorney, who says talks with rideshare companies about the ordinance started months ago. >> their absence of engagement was disheartening. their refusal to move from their position was disappointing. their automatic rejection of even a suggested pilot project was extremely dissatisfying and

dangerous. zach: we reached out to uber, who say survivors content police -- contacting police is their choice to make. they say to say that uber somehow misleads survivors is categorically false. we have talked openly about these issues and led the industry to disclosed detailed data because it was the right thing to do. one of the group says its policy has been guided by harmful u.s. >> we are one of the groups that went to uber and said do not share survivor's confidential information without their consent. zach: she says the organization brought their concerns to local leaders, but were not able to come to an agreement. >> they need to be able to control when and how they deal with that. they don't need people pulling them out of the -- calling them out of the blue and say we got your phone number from this other place. zach: she goes before the city

dan: tonight you will hear from the father of a 10 month old boy who ingested fentanyl at a popular park in san francisco's marina district. he told abc7 reporter luz pena that he thought he would lose his baby. it didn't happen, thank goodness. now he is thanking responders for their quick response. luz: it is the frightening phone call this father is still playing in his mind. his 10-month-old son was turning blue and struggling to breathe.

minutes earlier he was playing in the grass with his twin brother in san francisco. >> when i first arrived he was actually laying motionless on the ground in the park, so he was on the grass on his back. they were pumping air. luz: san francisco paramedics arrived on scene within two minutes of the father calling 911. he felt hopeless hoping -- felt hopeless, hoping his son would survive. you felt you were going to lose him. >> of course. it was only once they put him in the emergency vehicle and transferred him that you felt like, okay, there is a possibility for treatment. but until that point when he is lying there motionless, you don't know what to do. you don't know if that is it. luz: medical records the family provided to abc7 news points to an accidental fentanyl overdose,

a diagnosis that never crossed their mind. >> they told me after the fact that they used narcan. how does a 10 month old get into opioids at a playground at a park? luz: around that bench is where the incident happened. it's still unclear how he invested fentanyl, but now his family is speaking to alert other parents to be on high alert of any foil or powder in the grass. we contacted the mayor's office and she was unavailable for an interview. the supervisor called this incident another wake-up call for the city. >> how do we avoid this from happening again? >> it has to start with criminal justice. we have to go after the drug dealers. we have to incentivize people who are active in their addictions to get out of them. luz: the baby was discharged after six hours in the hospital. today the family is thanking first responders for saving his life. and they are not planning to leave the city. the total opposite. >> we love the city. we love living here.

marks the start of december in the sierras. it is creating a major headache for drivers up i-80. according to caltrans there were multiple spinouts throughout the day. on our drive up we saw sam moll -- we saw several semi trucks off the road as drivers scrambled to install chains. >> i could not even get off the exit because it was so spanked -- so packed with snow. jay: josh has been working overtime to clear the roadways. >> i have been in equipment all day, plowing snow all day. i come up here for the storm. probably work 14 hour days. jay: at the nyack shell gas station it was a ghost town compared to most days. the burger king next-door closed their doors early since there were hardly any customers. >> we have been up since 7:00 a.m.. that is why we are closing. jay: the best advice is to stay-at-home if you can, but if you are planning to head up 80,

prepare for delays and road closures throughout the night. make sure you take it slow. dan: we have a ski season and every drop of this climate helps. we need the rain around here. it's -- ama: we certainly do. let's get to meteorologist sandhya patel. sandhya: you bet we have more coming this weekend. take a look at this view. it is hard to see, which is why you don't want to head up to the mountains right now. the snow is heavy. this is from the cal nevada lodge. chain controls on most roads leading up to tahoe. you can see snow is continuing to fall from blue canyon to south lake tahoe. winter storm warning until midnight tonight. additional 18 inches of snow will mean difficult to impossible travel conditions. with the next storm coming in this weekend a winter storm watch goes up, runs until early monday above 1000 feet. expecting one to three feet of snow.

temperatures will plunge. they are already running lower than they were 24 hours ago. right now you are in the 40's and 50's. that freeze warning at 11:00 tonight running until 9:00 a.m. for the north bay valleys and mountains, eastern santa clara hills. protect your sensitive plants, pets, pipes. subfreezing, mid 20's to low 30's. there may be some records in the bay area by morning. a live view, stunning right now. freezing cold by morning with frost and black ice. possibility of record low temperatures. next storm arrives saturday. the current system is a level 1 with spotty showers, mixed precip over the higher peaks. a few more showers until about 9:00. everything clears out and temperatures will drop. mid 20's to the low 40's. san francisco could drop below 40 degrees. last time we saw that happen was about 2017, so stay tuned.

campbell reports, today marked an emotional and uplifting unveiling. tara: sparkle davis is putting the final touches on her daughter's memorial. the 19-year-old was shot and killed at a house party on halloween in 2019. >> no one really knows how you feel until they experience it. yes, i still go through my emotions. tara: the shooting at an airbnb took the lives of five people. now oceana's organ donations are helping others live on. >> it helps bring inspiration and heart. as long as i know that my daughter is helping and saving lives, that is what i'm going to continue to do. tara: sparkle starting up a nonprofit in her daughter's name. the center serves at risk youth and underserved families. her dedication and her daughter are being honored by donate life. >> since her daughter's
