ama: some hard-hitting rain to kick off december. it was a much-needed storm for the bay area. >> it is good for the start of december. >> absolutely. i want many more. dan: another storm is on the way. that gentleman will get what he wants. thank you for joining us. ama: we are going right from the rain to a night of brutal cold. dan: sandhya patel is here to get your ready. sandhya: bone chilling cold by morning. enough snow that you will be shivering. a degree away from freezing in santa rosa. 37 degrees right now in fairfield.

down 18 in santa rosa. down 11 in half moon bay. freeze warning for the north bay. 11:00 and running until 9:00 tomorrow. also covering the eastern santa clara hills. subfreezing temperatures. you will definitely want to take precautions to prevent damage to the frost and freeze. temperatures already below freezing. look at what happens at 7:00. when you are 26 degrees in santa rosa, it will be icy cold. records are possible tomorrow. oakland will tie if it hits 38 degrees. right now, san francisco would break the previous record that was set back in 2009. live doppler 7, tracking another storm that's going to bring us rain this weekend. i will be back with that in just a few minutes. ama: it's not a drought buster but we got a good soaking today.

that storm rolle ing, dumsf rain and knocking out power. reporter: it was a wet mess for much of the bay area today with december getting off to a stormy start. the rain was exactly whatome people wshg for, at least in san jose. >> this is my kind of weather. this is a beautiful day. reporter: how so? >> i'm a native californian. you never get rain. reporter: for those who had to drive in it, they had of their thoughts about the storm. >> driving is crazy. people don't drive well. they don't know what rain is sometimes, especially on the freeways. >> i couldn't see anything. it's hard to drive. >> some roads looked more like rivers because of the downpours and storm drains getting clogged. the wind and rain proved to be much in san francisco, >> taking

>> down muni lines with it. the kids all reporter: went home today. reporter:classes in petaluma have to be canceled after the power went out after 6:00. the school will be closed friday as well. we found a couple that ran into a different kind of problem. >> i'm otha car broke down. reporter: the chp gave them a ride to the hospital. >> thank you very much. dan: happening now, change required on 50 going up to tahoe for all vehicles without four-wheel-drive. on 80, you must be carrying chains. the chp reported a number of spinouts and posted photos of several jackknifed semi's. the placer county sheriff's office recommends for people to reconsider their travel plans this weekend. >> we don't encourage trouble up to the map -- travel up to the mountains because of the traffic

as well. dan: if you try to drive up to the sierra, carry tire chains. make sure you have a full tank of gas. you may be able to sneak through snowstorms tomorrow but follow road conditions very closely. ama: to be ahead of the cold, get alerts just like this one from the abc7news app. real-time weather forecast right down to your neighborhood. be sure to enable notifications. dan: the killing of a convenience store clerk. the district attorney's office put out a response today over the charges filed in the case. the office decided against filing murder charges because of the evidence, not because it was optional. the confrontation happened over the weekend when two men robbed a chevron station in antioch. the das office says surveillance video shows the clerk chasing after the two suspects and shooting one of them in the leg.

the office as he approached at -- the wounded suspect who shot him twice. the das office says it's not self-defense if the threat of a robbery is over. ama: a homeowner is worried a car will soon crash into his house. he has good reason to think that. it has happened twice. both crashes have happened within two years. ryan curry found out the man is running into a wall with the city to make any sort of safety changes. >> it happened twice in two years. it's a ticking time bomb for that. reporter: he's been taking drastic measures after two cars crashed into his home. the first was a drunk driver who crashed into the lower level of his home in july 2020. last month, a second driver crashed into the same spot. >> i am parking my car right there and willing to take a hit on the card to make sure that a third time doesn't happen.

reporter: he wants the city to make some sort of safety changes to history. so far, outside of a few emails exchanged, he's had minimal contact with the city. >> nobody has reached out to me to get my opinion or any sort of influence on it. reporter: the city did tell me they evaluated this intersection back into thousand eight and determined that one stop sign had to be put in place. that's not the part that the family is concerned about. they want this entire intersection to have some signage because that's what is leading directly into their house. we reached out to the city and they say they are looking into ways to make the street safer. >> we have traffic engineering consultants and we've been in the process of engaging want to look at that particular intersection in more detail.

documentary you can find on hulu . tim johns was in san rafael for tonight's community premier. >> black and latino families say appraisals on their homes are low and race is a factor. reporter: our america: lowballed had its premiere in san rafael thursday night. the documentary is the culmination of work by julian glover and it focuses on the systemic inequities in the home appraisal process for people of color. the film explores how this happens, dives into data about how often it happens, and takes families please to the halls of congress. >> it's exciting to be honest. i felt like everything happened really fast. reporter: marin city residents paul and tanisha austen. after remodeling in 2020, the couple had it appraised for a value they knew was too low. >> four weeks later, it appraised for hire. we had to do something which

people are calling whitewashing your home. reporter: that involved them removing any items from their home that would suggest a black family lived there. they had one of their white friends pretend to be the homeowner during the second appraisal. the results? a new valuation nearly $500,000 higher than the initial one. >> it's about the -- building community wealth. if you multiply the value across the community, you devalued an entire community. reporter: similar experiences happened to countless people around the country every year. now, they are speaking out, hoping to be a voice for those who can't speak for themselves. >> hopefully they feel like we are representing them well and we are making sure that their voices are amplified through us. reporter: the film will air on abc 7 and hulu but it's already making an impact among viewers. >> i thought it really characterize the issue and

♪♪ ♪♪ nothing brings the pack together like a trip to great wolf lodge. now open in northern california. ama: fired lieutenant has been cleared of wrongdoing. an arbitrator overturned the firing of michael nick laney who is the president of the vallejo police association. the former police chief fire nickel laney for sending an e-mail to members with an image of an old vallejo police badge with what appeared to be a swastika as well as sending a threatening a male to former san francisco chronicle columnist otis taylor that said in part, we will warn our georgia colleagues of your impending arrival. the arbitrator ordered the city to reinstate him and make him whole for all pay and benefits.

reggie aqui. in the south bay, a sea of red to signal world aids day. amanda del castillo you was there with speakers highlighting the progress against both aids and the virus that leads to it. reporter: glowing red, the san jose city hall rotunda reflected the 34th annual world aids day thursday. >> today is twofold. it's about remembering how many lives we've lost to hiv and aids. also celebrating how far we've come, how much of an opportunity we have today. reporter: the deputy health officer describing today's medical tools, able to stop hiv from spreading, allowing people with the disease to live a long and healthy life. >> i don't think we will be far enough until there are zero no infections and zero deaths. just eradicating the disease. reporter: the public health department says between 100 and

150 people are diagnosed with hiv every year. organizers and attendees say the m pox outbreak highlighted health inequities impacting the same communities affected by hiv. >> we were not going to go back in time to the aids epidemic. we were in bars, community events. we got people ready to sign people up for the vaccinations. reporter: that work matching the world aids day theme of equalize. a call to action and a commitment to continue the fight. one that is personal to pam foley. after viewing portions of the national aids memorial quilt on display, she spoke with us about losing her brother to aids in 1996. valuing the progress made since then. >> now, people with hiv and aids can live a long, normal life. that is so exciting. i'm so proud that we've come to that point. sadly, selfishly, i wish my

brother wheeze here to experience that. reporter: abc7news. dan: on this world aids day, promising new developments in the search for an hiv vaccine. an experimental vaccine is showing it can induce antibodies . clinical trial results were posted in the journal science today. the vaccine was given to just a small group of volunteers but these findings suggest that a two dose vaccine given eight weeks apart can induce a strong immune response against the virus. another study is underway. ama: another girl scout cookie season affected by supply shortages. northern california scouts are considering delaying the start of the annual fundraiser from february to march in an attempt to not run out of cookies. the fundraiser helps scouts raise money for their activities. dan: now let's get back to our storm coverage. ama: the snow that is dumping on lake tahoe today. take a look.
