building a better bay area moving forward finding solutions. this is abc 7 news. slick roads and downed trees. it's been a soggy and cold weekend across the bay area and there's more scattered showers on the way this morning. good morning everybody. it's sunday december 4th. i'm loose croix here with lisa arjun and let's start with a look at the weather lisa because boys have been raining this weekend it same team though. he had this morning exactly. you're right. we have some more rain, but the big winners yesterday the east bay and the south bay and as we look at lived up with seven right now, you see those lightning strikes up to the north coast there could be a chance slight chance mainly for the north bay, but we're going to see multiple rounds of still some scattered showers that want to work through the area right on through early tuesday, but

mount hamilton right now some scattered showers you can see over around lafayette and concord little wet weather, but as we look towards the north, this is an area of low pressure that will slowly make its way through northern california the next couple days. so we're going to keep a level one now tomorrow into tuesday with light to moderate showers anywhere from a quart. inch to an additional it now sor a cold start to the day and as we go through the next couple of hours, we're going to stay chilly. we're going to see the scattered showers and we're going to look for that line to move through and allow for some drier air as well. so we're going to be talking about the niners forecast, but more rain chances coming up in my seven day outlook, and we also have some fog and in cold weather that will continue to bring possible freezing mornings the next couple of mornings. so we're a few degrees warmer with the cloud cover, but the roadways are damp. we'll talk about the rest of your sunday and the week ahead

liz which is feeling wintry like coming up it sure as lisa. thank you. we mentioned at the bay area just getting soaked this weekend and what we do need it to help of course ease the drought the wet weather is making things messy for those who have had to venture outside abc 7 news reporter onstar has rnynd reneen the heavy rain wasn't going to stop them from getting the family christmas tree even in this weather coming out to get your tree. of course, it's christmas. well, i was told there'd be a rainfall but it was wrong. it just counting the rain. yeah, it's not gonna keep us away. we have to we have to get it done this tradition. so the family is one of the few who despite the rain still made it out to morris christmas trees lot in san ramon. it's the time of the year. they grab a tree so it's raining snowing hailing. whenever you want get something. some parts to the bay area will get up to an inch and a half of rain this weekend. saturday is expected to be the

wettest day with rainfall through monday. the rain also means snow for lake tahoe. it's good. we're anticipating it. we're very excited for it. it's great to see lake level rain lake level snow. kevin cooper is a tahoe area travel expert. he says they've been getting about a hundred inches below the average. fall over the past few years. that's why he's excited about this weekend's rain, which could bring up to two feet of snow any type of precipitation now as we've been in a drop for so long over a decade any precip is good, but this actually feels like a normal winner. climate experts like andrew schwartz with uc berkeley central. sierra snow lab says a strong storm this early in the season is a good start the longer term forecast for california show another dry winter. we need about an extra years worth of precipitation to come out of the drought. so i guess a successful season this year if we wanted to come out of the droughts about 60 feet of snow. that might be a little bit optimistic though short says that's only happened twice in the past hundred and fifty years

in san abc 7 news. some pleasant hill residents will have to deal with car damage caused by this weekend's stormy weather a large tree came down on saturday crushing at least two vehicles and damaging others near patterson road and roberta avenue. it caused some other property damage outside homes nearby, but fortunately nobody was injured. all the rain is forced the oakland zoo to close today for all day time admissions the zoo tweeted this video with information on the closure as of now. the glofari light festival is still on for tonight. the zoo says it will reassess midday and post on its website if there are any changes. and a winter storm warning is in effect right now for the sierra and it is a messy drive for those who are on the roads headed to or from tahoe chains are required on parts of interstate 80. the storm warning is an effect until tomorrow morning and people are being advised not to make the drive unless they

while dozens of pedestrians watched john wells was one of the people recording from his balcony. he says the sideshow went on for about 15 minutes and by the time police arrived all of the drivers were gone. and at that point i just saw maybe two or three police cars just patrolling the area and that was pretty much it. these events could be really dangerous. somebody could get really badly hurt and it seems like you know our public officials haven't really formulated a good response to these things so they can get these under control. we reached out to san francisco police regarding wells's claim about friday night, but the department has not responded. in the east bay a postal service truck carrying mail and packages burst into flames after a car slammed into an early saturday morning on i-880 near broadway in oakland. the driver trd by the fire and sadly died investigators say it appears the driver of a white ford crown, victoria was racing

another car when it hit the truck which then slammed into a concrete barrier and overturned on broadway the cars driver left the scene the postal service has all the mail that was in that truck was outbound and people can find out if their packages were destroyed by tracking their shipment online. new details this morning on a shooting outside of a pizza restaurant in pleasant hill on friday night. we've learned the victim as a 36 year old man and the suspect who has been arrested is 54 police. say the shooting happened after the two men got into a dispute inside the pizza my way at contra costa boulevard and ellenwood drive. it's spilled outside and that's when the victim was shot multiple times. his condition is not available. the victim is an employee and he did know the gunman. building a better bay area focuses now on our health new numbers show covid-19 cases are surging here in the bay area and across california since thanksgiving bay area news group reports cases have jumped from eight daily cases per 100,000

residents and late october to over 13 at the end of november santa clara and solano are net counties are now on the cdc's list of counties with the highest transmission levels flu and rsv cases are spiking as well the cdc now lists, california among 11 states with the highest influenza like illness activity. and also in our efforts to build a better bay area we have focused on the plight of the tenderloin this morning the city of san francisco is shutting the doors of the tenderloin center once seen as a key part to the city's battle against the drug overdose crisis it now stands to close without a backup plan and his abc 7 news reporter tara campbell reports the gap in vital services could leave the city's most vulnerable with no other options. soon this site will come down sunday. the tenderloin center will close and for the hundreds of people accessing its services daily. there's some anxiety. i'm gonna miss it. i'm a totally miss universe pj says the center gives him a safe

place to use drugs access clean supplies and support in case he overdoses take it away. now dirty needles we're gonna have, you know, not a place to go to you, you know safely the center opened in january shortly after mayor london breed declared a state of emergency in the tenderloin district and according to the mayor's office. 300 overdoses have been reversed here and more than 200 people have been placed into housing another thousand connected to shelters. it's also a place to get a free meal and warm shower. the impression is the board supervisor for the tenderloin district. it makes absolutely no sense and it's been a real source of frustration. the mayor's plan is to open more permanent facilities. dubbed wellness center's offering similar services, but time says the supervisor has run out we're surprisers is on record urging the mayor to make sure there was no gap to either stand up a new site or or extend

all right, welcome back. here is a live look from our abc 7 oakland airport camera roads are soggy there tarmac soggy people have to take it safe if they're hitting the rows this weekend, san mateo county hosted its anonymous gun buyback this weekend. the sheriff's office says hundreds of people surrendered weapons and returned for some cash. no questions asked according to the report 288 firearms in total were collected and that includes six assault weapons and 18 ghost guns a ghost gun refers to a firearm. that doesn't have a commercial serial number which makes the firearm untraceable county officials say gun buyback events help to provide a place to get rid of firearms. they hope to improve public safety in san mateo county with these gun buybacks.

dozens of brave advocates plunged into the frigid bay waters yesterday to save a crumbling san francisco landmark aquatic park pier or municipal pier was recently closed to the public because it's structurally unsafe. well now friends of the pier are urging federal officials to fund the skyrocketing repair bill abc 7 news reporter cornell. bernard has the story. here, how was it? it was cold had fabulous. fran hegler was among a group of brave folks who jumped into the super cold bay water. chilly move designed to get some attention for an aging landmark in distress municipal pier at aquatic park. we here in san francisco need to send a message to our friends in washington at the park service and in congress that it's time to fix. historic 1400 foot pier once enjoyed by fishermen and tourists is in dire need of repair its owned by the national park service built in 1933, but years of crashing waves and winter storms have literally

left it crumbling national park service close to peer permanently just a few weeks ago last summer a fire burned and abandoned building near the entrance of the pier you sign a postcard to help save aquatic park pier. advocates are rallying the public to urge federal officials to come up with funds to fix the pier that repair bill now topping 100 million dollars my message to the feds is we need money yesterday come and save this resource. it is a national asset advocates say if the pier was allowed to collapse into the bay aquatic cove could disappear. it's not just recreation it protects the beach from erosion park officials. tell abc 7 news the national park service remains committed to prioritizing and planning for the replacement of municipal pier and will continue to work with community and government stakeholders toward achieving a viable solution should funding become available advocates call it peer pressure and they say they'll keep jumping in the water and making noise until a

doppler 7 right here and you can see the lightning strikes the area of low pressure behind the passage of the cold front overnight allowing for that unstable air. but what a beautiful scene isn't it with all of the rain throughout california the snow in the mountains and as we look at the south bay once again some showers working through around mount hamilton the hills along fremont there and going in closer 101 morgan hill. wow, you've had some pretty good brain the past few days and continues into the morning hours right on through mount hamilton there but as we look up to the north here notice that cold air the snow in the mountains and up into theoking at that moou o'clock tom total of eight inchs south lake 16 inches donner and still the upper elevations above 7,000 feet looking at more of like a foot and a half but back home. it is 49 in hayward san leandro and oakland looking at 50 san

francisco and pacifica and there's some fog out there, but the winds they're gonna bring the temperatures up a little bit. was it cold enough yesterday those 40s in the east bay east bay the north bay so south means little breezy this morning and look outside there and looking at the damp pavement cold showers scattered throughout the day today and monday and a few lingering right on through tuesday. so here's the way it's going to play out throughout the early morning hours. there's a line of activity up in the north bay and throughout the afternoon. we'll get some sun and still some spotty showers, but some low snow levels there but by your monday morning commute, look what happens. we are looking at another line of rain that wants to hold together and it's going to take us through the afternoon hours. this is still the morning hours with some showers and then you see by the afternoon trailing southward into the south bay. so we're adding up the rest of your sunday and monday just a few lingering showers into tuesday and you'll notice still looking at about a tenth of an inch in the south bay upwards of about a half inch and our inland east bay and some of these will

be bringing down some heavier rain. we call that the convective shower activity behind the cold front where you can get a pretty good downpour and that could really boost those total. so very widely ranging totals throughout today and tomorrow, but we will see some sun out there and temperatures will be just a little bit warmer. so how about upper 50s today in fremont the scattered showers the level one and our storm impact scale and those south winds allowing for a bit of a boost in our temperatures, but boy, we're gonna have some very cold mornings as we get into the middle of the week. so down in santa clara bit of a break there with upper 50s and partly cloudy skies. there's a slight chance of a few sprinkles, but overall, i think game, we'll be dry the accuather seven-day forecast. so level 1 system today and tomorrow those lingering showers into tuesday a frosty morning again as we clear out temporarily midweek looks like another system into the end of the week that could linger into next weekend. so we have to fine tune those details as we get about 36 hours out for the second half of the upcoming work week, but as for

sunday morning. all right in the south bay. there's a big disagreement this morning between community leaders and rideshare companies it all centers around a proposed ordinance that would force companies like uber and lyft to report sexual assault allegations to please it's something that big names and law enforcement are pushing for however many victim advocacy groups are against it abc 7 news reporter zach fuentes explains. why? with only weeks left in office san jose mayor sam. licardo is doubling down on a proposed ordinance. he says will improve community safety and proposing to the council. that we require any ride sharing or taxi companies including uber and lyft to report any sexual assault occurring in connection with their services. and a fully informed survivors of their choices about whether to report their victimization and how best to access services the proposal is backed by santa clara county district. attorney jeff rosen who says that talks with ride share companies about the ordinance started months ago their of engagement was disheartening.

their refusal to move from their position was disappointing. they're automatic rejection of even a suggested pilot project was extremely dissatisfying and dangerous. we reached out to uber who says it's clear with survivors. that contacting police is their choice to make and they have teams to support them uber told us in a statement to insinuate that uber somehow mislead survivors or benefits financially or reputationally or from our approach is categorically false. we have talked to openly about these issues and led the industry to disclose detailed data not because it was easy, but because it was the right thing to do one of the groups uber says it's policy has been guided by is valor us ceo. sandra enrique says the proposed ordinance is harmful to victims. we are one of the groups that went to uber and said do not share survivors confidential information without their consent enrique says the organization is brought their concerns to local leaders, but we're not able to come to an agreement. they need to be able to control

as we get towards noon time some dryer air working its way in and we'll see mostly to partly cloudy skies some scattered showers three o'clock upper 50s, and you can see mount saint helena up to the north there. maybe some low snow levels, but we still have more energy that's going to move through and we'll talk about those totals through the early part of the week and that cold air returning liz. all right lisa. thank you developing news this morning a contract driver that worked for fedex has been arrested and accused of kidnapping and killing a seven year old girl in texas police say the man has confessed to the crime. the girl's body has also been found two days after please stay. she was taken abc news reporter ty hernandez has the latest on the investigation. the body of athena strand was found late friday night two days after police say the seven-year-old was kidnapped near her home outside the dallas-fort worth area, but we're just sad that it didn't end the way that we would hope. that it would end.

31 year old tanner lynn horner is now charged with capital murder and kidnapping. we do have a confession police. say horner was working as a contract fedex driver and delivered a package to strands home on wednesday before grabbing the young girl about 200 yards from her house authorities believe that based on digital evidence and interviews strand died within an hour of being abducted anytime. there's a child that does it just hits you in your heart fedex. in the investigation and released a statement saying in part words cannot describe our shock when abc news asked if the company would review its vetting hiring process a spokesperson pointed to how they contract independent businesses saying these companies are subject to criminal history background checks going on to say safety is our highest priority investigators have not revealed a motive for the crime, but say horner was not related to the family and did not know them police have not said if horner

jeffries to discuss changes in democratic leadership, and the party's priorities heading into the next session of congress. you can catch that full interview on this week with george ate this morning right here on abc 7. some bay area commutes commuters may soon get more expensive or the commute might as transportation officials explore ways to alleviate traffic congestion and one of the ideas being considered is adding more toll roads this morning abc 7 news reporters suzanne fon explains a plan that could cost you more to get around. traffic congestion gridlock. yeah, it's so crazy all the time. it's something most of us dread in the bay area. it gets pretty bad coming from the peninsula some say it's just getting worse. it's hard at the end of a long day to add like a half an hour 45 minutes. maybe an hour some days bay area transportation officials are looking at the possibility of charging drivers per mile on some congested freeway corridors that already have public transportation all too often

transportation on the freeways is not fast, and it's not reliable. so given that we're not going to build anymore freeways the capacity that we have is that we have now is the capacity we're gonna have for the next generation on the website plan bay area.org. you'll see some of the corridors that could face roadway pricing and those include interstate 80 really all the way through solano county contra, costa county alameda county to the bay bridge both 101 and and 280 along the peninsula metrop. and transportation commission doesn't have many other details on this idea. it's too early to say how much the tolls could cost drivers. what is certain the transportation officials want to improve the traffic flow on our freeways and help reduce greenhouse gas emissions transportation officials say the idea is to tell all lanes of a freeway. not just the express lanes. tolan could vary in price depending on the time of day another way to think about this is to consider freeways like a public utility.

money from the state and the form of the middle class tax refund nearly 7 million direct deposits have already landed in bank accounts up to 13 million. californians are getting debit cards in the mail. our viewers have been flooding 7 on your side with questions about them and michael finney has some answers this morning. i almost threw it out. doris beers was suspicious when she got this envelope in the mail from something called california middle class tax refund with an address in nebraska. i honestly thought it was a scale. she opened it to find a debit card issued by a bank in new york saying it was her california middle class tax refund didn't have any refunds coming from any company that i know of in, new york. and it just it didn't look official but it was the card was loaded with a $350 state tax refund one of millions goingifno help ease inflation the one-time payments range from 200 to $350

sher that we had yesterday and now we are in the vicinity of the postfrontal air mass. the area of low pressure is clos for some dryer air some lightnis offshore most of that will be to the north of us into the valley later on today to the east of us, but we could see a little bit of that energy get close throughout the next 24 hours. so the north bay will be the most active area, but as we get in a little bit closer, you'll notice that we still have some spotty showers here from the santa cruz mountains down along the central coast around gilroy sam martine, and the atmosphere is a little bit warmer on some south wind so we don't have that rain snow mix here, but we could have that up towards mount saint helena and as we look at the coast here. this is where we had all that heavy rain south of monterey down through san luis obispo and this is where we have the activity this morning. so there's our sweep on top of

mount saint helena and as we go through the next couple of hours still very active in this here in nevada. so we're looking at temperatures right now around freezing or just a degree above so that snow level wasn't really cooperating yesterday because we had that colder air in place and now some warmer air but still are looking at additional snow anywhere from about seven to eight inches. this is around the resorts from incline to south lake and looking at above 7,000 feet still another foot or so. so doing pretty good with that rain snow mix allowing for maybe a stronger snow pack there then we had earlier 38 mount diablo. it is in the upper 40s. so already surpassing those cold temperatures from yesterday and you can see the pockets of fog here 50 downtown 50 in pacifica and boy, it was cold yesterday and we're gonna have those cold mornings throughout much of the rest of the upcoming work week when we clear out a little bit tuesday into wednesday.

so already anywhere from three to 15 degrees milder out there and as we look at our fog right now worst area up in novato at a quarter mile visibility five miles into livermore, so be careful out there. we have the slick roadways the scattered showers up elevations looking at some of that south wind throughout the day today, so it's not the surface, but this is allowing for that air mass that colder air to move on out, but we still have some unstable air with us that will allow for some showers looking at the scattered showers continuing today into monday leftover rain for tuesday mid-week break before we could see more rain. here's a look at that line and you can see that cold air to the north and mainly impact the north bay through the afternoon. so we have pockets of dry air. will be a little bit milder, but look what happens as we get into early monday another line of activity continuing to hold together throughout the morning

hours. 9:30 monday a few showers and then into the evening early morning tuesday. we've got some showers pushing through the south bay. so here's a look at what you can expect through about seven pm on tuesday anywhere from a tenth or so parts of the south bay to upwards of a third of an inch over through novato hayward and maybe a half inch up through santa rosa so level one system today continues with the scattered on and off showers upper 50s palo alto will be about 60 game time in santa clara and as we look at the next several days including the week ahead we'll get through this system tuesday at exits our frosty morning into wednesday. here's what we have to look forward to perhaps into thursday and then as you notice it kind of lingers into next saturday, so we'll keep watching that the accuweather seven day forecast a little brighter. a slightly mild. there are still some scattered showers taking us through tuesday or level one system and then we'll wake up to more frost throughout the middle of the week and hoping for a little bit
