area moving forward finding solutions. this is abc 7 news. slick roads and downed trees. it's been a soggy and cold weekend across the bay area and there's more scattered showers on the way this morning. good morning everybody. it's december 4th, sunday december 4th. i'm liz chords here with lisa arjun and let's start by talking about the weather because it's good to get the rain, but it's it's a lot. it's cold too. yes, definitely been cold. we're gonna switch it up just a little bit today. we're behind a cold front. here's a look at live doppler seven. so most of the activity today in the north bay and as we go in closer some scattered showers here from the south bay morgan hill the gilroy, but overall we're gonna get into a little

piece of energy here. you can see our sweep on top of mount saint helena as the low gets close. it's a level one system. so now into tomorrow mainly lingering into tuesday light to moderate shower so some of these convective downpours putting down anywhere from a quarter of an inch to an inch throughout the next 24 to 30 hours. but with the south wind we have fog and warmer temperatures to start out 48 in hayward. it is 49 in napa with 50 downtown that brings us anywhere from two to 10 degrees milder and the fog up in nevada. so scattered showers this morning peaks the sun partly cloudy with men in upper 50s today, so it's warmer than yesterday still level. one system and we're looking at those showers intermittent throughout the next day today into monday bliss. all right, lisa. thanks. the bay area is getting soaked this weekend. well and while we do need it to help of course ease the drought the wet weather is making things messy for those who have had to venture outside abc 7 news

reporter on sir hassan has more from the east bay for any and renee even the heavy rain wasn't going to stop them from getting the family christmas tree even in this weather coming out to get your tree. of course, it's christmas. well, i was told there'd be a rainfall but it was wrong. just counting the rain. yeah, it's not gonna keep us away. we have to we have to get it done this tradition. so the family is one of the few who despite the rain still made it out to morris christmas trees lot in san ramon. it's the time of the year. they grab a tree so it's raining snowing hailing. whenever you want get something. some parts of the bay area will get up to an inch and a half of rain this weekend. saturday is expected to be the wettest day with rainfall through monday. the rain also means snow for lake tahoe. it's good. we're anticipating it. we're very excited for it. it's great to see lake level rain lake level snow. kevin cooper is a tahoe area travel expert. he says they've been getting about a hundred inches below the

average snowfall over the past few years. that's why he's excited about this weekend's rain, which could bring up to two feet of snow any type of precipitation now as we've been in a drop for so long over. decades any precip is good, but this actually feels like a normal winner. climate experts like andrew schwartz with uc berkeley central. sierra snow lab says a strong. this early in the season is a good start the longer term forecast for california show another dry winter. we need about an extra years worth of precipitation to come out of the drought. so i guess a successful season this year if we wanted to come out of the droughts about 60 feet of snow. i think that might be a little bit optimistic though short says that's only happened twice in the past 150 years in san ramon. ansan hussain abc 7 news. pleasant hill residents will have to deal with car damage caused by this weekend's stormy weather a large tree came down on saturday crushing at least two vehicles and damaging others near patterson road in roberta

avenue. it caused some other property damage outside homes nearby fortunately though. nobody was injured and all the rain is forced the oakland zoo to close today for all daytime admissions the zoo tweeted out this video with information on the closure as of now the glow fiery light festival is still on for tonight. the zoo says it will reassess during the day and posts on its website if there are any is a winter storm warning is in effect right now for the sierra and it is a messy drive for those who are on the roads headed to or from tahoe chains are required on parts of interstate 80. the storm warning is an in effect until tomorrow morning and people are being advised not to make the drive unless they absolutely have to and you can check the forecast anytime and acts as live doppler on demand through our abc 7 bay area streaming tv app download the app now wherever you stream developing news out of disneyland in anaheim this morning. we have learned a man in his 50s jumps to his death from a

parking structure police are now investigating disneyland guests are reporting or were reporting that trams were shut down and people were having to walk back to their cars from inside the park. we're working to get more information and we'll bring you any updates as they come in. a sideshow in the middle of the night at one of san francisco's most prominent locations has raised questions about a slow response from police. this was the scene nearby the ferry building on the embarcadero at washington street just before midnight on friday night two observers sent abc 7 news video of cars kicking up smoke and driving recklessly all while dozens of pedestrians watch john wells was one of the people recording from his balcony. he says the sideshow went on for about 15 minutes and by the time police arrived all of the drivers were gone. and at that point, i just saw maybe two or three police cars just patrolling the area and that was pretty much it. these events could be really

dangerous. somebody could get really badly hurt and it seems like you know our public officials haven't really formulated a good response to these things so they can get these under control. we reached out to san francisco, please regarding wells's claim about friday night, but the department has not responded. in the east bay a postal service truck carrying mail and packages burst into flames after a car slammed into it early saturday morning on i-880. this happened near broadway in oakland. the driver of the truck was trapped inside by the fire and sadly died investigators say it appears the driver of a white ford crown, victoria was racing another car when it then hit the truck which then slammed into a concrete barrier and overturned on broadway the cars driver left the scene postal service has all the mail in the truck was outbound and people can find out if their packages were destroyed by tracking their shipment online. new details this morning on a shooting outside of a pizza restaurant in pleasant hill on

friday night. we learned the victim as a 36 year old man and the suspect who has been arrested is 54 police. say the shooting happened after the two men got into the pizza got into a dispute inside the pizza my way at contra costa boulevard and ellenwood drive. it's spilled outside and that's when the victim was shot multiple times. his condition is not known the victim is an employee and he did know the gunmen. building a better bay area focuses now on health new numbers show covid-19 cases are surging in the bay area and across california since thanksgiving bay area news group reports cases have jumped from eight daily cases per 100,000 residents and late october to over 13 at the end of november santa clara and solano are now the cdc's or on the cdc's list of counties with the highest transmission levels flu and rsv cases are spiking here as well the cdc now reports, california among 11 states with the highest influenza like illness activity. and with covid cases on the right of rise across the state

los angeles county is now considering reinstating its indoor mask mandate the county's public health director said if the county reaches the cdc's high transmission and hospitalization categories masking may be required indoors again right now the county is in the medium transmission level if contasis cases continue to climb at the current rate officials say the county could reach the high category this week. also in our efforts to build a better bay area we have focused in the plight of the tenderloin this morning the city of san francisco is shutting the doors of the tenderloin center once scene is a key part to the city's battle against the drug overdose crisis it now stands to close without a backup plan and his abc 7 news reporter tara campbell reports the gap in vital services could leave the city's most vulnerable with no other options. soon this site will come down sunday. the tenderloin center will close and for the hundreds of people accessing its services daily. there's some anxiety.

i'm gonna miss it. i'm a totally miss universe pj says the center gives him a safe place to use drugs access clean supplies and support in case he overdoses. yeah, take it away. now we have dirty needles we're gonna have, you know, not a place to go to use you use women, you know safely the center opened in january shortly after mayor london breed declared a state of emergency in the tenderloin district and according to the mayor's office 300 overdoses have been reversed here and more than 200 people have been placed into housing another thousand connected to shelters. it's also a place to get a free meal and warm shower. the imprestin is the board supervisor for the tenderloin district. it makes absolutely no sense and it's been a real source of frustration the plan is to open. more vendors but time says the supervisor has run out or

supervisors is on record urging the mayor to make sure there was no gap to either stand up a new site or or extend temporarily the tenderloin center services, and she's not doing either the mayor's office provided a statement reading in part. after the closure of the tlc the city will continue to partner with community organizations to prevent fatal drug overdoses reduce open-air drug use in and around neighborhoods and provide services such as behavioral health programs. darryl orrington lives in the neighborhood. what do you think of the closure of the tenderloin center? well kind of come see consaux also about it. i know it calls a lot of distraction but the community and the community you don't want it there because his eyesore in a way, but also i think it's saving lives. thank you eric campbell abc 7 news alright lisa.

send a message to our friends in washington at the park service and in congress that it's time to fix. this historic 1400 foot pier once enjoyed by fishermen and tourists is in dire need of repair. it's owned by the national park service built in 1933, but years of crashing waves and winter storms have literally left it crumbling national park service close to peer permanently just a few weeks ago last summer a fire burned and abandoned building near the entrance of the pier. can you sign a postcard to help save aquatic park here advocates are rallying the public to urge federal officials to come up with funds to fix the pier that repair bill now topping 100 million dollars my message to the feds is we need money yesterday come and save this resource. it is a national asset advocate say if the pier was a lot to collapse into the bay aquatic cove could disappear. it's not just recreation it protects the beach from erosion park officials. tell abc 7 news the national

zoos closing today and you know, it's pretty pretty heavy rain. it's good. yeah, it's good. it's been beneficial. rain north bay didn't see as much as the rest of the bay area but now today the focus will be on the north bay and more intermittent showers more showery in nature as an area of low pressure lingers off the west coast today, and then it's gonna weaken and move to the east of us. so there it is. you can see it pinwheeling to the north and west of us and the thunderstorm activity to the north. so as we get in a little bit closer what's left over from our cold front overnight our few scattered showers into the south bay the santa cruz mountains gilroy and down through mount hamilton, but the roadways are slick. we have fog forming and we have this feature here that will be providing most of the activity in the o tos swontinues and we' the bay area throughout the morning hours and then again tomorrow as we look

at the snow here 32 degrees at southlake. so getting some snow and additional foot is possible for the resort. so we're looking about eight inches tahoe city 16 inches donner, maybe a little bit more than that above 7,000 feet in that winter storm warning through four o'clock tomorrow. it is 47 in blackhawk 48 in pleasant hill and temperatures closer to the bay upper 40s 50 in pacifica. 9 in san jose, so even with those 40s were milder from two to 10 degrees milder, but we have some awfully cold lowe's coming into play throughout the next couple of days and afternoon highs will be shy of average no visibility there nevada with that fog bit of a south wind this morning. you can see up relevation winds gusting to near 30 miles an hour and looking at a few showers this morning scattered throughout the day today and into monday keeping our level one on our storm impact scale even lingering preps into tuesday. there's a look at the north bay rain coming in early in i should say the next couple of hours and you can see the low snow levels

lake county as we get to four o'clock. you can see the drier air that is mixed on in but it is definitely going to be a colder air mass allowing for the chance of a thunderstorm. look at six o'clock monday morning a line of showers will keep that morning commute on the damp side getting to monday night and we still have the shower activity from the city. perhaps a little bit into the east bay and this is tuesday south bay showers still looking at a few for you as well. so there as we get into your sunday your monday lingering into tuesday, maybe just over a tenth of an inch. you can see right here point zero nine half moon bay a third of an inch in napa and some of these showers where they come down heavier. we could see a half inch within the next 48 hours, but overall level one system intermittent showery in nature today with upper 50s on the peninsula looking at about 60 around san jose. and so that definitely bodes well for the game with the dolphins and partly to mostly

cloudy sky cool conditions the accuweather seven-day forecast. so on and off showers level 1 system throughout the day today and tomorrow and it kind of wraps up on tuesday setting us up for some frosty overnight lows and by thursday we're looking at another system and all of these level one. so that's good. you can soak into the ground, but you know, we are about an entire season behind in rainfall. so yeah, this is a good-looking seven day with more rainy days than dry. it is. that's really good and it's not too much remember last year. there was that storm. it was just too much at one time totally. so this is this is that good rain you're talking about sure. all right. we said thanks just ahead under pressure for safer ride shares. why city leaders in the south bay are trying to change how uber and live for port sexual assaults. last week i stepped in a bear trap. i should really get rid of it. but... i'll make do. just like i make do without home internet. besides, my phone gets the job done. sometimes.

ho! ho! ho! here's a live look at the richmond, san rafael bridge time right now, 6:24 and more showers expected today in the south bay. there is a big disagreement this morning between community leaders and rideshare companies it all centers around a proposed ordinance that would force companies like uber and lyft to report sexual assault allegations to please it's something that big names and law enforcement are pushing for. however many victim advocacy groups are against it abc 7 news reporters are fuentes explains. why? with only weeks left in office san jose mayor sam. licardo is doubling down on a proposed ordinance. he says will improve community safety. and proposing to the council. that we require any ride sharing or taxi companies including uber and lyft to report any sexual assault occurring and connection with their services. and a fully informed survivors of their choices about whether to report their victimization and how best to access services the proposal is backed by santa

clara county district. attorney jeff rosen who says that talks with rideshare companies about the ordinance started months ago their absence of engagement was disheartening. their refusal to move from their position was disappointing. they're automatic rejection of even a suggested pilot project was extremely dissatisfying and dangerous. we reached out to uber who says it's clear with survivors. that contacting police is their choice to make and they have teams to support them who were told us in a statement to insinuate that uber somehow mislead survivors or benefits financially or reputationally or from our approach is categorically false. we have talked to openly about these issues and led the industry to disclose detail data not because it was easy, but because it was the right thing to do one of the groups uber says it's policy has been guided by is valor us ceo sandra and rica says the proposed ordinance is harmful to victims. we are one of the groups that went to uber and said do not

moving forward, finding solutions, this is abc 7 news. liz: morning, everyone. thanks for joining us here. 6:29 on this sunday get is it still raining out there? lisa: we are getting a break. brief, heavy downpours. an area of low pressure gets close to us with that cold, unstable air. getting a closer to us, sonoma county throughout the morning hours, you can see that there is a whole lot of rain offshore pit we could get caught, some of you, in a heavy downpour. a level 1 system today, tomorrow, it ends on tuesday, where some of the downpours could put anywhere from 1/10 of an inch to one inch. 49 san francisco, half moon bay 52, and you can see a few clouds at the top of the screen, 46 in s santa rosa, 48 in livermore.

the cold air offshore making the atmosphere still unstable. notice as we get through about 10:00, the north bay will see some downpours, low 60's, partly cloudy throughout noontime, and as we get some of the drier air in here, that cold, unstable air still around. showers lingering into the overnight hours, monday morning commute. we will talk about that and a look at a soggy 7-day, coming up. lisa: all right -- liz: all right today contract driver who worked for fedex has been arrested and accused of killing a seven-year-old girl in texas. he has confessed to the crime. the girl's body was found two days after police say she was taken. abc news reporter kai hernandez has the latest on the investigation. kai: the body of athena strand was found two days after the seven-year-old was kidnapped near her home outside the dallas-fort worth area. >> we are saturday did not end the way we would hope it would

end. >> 31-year-old tanner lynn horner is charged with capital murder -- >> we do have a confession. >> he delivered a package to strand's home on wednesday before grabbing the young girl about 200 yards from her house. authorities believe that based on digital evidence and interviews, strand died within hours of abduction >> any time a child dies, it hits you in your heart. >> fedex assisted in the investigation and released a statement, saying in part, words cannot describe our shock. when abc news asked if it would improve its vetting and hiring process, a spokesperson pointed out how they view independent businesses, saying they subject background checks, going on to say "safety is our highest priority." investigators have not released a motive for the crime is a corner was not related to the family and did not know that.

house democratic leader hakeem jeffries to discuss the party's priorities heading into the next session of congress. you can watch the full interview this morning right here on abc 7 . some bay area communes may soon get more expensive, as transportation officials explore ways to alleviate traffic congestion. one of the ideas being considered is adding more toll roads. this morning, abc 7 news suzanne fountain explains a plan that would cost you more to get around. suzanne: traffic, congestion, gridlock -- >> it is so crazy all the time. suzanne: it is something most of us dread in the bay area. >> it gets pretty bad coming from the peninsula. suzanne: some say it is just getting worse. >> it is hard, at the end of a long day, half an hour, maybe an hour some days. suzanne: bay area transportation officials are looking at the possibility of charging people per mile on freeway corridors.

>> all too often, transportation on the freeways is not fast and not reliable, so given that we are not going to build anymore freeways, the capacity that we have now is the capacity we are going to have for the next generation. suzanne: on the website pla nbayarea.org, are some figures on the pricing. >> that includes contra costa county, alameda county, to the bay bridge, both 101 and to 80's on the -- and 280 on the peninsula. suzanne: it is too early to say how much it could cost drivers. it could help reduce greenhouse gas and missions. transportation officials say the idea is to toll all lanes of the freeway, not just the express lanes. tolling could vary in price. , depending on the time of day. >> another way to think about this is to consider freeways like a public utility, in which

liz: 23 million californians are getting money from the state in the form of the middle-class tax refund. nearly 7 million direct deposits have already landed end accounts. up to 13 million californians are getting debit cards in the mail. viewers are flooding in 7 on your side with questions could michael finney has more.

michael: doris was suspicious when she got this envelope in the mail from something called california middle-class tax refund with an address in nebraska. doris: i honestly thought it was a scam. michael: she opened it to find a debit card issued by a bank in new york, saying it was her california middle-class tax refund. doris: i did not haveompany in new york that i know of, and it did not look official. michael: but it was loaded with a $350 state tax refund, one of millions going out to californians right now to help ease inflation. the one-time payments range from $200 to $250 per person for those earning up to $250,000 a year. still, it bothered doris. that card came with four pages of rules, restrictions, and potential fees, plus a lengthy cardholder agreement. others were skeptical too. market san jose writes "it is a

debit card for californians, yet the bank is in new york. we are concerned that this is a trick. carol and san francisco rights, my husband believes this is a scam, and now the new york community bank has our personal information. scammers are already out there, trying to fool taxpayers into giving personal information to activate. so how can you tell if you've got the real thing? the envelope looks like this, with a return address in omaha. most important, the real card must be activated by calling only this number. it is one 800-- 1-800-240-0203. don't call any other number claiming to activate the card could you will be prompted to punch in the last four digits of your social security number. once you activate, though, watch out for fees. it costs $1.25 each time you withdraw money from a nonnetwork atm like those at major banks. it is also $1.25 to get

e mountas,av hads lriitrigh in fluctuating snow levels. winter storm warning tomorrow, g down another seven inches to eight inches from inclined to tahoe city. maybe a foot at kirkwood, and we will be looking for that cold morning to continue into tuesday and wednesday, when we do clear up. there's a look at the shark tank , 49 downtown as well as san jose, 50 two half moon bay. already, temperatures are milder out there. you can see the cloud cover our exploratorium camera. 46 santa rosa and livermore. the delta is at 43, and we are, too, 10 degrees milder. the fog has been a problem in nevada. here is a look at the winds. though southerly winds right now allowing for the temperatures to get out of the 40's and be more likely in the mid and upper 50's today, but that cold air aloft allowing for the showers, mainly in sonoma county this morning.

later on, looking at the scatter downpours a possibility out there throughout the day today, into monday. the system exits on tuesday so we will add up the totals again the next several days. here is a look at the line and the snow levels, that cold unstable air through the next hour up in the north bay. then the showers become spotty, and we can see them roaming about. but as we look toward early monday, here comes another line of some pretty good rain that will impact our morning commute and then into the evening hours, looking at the spotty showers continuing. here we are into tuesday morning. south bay, santa cruz mountains, still looking at picking up a little bit more rain. how much more? we have got sunday and monday to talk about, and even into tuesday. maybe 1/10 of an inch, a little bit more than that. if you are underneath one of those downpours, could see 1/3 of an inch throughout the next two days in hayward.

yesterday, oakland picked up an inch of rain while sonoma county just picked up 1/4 of an inch, and napa, 1/2 inch. once again, the nature of the widely scattered amounts throughout the day. we will look at temperatures temporarily coming up in the afternoon, but we will have the cold overnight lows to continue. in fact, as we get into the clearest guy in the next 24 hours, back to those frosty regions again in the inland valley. 59 in fremont, 60 in santa clara, and the accuweather 7-day forecast shows scatter downpours, on and off showers today, tomorrow, we get some sun in here, but that will perhaps give us a slight chance of a thunderstorm. then the clearest day looks to be on wednesday. fine-tuning the end of the week, where we could see more rain thursday and friday. it is the light variety, which is definitely the good news. liz: that is good news, and you got your christmas tree. lisa: i did. liz: have you decorated it?

themselves to healthy coral. but in the great barrier reef in australia, that relationship is becoming increasingly disruptive for climate change in warming ocean waters. hernandez says some of the worst damage is caused by recurring temperature spikes. ale: for example, 2013, 2014, back to back. and before covid, there was already another high-temperature event. >> the bleaching is so significant that a united nations report is recommending the barrier reef be added to a list of world heritage sites, designated as endangered. ale: it is essentially a call for action. >> back at the academy of sciences, researchers are not just paying attention to the world's threaten coral reefs, they are working on solutions to help them recover. inside the academy's coral spawning lab, scientists are on what they call "gone watch." -- "spawn watch." they are to coax coral into spawning, mimics everything from water temperature to lunar
