moving forward, finding solutions, this is abc 7 news. liz: slick roads and downed trees, it has been a soggy and cold start of the week across the bay area. there are more scattered showers on the way. good morning, i am liz kreutz with lisa argen. there has been a lot of rain, it has not stop people from going out and enjoying this time of year. you got your christmas tree. lisa: and we have some sun to finish the weekend, though we have thunderstorms offshore. here is a look at live doppler 7, an area of low pressure pin wheeling off the coast. that has allowed for cold, unstable air in the north bay to trigger thunderstorms. as we go closer, not st. helena had a heavy downpour -- mount st. helena had a heavy downpour. as we go to pope valley, moving north and east, taking you westward to windsor.

as we look at santa rosa down through, some showers there. from sears point to novato, scattered light rain. the bulk of the activity will be in the north bay today. this is a level one system from today, monday, and lingering into tuesday. anywhere from a couple hundredths to three quarters of an inch if you are under one of the heavier downpours. a live look outside, you can see the cloud cover. 50 palo alto. warmer today, we have the sun and south wind. the atmosphere is still unstable. as we go three or monday, monday morning commute, it looks wet. liz: we are talking about the bay area getting soaked this weekend. the wet weather is making things messy for those who have to venture out. we have more from the east bay.

reporter: for them, even the heavy rain would not stop them from getting the family christmas tree. >> of course. it is christmas. >> i was told there would be a sale, i was wrong. [laughter] no discount in the rain. it will not keep us away, we have to get it done. reporter: the family is one of the few who, despite the rain, still meted out to the lot. >> it is that time of year to grab a tray. raining, snowing, hailing. get something. reporter: some parts of the bay area will get it to an inch and a half of rain this weekend. saturday is expected to be the wettest with rainfall through monday. the rain mean snow for lake tahoe. >> it is good, we are anticipating and are excited. reporter: kevin cooper is a tahoe area travel expert. he says they've been getting about 100 inches below the average snowfall the past few years. that is why he's excited about

this weekend's rain, which could bring up to two feet of snow. >> any type of precipitation is good. this feels like a normal winter. reporter: climate experts say a strong storm this early in the season is a good start. the long-term forecast for california shows another dry winter. >> we needed extra years worth of precipitation to come out of the drought, so a successful season this year is about 60 feet of snow. [laughter] that might be a little optimistic. reporter: that has only happened twice in the past 150 years. abc 7 news. liz: some pleasant hill residents will have to deal with car damage caused by this weekend stormy weather. a large tree came down on saturday, crushing to vehicles and damaging others. it caused property damage

outside homes nearby, nobody was injured. all of the rain has forced the oakland zoo tthe zoo tweeted thh information on the closure. as of now, the light festival is still on for tonight. the zoo says it will reassess during the day and post on the website if there are changes. you can check the forecast anytime and access live doppler 7 on-demand through the abc bay area streaming tv app. download now wherever you stream. developing out of disneyland in anaheim, a man in his 50's jumped to his death from a parking structure. police are investigating. guests were reporting that trams were shut down and people were having to walk back to their cars from inside the park. we are working to get more information and will bring you updates as they come. a sideshow in the middle of the night at one of san francisco's most prominent locations has raised questions about a slow

response from police. this was the scene nearby washington street just before midnight friday night. two observers sent s video of cars kicking up smoke and driving recklessly while dozens of pedestrians watched. john wells was one of the people recording from his balcony. he says it went on for about 15 minutes and by the time police arrived, all the drivers were gone. >> at that point, i saw maybe two or three police cars patrolling the area. that was pretty much it. these events could be really dangerous. somebody could get badly hurt. it seems like public officials haven't really formulated a good response to these things so they can get this under control. liz: we reached out to san francisco police regarding the claim about friday night. the department has not responded. in the east bay, a postal

service truck carrying mail and packages burst into flames after a car slammed into it early saturday morning on i-8 80 near broadway and oakland. the driver of the truck was trapped inside by the fire and died. investigators say it appears the driver of a white ford crown victoria was racing another car when it hit the truck, which slammed into a concrete barrier and overturned on broadway. the driver fled the scene. the postal service is all the mail in the truck was outbound and people can find out if packages were destroyed by tracking the shipment online. new details this morning on a shooting outside a pizza restaurant in pleasant hill friday night. the victim is a 36-year-old man, the suspect to has been arrested is 54. police say the shooting happened after the men got into a dispute inside pizza my way. it's billed outside, that is when the victim was shot multiple times. his condition is not known.

the victim is an employee. building a better bay area focuses on health. new numbers show covid-19 cases are surging in the bay area and across california since thanksgiving. cases have jumped from eight daily cases per 100,000 residents in late october to over 13 at the end of november. santa clara am solano are on the cdc list of counties with the highest transmission levels. flu and rsv cases are spiking. the cdc lists california among the 11 states with the highest influenza like illness activity. with covid cases on the rise across the state, los angeles county is considering reinstating the indoor mask mandate. the public health director said if the county reaches the cdc's high transmission and hospitalization categories, masking may be required indoors. right now, the county is in the medium transition level. if cases continue to climb, officials say the county could

reach the high category this week. also now in our effort to build a better bay area, we have focused on the plight of the tenderloin. the city of san francisco shutting the doors of the tenderloin center. once seen as a key part to the city's battle against the drug overdose crisis, it stands to close without a backup plan. they gap in vital services could leave the city's most vulnerable with no other option's. reporter: soon, this site will come down. sunday, the tenderloin center will close. for the hundreds of people accessing its services daily, there is some anxiety. >> i am going to miss it. reporter: he says the center gives him a safe place to use drugs, access clean supply -- supplies and support in kc overdoses. >> we are going to have dirty needles, not a place to use safely. clared atafmergcy in opene i

the tenderloin dtrt. according to the mayor's office, 300 overdoses have been reversed. more than 200 people have been placed into housing. another thousand connected to shelters. it is also a place to get a free meal and warm shower. he is the board supervisor of the tenderloin district. >> it makes absolutely no sense. it has been a real source of frustration. reporter: the mayor's plan is to open more permanent facilities dubbed wellness centers, offering similar services. but time has run out. >> they are on record urging the mayor to make sure there was to either stand up a new site or extend, temporarily, the tenderloin center services. reporter: the mayor's office provided a statement, reading in part, after the closure of the tlc, the city will continue to

liz: welcome back, here is a live look from the oakland airport camera. the sun is up, the tarmac is striking -- and riding as we get a break from the rain. the sheriff's office is hundreds of people surrendered weapons in return for cash, no questions asked. according to the report, 280 eight firearms were collected, and wooding six assault weapons and 18 ghost guns. ghost gun refers to a firearm without a commercial serial number, which makes the firearm untraceable. gun buyback events helped provide a place to get rid of firearms and they hope to improve public safety in san mateo county with these gun buybacks. dozens of brave advocates plunged into the frigid bay water yesterday to save a crumbling san francisco landmark. aquatic park. was recently -- aquatic park pier was close to the public because it was deemed unsafe.

we have the story. >> how was it? >> cold and fabulous. reporter: she was among a group of raved folks who dumped into the super cold water. it was designed to get attention for an ancient landmark in distress. eunice a full pier -- municipal pier at aquatic park. >> we need to send a message that it is time to fix this. reporter: the historic pier is in dire need of repair. it is owned by the national park service, built in 1933. years of crashing waves into winter storms have literally left a crumbling. national park service closed the pier permanently a few weeks ago. last summer, fire burned an abandoned building near the entrance. >> can you sign a postcard? reporter: advocates of rallying the public to urge federal officials to come up with funds to fix it. the repair bill now topping $100

winter storm warning through early tomorrow. look what we are seeing off the coast as the area of low pressure work to move the cold front through the bay area overnight, now we have thunderstorm activity. mainly offshore. sonoma county, a brief thunderstorm around bodega bay. as we go closer from highway 128, looking at heavier downpours. much of the activity, thunderstorm activity, weakening forms on shore. over the water, you see a heavier cell. highway 37 and novato looking at scattered showers, here is where we still have some snow. several inches to go. as we look at the totals adding up through early tuesday, anywhere from seven inches around southlake to 15 inches donner. this is above 7000 feet could be getting about another foot and a half, so certainly good news to

disagreement between community leaders and rideshare companies. it would force companies like uber and lyft to report sexual assaults allegations to police. many victim advocacy groups are against it. reporter: with only weeks left in office, the san jose mayor is doubling down on a proposed ordinance he says will improve community safety. >> i am proposing to the council that we require any ridesharing vortex accompanies including uber and lyft to report sexual assault occurring in connection with their services, and fully inform survivors of their choice of the victimization and how to access services. >> it is backed by the district attorney, who said that talks with rideshare companies started months ago. >> the absence of engagement is disheartening. their refusal to move from their position was disappointing.

lisa: the 49ers are going to need luck with the dolphins. we are looking at lightning strikes and thunderstorms offshore, but for the bay area, things are looking brighter for now. area of low pressure will stay in the vicinity to keep the storm impact scale with this throughout the day today. tomorrow, you see the line of showers from santa rosa to the north and east. some light rain, winds are 101. as we go further south, rainy around highway 37, novato. as we look at the storm impact scale, the rain rates will be lighter and we see a wide variety from a couple hundreds to three quarters of an inch now through early tuesday. it will take a while for the area of low pressure to move out. with that will be the cold, unstable air. 51 in oakland, milder than all day yesterday.

from a sick, cruel monster for no reason. >> [inaudible] reporter: fedex contract driver now behind bards -- bars, charged with capital murder and aggravated kidnapping. 31-year-old confessed to killing the first greater after dropping off a package at her father's home, then kidnapping her steps from her front door. >> they are devastated, they are angry because of what happened. a precious child taken from their lives, pray for these folks. so they might be relieved of some of the pain. reporter: investigators believe she died within an hour of her adoption -- abduction. she was reported missing by her stepmother who is unable to find her at home or around the neighborhood. hundreds of volunteers rushing to the scene to help find her. the desperate search lasting more than 48 hours, until there

was a break in the case. a neighbor alerting authorities a fedex truck had been in the area the same time if you last seen. police teaming up with fedex using digital evidence to track down the suspect. he has no past criminal record. >> it hurts our heart to know that child died. reporter: a horrific tragedy before the holidays as deliveries ramp up. >> children if they are home when people deliver packages, let the driver walk away before you open the door. make your children aware, you need to educate them to stay away from strangers. reporter: they say words cannot express the shock and sorrow surrounding the tragic event. we continue to cooperate fully with the investigating authorities. liz: taking a look now at sfo, a life picture. alaska airlines has started rolling out a new digital baggage program. they're offering customers an

electronic tag tag that will pair with an app, allowing travelers to check their bags and virtually from anywhere. >> the idea behind it is you have this tag, you can update it from your phone so you never have to stop to get a baggage tag. liz: this is how it works. after bag registration, travelers can use this to transfer information to the tag. they say it will reduce wait times by 40%, as there's no need to print out a paper tag. this week, over 2000 frequent flyers will be able to receive the tags. they do cost $75 each. happening today, adjustments are being made to school services to sync with several east bay school bell schedules. it is getting change to run every half hour, that matches up with the frequency of connecting bus lines 800 and 81.

other minor schedule changes were made to other transit lines, you can find all the changes on their website. apple is looking to move production out of china. covid restrictions, supply chain issues and labor unrest are forcing apple to investigate. at one point, 85% of all iphone pros were made at a factory run in china. analysts say apple needs to diversify manufacturing if it wants to continue its growth. newly elected house democratic leader sat down with george stephanopoulos. they talked about the historic change in democratic leadership and the party priorities heading into the next session of congress. >> our mission is to find ways to work with republicans whenever possible to work on issues related to the economy, inflation and fighting for better paying jobs in safer communities.

transportation officials are looking at the possibility of charging drivers per mile uncongested free record doors that already have public transportation. >> transportation on the freeways is not fast and not reliable. given we are not going to build any more freeways, the capacity we have is the capacity we are going to have for the next generation. reporter: on the website, you will see some core doors that could face roadway pricing. >> those include i-83 solano county to the bay bridge. both 101 and 280 along the peninsula. reporter: the commission does not have many other details on this idea. it is too early to say how much the toll could cost drivers. transportation officials want to improve traffic flow on freeways and help reduce greenhouse gas emissions. just petition officials say the idea is to toll all lanes of a freeway, not just the express lanes. tolling could vary in price,

are getting debit cards. viewers have been flooding 7 on your side with questions about this, michael finney has some answers. >> i almost threw it out. reporter: she was suspicious when she got this envelope in the mail from something called california middle-class tax refund, with an address in nebraska. >> i thought it was a scam. reporter: she opened it to find a debit card issued by a bank in new york saying it was her california middle class tax refund. >> i didn't have any refund coming from any company i knew of in new york, it did not look official. reporter: but it was. the card was loaded with three to $50 estate tax refund, one of millions going out to californians right now to ease inflation. the one-time payment ranges from $200 to three did $50 per person for those earning up to 250,000 dollars a year. still, it bothered her. the card came with four pages of

rules, restrictions and potential fees, plus a lengthy cardholder agreement. others were skeptical. mark writes it is a debit card for californians, yet the bank is in new york. we are concerned this is a trick the carol in san francisco writes, my husband believe this is a scam. now, the new york community bank house our personal information. scammers are out there trying to fool taxpayers into giving personal information to activate their cards. how can you tell if you got the real thing? the envelope looks like this, with a return address in omaha. most important, the real card must be activated by calling only this number. 18002400223. do not call any other number claiming to activate the card. you will be prompted to punch in the last six digits of your social security number. once you activate, watch out for
