oakland and berkeley passed a fair chance ordinance. if approved, the county of alameda would be the first county to follow suit. in the newsroom, luz pena, abc7news. dan: let's talk about exceptions. could landlords get any information to a prospective tenant's criminal history? >> dan, yes. they would not be allowed to ask an applicant about criminal history or even require disclosure of criminal history. they could check the state's megan's law website that has licensed sex offenders. dan: all right, thank you. >> a stabbing in oakland happened around 11:30 a.m. the victim was found suffering from multiple stab wounds and was taken to a local hospital for treatment. >> a person wanted in connection with the stabbing was located and is in custody. both individuals involved in this incident are juveniles and students at skyline high school. ama: police are investigating if there is a connection. abc 7 confirms there was no lockdown at in effect following the stabbing. dan: in san francisco, an event to combat gun violence is scheduled, but despite good intentions, a study shows those gun buyback programs are not really that effective at preventing gun violence. >> disposing of a firearm that you no longer want around the house, no questions asked.

is it reducing violence on our streets? studies say not really. the types of guns using -- used in homicides in mass shootings are usually semi-automatic handgun's and semiautomatic rifles commandos are not usually at gun buyback programs. >> we have gotten thousands and thousands of guns off the street , proximally 5000. >> it is impressive how many guns have been taken off the streets throughout the bay area. police departments and lawmakers and stand behind them because it is another way of showing the public that at least something is being done to address the number of shootings. >> you see this in my hand? this was once a weapon that probably took a life, but guess what? it won't do it now more! >> these do not reduce homicides or mass shootings. why? because the demand for guns

continues to grow. >> the easier the access we have for guns, the more people are going to die. >> in most cases, the people giving up their guns are not the ones givi committing the violen. that was demonstrated last october when santa rosa police sponsored a gun buyback program. >> this way we can get the gun out of the closet and bring home the cash. >> still, they may help someone -- help prevent someone committing a suicide or a child accidentally firing a gun. in both cases, these gun guy back programs are beneficial, according to san francisco police. >> the grandkids, nephe nieces, friends, and often times, people do not even know when the guns are missing or reported stolen. >> we are saying this program may make that one difference, one act of violence not occurring on the streets of

santa rosa, and to me, that is a big win. >> that is one piece of the puzzle. what gun buyback to do is create coalitions. we saw several people come together, a group of young people actively involved in the gun buyback program. lawmakers, law enforcement, they were there. when they form this coalition, a dialogue is started. ama: all right, thank you, we appreciate it. teachers are expected back on the job tomorrow after saving a -- staging a massive stick out today. around roughly 149 teachers protested, calling in sick to protest the problems with the payroll system. several hundred students stayed home after word of the sick out overnight. dan: today, former theranos executive ramesh

balwani was sentenced. dustin dorsey was in court. >> after elizabeth holmes was sentenced to just over 11 years in for her role of fraud at their nose, ramesh "sunny" balwani was sentenced to 12 years and nine months in prison for his attorney, jeff coopersmith, spoke briefly after the speaking -- sentencing. >> are not going to comment. as i said, we are disappointed with the outcome, we respectfully disagree, and we are going to appeal. dustin: the defense team argued 39 objections from multiple hours this morning before the sentence came down. they included enhancements for the amount of victims involved, who was the organizer for thought it theranos, -- fraud at their nose, whether there was risk of bodily injury, and others. the judge finding the loss to

investors was $120 million. this is a message to silicon valley. >> ms. holmes and mr. got the book thrown at them. when you look at the amount of loss here, that is what the result was for today. >> the range of the sentence for bal months in prison. the judge argued for 180 months. the defense sought ovation. they argued balwani did not seek fame or fortune from the fraud. he wanted to help people with the technology that he believes could change the world. the defense believed holmes should face a harsher sentence. balwani received nearly 13 years, more than homes, after conspiracy to commit wire fraud. his attorney does not regret taking the case.
