golden great bridge. -- golden gate bridge. if you look at the back up at the toll plaza a huge line of cars packed. >> today's storm ranks level 1 on the exclusive abc 7 storm impact scale. this weekend the weather warrants a level two storm. >> tell us what to expect. > it is going to be at least level two over the weekend. you can see there is a batch of rain offshore about to move on shore. the steadiest rain right now is in the north bay from nevada up to petaluma and northward. this is a level 1 storm. through this light to moderate showers. slippery evening commute. up to a third of an inch of rain.

between now and 9:00 p.m. we can expect rain to continue falling steadily. it is going to start breaking up by 10:00 tonight. a little bit of a break early in the morning. the rainfall totals from what remains of the storm will not exceed another third of an inch. the second storm ranks two on the storm impact scale. it will bring moderate to heavy rainfall. wind gusts up to 45 miles per. localized flooding is possible. it is going to produce heavy snow in the sierra. >> people in the north bay spent the day preparing for this rain. we spotted a landscaper collecting leaves around a storm drain hoping to prevent a flood. there are also flooding concerns around the glass fire burned scar in napa and sonoma counties. >> the concern is whether or not the rainfall rates could create

were pursuing. san francisco police say it match the description of the vehicle in robbery. san jose has set a record for the most traffic deaths in a year. dustin dorsey looked into what city leaders are doing to make the streets safer. >> after another death on a san jose streets wednesday night, sadness is not the only thing neighbors feel. >> so angry. so angry. i am in tears. it is absolutely absurd. >> maria was leading a group in a traditional christmas time celebration when a car hit and killed her inside little orchard street. according to organization her death was the 63rd death in 2022. >> traffic fatality in our city is one too many. >> it is a sad day and a number we did not want to surpass. >> we have heard similar numbers

from leaders. despite efforts to make the streets safer the deaths continue. >> our streets have not gotten more dangerous as far as the infrastructure goes. they've only gotten safer but this problem keeps alluding our grasp. the bad behavior on the roads seems to be progressing faster than we can keep up with. traffic tickets come into play but an understaffed enforcement unit is limiting the impact they can have. >> sometimes setting people for traffic violations is what it takes to modify someone's behavior. >> would more cops on enforcement lead to less deaths? >> we would hope so. in years gone by we had 50 officers out there. now we are at 13 or 14. >> these are problems the mayor elect will tackle when he comes into office. he says enforcement come education and engineering have to be emphasized to get people to follow traffic laws. >> this terrible tragedy should focus our attention on the most

>> thank you so much. >> happening now, a closed-door san francisco school board meeting is underway. the board is discussing the payroll debacle we have been reporting for a long time including why it has taken so long to fix and all the added costs. senior education reporter leah melendez has the latest. been nearly a year since san francisco unified switched its payroll system to one that was supposed to be more current. problems emerged early on, some of which are still present today like the correct overtime pay, benefit and savings contributions not being deducted and so on. t.r. knight is a power -- a paraprofessional. >> i been describing it as a welcome will. >> here is what the superintendent said last month when the school district declared a state of emergency. >> the problems are bigger and more complex than originally thought.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> tonight an exclusive report from the abc7news i team. is everyone being held to the same standard to get a concealed carry permit in san mateo county? next month the board of supervisors will vote on whether to approve a group to oversee the sheriff's office. >> the initiative comes after high-ranking staff brought concerns to the abc7news i team about the leadership of the sheriff. >> he lost reelection in june. the sheriff elect takes office in january. some hope she will set a different time.

-- set a different >> tone. stephanie sierra looks into the reasons why. >> in california it is a crime to carry a concealed firearm without a valid license. under state law county sheriff's have the authority to issue a concealed carry weapons license to any qualified resident assuming they meet the requirements. >> the walls are very clear. >> according to california's state statute the sheriff of a county may issue a concealed weapons license to applicants who pass a background check and show proof of good moral character, be a reason of the county, has completed a course of training but they no longer have to demonstrate good cause. the u.s. supreme court struck down a york law that mended the good cause requirement deeming it unconstitutional. the decision makes it harder for states and counties to restrict guns outside of the home forcing five states including california to rewrite their laws. that has not happened yet in california.

just to be clear, who has the final say about whether or not a ccw is issued? >> the sheriff of the county you live in. >> in san mateo county, concealed carry permits are issued by the sheriff who just lost reelection in june. he has been the top law enforcement officer and of the county for nearly six years. the majority of people who applied for a license under the sheriff do not get one. roughly a quarter of applicants do. a san mateo county resident is a 25 year veteran disaster response worker. he applied for a license after being threatened by leaders while responding to natural disasters. >> the application was denied. >> why do you think that is? > i did not get a reason. they just said no. > how many references did you have? >> i had half a dozen references . police officers, sheriff's deputies. >> the sheriff

good cause. he also was not a campaign donor. the i team found most people who applied for a license and contributed to his campaign got theirs approved. some critics are raising questions about potential favoritism in the process. public records obtained and analyzed by the i team from 2018 through 2021 show among non-donors who applied for a new license among 22% were up approved. among donors 88% were approved. that is a huge number. we brought this to an rabble served on the federal election commission under the obama administration. the fec is an regulatory commission designed to enforce campaign finance laws. >> that in and of itself and look like there is bias to provide those permits to donors. >> several people working inside the san mateo county sheriff's

office told the i team they felt fractured by the sheriff and other high-ranking staff to issue concealed carry weapons licenses to people who were friends or donors to his campaign. the abc7news i team made several attempts to speak rackley with him but he declined to go on camera for an interview. he provided us with the following written response denying any obligations of favoritism. while i have not verified your numbers, i have asked for it can gain contribution from a ccw holder in anyway that was it as a connection between campaign contributions and ccw's. i have numerous campaign contributors. the vast majority of which do not have two to w's and the best majority of holders are not introduced. although the i team obtained and analyzed finance records since 2019 and found the approval rate of donor stands campaign was four times higher than for nondonors. >> that i think is a problem.

in statistics are so extreme. >> we spoke to cointreau senior law enforcement sources who believe some of these requests believe\\ received preferential treatment. we recorded any another voice at their request. >> there is a two tiered system should we see cases were average day citizens get denied to those who are connected to the sheriff special treatment. >> we found potential evidence of that through public records. state choirs eight hours of training for all new ccw holders and four hours of training for anyone renewing their license. the statute is very clear. for applicants renewing their license the training course should include instruction on firearm safety, firearm handling, shooting technique along with live fire shooting exercises or the i team found 39 people did not attend the public firearms training course offered by the trent -- offered by the sheriff's office. our sources tell us most

these people were provided special accommodations for private sessions with a range master or other qualified trainers. among those on that list some high-profile tech executives, well-known philanthropist and at least five billionaires including the oracle founder, tech ceo tom siebel and riley and susan bechtel of the bechtel corporation. they did not respond to our requests for comment about their ccw permit application process. about 44% of this group donated to the sheriff's campaign. when we asked the sheriff about this he told us almost all of the 39 people on this list have received training but refused to clarify who specifically did not. he made multiple requests for proof over the course of several weeks. the i team was never provided class attendance records for these individuals but we were provided documents independent -- documents indicating most past the range qualification.

sources with inside knowledge of the range training during those years say among the group of 39 people many were not held to the same standards. >> wealthy friends which show up at the range should a few rounds and leave the range master would be expected to sign off on that. >> in some cases there was no training record at all. upon waiting weeks for the documents the i team found at least five people had no record of passing the required training at the range for their current licenses. in some of these cases the sheriff's office says training records were not available because they were purged in the regular course of business or indicated to the i team record keeping was inaccurate due to the transitioning from paper to electronic records the sheriff did make personal request for friends to get special accommodations for private one-on-one training with the range master. according to emails obtained by the i team. of the few examples shared with us all happened to be donors to his campaign.

other examples were requests made for three people who serve on the sheriff's office advisory board. >> that is like the good old brothers club. >> several law enforcement sources told the i team. >> there is a lot of fear. if you don't donate to the campaign you are not showing your allegiance. if you do, you will be rewarded. >> the i team cross reference recent promotions in the sheriff's office with campaign contributions and found more than half of sergeants, lieutenants and captains promoted in 2021 through february of 2022 may donation stands can name. we sat down with attorney jim sutton from the san francisco based on law firm who specializes in election law. is this common? >> in my experience i don't think that would be common to i think it is marked that such a high percentage of people received a promotion also contributed to his campaign. >> the i team obtained public records on promotions and several other sheriff's offices. we found the correlation between

recent donors who were promoted in san mateo county it was more than double or triple what was seen in other counties. not one of the 50 promotions than the alameda county sheriff's office donated to the sheriff greg ehrhardt. one of the seven employees promoted voted to elect jamie garcia. three of the 16 in the napa sheriff's office voted to elect ortiz. in the san mateo -- most were promoted following their donation. he denies the allegations employees were promoted based on donation saying that is absolutely not true. i promote people based on their placement on the civil service list and their general performance. he will be replaced by sheriff elect christina or chris faust to be different. a new oversight group has formed that pledges to hold to that promise.

>> i think it goes back to the leadership at the sheriff's office. there should have been checks and balances to ensure before the ccw's were issued these people had certified they had completed all the training necessary. >> jim lawrence is the chair of the board in san mateo county. the group is working to install an independent oversight board to oversee the sheriff's office. >> hopefully the oversight board will be installed with investigative power. power of subpoena. so it will be able to assess documents, training manuals. the inspector general will be able to look at human resources, documents. bring the community to trust the sheriff's office back to where it should be. >> sheriff elect christina corpas will resume -- will assume office in january. the board of supervisors is expected to vote to approve the
