7:09 am
and the white house worked very hard on these negotiations, particularly the national security council, john finer, we worked closely together. the russians looked like they were ready to do a two for two, for griner, whelan and bout, the man exchanged yesterday and somebody else. that's where the negotiations were heading. principally led, i believe, by the russian advisers that were the official channel with the u.s. government. then what happened, i think, president putin stepped in. and he said, one for one and that's it. i don't think president putin wanted to give president biden a victory. although i do think president biden got the edge because we got an american icon, we got lately trevor reed. i was involved with that some four months ago from russia.
7:10 am
and now i think we concentrate on not just paul whelan but there are three other americans there that are wrongfully detained, one a p.o.w. so i'm not a pessimist here. i feel guilty about paul whelan. i've tried for four years to get him out and there's always a stumbling block at the end. but i see light at the end of the tunnel there. but it's going to take a prisoner exchange to get him out. or they may want more than that. >> what is it going to take? what do you think the administration has to do to get him home? >> well, almost for sure it's going to be another prisoner, a russian prisoner in an american jail. the russians don't do these for free and they're tough negotiators and, you know, bout is a terrible president but i think the president deserves credit for making that decision to get brittney griner like he did with trevor reed, another notorious russian in our prisons. now, what's it going to take? it's going to take another prisoner exchange. and you want to keep these

7:12 am
oh, he's already served 10 years out of his 20 years. no, he is a bad guy. he is a terrible guy, but i don't think there's any data that supports that if you do a prisoner exchange, there's going to be repercussions and they are going to be bargaining chips. i've done this for years. we've had good success, sometimes for diplomat exreasons you get the american back to send a humanitarian message the way we did with danny fenster in burma about a year ago. it's going to take a tough decision again by the president, but i think he said he's going to do it. this is a marine, a military veteran. he's not as glamorous as brittney griner but he deserves to come home. it's four years. >> it has been four years. >> his family has been gracious and honest and patient. you know, i just -- i feel a little guilt here because we've tried for four years various combinations. >> and those efforts are still ongoing. >> still stuck in that prison. >> we are certainly thinking of

7:34 am
yesterday. your family, as you mentioned, spoke with president biden. how do you feel about the administration's efforts to bring your brother home? >> well, i think that they've done everything they can, and sometimes you have to try multiple times before you get to the goal that you've set. they had made a substantial offer according to secretary blinken in a statement he made last august, and they had hoped to bring paul and brittney home and, unfortunately, it didn't work out that way so we at least know now konstantin yaroshenko has gone back to russia. at least the u.s. government can start to find other things to try to enable and exchange or bring paul home. >> your brother has been held captive for almost four years. do you have any news on what has been done or what would take or when that could happen? >> no, we trust the u.s. government to take care of those steps. i think the challenge really is it's not clear what the russians want. they have always wanted, from
7:35 am
day one back in december 2018, to extort something from the u.s. government. but it has not been clear recently what they want any longer. so the u.s. government is going to have to figure that out. and we will continue to support paul as long as we can, as long as he's able to survive over there. >> you mentioned the fact that there might be other factors at play. what do you think it is that's holding this up from making them able to make a deal to bring him home? >> well, the kremlin is fundamentally like a playground bully. so if you hit them three times they'll hit you three types back. they like parody and they have labeled paul as a spy. and so it may be that they're waiting until the u.s. government or somewhere in the west, a russian spy, is captured and they will attempt to do an exchange. so it cost them almost nothing to keep him in a labor colony for as many years as it takes for them to wait for that. >> when you next have the chance to speak to your brother, what will you say to him? >> welcome home, i hope. >> how has he been doing in the russian penal colony? i know they can be very difficult places to be.
7:36 am
>> it is hard. i think, you know, over the time he has started to gain the trust of other prisoners. there are other english speakers in the prison he's in, other non-ethnic russians and has found comrades of sorts but, you know, it's not a great place to be with the sanctions from the war impacting the foot that they get in the prison and the other conditions, their access to fresh fruits and vegetables has diminished. since he was arrested he lost about 20% of his weight. so, you know, he's in a very different physical state than he and we continue to worry about his physical state holding up and also his mental health. >> do you have hope that he'll be able to come home? >> oh, there's always hope. we're a little disappointed right now to i guess realize the u.s. government isn't in a position where it knows what it's going to do next, other than continue its hard work, its efforts. but, you know, there's always hope. >> david whelan, we hope soon we're talking to you that your brother is coming home. thank you so much for your time. >> thank you. >> just remarkable the hope that they hold on to waiting for him
