minor flooding is a possibility. slight chance of some thunder. the storm will be pushing into the northern most part of our viewing area tonight. it will surge through the bay area. heavy rain and wind gusts up to 45 miles per hour or stronger. we get a little break during the afternoon hours tomorrow. but not for long. it continues through sunday. we've been through this already. let me show you some impacts of the storm. it has produced a winter storm warning for the sierra from 10:00 p.m. tonight until 4:00 a.m. monday. two to 3 feet of snow, up to 5 feet locally in the sierra. very high concerns about hazardous travel, flooding on the roadways, downed trees. less concern about power outages and river lending.

has been given a fast track to speed up development. hospitals are once again filling up across california. our news reporter spoke with doctors about what they are seeing right now here in the bay area. >> hospitalizations are a key indicator of how covid is impacting our community. hospitals are seeing the first signs of a steady increase. covid hospitalizations are increasing throughout the state. the last time california had over 4000 people in the hospital with covid was in july. >> the challenge is the numbers are rising. we don't know where the peak will plateau. >> a local doctor, medical director of the emergency department at ucsf, says their hospital is not stressed that -- yet. >> in many cases, they

hospitalized for something else, but happen to have covid. >> according to this map, the majority of the state is in the yellow, under medium covid-19 community levels of transmission. >> we've seen our numbers readily increasing since mid-october. yesterday we moved from cdc low into cdc medium level. >> in alameda county as of thursday, the seven day average case rate is 21 cases per 100,000 residents. 140 people are in the hospital with covid-19. they are updating their mass requirements. >> we are not instituting any new requirements here in alameda county. according to the state, when we move into medium, certain locations need to require masking for staff and residents, and those include shelters for

>> ever wonder how much a new job pays? a new law is taking away the guessing game. the law requires businesses with at least 15 employees to include information about salary ranges for all job postings. not only that, workers have the right to know the pay scale for their current position. the state is getting into the fast food business, sort of. a new statewide counsel is being set up to oversee fast food workers at chains with over 100 or more locations nationwide. they will be able to set wages, working conditions, and training . 2023 also brings an increase in the minimum wage in california, going up to $15.50 per hour statewide. starting january 1, jaywalking is no longer illegal. police won't cite a person for jaywalking unless they cross the street in an unsafe manner.

you know the law that requires drivers to legally leave at least three feet when passing a bicyclist? that law is being updated. drivers are required to change lanes when they passed cyclists , like they do for other vehicles, on roads with two or more lanes. retail theft has become a big problem, in part because police could only cite and release the thieves. a new law allows officers to detain and in custody anyone -- and keep in custody anyone suspected of retail theft if they have committed the crime before. there is also a law for something that's been frustrating women or years, the so-called pink tax, when women are charged more than men or similar items -- for similar items, like shampoo or deodorant. businesses that charge women more can be fined up to $10,000.

temperatures in the low 50's. here's a view of sky. the next storm swings through the bay area overnight with moderate to heavy rain and strong gusty wind. it has produced a winter storm warning in the sierra for the weekend. this is a moderate level to storm, bringing heavy rain, gusty wind up to or above 40 miles per hour at times, minor localized flooding, and the chance of thunderstorms. starting at 11:00, the will move in rapidly after midnight. 6:00 a.m., it will be raining just about everywhere in the bay area, some areas heavy. strong, gusty wind accompanying the heavy rainfall. through the day and into tomorrow night, the storm will continue raging.

it will start to weaken a little bit going into sunday, but there will be periods of light rain showers sunday into monday. overnight lows, not very wide. in the 40's. highs, not a wide range, generally upper to maybe 60 degrees at san rafael and san jose. the winter advisory will be in effect from 2:00 a.m. to 3:00 p.m. tomorrow for virtually all of the bay area. the strongest cuts will -- gusts will be at higher areas. rainfall totals from this storm just for tomorrow, one to two inches of rain all across the board. maybe a few locations will come in just under an inch of rainfall total, but it's going to be a very wet storm. over the sierra, we have a winter storm warning in effect from 10:00 p.m. tonight to 4:00 a.m. monday. possibly up to six feet of snow

larry: time now for the four at 4:00. here' -- a new aaa study finds an increase in unsafe driving behaviors. from 2020 to 2021, there is nearly a 24% increase in drivers admitting to getting behind the wheel when they felt too drunk. there was an increase in speeding and running red lights. traffic fatalities rose by 10.5% in that time, after three years previously of steady decline. have any of you folks noticed that people are nuttier on the roadways? it seems like people are just crazy or in general, wherever we

are with covid. spencer: so true. i've noticed an increase in people running red lights just about everywhere. over in the east bay and here in the city as well. and lots of crazy speeding. outrageous. if i'm driving 70, cars are zooming by me like i'm driving 35. >> i agree. i don't know if people's pat ience has worn thin, people have just forgotten how to behave on the roadways, or maybe people are just so fed up, all that pent-up frustration. whatever it is, i have no tolerance for this type of stuff. kristen: it's just general not caring about other people. on the embarcadero, frequently, cars that cannot make it through the intersection get stuck in the middle. then you can't go in your light turns green. they just hit their. -- sit there. they don't look at you sheepishly to say sorry. larry: the drunk driving, just no. kristen: that's our message.

another -- to map another climate threat. larry: dan ashley is here with the story. dan: our recent rain is welcome relief for the ongoing drought in california, but when it comes to water, some of the long-term challenges could be with us for decades. engineers along one coastal community are turning to an emerging technology to protect their water supply. thousands of visitors crowd the beaches around the area without ever realizing they are standing on the front lines of an ongoing battle, triggered by california's drought. the enemy -- saltwater being sucked into the same wells that provide fresh drinking water to the surrounding communities. >> the physics of it are like, if we are pulling in seawater, how do we create a barrier, a draw lick barrier to push it back out -- a hydraulic barrier to push it back out. >> when the water table falls low enough, wells can begin to

pull in the salty seawater, potentially making those wells unusable. the agency is expanding a system to pump treated wastewater back into the ground. the goal is to recharge the groundwater and push back the seawater. >> that water goes down into those wells and creates a hydraulic barrier right in that area. dan: to achieve that delicate balance, the agency needed to map where the saltwater was coming in. that required looking deep beneath the waves and shoreline using a technology we showed you here on abc7news, known as an electromctineveur spulses penet, mapping the geology underneath. we profiled teams from stanford and elsewhere that have been flying across sections of california, mapping areas where water could flow easily into the aquifer for future programs. using a.e.m. to locate saltwater

along the coast was a different challenge. they partnered with a danish company that had a version of this technology. >> they flew the helicopter all day. they came back and landed. they downloaded the data. within 30 minutes, they were able to say it feet down into the aquifer. dan: combining the data allowed the team to map saltwater incursion along a broad area of shoreline and prioritize sections for the groundwater recharge program, a strategy that could get a boost up and down the coast. >> we are just starting to understand how to use the data. >> she runs the electromagnetic survey program for the california department of water resources. their team just completed a new survey, generating data that will be available to water agencies. >> to answer the questions we think we are going to have. where are good recharge areas. where is possible seawater

intrusion. dan: essentially drawing invisible battle lines that could help secure an already strained water supply as the pressures from drought and climate change continue to build along our coast. >> it doesn't take a rocket scientist to see, if we don't take action now, what's going to happen. dan: it's pretty obvious. wihle seawater -- while seawater intrusion is a big issue along the coast, sea level rise could create problems for water districts in the bay area as well. it's an interesting dilemma. larry: we have friends who live in las vegas, and lake mead -- it's really getting low, to the point where you are starting to see stuff down there that you didn't know was down there. so, it's a problem. we are going to have plenty of data to study this weekend. kristen: plenty of water coming our way. how much? let's check in with spencer. spencer: one to two inches tomorrow alone. here's a look at the storm

impact scale. this is a level two storm. heavy rain, gusty wind, minor localized flooding possible. notice the storm just surges in during the early morning, overnight hours. 6:00 a.m., we will be blanketed all across the region. gusty wind up to 45 miles per hour at times. this storm will continue into the day on sunday. high concern, flooding on runways -- roadways and downed trees. there will be a winter storm warning in effect in the sierra from 10:00 p.m. tonight till 4:00 a.m. monday. two feet to four feet likely of snow. maybe a few early-morning showers on monday. the storm winds down and moves out next tuesday. larry: thank you. if you feel cold and wet, we've got you covered with something cozy.
