a while. we are expecting to see outages. tim: pg&e crews are making last-minute repairs on power lines friday. utility companies have been stockpiling extra transformers and other equipment just in case. >> we are opening up emergency centers, bringing an extra cruise to help support the event. tim: it marion county, sausalito has been preparing for a busy social weekend that kicked off of the opening of candycane lane. many shoppers and storeowners say they hope the wet weather is not as bad as anticipated. >> most sausalitans hunker down when the rains come or go out and play with the sun is out. right there in the middle is the sweet spot businesses, i think. tim: the city is hosting a 5k and a boat parade. both events are respected happen rain or shine. >> i don't know. it does not sound pleasant or safe. tim: alexandra canton was

and taking precautions. our boreal mountain staff will monitor safety conditions over the next few days. they recommend for people to ski or ride with a buddy. >> it will be powder town appear. we have a lot of snow coming through. we have seen reports anywhere from 24 inches to over 36 inches. liz: the resort staff says the snow this month and last is setting them up for a great ski season. if you're not there already, caltrans does not recommend traveling to the sierra during the storm this weekend. officials say driving conditions are going to be difficult to maybe even impossible. those who decide to go can expect chain controls, delays and road cultures -- closures. you can check any time for our abc 7 bay area streaming tv app. it is available every stream. then all clear is now being issued for a hazardous materials incident reported last night in

oakley. it happened near fourth and main street. the fire protection district declared emergency situation last night after what appeared to be a leak from the bottom of a vehicle. residents were asked to shelter-in-place. the all clear was issued last night around 11:15. equipment failure is being blame for the fiery site here over martinez. contra costa county fire says an explosion led to what they are calling a significant flaring incident at the martinez refinery company. it was likely caused by a failed compressor. the contra costa county health department says the flaring did not cause imminent health risk. in the east bay, family and friends held a candlelight vigil for alexis gave in oakley. people gathered at civic center park near the city's lighted christmas tree. the 24-year-old went missing in january of this year. her remains were found in amador county on november 3. officials believe she was killed by her ex-boyfriend.

police shot and killed him during an attempted arrest in washington state. developing news out of qatar. amount american journalist grant wahl has died. he was covering the world cup match between argentina and the netherlands when he collapsed in the press box. he had been sick for several days and visited a medical clinic on monday. he said he was told he did not have covid and it was like the bronchitis. also while in qatar earlier during the world cup, he was briefly stopped while wearing a rainbow colored shirt to the u.s. match against wales. qatar stands on lgbtq rights has garnered attention during the world cup. the fifa president did express their condolences to family and friends. "only some days ago, grant was recognized by fifa and the international sports press association for his contribution to recording data reporting on a

consecutive world cup's. his career included attendance at several fifa women's world cup sent a host of other international sporting events. his love for football was immense and his reporting will be missed by all who followed the global game." on u.s. soil, after imprisoned by russian and 30 through 10 month, brittney griner is back home to loved ones. chuck gives us the latest from new york. chuck: brittney griner has returned to the u.s., reunited with her life -- her wife in san antonio after being detained in russia. officials say she's in good spirits and appears to be in good health and was receiving medical care. the process called reintegration to help americans attained overseas transition to life back home and decompress. given physical checkups and access to psychologists after 10 months as a russian prisoner. in arizona, her coach of the phoenix mercury overjoyed. >> we have so much joy. our entire organization, players, team.

front ahead of it. that's where we get the heaviest rain and gusty is winds. highway 29. you are getting into more moderate rain now. still ahead of a front. as we look at during villain jenner, more steady rain for you towards the coast. taking you down through richmond. it's been pretty light but the road to been slick all night long. look at the peninsula from san mateo to redwood city. filling in as we get closer to sunnyvale and campbell. san jose looking at what weather. you have had the most rain out of anyone in the bay area throughout october 1. the rainfall season. getting into moderate rain with campbell, 280 through cupertino and saratoga. a little bit of a break. sunlight returns around el cerrito and richmond. maybe a light shower around concord. in the mountains that is nothing but snow. temperatures a couple of degrees below freezing. this goes through 4:00 monday

morning where the snow totals out of this world for four to five feet. already we have that could submit base. we are adding to that. pretty good in the mountains. not good until about monday or tuesday to get up there with two to five feet. the snow levels dropping not only in the mountains but back home after the storm moves through. gusting up to 60. as high as 80 to 90 miles per hour through the ridge tops. 52 at oakland. 54, fremont. seven to 14 degrees milder with the south winds gusting to 39 miles per hour. oakland, 33 miles per hour gusts. very breezy to gusty in the north bay. if you notice the strong winds, this is in a company with a cold front passage. we stop this at 2:00. the front has moved through san francisco, the peninsula, but hung up in the east bay, south bay and monterey throughout the later afternoon hours. we get breezy winds.

thunderstorm and a level 1 system for the football game tomorrow. with tom brady in town. things winding down on monday. could see more rain by later next week. so far we like it but i think we will see some flooding issues. clogged drains and flooded roadways and maybe some tree limbs down so be careful. liz: it is good to get this rain. abc 7 news is committed to building a better bay area. one focus is on health. i want to show you a live look right now from truckee on highway 80. caltrans does not recommend traveling there during the storm this weekend. officials say driving conditions could be difficult to even potentially impossible. you can see there are cars that appear to be stuck. many semi trucks have stopped or pulled over. lights are flashing here. those who still do decide to go can expect chain control delays and road closures. abc 7 news is committed to building a better bay area.

one of the main focuses is your health. as covid cases surge, a warning for the elderly. tara campbell spoke with one family morning their loss. >> this is not how you want to watch are about one go. tara: julie lost her mother jill took coronavirus just a few weeks ago. in her mournin still possible to spread this and it is deadly to vulnerable people. tara: she is packing up her mother's home in pittsburgh. with that, the memories. >> losing my mother what she went through, i'm so worried for all the elderly people that i see out and about with no masks. all my friends parents. tara: her 80-year-old mother tested positive for covid-19 in late october. she was hospitalized and within a few weeks she was gone. >> it just went very quickly to

very serious. tara: covid precautions cutting off contact until the final moments. >> they waited until her vitals got to a certain point. then they had me suit up. i went inside with her. >> it's important to stay vigilant during this time. tara: dr. peter chen hong at you cfs. >> nine out of 10 deaths is the older than 65 population. most of those folks have not been lucid. tara: julie says her mother was among those not boosted. >> she was not up-to-date. she had not had a booster since last december. she should have had one over the summer. that may have made a difference. tara: with just two weeks until christmas, the doctor says if you have not gotten a booster this year, now is the time to get protected. >> at the end of the day there is still time to get a booster. >> it is worth extra precautions

to have peace of mind that, you know, you don't to give grandma covid for christmas. tara: tara campbell, abc 7 news. liz: masks are now required again at certain locations in alameda county. officials say for california state law they must now reimplement mask requirements and high-risk settings. that includes homeless shelters, heating centers and correctional facilities. it's because the county has moved from low to medium when it comes to cdc covid-19 community transmission levels. ucsf infectious disease specialist dr. peter chen hong says masking his of precaution we should all embrace for now. >> whether or not is a or stronger requirement, it's important for everyone to think about the mask in risky situations. at least temporarily until we get through this. liz: he says the return of masking is a good idea, not just because of covid but because it

is flu season and other respiratory illnesses are also liking. final exams are scheduled to start monday at the berkeley. however, students may have to take adjusted tests as workers near a one-month strike. graduate student instructors and researchers say they are not paid a fair wage. some students are now saying those workers being out is limiting the preparation for the upcoming finals. administrators are asking for instructors to create an exam or matt that takes the strike into consideration. the beaches around the capital of santa cruz -- an santa cruz area are causing issues. seawater is being sucked into the same wells that provide drinking water to surrounding unities. through the drop on the water table draws low can pull in salty seawater, potentially making them unusable. the socal creek water district is expanding the system to pump treated waste back into the ground and helps of recharging the groundwater and push back the seawater. >> the physics are basically

nearby airbnb. as amanda shows us, part investigation includes potential hate crime allegations. amanda: charged with felony assault with a semiautomatic firearm. a san jose homeowner is accused of the unprovoked shooting of an unarmed lack man. it happened october 2 in the city. the district attorney's office filing a complaint this week against 66-year-old mark henry waters who was white. >> not every case of cross racial violence is a hate crime. amanda: stephen clark weighing in after the da's office announced potential hate crime allegations are also being investigated. police reports obtained by abc 7 news say the victim was renting a room through airbnb at this home, located directly across the street on the suspects house. a responding officer noting the victim described he was going to safeway to get some noodles and juice.

the victim says he crossed the street and before he was even on the others of the road the suspect approached him and shot him. the police report detailed the suspect's account, saying the victim walked toward him. he thought the victim had a gun. he later realized it was a pair of headphones. during booking, the suspect allegedly stating i cannot take it back, what i have done. i have paid the price. i -- up. >> he will be reviewed for workgroups he's associated with, which issues you may have stated on social media. all that will go into the calculus as to whether or not the additional enhancements of a hate crime are associated with this assault case. amanda: the suspect made the 911 call. the victim was shot while his back was turned. the 21-year-old black man suffered a gunshot went to his leg, resulting in a broken femur. >> just being in the wrong place at the wrong time, it is not

just a justification for being shot. i think the das office will treat this case very seriously, because this should never have happened, even if it is not a crime. amanda: amanda del castillo, abc 7 news. liz: new cutbacks from twitter headquarters. now food service workers have lost their jobs. our media partners san francisco standard reports twitter decided to cancel their deal with palo alto food vendor bon appetit. we do not know the exact number of people impacted. one worker says he was let go from the midmarket offices, along with about 50 other employees. those workers had about two weeks notice knowing yesterday would be their last day. it is the season for giving. nonprofits collect toys are short thousands of gift of this year for needy families. offices and businesses across the bay area have donation bins for toys for tots. others may have a giving tree. the family giving tree says this year's goal is to collect 40,000

it's available wherever you stream. covid cases are on the rise and hospitals across california are reporting a peak and hospitalizations. luz pena spoke to multiple doctors about what they are seeing locally and the virus impacted our community. luz: covid hospitalizations are increasing throughout the state. the last time california had over 4000 people in the hospital with covid was in july. >> the numbers are rising. we don't really know where this peak will plateau. luz: the local doctor at says the hospital is not stre itpatients hospitalized for something else who also happen to have covid.luz: hospid statewide transmission levels are also changing. according to this cdc map, the majority of the state is in the yellow, meaning under the medium covid-19 community levels of transmission. >> we have seen covid numbers

steadily increasing since mid-october. yesterday we moved from cdc low into cdc medium level. luz: in alameda county, the seven-day average case rate is 21 cases per 100,000 residents. 149 people are in the hospital with covid-19. now they are updating their mask requirements. >> we are aligned with the state masking guidance. we have not instituted any new requirements ourselves in alameda county. according to the state, when we move into medium, certain locations need to require masking for staff and residents. those include shelters for housed persons, correctional facilities, and warming centers. luz: what about the state? california's department of phobic health said in part, "we are not considering a statewide masking mandate at this time.

as always, local governments may implement a separate and more strict policies." despite the increase in hospitalizations, dr. locke is hopeful. >> this is something we have anticipated. we are in a much better place now. liz: that was luz peña reporting. both doctors point out even though covid numbers are increasing, the majority people testing positive are not experiencing severe illness. we are only learning about those numbers through wastewater data because people are testing at home. berkeley community leaders and residents will rally for housing. they are calling upon the mayor and city council to limit a tenet opportunity to purchase act. topa was authorized in oakland as a tool for displacement and if one will housing by giving tenant first chance to buy when then there homes are for sale. it kicks off at civic center park at noon today. still ahead, hundreds of new

job pays? the new law is taking away for the guessing game. it requires businesses with at least 15 employees to include information about salary ranges for all job postings. not only that, workers also have the right to know the pay scale for their current addition. the state is getting into the fast food business, sort of. a statewide council is being set up to oversee fast food workers at chains with 100 or more locations nationwide. this special counsel will be able to say wages, working conditions and training for fast food workers. 2020 three also brings an increase in the minimum wage in california. the rate is going up to $15 and $.50 or hours statewide. starting on januar jaywalking is no longer illegal. police will not cite a person for jaywalking unless they cross the street in an unsafe manner. you know the law that requires

drivers to leave at least three feet when passing a bicyclist? that laws being updated. drivers are now required to change lanes to pass cyclists like they do for other vehicles. this is for roads with two or more lanes. remember this video? retail theft has become a big problem in part because police could only cite and release thieves. now a new law allows officers to detain and keep in custody anyone suspected of organized retail theft. two other laws make it easier to report items that show up at online marketplaces. there's a law for something has been frustrating women for years. the so-called pink tax. that is when women are charged more than men for similar items like razors, shampoo or deodorant. businesses that charge women more can be fined up to $10,000. many california cities have banned restaurants from using
