>> building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: now at 8:00 is coming down this morning. here is a look at our mount tam camera, hard to even see what are we looking at. the gusty showers and winds, this year getting ready for heavy snow. all of that we are tracking this morning. good morning, i am liz kreutz with lisa argen. good to get all of this rain but it is going to be wet and potentially dangerous. lisa: we are seeing it come down in the north bay and that is why the national weather service has issued an advisory for marin and napa. cold front slicing through santa rosa.

any heavy rain into and highway 101 moving into san rafael. further south, light rain from oakland and hayward by 9:00 or 10:00. getting to the heavy rain there in the south bay. through the santa cruz mountains, it has been steady. this is a level two system with heavy rain, gusty winds, minor localized flooding. there is brightness there from san francisco but heavy rain on the way with low to mid 50's. the golden gate bridge is busy, our wind advisory through 3:00. 56 in napa and the winds gusting to 41 miles per hour. 35 mile per hour wind gusts in livermore. winds near 60 miles per hour from mount diablo. you can bet on tree limbs coming down, some power outages, planning on the roadways. every part of the bay area will see light to moderate rain through the afternoon. we will time it out ending in

the south bay by 2:00 or 3:00. we will talk impressive totals in a minute. liz: ahead of the storm's arrival, people in the bay area are preparing. tim johns was in the north bay and shows us how the weather is impacting what is expected to be a big weekend. >> it is one of the big storms so far, the bay area is gearing up for a nasty weekend. >> we are guessing 55 mile per hour winds and we have not seen those kind of wins for a while. we expect to see outages. reporter: pg&e crews were making repairs on power lines friday. the utility company says it has been stockpiling extra transformers and other equipment just in case. >> we are opening emergency centers, bringing extra crews from outside the area. reporter: sausalito has been preparing for a busy social weekend with the opening of candycane lane. many shoppers and storeowners say they hope the wet weather is

not as bad as dissipated -- as bad as anticipated. >> most either hunker down or they go out and play when the sun is out. right there in the middle is the sweet spot. reporter: the city to host a 5k and a boat parade. both events are expected to happen rain or shine. >> i don't know. it doesn't sound very pleasant or safe. reporter: alexandra was enjoying candycane lane. she was supposed to participate in the boat parade but she says unless the skies stay clear, she will probably be at home. >> most of the charters of counsel. i think the power will go out because they're inside a cabin and they feel a little safer. reporter: tim johns, abc7news liz: the storm could put a damper on holiday shopping.

an outdoor shopping destination had shoppers eager to be to the storm. john smith plan early to beat the weekend. >> i tried to be to the rain, beat the crowds. do what you can, get it done. reporter: if you are willing to brave the rain, it may be worth it. next saturday will be the busiest christmas shopping day so that could mean good deals but it will also certainly made a big crowds. travelers heading to the sierra should plan for a snow weekend. resorts are preparing for crowds and taking precautions. at boreal mountain, staff will monitor safety conditions. they recommend people ski or ride with a buddy. >> it is going to be powder town. we have a lot of snow coming through, anywhere from 24 -- 24 inches to 36 inches. liz: the snow this month and last is setting them up for a great ski season. if you aren't there already, caltrans does not recommend travel to the sierra during the

the refinery company. it was caused by a field compressor. the health department says the flaring did not cause an imminent health risk. in the east bay, family and friends held a candlelight vigil for alexis gabe in oakley. people gathered near the light of christmas tree. gabe went missing in january this year. her remains were found on amador county november 3. officials believe she was killed by her ex-boyfriend. please shot and killed him during any attempted arrest in washington state. developing news out of qatar where renowned soccer journalist grant wall has died. he was covering the matchup between argentina and the netherlands when he collapsed. he posted on his website he had been sick several days and visited a medical clinic monday. he said he was told he does not have covid and it was likely bronchitis.

this will slip south and east and potentially a flood advisory for other parts of the bay area as the front matches to the south and east. live doppler 7, you can see all of the returns from the yellows and oranges, even rumbles of thunder and lightning are possible as we get into any unstable atmosphere. st. helena looking at heavy as well as santa rosa, calistoga, highway 12. novato and ringwood, the brain is picking up. look what is offshore. this will sweep into san francisco within our. it has been light into the east bay. highway 24, we take you further down the east bay where you can see the rain from fremont across the san mateo bridge, the dumbarton bridge, wet weather through cupertino. the south bay, you have been getting rain all morning long. it is not until after 12:00 you get your heaviest rain.

this is our high-resolution model that has been pretty good with the rain pushing into the east bay. san francisco by noon time. it is on the peninsula into the far east bay and just getting going in santa clara. by 2:30, it is pushing through the south bay. here is where we get heavier downpours throughout the afternoon. this is 5:00 into the north bay. off of the coast here. as we get into the evening hours, more downpours and the cold unstable air with lowering snow levels. very generous totals, just under an inch to over two inches. that is just for saturday. level two system, gusty winds through 3:00 for the entire bay area. level two system today, lightning, flooding potentially in the north bay pushing south throughout the morning hours. the afternoon in the south bay,

very soggy 49ers game with downpours. it will be in level one, more spotty rain. by monday it pushes along the central coast and we dry out. chilly tuesday and wednesday. we could see more rain into the week. liz: it has been cold, too. lisa: it has been cold and the soils are getting saturated. hopefully not chasing the garbage can lid, that type of thing. liz: abc7 building a better bay area. one of the areas is health. and warning for the elderly, tara campbell spoke with one family morning a loss. -- mourning a loss. >> this is not how you want to watch a loved one go. reporter: julie lost her mother, jill, to coronavirus a week ago -- a month ago. she has a message. >> it is still possible to spread of and it is deadly to

vulnerable people. reporter: she is packing up her mother's home in pittsburgh. with it, the memories. >> losing my mother like that, seeing what she went through, i am so worried for all of the elderly people i see out and about with no mask and all of my friends' parents. reporter: her 80-year-old mother tested positive for covid-19 in late october. she was hospitalized and within a few weeks she was gone. >> it went very quickly to very serious. reporter: covid precautions cutting off contact until the final moments. >> they waited until her vitals got to a certain point. then they had me suit up and i went inside with her. reporter: it is so important to stay vigilant. -- >> it is so important to stay vigilant. reporter: dr. hong is an infectious disease expert. >> most of those folks have not

been boosted. reporter: julie says her mother was among those not boosted. >> she wasn't up to date. she had not had a booster since last december. she should have had one over the summer. reporter: with just two weeks until christmas, the doctor says if you haven't gotten a booster this year, how is the time to get protected. >> at the end of the day, there is still time to get a booster. >> it is worth extra precautions to have peace of mind you don't want to give grandma covid for christmas. liz: masks are required at certain locations in alameda county. per california state law, officials say they must implement mask requirements in settings like homeless shelters, heating centers, and correctional facilities. the county has moved from low to medium when it comes to the cdc

transmission levels. ucf infectious disease specialist, dr. hong, says masking is something we should all be embracing. >> whether or not it is a requirement or mandate or not, it is good for everyone to think of wearing a mask in those situations until we get through this period. liz: he says the return of masking is not just a good idea because of covid but because of flu season and other illnesses are spiking. final exams are scheduled to start monday at uc berkeley but students might have to make adjusted tests as teachers reach a one-month strike. they said they're not being paid a fair wage. some students say that is not preparing them -- the

cruz area are causing issues. seawater is being sucked into the wells that provide fresh drinking water. through the draft when the water table falls low enough, wells can begin to pull in salty seawater, potentially making them unusual. the socal creek water district is working on a system to push treated waste water back into the ground and pushback seawater. >> if we are pulling in seawater , how do we pump less or create a barrier to push it back out? liz: combining data from , mapping with other sources allowed a team to map saltwater incursion along the shoreline and prioritize areas for the recharge program. their mapping efforts seek to resolve the future of their water supply. several cutbacks as twitter, several food workers are being laid off.

investigation includes potential hate crime allegations. reporter: charged with felony assault with a semi automatic firearm, a homeowner is being accused of the unprovoked shooting of an unarmed black man. it happened october 2. the centre kluwer -- the santa clara district attorney's office filed the motion this week. >> not every case across racial violence is a hate crime. reporter: stephen clark weighing in the das office announced hate crime investigations are being ash hate crime acquisitions are being investigated. the victim was renting a room at this home located directly across the street from the suspect's house. an officer noting the victim was going to safeway to get noodles and juice. the victim says he crossed the street and before he was on the

other side of the road, the suspect approached him and shot him. the police report detailed the suspect's account saying the victim walked toward him and he thought the victim had a gun. during booking, the suspect saying i cannot take it back, what i have done. i have paid the price. >> he is going to be carefully reviewed for what groups he may be associated with, what if use he may have stated on social media. all of that will go into the calculus as to whether or not the enhancements of a hate crime are associated with this case. reporter: the suspect made the 911 call. the victim was shot while his back was turned. the 21-year-old black man suffered a gunshot wound to his leg resulting in a broken femur. >> just being in the wrong place at a wrong time is not justification for being shot. the das office will treat this

case seriously because this never should have happened, even if it is not a hate crime. liz: new cutbacks from twitter headquarters in san francisco. food service workers have lost their jobs now. twitter decided to cancel their deal with food vendor bon appetit. although we don't know the exact number impacted, one worker said he was let go from the midmarket offices along with 50 employees. these workers had two weeks notice. ite season for and nonprofits that collect the toys say they are short thousands of gifts this year. offices and businesses across the bay area have donation bins for toys for tots. other businesses may have a giving tree. the family giving tree says this year's goal is to collect 20,000 toys and now they are short 15,000.

thanks for joining all of us here. this is tracking the rain in the forecast. lisa: you can see the rain coming down pretty good. we are in sonoma and napa another 2.5 hours. as we are getting close rosa, some heavier rain. check out log in unison and bolinas around miller valley. you can see that cells leading to the east with some heavier rain in lucas valley. but what is offshore. if we time this out, another two hours at half moon bay, it will be on the peninsula. oakland through san leandro, led to moderate, steady from jose and spotty through milpitas. you can see through morgan hill we are still looking at more rain coming your way throughout the early afternoon in the south bay. level two system, heavy rain, minor localized flooding.

with covid was july. >> the numbers are rising so we don't know where this peak will plateau. reporter: the medical director of the emergency department at ucsf says the hospital is not stressed yet. >> in many cases hospital -- patients are being hospitalized for something else who happened to have covid. reporter: statewide transmission levels are also changing. according to this cdc map, the majority of the state is in the yellow, under the medium levels of transmission. >> you have seen our covid numbers increasing since mid-october. yesterday we moved from cdc low into cdc medium level. reporter: in alameda county as of thursday, the seven-day average case rate is 21 cases per 100,000 residents and 140 nine people are in the hospital with covid-19. now they are updating mask requirements. >> we are aligned with the state

masking guidance. we have not instituted any new requirements are self and alameda county. according to the stage, when we move into medium, certain locations need to require masking for staff and residents. those include shelters for on housed persons, correctional facilities, and warming centers. >> what about the state -- reporter: what about the state? the department of health said in part, "we are not considering statewide masking mandate at this time. local governments may implement more strict policies." despite the increase of hospitalizations, dr. locke is hopeful. >> we are in a much better place now. liz: both doctors point out even though covid numbers are increasing, the majority of

liz: here is a live look at sfo this morning. we will check in with lisa and a moment. we have weeks left in the year and hundreds of new laws are set to take effect january 1. karina nova has a rundown of the more impactful once. reporter: ever wonder how much a job pays? a new law in california is taking away the guessing game. the transparency l businesses with at least 15 employees to include information about salary ranges for all job postings. workers also have the right to know the pay scale for their current position. the state is getting into the fast food business, sort of. a new council is being set up to oversee fast food workers at

chains with 100 or more locations nationwide. discounts will be able to set wages, working conditions, and training for fast food workers. 2023 brings an increase in the minimum wage. the rate is going up to $15.50 per hour statewide. starting on january 1, jaywalking is no longer illegal. police won't cite a person for jaywalking unless they cross the street -- the street in an unsafe manner. you know the law that requires drivers to leave three feet when passing a motorcyclist? drivers are now required to change lanes when they pass a cyclist. this is for roads with two or more lanes. remember this video? retail theft has become a problem in part because police could only cite and release the thieves. a new law allows officers to detain and keep in custody

anyone with organized retail theft if they have done the love before. two other laws make it easier to report stolen items that show up on online marketplaces. there is a new law for something frustrating women for years, the so-called tax. that is -- so-called pink tax. that is when women are charged more for items also used by men grazers or deodorant. businesses that charge more could be fined $10,000. many cities have banned restaurants from using styrofoam containers. now the state is going after replacements. take-out containers and wrappers that contain chemicals are banned. pfas is a hazardous chemical added to food packaging to make it more resistant to stains, heat, and water. liz: san francisco police are cracking down on sideshows after one broke out a few days ago. last weekend we showed you the video.

as sideshows become more commonplace, pull equal work with a -- police will work with other agencies. >> being able to break it up and get the dangerous driving out and not even have spectators or drivers themselves heard or impacted is very important. to do that again, the best is to flush them out, block their next area. liz: oakland police are hoping to crackdown on participants and advertisers. the city council is set to vote on a proposal december 20. let's get a check outside as we had to break. lisa: we are looking at zucker cove where we have deteriorating conditions. we are talking three to four inches of snow per hour as our winter storm gets going. then 5.5 inches from the berkeley snow lab over the last 24 hours. temperatures are below freezing so the snow level will continue to drop.
