>> building a better bay area, moving forward, finding solutions, this is abc 7 news. >> the atmospheric river hard rain is still hitting right now and rinsing -- drenching roads. in the tonight we are seeing a multiple feet of snow in a blizzard conditions and we are tracking at all. good evening, and thank you for joining us. you are watching abc seven news at 11. live doppler 7 activity, a much-needed series of downpours and it is not done yet. spencer is watching it all,

talking about timing. >> the storm showed signs of breaking up earlier today but it is not breaking up yet. we have got so much widespread rain, from the north bay, santa rosa to napa to vallejo, you can see steady rainfall there, moderate rainfall there. down to concord and antioch. raining in all those areas steadily right now. the storm still ranks intensity but through tonight we can expect showers that will taper off later tonight, thunderstorms are still possible. starting at midnight, between midnight and 3:00 a.m. it starts to wind down after 4:00 a.m.. although it may not be raining during the morning commute, there will be wet pavement so motorists should be aware of that. the rainfall totals anywhere from a few hundreds of an inch to over a quarter of an inch so still quite a bit of rain to come.

>> thank you. there are white out conditions in the high sierra. a powerful storm system is expected to drop five feet of snow in the mountains. travel along interstate 80 and highway 50 has been slow going. traffic has been held periodically for snow and ice removal. chain restrictions are in effect for both major passes. c.h.p. is advising drivers who need to make the drive up to be patient and extra cautious. a little closer to home, parts of lake county saw a healthy dusting of snow this evening. this is, mountain, 4700 feet elevation. enough snow sticking to the ground that plows had to be called in. i see conditions made driving a bit treacherous. snow also fell in anderson springs and at some of the other higher elevations. meantime, the lick picked up snow. it was closed due to snow and

ice making the summit road unsafe for travel. let's face it. it has been a while since the bay area has seen this kind of consistent rain. some people have fit right in while others not so much. j.r. stone has more on how some in a san francisco were dealing with all of that weather. >> rain falling along the golden gate bridge sunday night as the final round of the weekend at storm a system hit the bay area. >> got wet. >> six-year-old theodore could not avoid the rain drops and could not avoid the large waves and san francisco's ocean beach. but others we spoke with do like the rain saying we need it now more than ever. >> it is nice to get rain for sure. >> i do not mind the wet. >> we saw a couple of downpours sunday night but many folks we spoke with were more concerned about staying warm versus staying dry. >> i am from colorado and

honestly the weather is remarkably the same right now. you do not get the snowflakes with the temperatures are the same. it is -- it feels a little colder because of the humidity. >> as the sunset in san francisco it looks more like a cloud show than it did a rain storm. spectacular views of the sky from the marina district, incredible images from the presidio and scenic as can be along ocean beach. >> i got my rain jacket on. we have dodged the rain storms. we have been pretty lucky doing our outdoor activities between the rains. it has worked out well. >> timing really was everything for those focused on avoiding the rain and staying dry. >> got a little wet today. not that bad. >> in san francisco, j.r. stone abc 7 news. >> in the north bay it was a day of cleanup and serving storm damage.

that is what residence on eleanor avenue on -- in mill valley did after a giant oak tree came down. >> it is really hard to say i looked at it. it looks like the tree came down pretty slow and gently rested on it so fingers crossed there is not too much damage. >> good to see nobody hurt. trees came down throughout the north bay. another round of rain this afternoon soaked many parts of marin county well into the evening. yesterday's storm may have played a role in a rockslide and of the area of lumbar and montgomery in san francisco's telegraph hill area. large chunks of rock fell from the hillside at about 10:00 last night crashing onto the street. no reports of injuries but the fallen rocks blocked access to a portion of the neighborhood until city crews were able to clear the area today. make sure you are prepared for the weather when it hits with alerts just like this one.

the accuweather forecast is targeted right down to your neighborhood on the abc seven bay area app. and push alerts. new tonight, and east bay woman who has spent years feeding the unhoused faces losing her own resident. she says getting help has been a challenge. ryan curry shows us how she is looking to avoid living on the streets. >> ever since 2021, t sharon alexander and a group of volunteers do. serve fresh plates of food to homeless. alexander says she was homeless once and after she got into stable housing she decided to give back. >> some people have had -- have not had a hot meal. so when they come, they get a nutritious meal but they also love us. they respect us and we respect them. >> now she faces a scenario where she will end up homeless once again. >> the home i was in, and needed

work done to it. they gave us a certain amount of time to move. >> she says she has until the end of january to find somewhere else to go but that has been a challenge. homeless agencies all told her they are too full. >> nonprofit organizations are full. they are not taking any more clients. i have tried. >> we reached out to some agencies she contacted and are awaiting replies. right now, she cannot read because she says she cannot afford a place and at the bay area. a situation that leaves her terrified. >> i do not know which way to go but just reaching out and letting people know our situation. >> face with the possibility of going back on the streets, alexander is not giving up on feeding the homeless. being able to help others gives her motivation to keep yourself from becoming an house. >> i want to see people walk away with a good meal. god bless you, see you next

>> welcome back. as we check in once again on live doppler seven. level 2 on our storm impact scale yesterday but more is to come. we are checking back in with spencer in a couple minutes. take a look at this from up and heavenly in lake tahoe. the resort tweeted this out yesterday. some ski lifts had to be closed for the day because of blizzard conditions. there are plenty of questions tonight over the spark of the huge fire at the port of oakland today. eight for reg trucks went up in flames. you may have seen the smoke if you were looking that way at about 8:00 a.m.. it was visible all throughout the area. they say the fire was coming from the truck cabs.

on tuesday, wednesday and thursday. on the scale -- the storm ranks level 1 through tonight and into the wee hours of the morning. we expect showers to taper off over the morning commute begins but there could be scattered downpours between now and then and possibly some isolated thunderstorms. at midnight notice the rain continues for a while until about 3:00 a.m. or 4:00 a.m. when it starts to wind down leaving behind wet pavements and clouds. even though this will end before the morning commute begins, commuters should be aware of the slippery roadways and even some pooling and ponding. rainfall totals will range anywhere from a couple hundreds of an inch to nearly are -- a quarter of an inch. the snow is winding down in the sierra. the winter storm warning remains in effect until 4:00 a.m.. anywhere from two feet to iv.

comes after high-ranking staff brought concerns to the abc7news i-team. he lost reelection in june. sheriff elect takes office in a a some hope she will set a different tone. the i-team reporter looks into the reasons why. >> and california, it is a crime to carry a concealed firearm without a valid license. under state law, sheriffs have the authority to issue a concealed carry weapons license to any qualified resident assuming they meet the requirements. >> the laws are clear. >> the sheriff of accounting may issue a concealed carry weapons license to applicants who pass a background check and show proof of the following. good moral character. you residents of the county. completed a course of training. but they no longer have to demonstrate good cause. they struck down a new york lot

that mandated the good cause requirement in that state deeming it unconstitutional. in makes it harder for states and counties to restrict guns outside the home forcing five states including california to rewrite their laws but that has not happened yet in california. >> who has the final say about whether or not a ccw is issue? >> the sheriff and the county you live in. >> and san mateo county concealed carry permits are issued by the sheriff who just lost reelection in june. he has been the top law enforcement officer in the county for nearly six years. the majority of people who apply for a license under him do not get one. roughly a quarter of applicants to do. send med county -- san mateo county resident apply for a li ttene g naral dasters. >> i did not get a reason.

they just said no. >> how many references did you have? >> have a dozen -- half a dozen references. x he told us it cause. he also was not a campaign donor. the i-team found most people who apply for a license and contributed to the campaign got theirs approved. while it is a small group, some critics are raising questions about potential favoritism. public records obtained and analyzed by the i-team from 2018 through 2021 show non-donors who apply for a new license, about 22% were approved whereas among donors around 88% were approved. >> we brought this to who served on the federal election commission under the obama administration. it is an independent regulatory

agency d and enforce campaign finance laws. >> does that stand out to you? >> that makes it look like there is bias to provide those permits to donors. >> several peo the san mateo county sheriff's office told us they felt pressured by the sheriff and other high-ranking staff to issued concealed carry weapons license to people who were friends or donors to his campaign. the i-team made a several attempts to speak directly with him but he declined to go on camera for an interview. he provided us with a written response denying any allegations of favoritism. while i have not verified your numbers i have never asked for a campaign contribution in any way that would either remotely suggest a connection between campaign contributions and ccw's. i have numerous campaign contributors, the vast majority of which do not have ccw's.

>> and analyzed finance records since 2018 and found the approval rates for donors to his campaign was four times higher than for non-donors. >> i think that is a problem when it these statistics are so extreme. >> we spoke to for senior law enforcement sources who believe some of these requests received preferential treatment. these are quotes from our sources we recorded in another voice. >> there is a two toward -- two-tiered system. >> of that through public records, state law requires eight hours of training for all new ccw holders and four hours of training for anyone renewing their license. the statute is clear. for applicants renewing their license the training course should include instruction on

firearm safety, handling, shooting technique and live fire shooting exercises. at least 39 people did not attend the public firearms training course offered by the sheriff's office. ou these people were provided special accommodations for private sessions with a range master or qualified trainers. among those on the list, some high-profile tech executives, philanthropists and at least five alien errors including oracle founder, and they did not respond for our request for comment about their ccw application process. when we asked the this he told us almost all of the 39 people on this list have received training but refused to clarify who specifically did

not. we made multiple requests for proof over the course of several weeks. the i-team was never provided class attendance records for these individuals but we were provided documents indicating most of them passed the range qualification. sources with inside knowledge of the range training say among the group, many were not held to the same standards. >> wealthy friends would just show up at the range, shoot a few ran -- rounds and leave. >> in some cases there was no training record at all. upon waiting weeks for the documents, we found at least five people had no record of passing the required training at the range for their current licenses. the sheriff's office says training records were not available because they were purged in the regular course of business or indicated the record-keeping was an accurate due to transitioning from paper

to electronic records. that sheriff made personal requests for friends to get special accommodations for private one-on-one training with a range master. of the few examples shared with us, all happened to be donors to his campaign. other examples were requests made for three people serve on the sheriff's office advisory board. >> that is like the good old brothers club. >> several sources told the i-team -- >> there is a lot of fear. if you do not donate, you not showing your allegiance. >> they cross-referenced reasons -- recent promotions and found more than half of sergeants, lieutenants and captains promoted in 2021 through february 2022 made donations to his campaign. we set down with jim sutton who specializes in election law. >> is this common?

>> in my experience i do not think that would be common. such a high percentage of people who receive some type of promotion in the office also then contributed to his campaign. >> the i-team obtained public records on promotions in several other county sheriff's offices and found a correlation between recent donors who are promoted was more than double or triple what was seen in other counties other than san mateo county. not one of 50 emotions within alameda donated to that sheriff, who lost reelection. one out of seven promoted donated to elect jamie scardina. promoted in the san mateo county sheriff's office donated to the sheriff. most were promoted following the promotionfollowing the donation.
