moving forward, finding solutions, this is abc 7 news. >> tonight, the bay is saying goodbye to all that rain but only to be hit with brutal cold. we get ready for the cold week that lies ahead. dan: thanks for joining us. you will definitely feel the chill in your mornings this week, and those low temperatures are hitting now. here's another live look from out across the bay area. temperatures plunging depending where you are. some spots could even dip below freezing. spencer: we have the perfect conditions or ingredients if you will, for temperatures to plummet on a winter night. calm wind and clear skies. temperatures are already much lower than they were just 24 hours ago. 10 degrees cooler in fairfield and napa. eight degrees cooler in oakland than at this time last night. let's take a look at our freeze warning for the interior valleys on the north bay.

we expect low temperatures to drop into a range between 25 and 32 degrees during the overnight hours. please were member to protect pets, plants, pipes, and people. frost and freeze conditions like this will kill crops, so keep that in mind as well. ama: in the north bay, the weekend storm brought much-needed good news for lakes and reservoirs. for the first time in a while, the storm increased run outflows for two of seven reservoirs in the county's watershed. mount tam received about three inches of rain over the weekend. water levels also went up in sonoma. >> we saw a little improvement in the reservoirs, but one really significant benefit is there's a lot more natural flow in the system. the tributaries have become reconnected, and we have

"the washington post" reports numbers were told via emailed today the council is no longer the best structure to bring external insights to twitter. ama: bay area covid numbers continue to surge upward. while mass mandates may never

tonight is creating a real predicament for the city council. tim johns is in the newsroom following the meeting that is still going on tonight. tim: it is not just a mayor san mateo is missing but also a fifth member of that council. that seat currently still vacant. that is important to note because two of the current members of the council say they don't want to appoint a mayor until that final councilperson is seated. tonight's meeting has been pretty intense. at one point, when councilmember even alleged she was approached in an illegal quid pro quo situation. while all four members of the city council are democrats, threats have emerged over issues such as housing and split the council 2 and 2, which has made the fit councilmember all the more important because that person could be seen as a tiebreaker for some of the city's biggest issues. right now, three of the four are new to the board and when councilmember has served for three years. just last week, the board had a split vote over appointing lee

to mayor. in years past, the vote has been largely ceremonial. many in the community are outraged over the break from president, saying lee deserves her turn. >> i think it is setting a precedent that if you don't like the charter, you can about -- you can vowed to uphold it and then change your mind. >> over 102 people have come in person or called in to comment to the debate tonight. lee, who would become the first jewish and asian female mayor of the city, has said the debacle has become an embarrassment for san mateo. >> there is a mark on the city, and i think that it will take many years to repair the trust that has been lost. tim: tonight's meeting is still ongoing and members of the city council are debating the order in which to do these appointments, so at this point, it seems there is still no movement and no one really seems to know where we go from here.

ama: san francisco's mta board could begin the process of eliminating with a 1000 street parking spots, many of them in residential neighborhoods. it has to do with giving muni buses more room to pull up to the curb at bus stops. some 1200 stops are so-called flag stops. cars can legally park in them. buses or streetcars just stopped in the middle of the street to pick up and drop off, usually in residential areas. the board will decide on changing the parking spots into 20 or 30 feet of red zone. proponents say this will improve safety. opponents say it will make street parking even harder in the city. dan: president biden is expected to sign landmark legislation tomorrow that protects marriage for same-sex and interracial couples. the respect for marriage act does not force states to legalize same-sex marriage. rather, it requires them to recognize legal marriages from other states.

ama: there are new developments tonight in last year's mass shooting at the vta rail lens. the san francisco transportation authority declared it had no advanced warning that the gunman intended to carry out the attack. he killed nine coworkers. a 10th died by suicide months later. >> despite five document two cases of workplace misconduct and fear from another coworker that vta shooter samuel cassidy could "go postal," an independent investigation found vta had no advance notice or warning about the shooting. vta chief jim lawson spoke with reporters monday. the agency shared this six-page

document detailing investigative findings. 47 witnesses were interviewed. information about the lone gunman's previous interactions with coworkers was called into question, but the firm says it found nothing that would signal eminent workplace violence. >> there have been several cases where direct threats were made and appropriate action was taken, but the fact that somebody thinks that somebody may do something is insufficient to get a restraining order or to take any further actions. >> however, the attorney representing one victim's family told abc 7 is in part, "our investigation indicates management and supervisors were aware of direct threats of violence cassidy made in the months before this horrific shooting. we look forward to having a fair and impartial judge as well as fair and impartial jurors deciding the responsibility of vta rather than the conclusions of an investigation that was paid for by the vta. last month, the agency reached a

settlement with the families of the other victims. late monday, we connected with the president of atu local 265 about the report. >> before reading it, i was thinking i hope it's honest and truthful because we owe it to these victims. >> the union represent bus operators, train workers, and others that work for vta. courtney says while things are moving in a good direction i with greater attention to mental health, he feels honest findings would have included with the agency could have done better, and only weeks from the holidays, he is wondering -- why now? >> it is important to question the timing of it. it does in a lot of ways reveal insensitivity to me. i don't know that there is a perfect time to release a report like this, but i do know there's probably a better time. >> moving forward, vta says there have been many changes made since the shooting, including more access to till health resources and a study of
