jose. after an internal investigation the transportation authority said it had no advanced warning of the attack. the suspect killed nine of his coworkers that day before taking his own life. in the months that followed a temp worker died by suicide. 47 witnesses were interviewed for the report, and the governments previous interactions with coworkers were poland question. the investigation found nothing signaled imminent violence. >> there have been several cases where direct threats were made and appropriate action was taken. the fact that somebody thinks somebody may do something is insufficient to get a restraining order were to take any further actions. reggie: an attorney for the family of a victim is disputing the findings, telling abc 7, our investigation indicates managers were aware of direct threats of violence cassidy made in the months before the shooting.

eta says there have been many changes made, like more access to mental health resources, and a study of workplace culture and climate. kumasi: this morning, the call for all of us to return to masking indoors is getting stronger as covid numbers surge ahead of christmas. santa clara is the first county to slip back into a high tier for covid. the cdc recommends wearing a mask in public places. salon and napa counties are in the medium tier. while there are no masking requirements for the general public, some doctors say there is good reason to be cautious. >> if you are going to be out in public right now you are going to be encountering these viruses. at least, you have a high likelihood of getting infected with them. kumasi: health officials say getting your vaccine booster is one of the most effective ways to fight covid. reggie: the person who shot a teenage boy in oakland is still out there.

a grieving community gets answers about these shootings. the team was killed friday night on avenal avenue near 67th. on sunday morning a man was killed on 16th street. of times officers were tipped off to gunfire by the shotspotter system. police chief leronne armstrong talked about the loss of the teenage boy. >> you know, i've said many times that it hurts our community even more when it is a young person, a 16-year-old. it affects our community, it affects the family, it also affects his school and those who knew him. reggie: the killings bring oakland's homicide total for the year to 115. kumasi: happening today, the sf mta board could begin the process of eliminating 1000 parking spots. this is to give muni buses more room at stops.

some 1200 of muni's 35 hundred stops our flag stops. cars can legally park at them. buses or streetcars can stop in the middle of the street to pickup and drop-off. the board will decide whether to change the parking spots00 - prs will improve safety, and opponents say this will make street parking harder. reggie: officials are grappling with an increase in migrant crossings at the southern border. border patrol says they are at capacity. governor newsom went to the border to see the problem for himself. jobina: he visited a state-funded migrant center that provides services to asylum-seekers in imperial county. shelters have been overwhelmed as they process asylum-seekers. some are worried it will only get worse when the trump-era border policy ends this month. the policy allowed border agents to force migrants to return to mexico before they applied for

kumasi: there is new outrage this morning over the deadly uvalde school shooting. an independent review found there was no active shooter policy in place then the local sheriffs department at the time of that attack. the review also found only 20% of deputies had received active shooter training. the sheriff has received no training. new details came out during a county commission meeting. many -- many members of the community called for him to be fired for his failure to mount a response at the school. >> i was in total shock. i could not believe that, with all of the mass shootings that have taken place, just in texas alone, that there was no policy in place. it was a total shock. of course it is very difficult.

my son and daughter-in-law just cannot keep it together to be able to enjoy the holidays. it is going to be definitely different this year. and very sad. kumasi: acti is not required by texas law. since the shooting the sheriff's office has put an active shooter policy in place. reggie: this morning san francisco police want your help to find the person who attacked a 79-year-old woman on a muni bus. we want to warn you, the video is tough to watch. the attack was captured on surveillance video. you can see this man knocking the victim to the ground. it happened december 3, around 11:00 a.m. the victim was getting on a bus to go to work for her shift at oracle park. >> i get in the bus, him standing up. he kicked me out with his foot in the stomach. reggie: the victim is ok and is

already back to work, and once again riding the bus. investigators are asking anyone with information to come forward. kumasi: the president of the san francisco police commission is up for another term in april. but some progressives are pushing to fast-track her reappointment, despite criticism. cindy las is one of the longest-serving members of the commission. twice the board of supervisors has unanimously supported her, and she appears to have the votes necessary to be reappointed. phil matier ways and. -- ways in. >> the current board, which is leaning to the progressive side, is afraid in the coming months may be new members that do not share that philosophy, and they want to preempt the idea of somebody else becoming a critical vote on the police commission. kumasi: here is a closer look. six month ago the board had seven progressives, but the two

new elected supervisors are more to the center. this means there will be six moderates and five progressives. the san francisco police recruit -- police commission will decide the future of the city's safety policy. some big issues, should police be allowed to pull people over for a minor infraction? should police have potentially armed robots? and what will happen when chief phil scott retires? reggie: president biden is expected to sign landmark legislation. the respect for marriage act requires states to recognize marriages from other states. it gained support from lawmakers across the aisle. abc news will carry president biden's signing of the bill at 12:30. kumasi: more big changes at twitter. the company reportedly dissolved its safety council. the council was one of the institutions created to make

twitter safer and more civil. dozens of civil rights leaders, academics, and others from around the world had volunteered their time for years to be part of this council. the washington post is reporting members were told the council is no longer the best structure to bring external insights to twitter. reggie: building a better bay area includes helping uplift our communities. how many are doing what they can, local food banks say they are struggling. donations are down, while the need is up. we spoke to one volunteer at food bank of contra costa in salina. she said there was not always enough to eat when she was growing up. even now, some of her family struggles with food insecurity. boxed a lot of people don't have to deal with that, and that blows my mind, people who do not experience thatse struggle, that is just like, we lucked out. reggie: the food bank says it is serving 100,000 more people per

month than last year, and 25% of them are children. kumasi: your cosco membership is going to be more expensive. company's cfo said the increase will happen soon. he did not specify exactly when or how much the increase will be. the last membership increase was in 2017. this announcement comes a month after costco's against competitor, sam's club, raised its prices. in thing that is not going up and cries is hotdogs. the ceo vowed in september they would never raise the price of pot dogs. reggie: new zealand has the goal to become cigarette-free by 2025. today it passed a law banning cigarette sales or anyone -- sell tobacco by 90%. now decreasing the chemical amount of nicotine allowed in tobacco products. new zealand's minister of health said there is no need to sell a product that is proven to kill half the people that use it.

this even though san mateo's mayor has been the council member the most seniority. the city council voted in lee. lee is san mateo' and asian mayor. she has been on the council for three years. three of four councilmembers are new to the board. over 100 people when in person or called in to comment on the mayoral debate. and also the appointment of a fifth councilmember. a majority of them urging the council to make lee mayor immediately. lee, making a statement after her appointment. boxed this year is going to be one of owning and growing together. it is incredibly rare to have so many new councilmembers. as we transition to b

could change the way we power this world. today scientists are expected to announce that they finally reached a net energy gain, creating more power than it took to create the reaction. they have been re-creating mini versions of the nuclear fusion that powers the sun, aiming close to 200 lasers at a tiny piece of metal the size of a pencil eraser, trying to fuse hydrogen atoms into a helium atom. the hope is this breakthrough could lead to an unlimited source of clean energy using hydrogen and help in the dependence on fossil fuels. >> you want the individual atoms to be going so fast that when they run into each other they overcome repulsion and fuse, and blowback apart and release way more energy than they had to begin with. lena: it will still another decade before we see technology used to power the lights in our house -- homes, using this method.

beginning -- is slated to begin in 2023. reggie: a man accused of shooting another man in his neighborhood is -- let's see -- is back in custody after a judge revoke his bail. mark henry waters pleaded not guilty yesterday. the das office said the shooting happened in october, when the victim was walking to the store. prosecutors say waters shot the victim while his back was turned. henee vtim himkene in high. anyway. there is nothing that would cause him to fear the victim. the victim had not stepped foot in his driveway, in his front yard. reggie: the victim is black. the alleged shooter is white. the reason i bring that up is because there could be potential hate crime charges involved. attorneys said water's car was

broken recently and his garage door openers were stolen, and he thought the victim may have been one of the suspects. the judge said there is no evidence the victim is connected to the previous crimes. kumasi: this morning the stanford native behind failed cryptocurrency startup ft acts is under arrest. authorities tracked him down to the bahamas. jobina: authorities bankman-fried into custody last night in the bahamas after prosecutors charged him with fraud. the sec alleges he diverted funds from ftx to his other company, alameda research, but concealed the move from investors. eventually ftx collapsed. >> this is a whole new kind of scheme. they were looking at the use of customer funds from ftx to satisfy funds from alameda research, which is the trading firm he founded. jobina: regulators signal this

may be the first of multiple charges to come. the sec said there are ongoing investigations into other securities law violations, and into other entities and individuals. bankman-fried was set to testify before congress today, but that has been canceled. reggie: today marks one month since the murder of four college students in idaho. police have not been named a suspect or motive. police are using analysts to comb through surveillance video. they say they are being tight-leapt to protect the evidence they have. right now they are looking for who might have been driving a white hyundai near the crime scene the morning of the murders. >> we are not leaving any stone unturned, but you can see for yourself the vast amount of information, the ever-growing amounts of people speculating, and rumors, and hearing new things. we want to know all of that, and we are piecing it together. reggie: the parents of one of
