help to find two missing teenagers. they are sisters. police say they are at risk because of their hpa the sisters were last seen around 10:30 last night on walnut street and 90 8th avenue. the family say both girls are in good mental and physical condition. if you see them or know where they might be you are asked to call oakland police. a small catholic university that has called oakland home for more than 150 years is set to holy names and announced it will shut down after the spring semester next may. in recent years it has faced declining enrollment and rising operational costs. students will have the option to continue studies at dominican university of california in san rafael and graduate on schedule. outbreak in china has experts making a grim prediction. this wave could kill at least a million people. it claims that it comes after a few weeks after china loosened

>> a major part of the holidays is about having but this year food bank say they are still in dire need of support. >> zach fuentes has more from second harvest of silicon valley and how you can help. >> these volunteers are hard at work donating hundreds of hours saving second harvest of silicon valley countless dollars that would have otherwise gone to full-time employees. distribute as fresh fruit and vegetables and that gets coupled with lean meats, milk, cheese, eggs and some canned items as well as staples like rice and beans. >> the amount of people they are helping is 15% more than last year and nearly the same as it was two years ago. the chief philanthropy officers

says the government food donations and funding that helped get them through the worst of the pandemic have ended here now they are trying to make up for the loss. >> donations are down 37% compared to two years ago and 17% compared to last year. but the need is the same as two years ago and we are getting the same amount of food as we did during the pandemic. >> inflation has also hit the food bank. the left shows you what they were able to source with $25 in 2021. the right shows you what 20 gets them now. they say monetary donations are most helpful. >> we can stretch that really far because we are buying whatever we need to purchase in bulk quantities and pallet sizes so we can negotiate really great prices so you get more impact for your donation. >> the food bank is hoping to raise $25 million by the end of the month. a steep goal but one they are hope for the community will help them reach.

that is pretty exciting. that will make probably around 3500 to 4000 meals. >> jeff nolan and his crew will pare the cheese with crackers, almonds and fruit from ingredients donated to the food bank. given to families in daily food distributions like this one at mlk park in santa rosa. a new mom says inflation and high prices have put groceries out of reach. >> we try to buy fruits and vegetables but too much especially being able to take care of her and working a little bit and paying rent and stuff. >> food bank officials say they are struggling to meet increasing demand from the community. >> originally families who would think they would never be in a food line before are coming to us for assistance. the need is greater than it has ever been. we are doing all we can to keep up.

>> pre-pandemic the food bank says it was serving 17,000 families per month. now it is 38,000. > we are just keeping up with it. >> chef nolan says a cheese plate will not change the world that maybe it is a special treat this season because hunger never takes a holiday. >> workers will get tamales for christmas. 100 volunteers made 3000 tamales at the farmer caravan in san jose. volunteers mixed, rolled and packaged hot tamales that they will gift to farm workers in half moon bay. the event featured live christmas music and chefs demonstrating how different types of tamales are made. volunteers will go farm to farm to pass out the tamales this wednesday. what a nice gesture and well-deserved. >> it had been a little cold for us but we have a warm upcoming. >> it has been pretty well out there. >> it really has.

it is still a little chilly now. the warm-up is coming our way around mid week. check out this 24 hour temperature change. it is sharply cooler in most locations. eight degrees cooler in san francisco. let's move along and take a look from sutro tower looking over san francisco. 44 degrees. upper 40's in oakland and palo alto. 48, santa clara. this is a dramatic view from the east they hills camera looking at western sky and various levels of the atmosphere. we see a little of the pre-sunset some. 46 degrees in santa rosa. fairfield, concord and livermore are close to dropping into the 30's. it is about to get chilly in some spots. here is the view from our rooftop camera. cloudy overnight. a slight chance of light sprint's in the north bay. i'm talking about the

northernmost part of our viewing area. still a chance of sprinkles tomorrow. winter begins wednesday. that is when our pattern begins. starting to get warmer as winter begins. lots of clouds and areas of moisture moving to the north bay. mar may not reduce light sprinkles before midnight in the north bay. the early morning hours a little break in the clouds. wider areas of moisture start to move through the north bay. by midday or early afternoon there may be sprinkles hitting the ground in the northernmost part of our viewing area. the clouds will last into tomorrow night. .4 potential may be a couple hundredths of an inch. not significant rainfall. overnight lows in the mid to upper 80's except around the bay shoreline and the coast. tomorrow will another spare the air day.

>> b moving forward, finding solutions, this is abc 7 news. >> a dramatic and historic today with the january 6 committee which referred former president trump to the justice department to face criminal charges. this is the first time a former president has been the subject of a criminal referral by congress. >> mother justice department could ignore the referral, the hearing provided a stage for the panel to explain why they believe trump's actions rose to the level of lawlessness. >> in its final public hearing the house select committee making clear they believe the evidence they have revealed through their investigation shows former president trump was responsible for the events surrounding the deadly january 6 capital attack. >> among the most shameful of this committee's findings was

that president trump sat in the dining room off the oval office watching the violent riot at the capitol on television. >> according to the executive summary released to the public shortly after the hearing, the committee is referring former president trump, his former election attorney john eastman and others to the department of justice for possible criminal prosecution. they said the referrals are based on several criminal charges including conspiracy to defraud the united states, obstruction of an official proceeding and inciting an insurrection. >> ours is not a system of justice worst foot soldiers go to jail and the masterminds and ringleaders get a free pass. >> the panel is also referring four republican members of congress to the congressional ethics committee for not complying with lawfully issued subpoenas. house republican leader kevin mccarthy, jim jordan, scott perry and andy biggs.

the panel playing a video montage highlighting key moments of testimony from witnesses as well as some of the former president's closest allies that suggest trump tried to obstruct the committee's investigation. witness code in certain circumstances tell the committee she did not recall facts when she actually did recall them. >> although the doj maintained its independence from the committee's work, sources tell us they are interested in transcripts from the witness interviews as well as any evidence that shows trump or his allies attempted to contact witnesses. >> bay area con spears spoke with me today at 3:00 on getting answers about the panels referral and what is next. >> it is totally out of the house's hands. they have no ability except to terminate the january 6 committee which i am pretty confident they are going to do. but they are going to start up new select committees.

one will certainly be about hunter biden. there will be more of that going on. you might recall for 18 months or longer there were these exhaustive hearings and investigations into benghazi and to what extent hillary clinton was involved. kevin mccarthy at the time said that was relevant because it prevented her from becoming the president of the united states. weaponizing these kind of committees is truly a dangerous undertaking. >> she does say if trump is charged and found guilty he would then not be able to run for president in 2024 as he is planning to. >> president biden has released a new plan to combat homelessness to he hopes of local governments follow his plan it will reduce homelessness nationwide by 25% by the year

2025. liz kreutz is breaking down the plan and how it could affect us in the bay area. >> this is certainly an ambitious goal but we know homelessness has become a major political issue with lawmakers feeling the pressure to do more. the federal government also released new number showing the number of people experiencing homelessness has largely held steady since the start of the pandemic in california the numbers are going up. the biden administration is taking new action to combat the homelessness crisis across the country. the white house called for boosting the supply of affordable housing as well as increasing the number of emergency shelters and support programs nationwide. it is all with the goal of reducing the number of homeless by 25% in the next two years. >> do you think that is feasible? >> i think it is ambitious but we also have to be bold during we are living -- there is a crisis. >> raphael the like as is the

director of programs at the unity council. an organization that works to provide affordable housing in oakland. he is optimistic about the plan which calls for finding ways to prevent people from becoming homeless. that includes a campaign to encourage landlords to accept housing ventures and encourage governments to build affordable apartment buildings. the framework calls for addressing equity issues as homeless people are disproportionately people of color and for creating local advisory councils made up of people who have experienced homelessness. he says the plan could help provide a cohesive strategy for counties in the bay area. >> create an alignment of different counties. in the past, dif or cities have had different goals. >> the framework from the white house comes the same day the u.s. department of housing and urban development released numbers about homelessness across the country. the numbers showed people experiencing homelessness

nationwide has largely held steady since the start of the pandemic in california the numbers have risen. since 2020 homelessness in the state is up 6.2%. on any given night half of all unsheltered homeless people in the country are in california. the data also shows san jose has the highest percentage of unsheltered homeless people at any major city in the country. alameda, salina and napa counties are some of the highest on the list. homeless advocates say the disparity in the numbers and a california versus other states comes down to housing and the lack of it. >> we know this problem is hard raking. we have seen it get worse over the years particularly during the pandemic. any silver linings in california? any place where homelessness is going down? federal government does show the number of homeless veterans has dropped and that includes in california. there have in many programs in recent years aimed at helping

homeless veterans. homeless advocates they that is assigned that targeted strategies work and they're hopeful similar efforts outlined in the new plan may work. >> were a jury has convicted harvey weinstein on three counts of rape. he was acquitted on one count and the jury is hung on the other counts including accusations by california's first partner jennifer siebel newsom pin the jury is still working to determine if that charge is within the statute of limitations. he was convicted in similar charges in new york. >> the drama over the digital tipping jars. and sunday versus monday.
