long and hard day for so many people in humboldt county, specifically here in rio dell. this is the city officials are calling ground zero for the damage. we just got out of a press conference where we learned more about the two people who were sadly killed. they were elderly people who experienced a medical emergency and cmt could not get to them soon enough -- emt cannot get to them soon enough. we heard so many stories from people who are rattled awake in the middle of the night. more than 100 people now potentially displays. about a week until christmas people tell us they will be spending days cleaning up the damage. >> across humboldt count cleanup is underway after the deadly and destructive 6.4 earthquake struck off the coast overnight. two people died and several others were injured after the quake knocked homes off their

foundation and through items off shelves onto the floor. jessica described what it felt like when she was jolted awake. >> it felt like i was in a tornado. it completely moved in circles. it was pretty terrifying. it was loud. >> much of the damage in the small city of rio delaware 15 buildings had been red tagged as too dangerous to enter and at least 18 others yellow tagged with partial damage. this balcony collapsed on his home on wildwood road. >> what did it sound like? >> a big boom. >> in the nearby napa auto shop, all of the windows shattered. the owner spent his morning cleaning up the glass and covering the damage with wood. inside he showed us even mor damage. >> you cannot walk through either i'll. my

a sliding doors inaccessible. >> of bottles were shadowed everywhere at the liquor store. -- shattered everywhere at the liquor store. >> in rio dell, the entire city has no water after the earthquake caused a watcher to break. the fire department in town handing out pieces of bottled water. the mayor came to pick some up for elderly neighbors. >> neighbors who have physical issues, they cannot get down here to get water so i am coming down there to pick up water and give it to them. >> the earthquake also college -- also cause damage to the bridge. >> you can see the practice in the road here. -- see the crack's here. >> people lined up to get gas. >> what happens if you do not have gas? >> fish tanks cannot get heat and the fish freeze and die. >> he says he was shaken awake

overnight. >> it was pretty violent. i had wheels on my bed so i was shaking left and right. it was the biggest one i have ever been in. >> there have been dozens of aftershocks since that quake overnight including one we felt a couple hours ago here at city hall that happened during the press conference. as far as injuries, we know at least 12 people have been injured so far. minor to moderate injuries. one person broke a hip and another had a head injury. it has been a really scary situation for a lot of people. everyone says their house is a mess right now. the one ruin -- the one woman said it reminded her of being in a tornado in the wizard of oz. she said when it was all over, she realized she was not in kansas anymore. live in humble county, abc 7 news. >> thank you. a little more than an hour ago,

civic leaders and first responders provided an update on the earthquakes impact. two of the biggest issues people face now involve housing and water. karina is a live in the newsroom with an update on the impact. >> local officials wrapped up the press conference but as you heard liz mentioned, it started off with an aftershock which was one of 50 felt in the area. take a look at what people experienced today. >> aftershocks als uninvited guests. >> you can see they are making light of it but aftershocks will continue to be an issue for people around humboldt county. the other major problems are housing and water. the city of rio dell was hit the hardest, 15 homes have been red tagged which means they are not safe to be inside. the city is asking for anyone who can take people in to help.

there is no running water into the city of rio dell. >> currently and rio dell the water system is not active so if you turn on your tap, no water will come out. your toilets will not flush. all of those problems, we are working diligently on this but unfortunately, i do not believe we will have water restored to the city by this evening. so we are looking at potentially 24-48 hours with no running water. >> bottled water is being handed out at a distribution center and portable bathrooms have been set up. people are also without power. i checked the weather. it is cold and it will be raining for a couple days. 70,000 people in the county have no electricity, pg&e says they are working to restore power. they do not know at this point when it will be fixed. back to you.

>> thank you. that is rough especially as we approach the holidays. the real-life early warning system was a success. 3 million californians including leslie brinkley got an alert just before the shaking started. >> at 2:34 thousands of bay area residents were jolted out of bed by in earthquake alert on their cell phone. i woke up and saw a drop cover and hold on a message on my cell phone so i jumped out of bed and went into a doorway but i did not feel any shaking, at least not this time. >> california's shake alert system started delivering alerts to the my shake app in 20. >> we sent out alerts to various places in california. this is the biggest alert we sent so far. it went out to 270,000 users of the my shake app last night.

they alerts only get sent to people who we expect to feel shaking intensity of three or greater. where we estimate the magnitude to be greater than 4.5. if you get the alert you should drop, cover and hold on. >> if you are close, maybe you get only one seconds of warning. if you are further away like last night in the bay area, you could have a full minutes before you feel the shaking. plenty of people felt it according to usgs from san jose to medford, oregon. >> people protect themselves they do not fall over or have things fall on them and we can reduce the number of injuries. >> we encourage you to download the my shake app. 6.4 in fernda than a six part foy -- 6.4 in san francisco. people in the bay area being made aware of it, to us this is all positive so they can be

>> a judge rejecting a new murder trial for scott peterson 20 years after he was charged with dumping the bodies of his pregnant wife and their unvoiced -- their unborn child. there was no evidence that the juror committed misconduct during jury selection. peterson can appeal this decision. he is serving a sentence without the possibility of parole. >> an apparent drunk driver drove off a cliff this morning killing a passenger. the driver missed a turn and fell 200 feet down the cliff. a 42-year-old woman was ejected from the passenger side and died. the driver had been drinking alcohol. he survived and was arrested on suspicion of vehicular manslaughter. >> the naacp is asking for oakland to pay for a manual recount in the recent mayoral

election. the naacp missed the last friday to pay out $21,000 daily fee for a recount. they claimed the city and county gave short notice to pay the fee. they say officials just messed up. >> we need the city to pay for this manual recount. they need to pay for it. they messed up. >> the naacp says officials failed to educate marginalized voters on the ranked choice voting system for this election and oaklands race. the group file for a recount after mayor elect beat opponent lauren taylor using rank-choice voting. rank-choice in the city since 2010. >> oakland mayor is approaching her last days in office. earlier she appeared on giving answers with me to reflect on her eight years leading oakland.

upper 50's in palo alto, san jose and half moon bay. at the golden gate we see really cloudy skies. low 50's right now at novato, napa, 54 degrees at santa rosa. a dramatic view of the east bay hills camera showing some clouds drifting over the east bank but a lot of blue sky out there as well. we will see clouds increasing in much of the bay area overnight and there is a possibility of some north bay sprinkles but the far northernmost part of our area which begins tomorrow afternoon. warmer weather will then follow and rain chances will increase early next week. tonight this is what we can expect, increasing clouds especially in the north bay. areas of moisture moving through, and there may be a sprinkle of two. overnight and into the morning hours but notice how clear it remains in the east bay, south bay and over the peninsula

>> 11 million californians are getting debit cards in the mail. many thought they were a scam but they are loaded with money and now a concern, scammers want the money as well. >> they called for putting security chips on the cards but that never happened. putting billions of dollars at risk. michael finney with the story now. >> i was amazed. i couldn't believe it. >> he was happy to get his $700 debit card from the state for inflation relief until a scammer swipes more than half of the money. >> it was disheartening.

>> and happened after he went to his atm in martinez and withdrew re-hundred dollars off the card. all good until the next day when he tried to withdraw the rest. >> and it says no funds available. >> the money was gone. he checked the account and it shows someone went to an atm in san leandro and drained the card. >> that left only $1.50 on the card. >> he filed a claim with a debit card provider, money network which agreed to refund his money and put it on a new card but was that safe? >> california gave a tremendous amount of money so that they could issue those cards and they failed to secure it. >> we learned the franchise tax board's $25 million contract with money network requires security checks on the cards to prevent this type of fraud. it says the state shall require the use of an emv chip enabled

card to offer protection. the marketing materials show the cards with the chip right there. on the back of the card. he shows us his debit card, no chip. >> there is no chip on their. >> on the back it has a bird. >> we ask the franchise tax board, they tell us it is a supply chain issue saying during the bidding process we learned the supply of chips is limited due to a nationwide shortage. the contract allows them to issue cards without chips rather than wait for a supply. chips are only one security measure to protect the billions of dollars flowing to households. californians are still reeling from massive edd fraud during the pandemic. >> gets came in the mail. >> he finally got his refund with no chip so he cash it pronto. >> i feel much better now,

trump's tax returns public. trump has fought to keep his tax returns private but last month the u.s. supreme court paved the way for the committee to obtain six years of the tax records. they say they were needed as part of congressional oversight into irs audits practices. >> the only one who cares is the price. even the press -- it is not a big deal. i think people do not care. >> trumps legal team spent years in courts fighting to keep his records secret claiming the committee was seeking taxes under false pretenses. since the 1970's most presidents have voluntarily revealed their taxes. one member claiming the documents are critical for drafting legislation on the presidential tax compliance. >> every year the irs audits the returns of the president and vice president. the former president has called into question the integrity of
