border of oakland. it hit around 8.30 this morning. hubbell county to recover from yesterday's 6.4-magnitude earthquake creative the pg and ee outage map shows a significant improvement. 4% of the county is without power. yesterday, 72% was in the dark. water service is out for more than 3000 residents in rio dell. >> we know that 17 people were hurt in the earthquake, two elderly people died. we are told it was accommodation of pre-existing medical conditions, combined with the stress of the earthquake. 30 homes are unsafe to live in. the front bridge is closed and caltrans is conducting repairs. >> for people living in cities and towns affected by the earthquake, it is going to take a while to recover. news anchor liz kreutz spoke to them today. >> walking throu and deli, the owner says the cleanup following the 6.4 earthquake that rattled humboldt county tuesday morning is

the fda says it is intended hospitalized adults patients. it is delivered through an iv infusion which takes an hour to a minster. the fda gave the treatment emergency use authorization last year and it has been used to treat more than one million people all around the world. there is another treatment option you've heard about called paxlovid. california doctors say it is readily available and they are recommending that if you get covid you should ask your doctor for paxlovid. abc seven news reporter suzanne has more. >> got it last year out of the blue had no idea how i got it. >> trina and her mother carrie both got covid last year. >> pains everything. it was. >> she was sick for two and half weeks. >> they got pretty severe. i got to one point where i could barely breathe. >> so many people in the hospital because of the flu or severe covid, california public officials want you to know if you get covid-19, you should ask about getting the paxlovid treatment.

incarcerated people. have you been convicted of a felony? a new ordinance in alameda county strikes that sentence and could help rick the cycle of homelessness. >> now that the ordinance has been passed, the fear factor has been removed. >> it is a fear that le all too well. he is formerly incarcerated. release from prison in 2016 after serving 30 years and had a tough time securing housing. even though he had paid his debt to society. >> i committed a crime, went to prison, did my time. why punish our families, why put a mother in a position to tell her child that you cannot come live with me and that i have to force you to be homeless? >> they eventually found a landlord willing to rent, but his story is one of many. that will change in alameda county thanks to a fair chance housing ordinance passed last night by supervisors. the law named after the late

alameda county supervisor bans landlords from performing criminal background checks on prospective tenants, a move advocates believe will cut down on homelessness. >> we know from studies in records that about 73% of on house residents in oakland's homeless encampments have criminal records, so we can see it has been a barrier for them to access housing. we know a person with a criminal record is 10 times more likely to face homelessness on a whole. >> the ordinance follow similar laws passed in oakland and berkeley and now includes unincorporated areas of alameda county. while a coalition of groups in the bay area work to pass the measure, at least one attorney that specializes in landlord-tenant disputes and owns a property management company disagrees with the decision. >> i'm not in favor of the law. i respect it and understand the public policy behind it, however what i'm concerned about is ensuring a safe community of apartment or housing providers. >> california's system of mass

incarceration impacts people of color and black people are more likely to be on house in the bay area despite a dwindling population. they hope this ordinance change that for good. >> we have to take this ordinance and get this ordinance passed throughout california. every city in california. and the rest of the world. effect in alameda county's moratorium on evictions put in place at the start of the pandemic ends in april of 2023. this follows the fair chance act of 2018 that made it illegal for employers statewide to run, background checks when hiring employees. all of this making it easier for the formerly incarcerated to reenter society. >> julianne what are the voices in your story mentioned that this impacts the families of some of these incarcerated people. can you expand that? >> this was new for me and working on this story. folks who receive section eight housing vouchers are not allowed to have criminal records. so if a person who is

in crime and the tax on the aap i community, community leaders demanded more be done. in august a resource center was opened. born in vietnam, raised in san jose, they were a community liaison officer for little saigon. >> every time that i do good work and talk to the committee members, they said they feel safer. you see little kids out there hanging around. >> community leaders say underreporting of crime is one of the biggest challenges they face. >> hello. >> hi. >> officer is the liaison for chinatown. she says education is helping. >> they have had mistrust before and so therefore, they would not make reports. we highly encourage everyone to make a report and we tell them the benefits of making a report, which is to get more resources to the area. >> it seems to be working. opd says robberies are down 60% since officer wynn has been on scene.

a wet pattern sets up early next week. tomorrow, right on through christmas, there is a coastal flood advisory that starts tomorrow morning. watch out king tides are coming in. highest tides will be primarily in the morning, which means minor coastal flooding in low-lying areas. if you're one of those people that likes to take a walk keep that in mind. high tide around seven feet. on friday at 10:24 a.m.. tomorrow we are tracking a light level 1 system on her abc 7 news storm impact scale. tomorrow afternoon and evening, scattered showers will be slick for the evening commute. under 15 hundredths of an inch of rain is expected, so higher clouds and fog down below to start the day as we head into the afternoon and evening. you start to notice showers developing in the north bay, scattered in nature. for 8:00 tomorrow night, showers continuing through 11:00 p.m.. most areas will get anywhere from a couple hundreds of an inch to about 1500s of an inch.

>> we have a great update on a building a better bay area story would been following. reporter luz pena introduced you to a single mother who had been living in an rv with her teenage daughter. for a long time freedom richland's mayor found them housing and paid one year of rent. another act of generosity. >> five days ago we followed up with a single mom who was homeless for almost a year. she got one year of free rent

from the mayor of richmond. she gave us a tour of her new home and today, she is getting another surprise and this is where the surprises coming from. today is so exciting. the nonprofit make it home bay area is going to furnish the entire place for free. we are at their facility. this 11,000 square foot warehouse. but how did we get here. after her story should begin fundraising to buy furniture for her new place. they donated over $2000 and one of you contacted me to tell you about make it home bay area. the furniture bank that donates furniture to formerly homeless families and foster children. we told them about her and they wanted to help. >> we wanted to give her some warmth and a little bit of color. some personality. so we put together a really cute -- this is the dining set that we are going to give her with a couple of dressers. and this is the lounge chair. >> she has
