the arctic blast is going to cause a lot of dangerously cold conditions, life-threatening conditions. you can see the central u.s. is dealing with snow. the gulf coast region dealing with the rain. the to come together and it will be a mess for travelers. 32 in chicago. snow and rain heading back east. temperatures, bone chilling cold, rapid city at 18 degrees below. when you combine it with the wind, williston is -51 degrees. i mean, that's brutal. it's going to continue to march eastward. they are looking at very frigid conditions going through friday. dan: that's incredible. happening now, the situation from our live oakland airport camera. holiday passenger numbers are at about 90% of pre-pandemic levels and more passengers this year than last. we saw this from sky 7 this afternoon.

tesla model s was going about 55 miles per hour when it shifted into the far left-hand lane on the bridge and suddenly break. the car slowed to 20 miles per hour and other cars couldn't stop. nine people were treated for minor injuries and one child was hospitalized. dan: the small mountain towns along the north coast are pulling together, cleaning up after a major earthquake yesterday morning. most power is back on and water is restored to the town of rio dell. two people died as a result of the magnitude 6.4 quake. 17 people hurt. 30 homes are unsafe to live in. on top of damage at grocery stores, restaurants, and other buildings, take a look at this shaking that happened. the store managers say they luckily only had minimal damage. employees pitched in and came in early to clean them up the mess. the historic fern bridge that was heavily damaged is now back open to one-way controlled

and ethnic groups are possible targets that we need to be prepared to prevent things from happening. dan: this workshop is the result of those deadly shootings at club q in colorado last month and pulls nightclub in orlando in 2016. organizers of the event say the department of homeland security lists lgbtq+ establishments in the high risk category. there are no known threats to san francisco right now but experience shows that preparedness leads to a better outcome for both employees and customers of any event. amma: today is national homeless persons memorial day. makeshift tombstones made by the silicon valley interreligious council were set up as a visual reminder of the hundreds of un-housed residents who've died on the streets this year. amanda del castillo you takes you through the personal stories of this near record year in the south bay. reporter: 246, the number of

hand-painted tombstones on display wednesday outside the santa clara county building. it's part of the ninth annual homeless persons interfaith memorial service, putting the spotlight on each member of the counties on house community who has died on south bay streets since last december. >> we don't want to have them anymore. reporter: he says no deaths would mean no need for such a display. he says the vigil is a visual reminder that work is far from finished. this year's tombstone count is only four shy of last year's record. i recently sat down for a one-on-one with the outgoing mayor who addressed the homelessness crisis. he has considered it to be the city's greatest failure. >> if you ask any mayor of any big city, they would say the same thing. we all wish we could've done more on homelessness. >> this is not about the politicians taking care of this. we all need to get together,

dan: new developments tonight. a welcome christmas gift indeed for a bay area woman who has been fighting to stay in this country for years. isabel has a rare and life-threatening disease but couldn't get the care she needed in her native guatemala. in 2003, american doctors invited her and her family to the u.s. to take part in a clinical trial. she still needs the treatment. in 2019, the trump administration attempted to deport her. that ended this week when congress passed legislation allowing her to stay. i spoke with mark to sonia who helped author the bill. >> even something like this which seems like to the outside world a no-brainer was hard to get done. >> that's is deep as our political discourse goes. that creates an environment that we see institutions not functioning as a problem-solving body. that has less to do with the

ryan curry shows you the best. reporter: san francisco is picturesque for the holidays. the fire department is adding to the lights on display throughout the city. several stations are competing for which one has the best holiday decorations. >> i know a lot of people are getting competitive now with our stations. we have a station that brought in 15 yards of snow from the sierra this morning. we have another station that got the entire block to light up their houses and the trees. reporter: fire station 35 right beneath the bay bridge. it's unclear exactly what criteria it will take to win this competition but you have to imagine creativity is part of it. if you ask me, the san francisco boat team has a chance. by the way, they use that decorated boat to make a rescue as we were there wednesday night. >> we are looking for community involvement.

letting the neighbors know to come out and participate and take a look at all the decorations. the type of decorations, the color fullness, the chair. reporter: competition to see who can do it best. the winning station gets prizes that will be donated to charities of their choice. the fire department says it was an old competition they brought back in 2020. they wanted to do something extra to bring joy during a tough time. >> i think passing by and seeing that neighborhood firehouse decorated brings the community closer to the fire department. reporter: something born out of solidarity has turned into who can outshine each other in the name >> of holiday joy. the most important part is having our community and our visitors in san francisco, meeting their public servants and neighbors, becoming friends. instilling joy and happiness through the holiday season. that will continue throughout the entire year. reporter: abc7news.
