moving forward in finding solutions. this is abc 7 news. dan: the major storm is here, an atmospheric river bringing wind and rain, the strongest storm we have had this season. happy holidays, i'm dan ashley. chances of flooding, heavy and debris. that is the start of the busy week of active whether. we have everything from the impact of the travel on the import to wind and high surf on the coast. we will get to our reporter in a moment, but first let's get to the conditions right now. >> we have already gotten 0.4 inches in santa rosa, and some higher elevations are ready over a half-inch. live doppler 7, waves of r over the last few hours.

the areas in orange and yellow is the heavier rain coming down north of vallejo and napa. more to come. as you can see, we have a lot of moisture coming our way because of this atmospheric river. the heaviest rain is still on its way. rainfall estimates are anywhere from 1-3 inches by the time this is over. it is a three periods of heavy rain, gusty winds. even thunderstorms are possible. let me show you the timing, later tonight, midnight we will see more heavy rain. that will move through the north bay and be heavy through 3:00 a.m. to 6:00 a.m. as it slides south past the golden gate bridge. look how quickly it

tomorrow afternoon we will be mostly under cloud cover and dealing with strong winds, which will be picking up in the next few hours. dan: our storm watch coverage continues. j.r. stone is live in pacifica where the rain is starting to come down. reporter: we are talking about a wind advisory that is in place, and a surf advisory that will be going into place in the morning. that wind has picked up tremendously over the last 30 minutes. as for the rain showers, they have been on and off all afternoon. part showers that time, and expected to get worse overnight. huge raindrops make the cited pacifica monday night as the storm system came in strong and forced the little

ramen at home or drink hot chocolate. reporter: as rain fell monday night, crowds of people decided it was good superseding weather. >> there really is no bad weather, just bad clothes. reporter: while we about the rain, many here are well aware of the current weather in northern california and the blizzard conditions buffalo, new york is dealing with. >> it is better than new york. they are really suffering, and we are living in this beautiful weather. it was sunny yesterday. reporter: back here live, in better shape than new york, that is obvious. the waves behind me have picked up tremendously over the last hour, and the wind is picking up speed in the last 15 minutes.

happening now, passengers stranded, lost luggage and airline call centers swamped. it has been a complete mess for travelers today and might not get better tomorrow. doubt west airlines scrubbed 70% of its flights -- southwest airlines scrubbed 70% of its flights. the ceo told its passengers they were dealing with operational issues. >> the phone systems that the company uses is not working, they are not manned with enough manpower to give the scheduling changes to flight attendants. that has created a ripple effect that is creating chaos throughout the nation. dan: southwest is telling stranded passengers that re-bookings will not be possible until january 3. the airline charted a bus to drive customers from north carolina to nashville, a 9 hour drive.

the department of looking into this mess. in a tweet, it said it is concerned by southwest's unacceptable cancellations and lack of prompt customer service. the department will examine whether cancellations were controllable and if southwest is complying with the customer service plan. nationwide, 4100 flights have been canceled today, and with each cancellation there is a story of holiday stress and perspective. we checked in with travelers, some stranded for days at oakland and sfo. >> it is a lot of weather delays . reporter: passengers are stuck, unable to get to their destination. at oakland airport, this man learned his flight to phoenix was canceled. >> i could tell when i got out of the car that there was an issue, because there was a line

all the way out of the terminal. reporter: at sfo there were more cancellations. >> alaska airlines canceled our flight and we have been here for two days. reporter: abc 7 news met man on christmas eve waiting in line trying to rebook his flight to buffalo to see family and friends. blizzard conditions shut down the airport. >> we are trying to get home to see family and friends in buffalo, and we have been canceled four times. we are trying to get to newark. reporter: good news, he and his girlfriend made it to buffalo. >> we got to buffalo finally at our final destination around 6:00 p.m. christmas night. i feel fortunate and lucky to be able to get where we wanted to go in a safe and timely, healthy way. reporter: one man was waiting in

storm on our storm impact scale. she will give us an update in a few minutes. developments in a story we brought to you at 11:00 last night. police have arrested a man who believed to have directed two separate racists outbursts over the weekend. one included this viral video at an in-n-out burger in san ramon. reporter: danville on christmas morning was the last place abigail halili an encounter like this. >> we heard a guy parked in his car yelling from his window, like, keep walking. get away from that store. reporter: it quickly turned racial. >> he kep on, you guys are filipino idiots and you sell cocaine.

reporter thanks to social media, the halili family learned they were not the only ones targeted. san ramon police tell me the suspect seen in the video is the one they saw monday link to this tirade at an in-n-out burger in san ramon on christmas eve. this couple were filming a video for tiktok and they say a man approached them at random, with insult so vulgar they tried to laugh it off. >> in the moment i did not take it seriously. afterwards it started to hit me, this is serious. reporter: like what happened in danville, the hate speech escalates. >> i'm korean. >> [indiscernible] reporter:

san ramon police were inundated tips from the public that led to the arrest of a danville man with ties to the bay area. both sets of victims realized the power of speaking out. >> making it seem like not a big deal, asian people in general do that. i want to bring more awareness to this, i want people to realize how bad it is. >> i want people to learn hate crimes against asian americans is a real thing. reporter: the individual we are choosing not to show his name or show his face because he was not charge was booked on two hate crimes with more pending. when hate crime stored asian americans has surged, the hali i family believes this sends a a message to the community. >> people are starting to take this seriously. dan: remember, when it comes to

the last east bay bound train running through downtown san francisco will be at about 1:30 in the morning. the last southbound train will go through san francisco at 2:10 . service will not go to the oakland or san francisco airports. we are in the midst of several continuous hours of heavy rain, it is a level 3 storm on our storm impact scale. parts of the north bay are getting soaked. neighbors in santa rosa cleaned up leaves to keep storm drains clear. one brought a pump to clear the water under his house. there is a possibility of flash flooding and power outages. the rain could be intense at times. frances is back to spell it out for us. frances: it is a good time to charge her cell phones and your electronics because we could see

power outages. we have this atmospheric river coming to the bay area. it is moving through this evening and more to come. all this moisture coming our way. as we zoom in, you see the areas of orange and yellow, the heavier rain. the orange is a precipitation rate of 0.5 inches per hour but it moves quickly. totals will be impressive. winds are starting to pick up. they are coming from the south. here is a live view towards the embarcadero buildings. it is wet. most temperatures in the mid 50's, san jose the exception at 59. walnut creek, temperatures are cooler in inland areas, upper 40's. concord, 47. here is a look at the timing.

the worst is yet to come. we'll see downpours in the areas indicated by red and orange. it starts to slide northeast overnight. a very messy commute expected. 9:00 it moves farther south hitting the santa cruz mountains hard. lunchtime and afternoon we will be drying out and kneeling with cloud cover. a flood watch in the afternoon. we could see street flooding and drains getting clogged. smaller streams and creeks flooded, and look for standing water. winds will pick up overnight, that is why there is a wind advisory until 6:00 a.m. gusts at the higher elevations could reach 60 miles per hour. this could down tree limbs. not a great time to go to the
