southwest airlines under fire for canceling thousands of flights. more than half cut today. why they say the major winter storm is not just to blame. funding for community projects. the millions of dollars that jackie spears secured for san mateo county. a strong storm in san county. even more rain is on the way this week. let's take a live look outside, this is our first level three storm for the season. you can see how difficult it is for people to drive through this water. and sue is tracking the road conditions. it is tuesday

-- december 27. let's start with a look at the weather, if you have been tracking it. is the heaviest gone yet? drew: we are in the thick of it. we have rain overhead, flood advisory in effect. you can see a lot of bright colors on your screen. this is where we are seeing some of the heaviest rain, lafayette, hayward, 880, dublin, we are seeing heavy rain. advisories are in effect for most of the north bay. we are seeing flooding on the roadways. assume her story around the bay shoreline. we also have water on the roadways. we are gusting close to 50 miles per hour. 35 near san mateo.

exclusive abc we are at a level three until 9:00 a.m. for downpours, roadway flooding will be an issue. and though strong gusty winds continue. we will time the rest of the store coming up in just a few minutes. but let's check in with sue. sue: it is wild, wet and w the chp is talking about 42 different incidents. typically we would have five at this time in the morning. golden gate bridge wind advisory. if you have heard that mysterious howell on the golden gate bridge, you will hear that come across this morning. it is scary out there, sheets of rain coming down out there. southbound 101 at lucky, that was a nasty area this morning. we have walnut creek camera with low visibility. give yourself plenty of room between the cars around you.

not a lot of cars are out there but the water is back. the standing rain. this was eastbound highway near bailey road. that has been cleared out. southbound and northbound 242 we had an earlier issue. a slow go as you make your way from highway four. kumasi: we are on s morning in the winter storm is bringing strong gusts of wind and a lot of rain. looks like at 1:00 in the morning in santa rosa. you can see that wind ripping that flag around. lena howland is live in fremont on what is going on there. it is definitely coming down. lena thick of things. we are in the hayward area off the southland mall this rain is

absolutely coming down on us. we are seeing a lot moving traffic. this is a live look at 880. traffic is moving very slow. keep in mind that we are under a flood advisory until 2:00 a.m. as this rain is expected to get worse. let's get down to 580. between dublin and castro valley, the rain is coming down extremely hard causing slow and a bit treacherous conditions for drivers this morning. already getting stuck in some traffic. yesterday, we heard from a few different people in santa rosa like local business owners who were bracing for potential power outages and flash flooding from this mess. >> there might be some flooding downtown. there was flooding the last storm. >> if we don't have electricity

and google tv. southwest airlines is apologizing for challenges and calls unacceptable. 70% of flights were canceled yesterday and today, 60% are canceled including an oakland international airport. melanie woodrow has more. melanie: for passengers oakland international airport, all signs pointed to a bad day. after a four hour henrietta could not make it home to oakland. mike bolan's flight to phoenix was canceled. i could tell as soon as i got out of the car that there was an issue because there was a line that was snaking all the way out of the terminal to the oakland airport which is primarily the southwest terminal. >> southwest is working on consolidated challenges after the weather. >>

here's future weather, plan out your morning by 7:00 a.m.. still seeing heavy rain. after 9:00 a.m. we anticipate the heaviest rain will be moving out of here. this storm system moves out and will start to dry out by the sun goes down later on. the flood watch is in effect for street flooding in many areas. we have flood advisory in effect for the bay shoreline. we are seeing that flooding right now which is creating an issue on our roadways. waves are up to 25 feet for the next few hours. our highest peaks could see up to 40 inches of snow until tomorrow morning. it is difficult travel conditions around tahoe for the next few hours. we have a level 3 storm until 9:00 a.m. and then we will start to dry out. then we have days of level 1 light rain on thursday, friday and new year's eve.

we are life in the hayward area just in the parking lot of the southland mall where we are experiencing that heavy rain that you guys just mentioned. we are also experiencing some gusty winds. we see a little bit of light flooding outside streets. keep in mind, we are now under a flood advisory until 2:00 p.m.. this rain is only expected to get heavier as the day goes on. here's a look at what 580 looks like just an hour ago. the rain was coming down extremely hard causing slow and dangerous weather conditions for drivers. already stuck in traffic because drivers are taking the storm seriously by slowing down. we talked to folks out of santa rosa prepping for the storm, bracing for the possibility of

canceled yesterday but just one airline, southwest, had 70% of those cancellations. we have the latest on that. maria: southwest flights yesterday. that's more than 70% of its schedule. today is not much better with 60% of flights not taking off. there have been at least 400 flights canceled at our local airports in just the past 24 hours. passengers have been stranded at airports unable to get their loved ones for the holidays. there were more cancellations at sfo tomorr yesterday. >> car there was an issue because there was a line snaking all the way out of the airport. >> alaskan airlines have

canceled our flight and we have been trying to get it for two days. >> the line is snaking through the airports and even extending outside. southwest is not partner with other airlines and passengers could be rebooked on other flights. passengers waited hours only to be told that there was nothing that can be done for them. the customer service line jammed up with wait times of five hours or more. it could take a week or even longer for the flight schedule to return to normal. karina: that hit much of the country is being blamed for 51 desk. more than half of those are reported in buffalo where video shows an 18 wheeler getting a car out of the snow. federal assistance is on his way to new york which is seen four feet of snow, 500 people have been rescued.

it is soaking us right now. the focus will be heavy rain along the peninsula, east bay and south bay. that is where the atmospheric river is set up. we will zoom up to concord, walnut, pleasant hill, highway four, this is just a mess with heavy rain falling. it is a similar story as you work through san leandro, castro, san lorenzo. this is an area that has been in this heavy rain band for the past 40 minutes. we have a flood advisory in effect for this area of roadways because of a lot of standing water. this is san jose 101, is wet on the camera. by 9:00 a.m., that is the worst rain and wind. after 9:00 a.m. we will wipe up the showers and for the next three hours is the worst of this level 3 storm. our storm concerns have not
