downpours, road flooding and strong, gusty wind. you are going to want to wait if you can until after 9:00 a.m. to travel. it will be easier. the walnut creek camera showing you the rain. the worst rain and wind until 9:00. between 9:00 and noon the showers will become more scattered. after lunchtime, we are drawing out and done with the storm. we will go hour-by-hour and show you the end of the storm and more rain in a few minutes. we have a lot going on. sue: we have got 56 different incidents on the chp. a typical morning would be 15. we have a high wind advisory on the golden gate bridge and rain coming down heavy at time. we also have the wind phenomenon that makes the bridge whistle. you will hear it all across the span. no major accidents on the span.

parking lot of the south lane mall where we are already experiencing a lot of heavy rain, causing problems for drivers this morning. we are seeing light flooding on sidestreets, gusty winds, and a lot of slow-moving traffic along 880. this is a live look. keepn mind we are under a flood advisory until 2:00 this afternoon as this rain is only expected to get heavier. let's look at like an hour and a half ago when we were on our way here. the rain was coming down extremely hard, causing dangerous driving conditions this morning. already stuck in traffic because of the rain. local businesses we spoke with in santa rosa are bracing for a potential power outage and flash flooding. >> there might be some flooding,

i am assuming, downtown. >> if we do not have electricity, we will use candles. we have plenty of them in the store. lena: last year's atmospheric river brought widespread flooding and power outages across the bay area. more of the same is expected today, bringing a messy morning commute with wind gusts between 35 and 50 miles per hour. if you have to be on the roads this morning, whether heading into work or back home from your holiday vacation, make sure that you slow dowon the rdo not use n these conditions and make sure you have extra following distance between you and the car in front of you. we are going to continue to stay out here and monitor conditions. we will give you an update in the next half hour. lena howland, abc 7 eyewitness news. kumasi: you can get the latest

forecast and weather updates on the abc 7 news streaming app. karina: southwest is apologizing to customers and employees for challenges it calls "unacceptable." 70% of flights were canceled yesterday, and today, 60% are canceled, including oakland international. melanie woodrow has more. melanie: for passengers at oakland international, all signs pointed to a bad day. >> it is crazy. melanie: after a four hour delay, kimberly did not get home to oakland. >> it is total pandemonium. melanie: mike's flight was canceled. >> i can tell as soon as i got out of the car when i was dropped off there was an issue, because there was a line snaking all the way out of terminal 2, which is primarily the southwest terminal. melanie: in the latest update, southwest says it is working to recover from operational challenges following consecutive

days of extreme weather. captain casey marie is the president of the pilot's association and captain at southwest. >> it has been catastrophic. it has been a failure at every level. our processes, our i.t. was not there to support the operation. unfortunately, our customers are bearing the brunt. melanie: unlike other airlines that use the hub and spoke system, southwest flies point-to-point. >> they do not have hotels and they do not know where they are. melanie: kimberly heard that firsthand. >> we do not have a crew. melanie: the bahamas vacation also canceled. >> i was not stranded, which i think would be worse. melanie: stranded passengers had few options when it came to their bags. >> there is announcements on the loudspeaker that if your flight was canceled, it is going to be a 1.5 hour wait to get your luggage. >> we decided to leave our bags and we would pick it up later today. melanie: but it is not clear

when that will be. captain murray expects this to go on for days. >> this is going to continue until there is sweeping change to the way southwest operates. melanie: southwest says with safety first it anticipates additional changes with a reduced level of flights as we approach the new year holiday. "we will work to make things right for those we have let down, including our employees ." kumasi: officials report 51 people have been killed in the monster storm that is paralyzing the east coast. the majority in upstate new york. the area is expecting another foot by this afternoon. state police and residents are doing everything from shoveling snow to using snowmobiles to find anyone stranded. >> we are doing a vehicle by vehicle search with our partners from buffalo police and fire. it is a task force mentality. kumasi: the national weather

comma shape. this is funneling all the moisture into northern california. this atmospheric river is living up to its name, giving us one to three inches of rain and wind gusts up to 70 miles per hour. will keep it at a level 3. flooding and strong, gusty wind. rain still along 7:30 and as we head toward lunchtime, the heavy rain is out and this afternoon, we dry out. more storms are headed are way. we will show you that in about eight minutes. let's see how we are doing with our traffic alerts. sue: a lot of them. 61 incidents on the road. typically at this hour undermining commute we would have maybe 15 or 20. but 61, yikes. it is flooding, standing water, high wind. 880 through oakland and we have standing water at broadway. 580 at fruitvale we have

karina: registered nurses plan to be off the job once again today. the nurses walked off the job saturday and say they will continue their strike until monday. it affects the summit campuses in berkeley and oakland. new contract negotiations have been happening since june of last year. nurses say they are concerned about working conditions and benefits. >> we are out here today because we have been in bargaining for 18 months and the hospital is not willing to bargain with us for some of the things -- for most of the things -- we believe are important. karina: a spokesperson said the affected hospitals provide care during thelltithey say the

unsustainable. kumasi: bart is transforming some parking lots into housing. they will housing units in retail and community space built over the next several years. the developments will not replace any parking spaces. this makes it easier for people to avoid driving and will reduce pollution and traffic congestion. you can go to bart.gov to give your input until january 8. gen z and millennials say they have anxiety when we have to talk on the phone. now there is a solution, but at a cost. karina: they are used to texting or messaging on the apps. one woman is charging $480 hour to tackle phone phobia. palo alto and mountain view. live look at san jose. it is wet. the worst rain and wind until 9:00. we will keep the level 3 until then. after that, like showers and we dry out later. temperatures not budging much from where we are. kumasi: thank you. nasa is revealing photos of mars experiencing the winter season. these images show mega dunes with carbon dioxide, frost and ice on them. nasa says frost makes the landscape look darker. when the planet reaches below zero, it sees cube shaped snow and it could get as low as -190 in the winter. karina: four national parks in northern california and oregon are unifying under one annual parks pass. distribute tourism across some places that are not as well visited as much as other sites.

ov to make the drug karina: live look o this morning. it is wet and windy andrew is tracking the timeline of this first storm of the winter season. it is a pretty bad one. kumasi: good morning. it is tuesday, december 27. we want to start with drew. drew: first level 3 of the season and delivering one to three inches of rain. wind gusts up to 60, 70 miles per hour. the heavy rain is focused along the peninsula, east bay and southbay. that is where we will focus our attention. sunnyvale, milpitas, palo a lot of heavy rain causing flood advisories for the shoreline, santa clara valley and north bay. underneath the flood advisory means we are actively seeing water on the roadways. high threat for hydroplaning and

flooding in poor drainage areas. on the exclusive abc 7 impact scale, this is a level 3 storm until 9:00 a.m. that is when we could see the worst of the downpours, the wind and roadway flooding. if you can hold off your travel until 9:00, you will be in better shape. wet view from san jose. like showers by lunchtime and this afternoon we are drying out. we will go hour-by-hour and show you the exit of the storm, but let's check in with sue. we have a lot of traffic alerts. sue: 68. 38 incidents -- 68 the chp log this morning. it is normally about 15 or 20 typically. we are looking at 101 in san jose at 880. wet roads and hydroplaning. bart is experiencing a delay of about 10 minutes. southbound 101 at shoreline, the

downpour, but the rain is coming down right now. i would say it was heavier when we first got out here at 5:00. but the rain has not let up very much. we are seeing flooding on sidestreets and some extremely gusty winds. one thing is for sure, we are also seeing a lot of slow-moving traffic right behind us on the 880. we in a flood advisory until 2:00 this afternoon as this rain is only expected to get heavier. here is what 580 looked like on our way here between dublin and castro valley. rain coming down extremely hard, causing very slow and dangerous driving conditions for drivers. we prepping for the storm yesterday, bracing for the possibility of flowing today. e itaing double

a good soaking. despite the forecast weather, a lot of people said they are just happy to see the rain. they are going out to eat and we spotted families gathering in a restaurant to warm up. >> there are a lot of things you can do at home. for us, you know, either we go out and eat soup or we prepare ramen at home or drink hot chocolate. kumasi: all good options. the national weather service issued a wind and high surf visor referred today as conditions intensify along the coast. keep an eye on the storm and its movement on the website. live doppler 7 is timing out the rain and wind 24/4. more than 2400 flights were canceled yesterday, but southwest accounted for more than 70% of those. southwest canceled at least 2900 flights yesterday.

gloria rodriguez joining us with the latest on this. gloria: good morning. unfortunately, today is not looking much better. southwest already canceling at least 60% of its flights across the country. i just got off the phone with sfo's airport duty manager. he says they have already had 67 flights canceled this morning and more than half of those are southwest flights. 37 flights are delayed and he is recommending you check with your airline to make sure your flight is taking off as scheduled. many passengers have been stranded at airports, unable to get to their loved ones for the holidays. there were more cancellations at sfo yesterday. napa resident mike bolen learned his flight to phoenix was canceled and he is not the only one. >> i could tell when i got out of the car that there was an issue, because there was a line snaking all the way out of terminal 2 at oakland airport. >> alaska air

canceled our flight and we have been here for two days. gloria: the line for the ticket counter snaking through the airport and extending outside. southwest does not partner with any other airlines and passengers cannot be rebooked on other flights. frustrated passengers waited hours just to be told there was nothing to be done. the customer service line jammed with wait times of five hours or more. our team checked flightaware and there have been at least 400 flights canceled at the local airports in the past 24 hours. about 50 flights had delays. the bottom line for stranded travelers is it could take a week or longer for the flight scheduled to return to normal. karina: thank you. developing news now, that holiday winter storm that has hit the country is being blamed for 51 deaths. more than half of the people who died are reported in buffalo, where video shows a wheel loader

lifting a vehicle out of the snow. vehicle emergency assistance is on the way to western new york, which is seen over four feet of snow. more than 500 have been rescued. kumasi: the san francisco fire department confirms multiple people at a private residence overdosed on christmas day. firefighters got the call from six patients initially in critical condition. it happened on post street between webster and laguna in japan town. five had to go to the hospital, one required transportation. all of the victims are adults. officials could not confirm if fentanyl was involved. karina: the anti-overdose drug known as narcan is one step closer to being sold without needing a prescription. the wall street journal reports the fda is fast tracking the inexpensive reversal drug for over-the-counter use. this as the company harm reduction therapeutics plans to distribute the three milligram nasal spray called revive. the company says the fda gave it

a target approval date of april 28. it joins other drugmakers in seeking fda approval for nonprescription use for narcan. kumasi: bart is out the new year's eve schedule. on the yellow, blue and orange lines, the trains will leave at 1:00 a.m. after we ring in the new year. that means the last east bay bound train through downtown san francisco will be around 1:30 a.m. and the last southbound train heading toward millbrae will run through san francisco at 2:10 an service will not go to the san francisco airport. karina: if you spent a lot of money this christmas, you are not the only one. how much more people spent this year. kumasi: looking live at the big board of the new york stock exchange. we are down right now about 10 points. karina: queen bay could be making a return. where she is reportedly going to return next month. drew: we are on storm watch.
