moving forward, finding solutions, this is abc 7 news. >> no matter where y got wet. strong storms sweep across the bay area, bringing strong winds and a lot of rain. live doppler 7 is showing up largely calm right now, but that is all about to change. good evening. dan: i am ama daetz. dan:and i am dan ashley. ama: frances dinglasan is here to help time it out for us tonight. frances: right now we can enjoy that break and we are dealing with some cloud cover and all of this is lighting south with the system that left. you can see the live doppler 7 light image be it i want to share the rain totals with you because they are so impressive. we had over four inches in a lot of spots like novato. san francisco, 1.9 inches, and the least amount of rain we saw was in san jose. we will notice the skies are clear and we get breaks and

sunshine to parts of the day tomorrow, but in the afternoon the clouds will increase and that is the next system heading our way around 10:00 or 11:00 through midnight. it is a level one on our storm impact scale. we are expecting rain up to an inch. i will show you how much rain you can get in your neighborhood. ama: happening now, the harsh winter storm is bringing several inches of snow and howling winds to the tahoe area. here is a live look from tahoe cama to give you a sense of how gusty those winds are. and ab spoke to some from the bay area tonight who braved the storm. >> for one second i felt like the wind was knocking me over. i felt like, oh my gosh, this place is crazy, but i love it. j.r.: trey

about the winds she felt on wednesday night in the sierras. the winds throwing snow all the way around the palisades ski resort, impacting all of the ski resorts including boreal. >> it went all the way to the top of the bridge line today but we did have a few other options down lower. there are lists to take you to the terrain park features. j.r.: as to the conditions tuesday afternoon and evening in the sierra, laura says she saw and felt a little bit of everything. >> it was a mix of both. rain and snow. it was very hard to see, so we had to get whatever we needed to get out of there. j.r.: and get out they did as flores and her family headed back to the bay area. they stopped to buy chains so they would not be ticketed like this person was by the california highway patrol. but even with these conditions,

major airports have faced. another day of delays and cancellations, nearly 7500 flights affected today pretty here is a look at the major problem spots right now, the majority of them involving flights with southwest airlines. take a look at this animation of how southwest operates versus other carriers. southwest uses what is known as a point to point system as opposed to a hub and spoke system. it makes southwest more susceptible to widespread problems when a domino effect happens, and it has caused frustration for thousands of people trying to get home. >> we were on the plane for three hours before they deplaned us and they canceled our flight. our next available flight is december 30. dan: the u.s. department of transportation is investigating concerns over southwest's unacceptable cancellation rate and lack of prompt customer service. >> we are doing everything we can to return to a normal operation. please also hear that i am truly sorry. dan: the pilots unions says

flight crew members are calling in today and also facing long delays. some reportedly waited in the cold for more than 10 hours. ama: here at home, southwest travelers moving in and out of the area are no doubt facing impacts. we are taking a live look from the norman y. mineta airport in san jose. cancellations out of any bay area airport today. amanda del castillo up show some of the struggles tonight in the south bay. amanda: at minette a wise san jose international airport, hundreds of suitcases. this pile up, a sign of the widespread massive travel meltdowns centered with southwest. >> this time of year we are usually busy, but usually we are busy with people coming and going, and the past few days, we have been busy with people who have not been going anywhere. amanda: flightaware showing

canceled flights throughout the day. scott wintner says there are conditions, believing the days long ripple effect showing that travelers will see that there will be time taken before this airline can resolve issues. >> they are seeing lines all the way down the curb. amanda: and tuesday, you spotted a familiar face dressed down. santa had been stuck in san jose, sleeping at the airport for two nights. today is the 27th. you are supposed to be home christmas night. >> yes. amanda: joh day gig out of the l.a. area. >> i was supposed to be the first home at christmas evening

at 5:00. amanda: instead, he was stranded at san jose and southwest did not have vouchers to give, so he spent christmas night and the next of their parts. his latest flight was rescheduled for tuesday morning. >> this morning came and they canceled this flight, and then they rescheduled again, and they put me on the first. amanda: the first of january. williams says there is also fortune since he grabbed his luggage since landing in san jose. another airline was not an immediate action for him because he thought southwest would work out. however, he says he will not be waiting until the first to fly out. williams says southwest booked a hotel for him tuesday night. he plans on renting a car and taking a 10 hour trip to salem on wednesday. in san jose, amanda del castillo, abc 7 news. dan: it is not just getting to

murder charges tonight. wesley brownlee has been charged with two additional murders since -- in alameda county. there was also an attempted murder charge in san joaquin county. roundly was initially arrested -- browlee was initially arrested in oakland. dan: authorities in santa rosa are trying to determine the cause of a fire that knocked out power to 10,000 customers this evening. a look at the pg&e power outage map. this incident comes after a string of outages that may have been caused by vandals. our media partners at the san francisco standard reported in outage on treasure island tuesday morning. there have been other incidents in washington and north carolina recently. police say that there were four substations that were attacked in washington state on christmas day, and one of those locations was deliberately set on fire. ama: california was the added

somehow crashed into another nearby vehicle in sfo's long-term parking structure. three people were injured. the driver of the stolen car was arrested. ama: an incoming republican congressman from new york is now admitting that he lied about his background and falsified his resume. george santos flipped a long island house seat for the gop back in the november elections, but a new york times investigation last week found he lied about everything from his education to his work on wall street. he told voters his grandparents survived the holocaust. now he says he is jewish like but clearly catholic. despite the admissions, santos is pushing back on those calling for him to resign. >> i am not resigning. if i have to leave congress, it will be by a pink slip by the voters in november of 2024. ama: santos is scheduled to be sworn in on tuesday.

today the republican jewish mission also said santos is still welcome at events. dan: the ohio state house drying up tonight after a flood caused by extreme cold. a water pipe froze and burst inside the state house this morning. the flooding was eventually stopped and the standing water locked up late this morning. restoration crews came in soon afterward to prevent any major damage. ama: a new year means a whole list of new laws to get to know in california. one will make a difference in your walks around town. the freedom to walk act was created by phil ting. we have a look at that and new law to move over for bicyclists. reporter: california drivers will have to adjust to several new laws when on the roads on new year's day, but some of those laws will not just affect those behind the wheel, but pedestrians as well. for example, one big change to

state law involves the issue of jaywalking. this bill authored by 7 -- assembly phil ting allows people to walk across the street even if there is no sidewalk or crosswalk. the catch is that there has to be no vehicles. >> if there is no immediate danger to the pedestrian and there is no danger on the roadway, we will not cite them for that. reporter: still, it is always safer to use a designated crosswalk whenever crossing the street. >> drivers look for pedestrians at crosswalks. drivers driving on a busy highway where there are no crosswalks and no signals immediately to them, they will not look for pedestrians. reporter: according to an abc 7 analysis, berkeley's injury mapping system, only 27% of pedestrians killed in california between 2016 and 2021 died while using a crosswalk.

still, most people we spoke with are fine with this change to state law. >> i think that would be ok in a situation like this weather there is not a lot of traffic. -- tre not a lot of traffic. there is no danger of getting hurt. reporter: another change in the law will make it easier for bicyclists. this wills to pass bicyclists te over one lane if possible. >> we are not trying to encourage a lot of ticketing, but trying to tell drivers that the cyclist -- what do you think is a safe passing distance might not be safe because the cyclist can hit a rock and might unexpectedly move into the path of your car. reporter: assemblywoman laura friedman who authored the bill also says the law will let bicyclists proceed through an intersection that has a red light as long as the crosswalk in the same direction at that intersection has its walk symbol illuminated.

reporter: most cyclist collisions happen at intersections. there tend to be slow coming up and cars do not see them there. reporter: rob mcmillan, abc7news. dan: good to know all of that, and the new year will bring all kinds of new laws covering everything from retail theft to privacy and crime. you can find every single one of them right now on our website, abc7news.com. these weeks of recent storms are bringing much-needed water to the states, which we need, but the local reservoirs are showing that they still need more help. take a look at the south bay were experts from santa clara county says their data shows that reservoirs are still only at 19% capacity. >> even having just one year above average rainfall is not going to get us out of the current situation that we are in. dan: santa clara county says

they're doing their best to capture as much water as possible during these storms and it is a little disappointing that we have not made even much of a dent at all. ama: i know, but at least we have more coming. abc7news meteorologist frances dinglasan is here with us. frances: we have three more storms headed our way in the accuweather seven-day forecast. are starting to see lots of clearing around the bay area including san francisco. the clouds are moving south of san jose right now so we have the beautiful shot of the exploratorium. temperatures are cooling down to the 40's in some spots, and even santa clara at 46. low 50's right now at half moon bay. because of the clear skies tonight, lows will be chilly in the north bay and dropping to the 30's. then we see some low 40's around the bay and patchy fog develop overnight into tomorrow. you may be tempted to head to

the beach because it will actually be clear during the morning hours but there is a high surf advisory until 9:00 tomorrow. look out for 25 foot waves just be careful there. tomorrow, it will be on the cool side. mid-50's for everyone. we will have some sunshine breaks and in the afternoon, the clouds come back again because of the storm coming our way. we are expecting about half an inch to an inch. let me show you the timing of this. around 10:00, we start to see it hit the north bay and it sweeps through. notice during the morning hours on thursday morning, we will see scattered showers. this turns into rain by the afternoon, which will be moderate at times. so if you want to know what your rain estimate for your neighborhood is, anywhere from half an inch to an inch. san francisco, possibly three quarters of an inch, and half an inch in oakland. a little less than that in san jose.

i also want to give you a heads up the next few hours, the winter storm warning in the sierra will expire. today is a good day to drive to and from tahoe because we are expecting more snow with this system on thursday for tahoe and that is going to bring rain. here is the accuweather seven-day forecast. i want to spend time on this to tell you about the three starts to prepare for. the first one comes tomorrow night into thursday. then we have a stronger system, level two friday into saturday. this will look like it will bring anywhere from one to two inches of rain for the neighborhoods paid at this point, the long term forecast shows that it will be clearing out for the new year's eve celebrations, and sunday will be drive-through the first of the year before the third system moves in a level 1 on monday and tuesday. tuesday. take those d dishes still coming out dirty? it may be your detergent. only cascade uses dawn... as a built-in pre-rinse system.
