2500, but that is bad and represents a whopping 86% of domestic flight cancellations in the united states. >> southwest is responsible for all but one of today's flight cancellations. at the international airport it had 108 cancellations in total. they are responsible for half of today's flight delays. abc 7 news reporter zach fuentes is live at the airport. the bay area airport most impacted by the meltdown. >> it has been a mess. what is the situation like tonight? >> it is a lot of the much quieter right now than it would normally be. there are stacks of luggage just waiting to be reunited with their owners and i want to show you the monitors putting a visual to all of the cancellations you just talked about. the majority of the cancellations are southwest, that is confirmed by the san jose international

spokesperson here. delays, almost every one of those are southwest airline flights. things have calmed down a little bit in terms of the ticket counters, one of the busiest spots this afternoon has been the rental car center. it has been a last resort for many passengers. greg mcmurray and his family, like many others, are caught in the chaos caused by southwest delays and cancellations. his daughter visiting for christmas was supposed to fly out tuesday. >> at the last minute southwest call us and said the flight was canceled, so we are scrambling trying to figure out how we're going to get her home. we called the bus avis was the only one. they had a one-way rental from san jose air. >> the time the family spent in mind was longer than the flight to l.a. would've been. when we spoke with them they had been in line for an hour. cameras showing just how much longer they had to go before getting to the counter.

the mcmurray's story is far from unique. >> no buses, no trains. no rental cars. >> the challenge of rental car not even half of the battle for him trying to get back home. you're getting a car to drive to l.a. so you can fly to d.c.? san jose international says that while ticket lines are getting shorter, delays and cancellations are still happening notifications are not coming through the most common channels. something travelers told us and even the airport spokesperson was set to fly southwest thursday. >> i got an email that said my flight was canceled and in the app it looks normal like i'm going to be able to flight out. so definitely check a couple of sources, check with your airline. do not rely on push alerts and texts in emails. days. our cameras caught up with john williams tuesday night. he was supposed to be home in oregon and had been sleeping in the airport for two days. wednesday afternoon, he was there and now things are shaping up to him. >> southwest put me in a hotel

which was refreshing. i've been sleeping on the floor for two days he has booked a rental car and he has raved the miles long line to get the car and drive home. through it all, santa clauses helper has found a way to stay positive. >> it comes from those positive kids giving me hugs all season. >> again, the main message airport officials want to get out to people flying southwest is to double and triple check your flight status through multiple sources. email, the app, even call if you can get through because cancellations are expected to last through tomorrow. you want to be prepared. that i ran into who said they cannot get out until sunday at the earliest on southwest let's talk a little bit about alternate ways to get back home or where you are going. any of the people you spoke with had any luck getting a rental car? >> that was the thing. you saw so many people in the rental car center waiting to get

a car. they could not get on a bus, or a train, so that was their last hope. santa claus who you heard from at the end of the story, we interviewed him before noon. at about 3:20, he was in the garage waiting for his rental car. if you are able to get the rental car you are waiting for such a long time. in his case, it has been days and days of waiting. again, you want to come prepared and if you can avoid it altogether, might be best if you can stay here longer with family or friends. in san jose, zach fuentes abc 7 news. >> let's take a live look at oakland international airport, thanks to the abc 7 oakland airport camera. today saw 124 flight cancellations. all southwest. have to flights delayed were southwest. sky 7 was above oakland airport today as planes sat near the southwest terminal. we went inside where several rows of luggage wait to be claimed look at this, goodness.

many people were separated from checked bags as southwest flights were canceled or rerouted. we spoke to a san leandro man who rented a car to drive home from colorado rather than wait for a flight. >> this is chaos. i'm getting no answers. i have tried to call multiple times. no one to talk to. i would love to be reimbursed for everything. and lost wages from work. >> right? despite the chaotic tourney, he told us he would fly again with southwest. at sfo it is a similar site, luggage outside baggage claim. southwest ceo says it is doing everything it can to return to or more operations by the end of this week. to san francisco international airport, a live look, 47 flight cancellations in total, 80% of those are southwest more than 120 flights were delayed. >> southwest's problems are not

just limited to the passengers. the airlines workers are struggling as well. some employees are speaking out about long shifts and extreme working conditions during the crisis. randy barnes is president of tw u-local 555 representing ground workers at southwest airlines. those are the folks who work outdoors obviously and he says his members were battling subzero temperatures, driving wind, ice storms. many working 16 or 18 hour shifts. >> we are performing one of the most dangerous jobs out of any industry and that needs to be recognized. >> he pushed southwest to employees in and out of the cold to prevent frostbite and compensate them with premium pay. those requests were ultimately honored though he says not soon enough. he says with better planning the meltdown that left thousands of passengers stranded could have been avoided. stop dropped more than 5% on top

of losses during trading yesterday. >> today the man accused of attacking house speaker nancy pelosi's husband with a hammer pleaded not guilty. david depape murder, burglary and assault with a deadly weapon, accused of attacking all pelosi with a hammer at the home in october today, david waived his right to a speedy trial. he is scheduled to be back in court in february to set a trial date. david faces federal charges of assault and attempted kidnapping. he pleaded not guilty to those charges last month and remains held without bail. we are keeping track on every update in this case and so can you. check out the timeline on our website abc7news.com. now to new details on the so-called stockton serial killer case. the suspect is accused of killing another person in oakland in april 2021. leslie brownlee was charged

yesterday with four additional murders. one of those murders was of the previously unknown oakland victim. marvin harmon was shot to death in east oakland six days after the murder of the first victim, juan alexander vasquez. also in open, brownlee was arrested in mid-october for three murders. he was charged with a total of seven murders and the attempted murder of a woman who survived. they are expected back in court for arraignment next tuesday. let's go to the weather now. we are getting our first look from the air today at some storm damage from tuesday morning. part of a real collapsed roof collapse in san ramon. sky 7 lou over that store today and you can see what happened. fire officials say heavy rain and drainage issues because the roof to collapse. it was a flat roof. no one was inside when it happened. at 6 a.m. yesterday, before opening, the building has been red tagged by the city. rough waves today off the coast

twitter appears to be down for users around the world. it is intermittent, some reporting problems on desktop and others on mobile devices. some issues are with logging in, some are with getting the feed to refresh. down detector says problem started 4 p.m. our time. twitter's headquarters in san francisco and has lost staff to layoffs, terminations and resignations in the two months since elon musk took over. >> more airline trouble with delta. a family visiting the bay area says they got a sizable voucher to give up their seats on overbooked flight data the sweet deal vanished after the airline made a mistake. stephanie sierra is in the newsroom with the story tonight. >> yes, this is a headache and i'm sure we've all been there. it stuck on overbooked light, the airline offers a voucher as long as you will give up your seat. for this family, they did not get either. what is worse than getting your

flight canceled around the holidays? >> that i got accused of ruining christmas. >> bay area tourist david reeves will tell you. >> i understand the flight is canceled, things happen. but do not dangl then pull it back. is an $8,000 delta voucher. reeves says delta airlines offer that to passengers willing to give up their seat on overbooked flight from oakland to salt lake city on sunday. >> the lady was like we are looking for -- i cannot remember the number, but it was a substantial number of people to give up their seats. she was like we are offering $8,000 a seat. i was like i've got three seats. >> his, his wife's and his daughters. the lucrative offer to not hold up. reeves says the copilot never showed up, so delta canceled the flight and the voucher. >> so you're not honoring the vouchers that you agreed to pay and now you're canceling the

flight. i thought it was bad business partially. >> we brought this to thomas carpenter an attorney representing clients in the travel and tourism industry. >> we have seen situations like this a lot? >> well, it is somewhat unusual for a voucher to be issued for a flight and then to have that flight subsequently canceled. >> carpenter says airlines are required to offer any amount of compensation to passengers before involuntarily bumping them off of a flight. >> airlines get to set the rules for who gets pumped first. it could be based on frequent flyer status, the fair that you paid. >> if your flight refunds are not always guaranteed. it has to be a reason that meets the department of transportation's standards. for example a mistake made by the airline. which brings us back to reeves. he says delta was at fault in this scenario and while the airline offered to rebook him, he says the next available flight was two days later. to avoid that, he drove to

monterey regional airport to catch a flight on another carrier. delta played for his hotel and rental car, but he says not his flight. >> it were not getting the flight and you offer the voucher, why do we not get the voucher? airlines tuesday morning for comment on this situation but as of tonight have yet to hear back. as far as why reeves did not get the voucher, it is up to the airline. the department of transportation does not regulate terms and conditions of airline offers, so another reason we should always read the fine print. >> >> so easy to skip over the fine print, but we should. is there anything in the works to strengthen consumer travel rights? >> there is a federal regulation pending right now that if passed, will bring consumers more transparency. requiring airlines to disclose fees for things like baggage. >> ok. good stuff. thank you. >> alright, let's talk about

getting a little cool in santa rosa, 49 fairfield and livermore with low 50's in napa and concord. one a live view from our exploratory camera. , bay waters for now as we look toward the bay bridge and oakland. these are forecast futures, a series of storms that will move through tonight through saturday. dry and mild new year's day, so that's good news and storms will arrive early next week, so we get that one day break. on the abc 7 storm impact scale, the approaching storm for tonight and tomorrow is a level one and it will bring light to moderate showers, rainfall totals will range from portends of an inch to maybe just over one inch in the wettest locations. breezy with lower visibility with the clouds getting thicker and lower. here is our forecast for tonight starting at 9:00. by midnight going into the overnight hours we will see the first wave of rainfall, showers pushing through. it is going to be a wet commute tomorrow, so if you are commuting by car, be on the lookout for slippery spots on the roadways.

a tapering off of rain and late in the afternoon it re-develops with more intensity into tomorrow night. rainfall totals for that time into tomorrow night, again about 4/10 of an inch to an inch, may over an inch in some locations like higher elevations in the santa cruz mountains. overnight low temperatures will be in the low to mid 40's, not a wide range. high temperatures tomorrow will be in a narrow range, mid-50's. some coastal locations will be warmer than other locations that are near the bay and inland. that is the reverse of what we generally see. let's pick up the forecast animation tomorrow night and midnight. we have a level two storm coming in on friday, that is going to produce times of heavy downpours and windy, brief times of strong wind and snow over the sierra, followed by a second level two storm for saturday, new year's eve. that will produce i should say

>> southwest airlines is offering stranded passengers additional reimbursements for their travel expenses. that sounds good but what does it mean exactly? >> we turn to 7 on your side's michael finney. >> facing investigations from the federal government, critiques i consumers and complaints from passengers, southwest airlines made the announcement yesterday afternoon that they -- sorry, afternoon, that they will make all of these changes. with weather delays and cancellations, airlines need not offer refunds, but if the delays are caused by the airline it self, additional reimbursement is required. many say southwest cancellations do not meet the weather test. that said offer seems generous before the payments are made.

we will honor reasonable requests for r transportation the airline wrote. it to get reimbursement, passengers are told to send an email and are directed to this webpage. there is nothing that says reimbursement, so i reached out to southwest, asking which box should be used. i heard back and my question was not addressed. pick a box and let me know how it works for you. there is the concern over what southwest considers reasonable. i asked southwest for clarification with examples and the airline did not respond to that request either. that is a big concern for me, so if you filed for reimbursement, keep close track of the exchange and let me know if you have any problems. >> what exactly do you think they consider reasonable? >> look, it is hard to the legal definition for reasonable and customary is what

title 42 will remain in effect, the supreme court is expected to hear arguments starting in february and those are expected to take months to play out. tara campbell, abc7news. >> >> a freeway pursuit near sacramento ended with four people in custody. sky 7 was overhead when it came to an end this morning. a patrol car pinned the suspect's car against the center divider on 80 and highway 37. the chase started in elk grove where police tried to stop the car because it had been reported stolen. that led to a high-speed chase on 81 the proceed -- pursuit reached vallejo they used spike strips. the driver and passengers were taken into custody and one police vehicle was damaged in the pursuit and had to be towed off the highway a charges after a pursuit in san francisco. the 15-year-old suspect was charged with assault on a police

officer with a deadly weapon, felony evading and possession of a stolen vehicle. police tried to stop a stolen vehicle that they were driving at the intersection, but say he purposefully hit a police car and drove off. he was later arrested after trying to run away. >> the cdc announced people flying into the u.s. from china will be required to provide a negative covid test result. cdc isn't lamenting this requirement due to china's lack of transparency about the recent cases there. the goal is to slow the spread of covid-19 of course in the united states. i spoke with abc 7 special correspondent dr. patel about the new requirement during our 4:00 newscast. >> any passengers originating on a flight from the people's republic of china to the united states, even through another country, is going to require proof of a negative covid test no more than two days prior to getting on the plane. it could be pcr or in antigen

test, they are required to do telehealth with a professional watching you. >> it passengers could show proof of a positive test 10 days before the flight if they show proof of recovery. this requirement will go into effect on january 5, a week from tomorrow. the triple threat of covid, the flu and rsv is affecting health care across the united states. you know how it is impacting hospitals but it is also affecting hospitals. there is a shortage and abc7news reporter found contra costa county is asking for people to help out. >> a typical response to a 911 call includes police, fire and emblems but there are times when an ambulance is not available. >> there's a number of different circumstances in our jurisdiction that we have down to zero ambulances available to

be able to spot out to those lifesaving incidences. >> they are the fire chaplain of the contra costa fire protection district. the shortage of a meal its services is a problem faced by emergency responders across the country. contra costa county has roughly 30 ambulances to respond to their 911 calls. >> emile and services have been impacted by the pandemic, by recent events going on. but also a large ambulance service just for normal calls going to hospitals. >> to reduce the strain contra costa county health is urging residents to call 911 only in cases of true emergency. in a statement they say several hospitals in the community are reporting critically high levels of patients occupying beds with more than 1200 patients reported throughout the country. hospital emergency departments are similarly impacted. >> you may have a minor cut

>> breaking news now from alameda county. the registrar of voters says the ranked choice voting tally system was not configured property for the november election but only one race result was impacted by the error. the race for oakland school district -- excuse me, oakland school director in district four. rank-choice voting is what it sounds like, voters rank their choices, counting votes is done in a series of rounds. each time a candidate is eliminated, votes are re-tallied in the next round using the voters next choice. the alameda county registrar of voters says the problem happened when a voter did not indicate a choice for each round. again, only one race result was impacted. the oakland school director for district four. the registrar currently says
