heavy down spores just offshore. scale indicates this is a level 1 storm. it looks heavier than that right night -- right now. light rain and showers. rainfall totals up to one inch. breezy at times with low visibility. rain has it will intensify and spread to all parts of the bay area. the morning commute will be wet and slippery. a break in the mid morning hours followed by a surge of moisture in the afternoon and evening. the second surge will be heavier than the first one. it will be wet tomorrow into to -- and there will be more rain after that. dan: thanks very much. anyone living in san francisco can get free sandbags.

you can get up to 10 at the public works operation yard. that's on marin and kansas streets. they will be available tomorrow through saturday from 8:00 until 2:00. you will need to being proof of a san francisco address and be able to carry them out on your own. the city also asks that you call 311 if you see any flooding or downed trees. ama: the oakland zoo will be closed tomorrow because of the rain. the zoo said it's event is still on for now in the evening. as the storm's move-in, we are giving you constant alerts just like this one through the abc7news app. it has our meteorologists. download now and enable push notifications. dan: the struggles with southwest airlines seems to be ongoing. the stress on customer service is tremendous. luggage piles that are huge ocean of luggage.

now canceled southwest flight from san jose international airport to las vegas. known for his highlight reels, his itinerary would have included documenting this weekend's 49ers raiders fanfare. the teams go head-to-head on sunday. >> everything was bought. the plane tickets were bought. the hotels were reserved. it's my mother-in-law's birthday celebration. reporter: a long drive not an option with the weekend forecast of wet weather. he and his family choosing to stay grounded. the southwest travel chaos impacting christmas weekend for many. new year's weekend for some. >> travelers who are affected by that have caught on to what's going on and have stayed home or canceled their trip entirely. reporter: randy says he's been committed to the game since the

49ers schedule came out, driven by football and the battle of the bayfield. >> we found out it was over new year's which solidified our new year's plans. we are going to be in vegas going to the game. 25 of us excited to go. now we are worried about flights. reporter: his flight out of sjc is scheduled for saturday morning and hasn't been canceled yet. following the travel meltdown, he isn't taking any chances. >> spending the amount of money that we did on these tickets, we have to go. we are flying united at this point regardless of what southwest does with that specific site. reporter: looking ahead to thursday, southwest has canceled several flights to las between oakland, san francisco, and san jose international airports. >> i know we travel. there's just too many factors that are going against us to

make this trip happen for a lot of us. reporter: abc7news. dan: new developments now on the voting makes up in oakland. the alameda county registrar voters says results in an oakland school board race were incorrect. the candidate finished in third, now declaring victory. j.r. stone is following this story very closely and he's in the newsroom with some very interesting developments. reporter: this came as a total shock to those we spoke with. the alameda county registrar of voters says just one race was affected and that's the oakland school directors race covering district four. a press release from the county registrar says it learned that its rank-choice voting tally system was not set up properly for this year's november election. a county official wrote us saying, they became aware that there may have been an issue this past friday.

the county completed its research yesterday and informed the candidates this morning. alameda county says this affects the oakland school board director district for race but says no other result for any rank-choice voting election in any jurisdiction was changed. nick resnick was certified the winner earlier this month but one of his opponents was told differently wednesday morning. >> without being cynical, i now believe in holiday miracles. it was very shocking to wake up this morning and receive a phone call at 10:30 a.m. from the alameda county head of elections informing me that i've won the election. this came from bareboat who was a group that has worked on rank-choice voting nationally and they did and audit that led to this, i've now discovered. this didn't come from me as a candidate for my campaign. reporter: the registrar of

voters has not confirmed that hutchinson is the winner but does say, the current posted results are the original certified vote we are working to recertify using the correct tally. the board of registrar has not announced a newly confirmed yet. we did reach out to nick resnick but haven't heard back. resnick would be the first transgender person to be elected to a school board in california but it appears though the results are changing. abc7news. ama: power is back up on treasure island tonight that it's the second straight day the island dealt with two massive power outages. the island lost power for a couple hours and everything was restored just before 6:00. san francisco officials are investigating the cause of the outage. our partners reported that officials suspect yesterday's power loss could have been from vandalism. similar outages from vandals occurred in washington and north

attempted to gain dan: -- ama: for rick singer is to -- requesting leniency and zero prison time pop. they said singer deserves to send six years behind bars. singer pleaded guilty in 2018 to help facilitate bribes from families to college institutions. he has helped prosecutor secure 53 other convictions. lori loughlin and felicity huffman were among the parents charged. both served time in dublin. sentencing is set for january 4. dan: pope francis is asking for prayers for his predecessor pope benedict whose health is worsening.

the cathedral of st. mary of the assumption in san francisco held a retirement mass in honor of pope emeritus benedict. he was the first pope in 600 years to retire from his position. a bishop in spokane met benedict years ago. >> one of the bishops said he was the most receptive to questions. he was very hospitable. there was a human side of him, a kind side, a hospitable side that you might not think existed. dan: benedict is being monitored by doctors as his health deteriorates. pope emeritus benedict is 95 years old. ama: new developments in covid news. the u.s. will start requiring negative covid test for any traveler coming from china. this starts january 5. it comes in response to the recent surge of cases and lack of transparent data recorded from china. japan, india, taiwan, italy have

imposed these testing measures. dan: a necessary part of our work to build a better bay area is creating clean environments for all of us. we know cars and trucks are a major source of pollution but tonight, a new study is revealing the success to cut those emissions. those lessons will lay out a roadmap for the future. if you are trying to describe the millions of vehicles that roll along bay area roads, the phrase environmental success story probably wouldn't pop into your head. researchers at uc berkeley say our success in cutting dangerous emissions from cars and trucks over the past 50 years has been nothing short of dramatic. >> each measure of pollution we looked at has decreased more than 99% from cars. that's an astonishing decrease. dan: these professors wanted understand which policies had the biggest impact on pollution and how to expand on that success in the upcoming decades.

they compared factors ranging from stricter gasoline standards to improvements in automobile technology but they say the real gains came with the clean air act of 1972. >> it says it's illegal to sell a new car in the u.s. if, when the car is newly manufactured, it omits more than some number of pollution. reporter: while the study highlighted the success of government regulation in cutting automobile pollution, the road ahead could be tricky. especially when it comes to getting rid of the biggest polluters of all, older cars. >> lower income groups are going to own older cars because they are less expensive to own and operate. it's also the case overwhelmingly, older cards are the dirtier cars. dan: as the market moves towards cleaner but pricier alternatives like electric cards, lower income drivers may be inclined to hold onto their older cars

longer. one idea has been to flip the price structure to make older polluting cars more expensive to own. there's also concern about increasing the burden on lower income drivers. >> if you want to turn over the entire fleet to a zero omission vision of the future, you have to make it the most appealing option. reporter: the researchers look at the potential of expanding subsidies for purchasing zero omission or low emission vehicles along with increasing rebates for trading in or strapping older, higher polluting vehicles. over the next decade, it will take a mix to push drivers toward lower polluting vehicles. dan: the challenge is to find a way to keep cleaning up pollution while maintaining an equitable balance of policy across the community. dan: to continue improving the air that we all breathe. one of the main reasons old vehicles pollute more is catalytic converters and other pollution control systems tend to degrade with time.

the rain is going to continue overnight so it will be a wet morning commute. here's the view from sutro tower over san francisco. it doesn't appear to be very wet but clearly there's wet weather across much of the bay area right now. 51 in san francisco. 50 in oakland. 52 in san jose. the view from the east bay hills camera looking across the bay looks rather quiet. upper 40's right now. fairfield at 50. concord at 48. there are raindrops on the camera lens at the exploratorium camera. this is the forecast. a series of storms pushing through the bay area tonight through saturday. dry and mild on new year's day but more storms arriving early next week. pardon my cough. the exclusive abc 7 storm impact scale indicates the approaching storm is a level 1 for tonight and tomorrow. light to moderate showers.
