san jose. tomorrow, light to moderate rain . low visibility and slippery roads and breezy at times. tonight at 6:00, widespread rain . tomorrow, on and off showers in the afternoon. an atmospheric river is headed in our direction for saturday morning and will bring storm concerns, flooding on the roads, small stream flooding and down tree limbs. power outages look like a moderate possibility. i will be back with a closer look at the storm system for the weekend. dan: we continue team coverage in the north bay where rain is creating flooding concerns and dangerous driving conditions. reporter: as you can see rain is really coming down.

homeowners are getting ready for more storms and possible flooding. on the roads, driving is already challenging. >> we arrived on scene and found the bus on its side. reporter: rain and slick roads might have caused this transit bus to overturn. >> no passengers, just the driver. reporter: the driver suffered minor injuries and had to be extricated from the bus. a tow truck was able to flip the bus back on its wheels. a severe weather shelter open thursday because of heavy rain. shelter is on kerner boulevard in san rafael. >> we regulatory monitor the weather and do what we can to offer mitigation strategies as our commitment to the on house to put -- i'm

the company expects to resume normal operations tomorrow after days of thousands of canceled flights but trouble is not over yet. za jose international airport with the latest on how things are going. reporter: there is some rel and operations are expected to be normal tomorrow but at this airport today there are as many cancellations as yesterday and a lot of bags had to be returned to owners. some don't know where their luggage has landed. the southwest travel nightmare continues thursday with the airline confirming they are still operating one third of their travel schedule but they say operations will be back to normal tomorrow. san jose airport continues to have cancellations. this is what the lines looked like at the rental car center on wednesday as people waited for

hours. one day later it is virtually empty. perhaps the trouble was are beginning to ease up but many are still in a state of limbo. these people county into san jose. >> we left orange county and it was fine. i said, good job to my husband. then the trauma. reporter: charles got his luggage. chris wasn't so lucky. >> we spent an hour at the baggage department of southwest. they said they would call us when they found it. reporter: their tro just started but the headaches for a local teacher started on christmas when she tried to fly to st. louis to see her parents. itinerary. >> i missed my connection in san

diego. they said my bags were offloaded there and they were never to be found. reporter: she drove back to san jose but days later, still no bags. >> she says they -- they say they were shipped to st. louis, which was my destination. fingers crossed they will be shipped back to san jose but i do not know when. reporter: there was a mix of happy reunions. a reunion others are hopeful they will have as well. >> i just want my bags back. i will call it a day. reporter: this is the area where bags are being stored. at one point this area was packed with suitcases and now it has thinned out so there has been some relief. if you are still missing luggage, there is a travel disruption page on the southwest website where you can go to

claim your luggage. they will ship it to you for free. ama: it was a similar situation in oakland. we were there as some travelers were reunited with luggage. southwest travelers missing luggage and they can submit a form to have their luggage shipped anywhere for free. dan: new details and the death of a two-year-old in oakland. the police chief held a news conference with information and our reporter is in the newsroom to explain what we learned. >> on december contacted about the death of a two-year-old. the boy was killed in oakland. his body was found in napa. he was two years old and details have not been released as to how he was killed. his body was found outside.

the police chief of oakland says someone was arrested close to the child on unrelated charges but it is unclear if that person is a relative. no charges have been announced yet for the homicide. >> this is a tragic case. this should not have happened. we appreciate the hard work of the oakland police department who relentlessly followed up every lead same day to napa county and recover the two-year-olds -- two-year-old. it is a testament to their effort to solve the case. my heart goes out to the family and community. reporter: an autopsy is being performed on police are asking the public for any information. if you know anything about the case, please call them. ama:

stephanie sierra has the story. >> the number of unhoused patients is more than triple, even up to six times more than other areas in the state, including l.a. and medical directors are concerned about the impacts. unhoused patients make up less than 5% of emergency department across california but in san francisco, it is up to 32%. >> i thought the urban areas was similar to us so this is shocking. reporter: this is the medical director for st. francis and st. mary's medical center. both hospitals are among the top three emergency departments in the states with the highest percentage of unhoused patients. >> i think it's because of

location. we are close. reporter: providers are seeing the same patients repeatedly, often under the influence, requiring additional nursing resources on security. >> there has b violence instances in the er and i hear this across the city, even among my colleagues, that it just seems there is more violence in general. the domino effect impacts our staff feeling unable to come into work and then we are short staffed. reporter: care for unhoused patients typically eat more of the cost. and since 2012. 20% are self-pay on the hospital often is not reimbursed. the doctor says it impacts both hospitals financially with the

potential to limit staffing and availability of beds. >> in ter retention it leads to a crisis. reporter: the chief medical officer says the high percentage of unhoused patients in the er does not strain staffing but does strain space. >> having additional units in the hospital to take care of more patients. higher volume across the board of all patients. reporter: hospitals are expected to move patients to vr as quickly as possible and all three with the highest percentage of unhoused patients fell below the median average for er turnaround times across the state. ama: 1, center a residents who own a
