thank you, sandia. we'll check back with you in the north bay. the rain is making roadways slick and hazardous for drivers homeowners are getting ready for the next round of storms, which could bring flooding abc 7 news reporter cornell. bernard is live with the story in san rafael. cornell's coming down. yeah, alma. it is definitely coming down. it's a wet thursday night here in marin. the rain has been well, it's been raining for most of the day homeowners getting ready for more storms and possible flooding and out here on the roads. well, let's just say it's been a challenging day. we arrived to the scene and found the bus on its side firefighters say rain and slick roadways may have caused this marine transit bus to overturn thursday morning on anderson drive in san rafael. no passengers just a solo driver the driver had to be extricated from the bus and suffered minor injuries. hours later a tow truck was able to flip the bus back onto its wheels.

a rainy week brought flooding to parts of sonoma county highway 121 at highway 12 was under water tuesday a new flood threat returns friday into saturday as storms intensify every storm. we have quite a bit of flooding time. broxley dixon loaded up on sandbags to take back to her home in san rafael. she's hoping it will help protect her backyard from the downpour every rain we have flooding. so i heard there's gonna be about three to six inches. so just our garage will flood every time and not ready for it this year marin county severe weather shelter was opening for the third time this month due to heavy rain for those experiencing homelessness. the shelter is located on kerner boulevard, and we'll be open through new year's eve day. in senate somo sandbags for standing by outside downtown businesses just in case we found doris nelson who's visiting from vermont. it's not snow. and it's not sleep. so that's good.

we absolutely are we're seeing a lot of luggage being carted out of the airport right now to be shipped to travelers who have been waiting for it, but there's still a lot of frustrations today, even though we know that tomorrow operations are expected to resume back to normal. there's still a lot of travelers who don't know whether luggage is landed. the southwest travel nightmare continues thursday with the airline confirming in a statement that it's still operating 1/3 of its travel schedule. but in that same release they said operations will be back to normal friday those san jose international airport continues to have cancellations. some of the chaos has died down. this is what the lines look like in the rental car center wednesday people waiting hours trying to get one way rentals as a last resort a day later. it is virtually empty and here assign that perhaps he's travel wars are starting to ease up but for many travelers they are still in a state of limbo a state. they're desperately waiting to get out of charles and chris payton blue southwest airlines out of orange county into san jose to spend new years even carmel since it was a short

flight. they thought things would go as planned. we left orange county and everything was fine, and i said good job to my husband, but then the trauma happened as you can see charles got his luggage. chris was not so lucky. we spent an hour over in the baggage department of southwest airlines. they gave us a report to call us when they find it which doesn't help us because we'll be down in carmel whether troubles have only just started the travel headaches for local teacher terry hodges started christmas day when she was trying to fly into st. louis to see her parents. she was to go from san jose to san diego to connect fly the rest of the way but flight delays ruined her right tinerary. i miss my connection in san diego and they told me my bags were offloaded in san diego. i looked around the airport. hours and they were never to be found. i just drove herself back to san jose, but days later. she still doesn't have her bags just was told they were shipped to st. louis, which was my destination.

so fingers crossed. they will be shipped back to san jose in the next couple days. just don't know when made all of the troubles thousands of passengers had there have been some happy reunions. some are cameras caught early thursday on abc 7 mornings. i found it since december 24th a reunion others are hopeful they'll have too. i just want my bags back and i'll call it a day. so i just want to give you a good visual of the progress that we were talking about this area. you're seeing that's roped off. it was completely filled with luggage it needed to be reunited with travelers who were impacted by all of these delays and cancellations right now. you see the area is emptying out and there's luggage being put on carts right now. we saw fedex truck just outside being loaded up with these pieces of luggage for the travelers who've been waiting in some cases days. so at least here at san jose international a dent has been made in terms of the luggage that it's been just sitting here for such a long time right now live in san jose exact fuentes abc 7 news. yes hack that was such an

and she is with us in the studio steph. yes, dent of unhoused. county some medical directors are concerned about the long-term impacts unhoused patients make up less than 5% of emergency department admissions across, california, but in some sanford cisco hospitals, that figure is up to 32 percent. i think it's pretty impressive and i had no idea. i really thought that the rest of the state say in the urban areas with similar to us, so it's a bit shocking to me dr. joanne's son is the medical director for both saint francis memorial hospital and saint mary's medical center in san francisco. both hospitals are among the top three emergency departments in the state with the highest percentage of unhoused patients along with sf general. it's mainly due to our location. we're very close to the

tenderloin dr. son says providers are seeing the same unhoused patients repeatedly often under the influence requiring additional nursing resources and even security there's been many workplace violence instances in our emergency department and i hear this across the city even among my my other colleagues. it just seemed that there's just more violence in general that domino effects into our staff being feeling unfit and unable to come into work. so then we're short staffed hospitals offering care for unhoused patients typically eat more of the cost. for example, 65% of the unhoused er patients at saint francis memorial and saint mary's medical center have medical and rates. haven't been raised since 2012 another 20% are self-pay. so the hospital often isn't reimbursed dr. son says it's impacting both hospitals financially with potential to limit staffing and bed

availability. do you think this long term could lead to a staffing crisis? oh, i absolutely believe that in terms of recruiting and retention dr. luke john day the chief medical officer at sf. general says the disproportionately high percentage of unhoused patients in the er isn't isn't straining staffing at the overall inf. of patients has required more space. we've opened additional units within our hospital to care for more patients who require hospitalization is that we're just seeing a higher volume across the board for all of our patients. hospitals are expected to move patients through the er as fast as possible and we found those three san francisco hospitals with the highest percent of unhoused er patients also had longer patient turnaround times than other hospital systems across the state for the i-team stephanie sierra abc 7 news, very interesting. all right, stephanie. thank you very much if you have a story for the abc 7 news item call this number on your screen 1888-40i team or go to abc 7

have a level two a moderate string storm coming in saturday morning with that atmospheric river moderate to heavy rain gus 35 to 50 or higher flooding is expected on small streams roadways. there's a possibility of flooding on rivers and possibility of shallow mud slides. so this storm is going to bring concerns and a flash flood a flood watch. excuse me. it's already been posted for the entire area that starts tomorrow afternoon runs until saturday evening. the concern is the ground is already saturated. we haven't had of a chance to dry out and you add heavy rain on top of that you get the runoff and you get the potential for flooding across the region. so let's time this out for you tomorrow afternoon. it's just off and on showers saturday morning is when that atmospheric river aims right at us could be some thunderstorms six o'clock saturday morning. you will notice some heavy rain coming right through the bay area heaviest rain continues at 9 am and then as we had towards the afternoon hours the rain

eases up in the bay still going in the east bay in the south bay, although not quite as intense. it's all gone by the time your new year's eve plans begin. she's going to be a combination of fog and clouds now rainfall projections through tomorrow afternoon. you're looking about a 1,500 of an inch to just over an inch of rain when you add to the rainfall the saturday storm. we're talking about one to three inches or more certainly the wetter spots could pick up three to four inches of rain. and so that's the biggest concern is we're gonna see some problems on here in the bay area on saturday the accuweather seven day forecast. it's periods of showers with our level one system for tomorrow. it's a level two saturday morning with a stormy start to the day you ring in the new year heading into sunday for the first day of 2023 it is going to be dry and then we have a series of storms continuing through next week. so monday, tuesday, wednesday thursday right now all level ones that could change mid-week might have to be bumped up.

configured properly for the november election, but only one race resulted was affected by this error. that's the oakland school director district 4. so who really won? maybe runs her husband looked into that today. as ballots were being counted in last month's election in alameda county. something was wrong the algorithms and the election officials almost always get it, right. in this instance, it was simply a button that was left checked in the menu option for the algorithm. that was not unchecked sean dugar is with the california ranked choice voting coalition. one of the two groups that caught the error in the ranked choice voting program votes can be handled in two ways in the first way if a voter skips their first choice that vote is skip but in alameda county the correct setting should have advanced the second choice to become the first choice that matters in ranked choice voting where candidates or eliminated

missed the deadline to demand an initial recount, but given the error in the school board race. they're demanding a manual recount in all of oakland city elections. even the oakland has been using ranked choice voting for over a decade. we think that the integrity if there is any integrity in this election that a manual recount might bring about some credibility the issue for the county now is how to recertify the election in an election outcome that is unprecedented in oakland abc 7 news. starting january 1st, san jose residents who own a gun will be required to have insurance, san jose is the first city in the nation to make this a requirement proof of insurance must be kept with the weapon the policy must cover losses or damages from the unintentional use of the firearm mayor sam. licardo says the insurance provides security for gun owners and it is an indicator that gun owners are being safe.

it was a two-story lisa frazee has been rebuilding her santa rosa home for five years since the 2017 tubs fire frustrating. it's taken over my life for the past five years her frustration boiling over with the news that efforts to make fire victims pg&e bankruptcy settlement payments federally tax-free before the end of the year have failed. we were hopeful as we're going in because again as a bipartisan legislation congressman, doug lamalfa says, the legislation was part of a larger omnibus bill which packaged together several matters. we were hoping that we could kind of ride into tails of that. well the whole tax standard tax modification package didn't make it into omnibus bill so ours kind of went down with the ship on that for for now, it's never been taxed in the first place because this isn't income. this is reimbursement. richard lane is also a tubs fire survivor. we did not know when we first agree to the bankruptcy agreement forward by pg&e that going to be tapped on our recovery money on september 29th
