adding up. live doppler 7 is a peppering of light showers, low visibility as well. we are down to a mile and a half in santa rosa. 2.5 in sfo. on the exclusive storm impact scale it is a light storm with scattered showers and the biggest impact is slick roadways and low visibility slowing you down. it is a wet picture from the exploratory ok amount. the embarcadero is lit up. on and off showers throughout the day today and early tomorrow morning and we have an atmospheric river set to hit us. we will talk about a stronger storm coming up. kumasi: more rain is expected tonight and tomorrow morning packing a punch. the bay area is under a flood watch. lena howland has a look at how the roads are looking. lena: good morning.

we are live on i-80 heading eastbound towards the city of richmond. we are seeing some seriously slick conditions on the roads. we have seen rain nonstop in every city we have driven through tens we have left in the dublin area. the rain has not let up at all. this is a look a on i-80 and this is a story only expected to get worse. the rain is causing problems for drivers. look at this video of a rockslide in marin county on southbound highway 101 south of spencer avenue. this damaged evan cars, four of which were towed and the others needed tire changes. right around 1:00 in the morning. caltrans had a loader clearing rocks and a scraper for the small stuff.

we talked to one homeowner getting gas for his generators to prepare for this incoming storm. >> i have to worry about landslides, mudslides, trees coming down. i have had to get a camping pack -- backpack and pilot my supplies and hike back in every two or three days. lena: he says after living in the mountains for eight years this has taught him in the word of increment weather is that anything can happen. the national weather service has a flood watch in effect for the entire bay area later on today and continuing into tomorrow morning which is why we are taking this storm so seriously. this is something everyone will want to prepare for. kumasi: thank you. the entire bay area under a flood watch until tomorrow and

north bay residents are preparing for that possibility. parts of sonoma county flooded earlier this week. >> every rain we have flooding, so i heard that there will be about three to six inches so our garage will flood every time. we are not ready for it. kumasi: san rafael have sandbags that residents barrier. jobina: a neighborhood in san francisco saw a heavy rain with multiple puddles forming throughout the area raising concern for minor flooding. san francisco residents and businesses can get 10 sandbags from the public works operation yard open today and tomorrow from 8:00 a.m. until 2:00 p.m. if you are not already streaming with us the app is one of the easiest ways to track the storm. we have live doppler 7, the

latest forecast and more. it is available for fire tv, apple, roku, devices. kumasi: southwest airlines nightmare. it appears to be ending. the airline will operate its normal flight schedule starting today but let us look at sfo. according to flightaware, only two southwest flights are canceled today, and only 39 southwest flight have been canceled for today which is a major improvement from the past three days when more than 2000 were canceled three days in a row. southwest's problems because a man from alaska to miss a lie straight -- a life-changing event, a heart transplant. he has congestive heart failure. he got a call from washington medical center last thursday saying that they had found a donor. he only had eight hours to get from fairbanks to seattle so he

raced to the airport only to find out that his flight was canceled. >> and in his second flight got canceled and then the third flight got canceled and i knew at this point and i told my brother i said the next phone call will not be good. just as i was calling her she was calling me back to say they would give the heart to somebody else. kumasi: he says he was glad that someone was able to get the heart but hopes that he gets another chance so he can see his kids grow up. the kids range from three to 36. jobina: three san francisco hospital emergency rooms have the highest percentage of on house patients. the question is will that impact staffing and long-term care. stephanie sierra dug into the issue and here is what she found. stephanie: on house patients make up less than 5% of emergency department admissions. that in some hospitals that figure is up to 32%.

>> i think it was impressive and i had no idea. i thought that the rest of the state was similar to us. it is a bit shocking. stephanie: dr. joann is the medical director for st. francis memorial hospital and st. mary's medical center. they are among the top three emergency departments with the highest percentage of on house patients. >> i think it is mainly due to our location, close to the tenderloin. stephanie: providers are seeing the same patients repeatedly often under the influence requiring additional nursing resources and security. >> there have been many workplace violence instances in our emergency department and i hear this even among my other colleagues that it just seems like there is more violence in general. that domino's into our set -- domino effects into our staff

feeling unfit to come into work. stephanie: hospitals offer care for an house patients typically eat more of the cost. 65% of the patients have medi-cal and rates have not been raised since 2012. another 20% are self-pay so the half and decile the hospital is not reimbursed. it is impacting both hospitals financially with the potential to limit staffing and better billeted -- bed availability. do you think this could lead to a staffing crisis? >> absolutely. in terms of recruiting and retention. stephanie: the disproportionately high percentage of on house patients is not straining staffing but the overall influx has required more space. >> we have opened additional units within the hospital to care for more patients.

to hit two pedestrians. those two people and what of the drivers suffered minor injuries and the driver of the other car was stuck inside the vehicle. firefighters cut the roof off to get them help. that person is expected to recover. kumasi: two people have died after a single car crash at midnight while the rain was pouring down. a third person had to be taken to the hospital. drew: we are on storm here is the reason why. we are wet, seeing scattered light showers, mist and most of the south bay dealing with overcast skies. we will see more wet weather encompassing the entire region. live doppler 7 will be busy through today and early tomorrow. just some light sprinkles.

you are looking at water vapor, and that is basically the fuel for storms, how much moisture they can unleash. as you go toward saturday morning we have a moderate atmosphere river aimed at central california which originates near hawaii. the heavy rain and it will feel mild in the 60's you will feel the warm weather. look at the numbers, in the upper 50's close to where we should be for the afternoon high. future weather is showing scattered showers that continue into the afternoon and evening and we will track downpours and then the strain -- then the storm will strengthen. upper 50's to lower 60's. a flood watch going into effect and emphasizing tomorrow morning because that is when it becomes a level two. we will show you saturday morning the threats we face coming up in eight minutes but let us check in with sue and see how we are doing with traffic.

people are bracing for the threat of flooding which could also push back the long-awaited launch of the crab season. lena howland is live on the roads for us. where are you now? lena: hello, good morning. we are live on i-80 heading westbound near emeryville where the rain is still coming down. honestly it has been raining in every single city we have driven through and it is not letting up anytime soon. this is a live look at the heavy rain falling on the highway and it is impacting the morning commute. we are on our way to the jackknifed semi that was on 880 that sue was telling us about. this happened around 2:00 and it still has all northbound lanes blocks. and just 3.5 hours after the crash happened. here is a look at a rockslide in

marin county that happened around 1:00 on southbound highway 101 in sausalito south of spencer avenue damaging seven different cars. this storm is adding uncertainty to the launch of the commercial dungeness crab season set to open early tomorrow morning after multiple days. the san francisco chronicle says that many fissures are not sure if it will -- fishers are unsure if it will be possible to deliver crab because of the bad weather including high wind on the ocean. since most seafood buyers will be closed the soonest most people can expect to see local dungeness crab in stores might not be until early next week. we will just have to wait and see. we are still on our way to the semitruck on 880 throwing a major ranch into the morning commute. -- wrench in the morning commute.
