with the look at how the roads are doing. lena: the roads not going well on 880 in oakland heading northbound. all northbound lanes are at a standstill. this is because of a jackknifed semi a little bit ahead of us. we are giving you a live look at the standstill of traffic we are stuck behind because of this jackknifed semi. the crash happened at 2:00 this morning and traffic has been stuck in a standstill for about four hours. traffic is being diverted on high street. this is all because of the rain causing a lot of slick conditions for drivers heading out this morning. the rain is causing problems for drivers. take a look at this video of a rockslide on southbound highway 101.

this is just south of spencer avenue. it damaged seven cars. the other three just needed tire changes in the rain and in the dark. caltrans was dispatched and had a loader clearing rocks and a scraper for the small stuff. we talked to one homeowner in boulder to prepare for this storm. >> i have to worry about landslides, mudslides, trees to come down. i declined over the slides, hitchhiked to town, hike back in every two to three days. >> he says -- lena: after living in the mountains for eight years any word of any clement weather needs anything can happen. the national weather service is a flood watch will be in effect for the entire bay area and continuing through saturday evening. we are stuck behind this jackknifed semi in the oakland

which is a major improvement over last three days went 3000 flights were canceled. jobina: this story just breaks my heart. southwest problems caused a man from alaska to miss a life-changing event, a heart transplant. he has congestive heart failure. the father of seven. a call from washington medical center in seattle saying they had found a heart donor. he had only eight hours to get from fairbanks to seattle so he raced to the airport to find his flight was canceled. >> and then the second flight got canceled and the third flight got canceled and at this point i knew, i told my brother, i said the next phone call was not going to be good. my mother tell me they were going to give the heart to somebody else. jobina: he is glad somebody else was able to get that heart. he hopes he can get another chance soon so we can watch as

children grow up. the children range in age from three to 36. kumasi: the homeless crisis is in our local hospitals. three emergency rooms have the highest percentage of unho patients in the state. you're more than 300 emergency departments across the state. most have the on housed population -- some in san francisco have up to 32%. the medical director at saint francis memorial hospital and st. mary's medical center was surprised by our findings. >> i think it is pretty impressive. i thought the rest of the state in the urban areas was similar to us. it is a bit shocking to me. kumasi: she says providers see the same on housed patients multiple times. many are under the influence and

require extra nursing resources. unhoused patients are not straining staff but the influx has required more space. jobina: with two raisins incidents in the east bay, the suspect has been charged with two misdemeanors. he is accused of going on a racist rant on christmas eve. then he is accused of spitting on a woman site -- on a woman outside of a market. he will be extradited back to california. kumasi: san jose police are investigating a crash that heard four people. fire fighters 82 cars were involved in the crash and the impact of that crash led one of the cars to hit two -- driver of the other car got stuck inside the vehicle. that person has moderate injuries but is expected to

recover. two people have died after a single car crash before midnight. it happened while the rain was coming down on southbound 101. a third person had to be taken to the hospital. jobina: a request for a recount has been sent to the alameda county registrar of voters after an error was found in the oakland school board race. a setting in the ballot counting machines was left unchecked, causing an error in the rank-choice voting method. the correct results could put mike hutchinson winner of the oakland school board director of district four. the alameda county registrar of voters released a statement that reads "there are jurisdictions outside of california that require rce to be handled the first way, that is why the configuration exists in the system." kumasi: protection for fast food workers. why one group is trying to stop a new law from going into

yosemite valley can still do so through a couple of other routes. the names of the people killed have not been released. in the north bay the rain is not expected to stop the annual christmas bird count in marin over the weekend. this year marks the 123rd bird count by the national audubon society that takes place mid december through january 5. hundreds of volunteers cap thousands of birds to evaluate recent populations in the reaction to climate change. volunteers expect a low count as birds chic -- as birds seek shelter. kumasi: there is a rare sighting in southern california. bird lovers flooded in orange county neighborhood to get their eyes on this snowy owl. jobina: it looks like it is a jacket. kumasi: it knows it is gorgeous. neighbors spotted this exotic bird on several rooftops in cyprus.

here is how the day plays out. it is a great date with overcast skies. heavier downpours in the afternoon and evening but early tomorrow morning a stronger storm is said to arrive and bring about a flood threat. a flood watch will go into effect overnight tonight. we'll talk all about the impacts and what it means for new year's eve it a few minutes. kumasi: a huge house fire in the south bay rope out in san jose shortly before 2:00 this morning. this video shows the flames shooting out from the garage and the roof of the home. officials say one person was hurt. we do not know the extent of their injuries. we have reached out to the san jose fire department for an update. jobina: more rain is coming in the next two weeks and people are bracing for the threat of flooding. lena howland us live on the road. are you still on 880 in oakland?

i can see our other camera and all lanes are blocked. lena: that's right. we are still stuck on 880 heading northbound in oakland where we have been in this complete standstill for about 40 minutes, barely moving a few feet. take a look at all of these cars stuck with us. it has been like this for about 4.5 hours. you'll will want to avoid this area. we have barely moved for about 40 minutes, still trying to get closer to this crash and this nonstop rain and slick roads. drivers are being diverted on high street. this is not the only major issue we are seeing on the roads. look at this video of a rockslide in marin county on southbound highway 101 just south of spencer avenue. it damaged seven cars, four were towed and the other three needed

tire changes in the rain and in the dark around 1:00 in the distcheand had a loader clearing rocks and a scraper for the small stuff. back on 880 we are still stuck behind that jackknife semi blockade on northbound lanes. this is throwing a major ranch into the morning commute of 70 people. we have been seeing several cars attempting to back up and illegally turn around in this traffic on the shoulders, just trying to get out of this traffic. i talked to one man of minutes before the live shot and he said he needed to get out of this because he is already very late for work. avoid this area if you're going anywhere this morning. lena howland, abc 7 news. kumasi: the rainy weather is forcing the oakland zoo to close. people who made reservations will get a refund.
