distance from the road all the way down the cliff to the ocean below. suzanne phan is liv latest. sunn survived the harrowing crash. firefighters consider it a miracle. it was a complex rescue. it was a dramatic rescue that was right out of a movie. more than 30 rescuers from multiple agencies, and three helicopters involved. several choppers hovered above as rescue crews armed with ropes and special equipment scrambled to get to the victims. it started around 10:30 this morning. authorities got a call of a tesla that went over the cliff. the driver was going south on highway one. the crash happened by devil's side. authorities don't know why the car veered off the road. it was a tremendous drop.

>> we had 300 feet of ropes and we just about maxed them out. suzanne: inside the car, a nine-year-old boy and four-year-old girl and two adults. rescue crews action waiting fore amidst slippery conditions, the adults were rescued by air with the help of coast guard and chp helicopters and a medical air ambulance. a devastating crash, but one that had a truly unbelievable outcome. >> we come out here unfortunately too often for things like this. this was nothing short of a miracle that they survived. suzanne: authorities say the children had minor to moderate injuries. the adults had critical injuries. at the time of the crash it was not raining, but authorities don't know why the crash

happened or who the people were inside the car. suzanne phan, abc 7 news. liz: thank you. happening now, a little more than 24 hours of dry weather but the rain has returned. this is a look from our exploratorium camera where you can see the raindrops on the lens. dan: take a look at the golden camera. spencer christian has a look at the soaking start to the year. spencer: that is true. soaking start and more stormy weather, severe stormy weather on the way. the current storm is light but we have pockets of moderate to heavy downpours in this area from south san francisco towards redwood city. portions of 280, highway one and highway 101 are getting drenched on top of conditions over the

weekend. this is a level one storm on the impact scale. through the evening, light to moderate showers, rainfall additional totals will be under 0.25 inch. slick roads and breezy conditions. starting at 5:00 p.m., the storm winding down in the evening, giving way to cloudy skies overnight, may be a spotty showers or two. the greater concern is a stronger storm that will be a level three on the impact scale, coming in wednesday and thursday, bringing long periods of rain, threat of mudslides, damaging winds. we will give you a closer look at the timeline later. dan: thanks, spencer. many communities saw the limits of the storm infrastructure in the past 48 hours, tested to its limit. with so much water, we had dangerous floods, closed roads and fast-moving creeks. we could see more of this all over again in the coming days. liz: our reporter is live with

the preparations underway. dan: he joins us live from danville. >> cruz just finished the streets here in danville, trying to avoid a repeat of saturday. officials say today was a good day for residents to get their house in order. it has been two saturdays flooding in danville and residents are still trying to clean up. >> the water came up to the stairs. once the water receded, we had mud in the garage. >> brent reynolds says he power washed the garage but the dam had -- the damage has been done. >> we lost all of that. this is what was salvageable on the right. >> the neighborhood got several feet of flooding over the weekend. firefighters had to use kayaks to evacuate some residents. reynolds says he knows his

family is lucky. >> if the floodwaterschr higher house would be flooded. the people down the street, that >> residents joined city crews trying to clean up streets. firefighters warned this weekend's rain will likely be worse. >> now is the time for homeowners to protect their property. >> steve hill is a contra costa official who says it is important for residents to get ahead of the storm. clean out gutters, check storm drains which could be blocked by leaves, and get sandbags to protect against flooding. >> it might help protect your property from sit -- standing water that could get into your home, which it did over the holiday weekend. >> sandbags are a hot commodity. one of the pickup spots was not only out of sand but out of bags.

miguel rodriguez was looking for sandbags for his clients. >> looking for sandbags but they have no more. a lot of people have damage on their property because so many leaves, at one time. and then we had a very good rain. steve says it may important for people who live near small creeks to get sandbags. that is what happened in danville, the creeks overflowed and that is what caused the flooding. liz: thank you. a pleasanton neighborhood was flooded this morning for the second time in 48 hours. homes near foothill boulevard were inundated this morning. resident steve and his wife were awake when it happened. >> we were unloading the dog and she said, did you hear something? i said yes, i do. she said it sounds like water.

i looked at the driveway and there was a wall of water coming down. liz: steve says a foot and a half of mud and water flooded his crawlspace and garage. the damage is much worse than what happened on saturday, when the neighborhood also budded. he wants to know where the water came from because it was dry this morning. flooded drains were along san leandro. gallons of standing water were sucked out at the on ramp. the clogged drains caused flooding over the weekend. dan: residents of an oakland apartment complex have been evacuated to a hotel as management tries to pump water out of the parking garage and restore power to the building. >> it is emotional because went from having a home, to my kids being homeless. >> displaced residents gathered outside this hotel near oakland

airport, where they are being provided temporary lodging after floodwaters inundated their building over the weekend on 70 1st ave across from the coliseum. >> the cars were underwater. the street was flooded. cars were driving through the puddles, gettingtu.>> residf thy complex shared videos of the damage and and email sent to them by the management of the complex saying clogged storm drains caused floodwaters to rush in. pg&e cut the power and it will take days to pump the water out. >> i went in the garage and i was fearful because i know the power was still on. i got in my car. it was above my ankles. the water was filthy. it was brown. there was trash. >> i'm angry. i have two cars that are gone. i have no transportation. i'm displaced. i work from home.

>> residents expressed security worries with no power. the management company said in the emailed they are providing a standing guard, but they referred residents to insurance companies for claims of loss of food and vehicles. >> this is bringing us closer together. from here, all we can do is rise above. it will take a lot of work. as long as we stick together, we will be all right. dan: a break in the weather yesterday and today. that gave people a chance to finish cleaning up and preparing for the next big storms. lyanne melendez continues coverage in san francisco. lyanne: here in san francisco, we didn't see as much wind as we normally have during one of these storms. the major cause of the damage around here was basically the

flooding. i will leave it to the experts in the weather department but it appears the next storm approaching, we will see windy conditions and that has the city very worried. it is hard to believe the floodwaters from saturday's rain storm came up this high. this is folsom and 17th francisco, which has a history of widespread flooding. neighbors and business owners told us it hasn't been this bad in years. >> looked like a tidal wave coming through. it came in with such force. boxes floated away with gallons of paint in them. it was intense. >> a few blocks away, the owner of hildebrandt furniture showed us the damage. he had sandbags but apparently they weren't stacked high enough. >> another foot over the top.

it took the wall of sandbags and slid them back. lyanne: this street artist shared pictures on instagram. his studio was flooded. he saved his paintings but he posted he is now focused on surviving the next major storm. the department of services will activate its emergency operations center to have a coordinated response effort among city agencies. >> we are assuming we will again get if not as much rain, at least more rain than the storm system is engineered to handle. with the wind, we assume we will have more power outages and more settled trees -- felled trees and branches. >> we will get sandbags. lyanne: the department of public works this morning had 4500 sandbags. cars were lined up early. public works expects a small shipment tomorrow and

weekend. lena howland has a look at some of the problems in the east bay. lena: as a break in the rain came monday, parts of the east bay are still trying to recover from the new year's eve storm. this golf course along redwood road was still partially underwater. r closed because of several landslides. >> it is pretty messed up. lena: the damage this creek did near crescent in castro valley caused part of the road to fall into the creek. >> that is it. no more. lena: this man and his family had a front row seat to the storm. >> we have to keep watching to seat -- to see if we needed to evacuate. lena: his backyard is a pool of mud, losing multiple trees and part of his fence. flooding his basement and leaving the condition of his

jacuzzi up in the air. >> the water went in and it is muddy over there. all the carpet is gone. we have exercise equipment that is all messed up. it is pretty bad. lena: as of monday morning, his family, still unable to reach their insurance company because of the holiday. while they are busy assessing the damage and contacting their insurance company, they are concerned about more rain expected over the next several days. lena howland, abc 7 news. liz: the oakland zoo is closed for two weeks because of catastrophic storm damage. intense rain washed the pavement away, causing this 10 foot by 10 foot sinkhole. it will take two weeks at least for repairs to be done. inside the zoo, there was flooding, fallen trees and major soil erosion. the animals and staff are all ok.

some streets are still flooded today. this is weeks street in palo alto near the ravenswood open space. clogged drains left ms and inches of standing water that won't go away. crews have been going around clearing drains but there is a backlog of flooding to respond to. dan: downed trees are a problem. this one fell over the weekend in san mateo. the tree is still sitting across audubon avenue near 5th st. arborists and public works crews have been busy clearing trees. liz: there is a lot of damage but fortunately much of the losses will be covered by insurance. dan: michael finney is here with a look at what damage will be covered by insurance and what damage won't be. michael: many of us write checks every year for homeowners and car insurance. then we don't think about it until an event like this. what is the coverage offered by your insurance company?

let's start with your homeowners. most policies cover wind damage, which includes a tree that falls. with water, it gets tricky but here is the basic rule. if water falls he discovered. if water rises, it is not unless you have flood insurance. if your basement floods, your homeowners policy probably won't pay. if your roof is damaged and rain gets in, you are most likely covered. mold damage gets complicated. check your policy. flooded cars are covered but only if the owner carries comprehensive coverage. it is the same with a falling tree. if you have comprehensive, you are most likely covered. most newer cars have comprehensive coverage because finance companies require it for an auto loan. if you suffered damage, take lots of photos and document everything. you could wind up fighting your insurance company. dan: excellent idea.

three feet of snow fell in tahoe. >> i think we got about 30 inches. ryan: photojournalist randy told me -- showed me downtown truckee. >> areas around here got 5-6 feet. there have been avalanche warnings. the ski areas were having problems getting open. it was so much snow. ryan: video showed neighborhoods covered in fresh blankets of snow. trees, powerlines and cars, supporting their versions of winter coats. experts say large amounts of snow fell in a short period of time. >> most of that 34 inches fell in the course of 12 hours. 7.5 inches falling between 4:00 and 5:00 p.m. ryan: the region is not done. the sierra may get 2-4 feet of snow in the coming days. it is picturesque now, but soon, it will look like this again.
