>> 5000 people living on the streets, it's a crisis and i oneness to treat it like a crisis. that means building much more cost-effective shelter, expanding inpatient treatment for addiction and mental illness and getting people inside. >> a budget set to come out in march will be the first steak aground in regards to the plans for homelessness and other key fixes in the city. he has evolved from an entrepreneur to a teacher from the tech office to city hall. now he is looking to evolve the city of san jose back to the great city he knows it can be. how do you think that 2023 will go over the city? >> it will be a great year. we will build a lot of interim housing and help many board members of the homeless community who endorse and continue to rebuild our police department and implement greater transparency and accountability around poor services. we will have to evolve how we solve problems in government, but san jose will continue to be a beacon for hope and

solutions, this is abc 7 news. >> the 19-year-othe new year's e attack on three new york city police officers had just been placed on a national terror watch list. it was on the family who raise suspicion to authorities. our reporter has a story. >> the suspect in the machete attack on three nypd officers near times square on new year's eve may have already been on the fbi's radar. sources say fbi agent's trevor in mid-december after family members were concerned about his plans to travel to afghanistan to join the taliban. he was placed on a terror watch list just weeks before allegedly carrying out the attack. he was arrested for attempted murder and assault of police officers after he was shot and wounded following the machete attack. he remains in custody under police guard at bellevue hospital in new york. the attack happened less than two hours before the ball drop outside a security checkpoint near times square were thousands of people were gathered to ring

best thing they can do is stay inside until the storm passes. >> there's not a lot to do to prepare but make sure you have enough for your snowblowers. clear things as best you can, and you stock up with food and just hunker down and wait. >> once it does, he says it will be ideal ski conditions. floodwaters will be covered by insurance. 7 on your side's michael finney has a look at what damage will be covered by insurance and what damage won't. homeowners, most policies cover wind damage your home, and that includes a tree that falls. with water, it gets tricky, but here's the basic rules. if waterfalls, it's covered, if water rises, it is not unless you have flood insurance.

doppler seven, our current storm doesn't have much left, it's all pretty much over. isolated sprinkles here and there. nonetheless, it still ranks one of the exclusive storms. through the night, there may be more scattered light showers, rainfall amounts, generally under the 10th of an inch, couple hundreds of an inch, but they will see roadways in the morning for morning commuters. starting at 10:00 tonight, you can see it will be cloudy overnight, a sprinkle or two. your morning commute, be aware of the wet pavement. rooftop camera looking across the embarcadero, these are the forecast features, light scattered showers overnight, cloudy and try tomorrow but a strong storm arrives wednesday and continues into thursday. this one is going to have quite an impact. overnight low temperatures will be mainly in the low to mid 40's. highs tomorrow under mostly cloudy skies. generally in the low to mid 50's. let's move along to the approaching strong storm, which will be a level 3 on the exclusive abc 7 storm impact scale. so we expect long amounts of heavy rain from the storm, high

flood threat of mudslides, strong and damaging winds will accompany this storm with gusts up to 60 miles per hour. there's a forecast, starting midnight tomorrow night or 12:00 a.m. wednesday, notice by 6:00 a.m. the storm will have surged on shore. morning commuters will be greeted by a ferocious storm, heavy downpours, strong, dusty wins, midday wednesday, and then another surge of storm activity that will continue through wednesday night and on into thursday. even though the intensity of the storm will not be so great on thursday as on wednesday, it will still be a level 3 in terms of the impact. we expect rainfall estimates -- rainfall totals, these are the estimates from two and a half to four and a half inches of rain. major storm concerns are very high concerns with flooding have roads, stream and creek flooding, mudslides, rock slides, landslides, all these a very high likelihood, power
