there will be long periods of downpours and strong gusty winds. a slight break in the middle of the day followed by a second wave which will be a cold front sweeping in. this is going to produce more extended periods of heavy downpours, strong gusty winds up to 60 miles per hour at times followed by more rain continuing into thursday morning. when phone estimates with the storm anywhere from under two inches to over two and a half inches. it is going to be a soaking storm. a flood watch will be in effect from late tonight to thursday afternoon for the entire bay area. a high wind warning is in effect for the bay area as well. winds could gust between 50 and 60 miles per hour not just on the coast. here is the animation showing 8:00 tomorrow morning we will have gusts near 40 miles per hour in many locations. miles per hour along the coast tomorrow at midday. owing into the evening hours we will have strong gusts tomorrow.

that pattern will not wind down until thursday. the first stage of the storm i talked about, 5:00 a.m. to 10:00 a.m. tomorrow. we expect more heavy rain. higher flood threat. damaging winds 50 to 60 miles per hour. we have high concerns about flooding on roadways. mudslides, rock slides, landslides, power outages, downed trees. all these are things to be aware of because they may accompany the storm. the storm that brings us the effects i enumerated will produce a winter storm warning in the sierra from 7:00 a.m. tomorrow to 4:00 a.m. friday. three feet of snow or more in the higher elevations. travel will be difficult to impossible. i will have the full forecast a little later. >> in the east bay one of the areas that saw a lot of unexpected flooding and damage a few days ago was the city of danville.

people around contra costa county are getting ready for round two. >> the preparations there. >> you remember on neighborhood was facing three to four inches of flooding. now you can see the streets have then cleaned up but there's is still a lot of mud. the concern for neighborhoods like this one which are already saturated from saturday storm, how will they hold up against wednesday's downpour? this line of waiting for sandbags. then came an update from the county. they got lucky. the sand and sandbags arrived. karen says her house after saturday's storm but she is not taking any chances. >> very much concerned for tomorrow. i have a neighbor whose water drains onto my property. i am going to put sandbags so i

can keep the water away from my house. >> the best advice i can give to the residents of contra costa county is to stay off the roads during these big storm events if you can. >> brian is the public works director for contra costa county. along with keeping sandbag station stocked, he says the county is still working to clean up areas hit on saturday and now getting ready for wednesday. >> we are proactively patrolling various areas of the county to look for clogged storm drains them have been clogged up from the previous storm and additional fallen leaves etc. >> crews continued to clean up the area around el capitan drive in danville. a family the fire department. >> we tried to get a hold of sandbags but multiple locations were completely out. >> today they are improvising. he bought a pallet of soil to line his house.

the water never made it into their house but he does not want a repeat of saturday. he knows the cleanup crews cleared the storm drains but he is worried that will not be enough. to solve the problem. i don't know if they got enough of it out or if it is plugged out of our site. i am scared about what is happening next. >> over the past few days i have been speaking to county and city officials, fire and police. the one message they keep repeating is to remind drivers not to drive through standing water. you don't know what is in the water. they don't want to have people get their cars stuck. >> i know you grew up in the area. have never seen flooding perhaps like this before. can you tell us how the county is prioritizing where they send crews tomorrow? >> when we asked the county earlier they said they have an idea based on what they saw on saturday. areas near creeks, neighborhoods like this one that flooded over the weekend and also anywhere

sandbags. we are seeing this all around the bay area especially in sonoma county where there is concern of flooding. the russian river is a place where officials are keeping an eye on. the river could reach 32 feet which is its flood stage. even if it is not get there a lot of the low-lying areas around the rubric and fled before that so a lot of preparations are underway to make sure people are safe and ready. from santa rosa to the russian river, across sonoma county preparations are underway for the upcoming storm. at sonoma land works in greenville like madison was bouncing back and forth between filling up sandbags -- >> we open at 8:30 and i've already sold 32. >> and tanks of propane. this one for long resident jeff young. >> this will hold me for a week or so. i still got 10 at home. >> you are preparing to be stuck. >> absolutely. >> if you want to wait, i can make that right here.

farther south, highway one along the big sur coast has finally reopened but only for today. caltrans temporarily lifted the closure between big sur and monterey county and ragged point in san luis obispo county to allow locals together a centrals ahead of the storm. highway one will close again tomorrow morning. everybody is trying to get as prepared as they can. >> talking about the roads, just a of of them shared work from home if possible. >> i know you're going to be in bright and early tomorrow because it is going to be a long day. the strong gusting winds and in addition to the possible flooding. >> storm we had a couple days ago. here is a look at the satellite radar composite image. i don't way to feel like we are throwing a lot of hype and alarmism. we would rather you be over prepared for this storm. you can see the first wave of that coming up from the south. some of the moisture is pushing over the bay area now.
