lena howland and gloria rodriguez are lie with the impacts of the storm. jobina is covering transit. we start with drew tuma who is tracking the storms timeline. drew: we are seeing around one of what will be a two-part storm today. already bring us pockets of heavy rain. live doppler 7, the heaviest rain right now in sonoma and napa county, highway 29, 116. downpours are moving through right now. similar story in parts of the east bay. highway four, 680 are certainly wet. we have seen rainfall rates at a half an inch to an inch per hour. that is the biggest concern. that amount of rain can cause flooding on our saturated soils, which could lead to flooding on the roadways, creeks, and streams as the day goes on.

between 2:00 and 9:00, that is when we will track heavy rain, strong, gusty wind. that is when we have the highest di a por o. we will show you hour-by-hour. first, let's go to jobina to see how we are doing on the roadways this morning. jobina: we are starting to see the impact on mass transit. we have a commuter alert issued today. these services will be canceled. san francisco bay harbor, south san francisco routes, golden gate. angel island service has been canceled today due to the weather. back to the san mateo bridge. the earlier stall that we were following turned into a three-car crash on westbound 92 before the 101 connector ramp. things are starting to move in the area, a tow truck was on the way. eastbound toward industrial boulevard, reports of standing

water in this area, as well. live look at the bay bridge toln ig tht bee island. be aware of those slick conditions. the biggest cancellation right now for mass transit is with the san francisco bay fairy and the golden gate ferry. reggie: thank you. kumasi: we have crews spread out across the region to let you know what we are seeing in real time. we are going now to lena howland who is live on the road this morning. how's it looking? lena: right now, we are seeing the rain come down just a bit harder on us. at this point, we are on westbound heading onto the san rafael bridge. right now we are heading through the toll plaza. we are seeing a lot of slick roadways, heavy rain coming down. luckily not too much wind at the moment, which is a good thing.

we have not seen any major issues on the roadways just yet other than very slick roads. this is a big difference from when we started in the east bay near dublin where it was not raining at all two hours ago. this small bit of rain doesn't appear to be causing many big problem for drivers where we are at, but that could change quickly. when the rain starts coming down, major accidents are likely to happen again, as well as flooding across the roadways. drivers need to be paying attention closely and be prepared. aaa says if you have to be out during this heavy rain driving, slow down, keep your distance from other cars, avoid skids, which can happen from sudden breaking. stick to the center lines if you see flooding on the shoulders and do not drive any standing water. if you come to a traffic light

was walking his dog. i said you are still walking him in the rain? he says every morning. it will be getting worse later on today, but we have some footage we want to show you from san mateo county. we know that belmont creek flooded streets from san carlos to redwood city. one man says water got into his storage unit, 10 inches deep, and is preparing for the next storm. he is not the only one. san mateo county maintenance ran out of sandbags yesterday afternoon. some people even brought their own bags and build them with sand. >> i came back with this bag. we have to improvise to get something done really quick. the more we wait, it will be even worse. gloria: patrick's garage flooded over the weekend. he and his seven-year-old were

getting ready, open to fill about 15 sandbags. the san mateo county supervisor says they ordered about 24,000 sandbags, are hoping to distribute those along to counties. along the coast, we are expecting wind gusts around 60 miles per hour, and of course, the rain will continue to fall. reggie: thank you. the city of san jose has already announced a local city of emergency. the mayor will give a news conference at 10:00 that we will bring to you live. kumasi: overnight, san jose house residents were evacuated away from creeks. we want to zoom in and show you exactly where the biggest issues might be. the order involves the northern part of santa cruz county highway one, white house canyon road, and daffodil lane.

santa cruz county isn't under a local state of emergency due to the potential of rock slides like this one. reggie: san francisco leaders say they are ready for the storm but they warned that the rain could be too much to handle because of the amount and intensity. that is why city agencies suggest limiting 911 calls only to emergencies. >> if your emergency involves imminent threat to life, major threat to property, call 911. anything else, please help us help you by calling 311. reggie: san francisco's emergency operations center will be operating in shifts in 12 hours from right now through 4:00 to mauer. our live coverage continues on the bay area streaming app. you can download the app for apple tv, roku, google tv, and

more. drew: our storm concerns have really not changed with this level five severe storm. flooding is a hugeweould even sw landslides and mudslides. power outages are possible this afternoon and evening when we see strong wind move through. pockets of heavy rain from the north bay east bay. more heavy rain about to move through in the next couple hours. this warm front will stick with us through 10:00 this morning. seven: 30, still tracking pockets of heavy rain moving through the bay area. as we go through lunchtime, don't be surprised if there is a break in the rain. don't let your guard down. the most impactful part of the storm arrives later today between 2:00 and 9:00 p.m. this atmospheric river will slowly cross the bay area.

drew: i don't want people to let their guards down during that. between 10:00 and 2:00, it is not raining, but the worst is yet to come. we already have concerns with flooding. we will show you the russian river near gurnee villa. moderate flooding is expected. we will crest at 35.4 feet. this will happen tomorrow night. we will fall below flood stage by 2:00 on friday. we expect moderate flooding in the region. also tracking moderate flooding on the alameda creek near niles. early tomorrow morning at 1:00 a.m., the creek will crest at 10.8 feet, creating moderate flooding in the region. it will not fall below flood stage until 9:00 thursday evening. we will likely see more issues as the day goes on. heavy rain already falling and we have hours to go for the storm.

live doppler 7. i want to show you where the heaviest rain is falling. pockets of heavy rain from napa, american canyon, solano county experiencing a downpour. these rainfall rates where you see these bright oranges are getting close to an inch per hour. our ground is saturated. when the rain is falling that heavy, it immediately runs off, it's the roadways, and it also affects the smaller creeks and streams. gilroy just had a heavy downpour. heavy rain on 156 at this hour. this is the warm front, part one of a two-part system. this is all moving in our direction through the 10:00 hour this morning. flood watch in effect. expecting more heavy rain across the region. we also have a high wind warning. not only heavy rain but dangerous window later this afternoon.

the wind will likely just over 50 miles per hour. that will certainly take down waterlogged trees and create power outages. on the abc 7 exclusive storm impact scale, level five impact storm because of the love threat, win a, and also a threat for shallow mudslides or rock slides. over the next 24 hours, look at that the. we are seeing areas like youngsville, no votto picking up a few inches. this could happen anywhere in the bay area, not only in the north bay. we are watching where downpour set up. where we see those high rainfall rates, that is where we will see the most flooding today. look at the wind forecast. this is exactly when the heaviest rain is moving through this evening, 7:00 p.m. not only heavy rain but strong wind over 60 miles per hour along the coast. i will not be surprised if we

see when gusting over 50 miles per hour along the bay shoreline. between 2:00 and 9:00 today is what i expect highest rep for flooding and the highest threat for trees to come down and power outages. level five severe storm today. we will keep our eyes on tomorrow. we may have to adjust this depending on how much flooding we get today. we will get showers and maybe a thunderstorm tomorrow morning. also keep your eyes on the rest of the forecast. the rain does not let up over the next seven days. the strongest coming on sunday morning. and then heavy rain on tuesday of next week. kumasi: if you are not prepared for the storm, right now is the time to think about what you can do. filling sandbags and getting your car to higher ground, especially if you are in an area known to blood. also cleanup your yard. you don't want anything picked up by these high wind. when it comes to inside your

house, close your blinds and curtains. that can provide some protection to the inside of your home if the windows and a broken. document what you on with pictures. >> the other thing you can do is move your valuables to higher ground. if you have a two-story home, whatever the highest place in your home is, move your valuables to those places. especially documents. kumasi: it's also a good idea to locate your gas shut off service valve and electric panel so that you know where to go if there is an emergency. reggie: during today's storm, you are being urged to stay home if you can. officials are predicting widespread flooding, downed trees, dangerous flooding on the roads. if you have to go out, chp has advice. >> especially during these storms, reducing your distractions. whether it is your phone, gps,

try to have as much set up before you start driving, especially in conditions where things can change rapidly. you need 100% of your focus on the road. reggie: the also says it's extremely important to slow down. speeding is the number one cause of crashes during storms. another reminder, never ever drive-thru standing water. you have no way of knowing how deep it is. places where you have driven through before could be compromised. it doesn't take much wanted to get your car stuck. kumasi: palo alto police have released a traffic advisory. expect heavy delays eastbound on university avenue as staff is dealing with all the debris from the san francisquito creek near highway 101. drivers can expect heavy traffic but lanes are reduced for now. this is the creek on monday where debris piled up from the weekend storm, causing one to spill over to nearby streets.

are worried about the safety of their homes. a sausalito resident describes the moment years ago when a massive mudslide completely took down her neighbor's home. >> i heard a banging on my bedroom window. i looked outside and there were men in uniforms. they said, get out, you have five minutes. reggie: in the city of san pablo, a mudslide in 2011 call tomes to be red tagged and yellow tie. residents in the area have seen gradual shifting of power poles, cracks in the street. they say no storm has yet tested that fix. kumasi: let's get you updated on the battle on who will be the next speaker of the house. kevin mccarthy will try again, trying to secure the position. yesterday, he fell short of the votes needed in multiple rounds of voting. this is the first time in nearly 100 years the party in control

yesterday due to the high demand. some people even brother own sandbags and build them up. residents are gearing up for this next arm after major impacts last weekend. belmont creek rose out of its banks this weekend and flooded streets from san carlo to redwood city. >> before the storm in november, we repaired over 12,000 sandbags. those are all gone. we are ready for the storm, potential landslide, anything that comes our way. our cruise, staff are ready. >> if the drains are not cleared out, it will do it all over again. gloria: that was a resident who says he is concerned about the upcoming storm. he says water got into his storage unit, about 10 inches deep. back here in pacifica, a lot of rain this morning, waves crashing behind us.

we are still seeing people walking out today. the rain is not as bad right now as we expected to be later on today. prepared for possible outages and be careful this morning. as far as the sandbag situation in san mateo county, the supervisor says they have ordered about 24,000, so they hope to get them out to residents in different cities in the county. gloria rodriguez, abc 7 eyewitness news. reggie: as people waited, many were getting their supplies yesterday. many are hoping for the best while still prepping for the worst. some are nervous after last week's storm that soaked in the area. >> trader joe's, the shelves were empty. i didn't get what i wanted but i got the emergency stuff. >> doing all kinds of shopping, groceries, everything. we are probably going to stay home for the next few days.

reggie: cleanup efforts are still underway even as this next approaches. officials are advising people to stay indoors if possible. a flood advisory now in effect for all bay area counties. kumasi: in san francisco, one of the owners of mx3 fitness is hoping that his gym can stay dry after last week's storms. he says i pipe burst in one of his walls. >> we came in on new year's eve to see how it was doing, and we were standing here as the entire wall started gushing water. we grabbed a shop vac, pumping out as much as we could. we probably pumped 1000 gallons of water. kumasi: he believes a clogged parking lot about the building contributed to the flooding. now is not knowing when the gym will reopen. reggie: we are committed to
