brought about some downpours. we have issues with ponding and a heavy downpour between road are park and santa rosa. some heavier rain falling on highway four from discovery bay up into antioch. that is the biggest issue, heavy rain creating issues on the roadways and more heavy rain will move in. we have a level five severe storm, the first we have had since the inception of the storm impact scale. it is for that fact that we are joined by ginger zee, she has here also covering this. june -- good to see you, how is it out there? ginger: i am in this is my first visit, what a way to start my indoctrination and you can see that that is the pacific ocean and this is just coming off of low tide.

you can imagine the agitated is going to become -- agitateds is going to become irate. if you pointed out, if you do not drive most people will be ok. there goes the crash. we have seen a couple of waves come up and over. if you do not drive that keeps almost everybody say. some of those levels will go really quickly, 20 feet in 24 hours and you will see the strong line with gusts of 50 to 70 miles an hour and that is where the concern will be. as long as folks are prepped for that and the time it takes to get back online i imagine that most will be all right. we do not want to see it. unfortunately when you see me you will have tropical storm plus force winds. that is what i come for. drew: i was looking at your instagram and were saying why is

reporting flooding on northbound 101 before sir francis drake offramp. one lane is blocked by this and in some spots the water is up to a foot. please do not drive through standing water. turn around, do not drown. bart experiencing a systemwide 10 minute delay due to wet weather conditions. they are making sure that you were aware of the platforms and stairs if you are catching the train. a live look at oakland. headlights are traveling southbound and it is slick as well. definitely at the golden gate bridge. you can see all of the droplets. we are going to get into cancellations for the commuters. the san francisco bay ferry harbor bay, san francisco routes, golden gate ferry and angel island service are canceled. i will talk about flooding and cleanup in fremont.

kumasi: our team coverage continues with lena howland who has been experiencing the roads firsthand. how's it looking now? lena: good morning. right now we are in marin about to get on 101 heading southbound towards san francisco where the rain is absolutely coming down creating a lot of slick conditions on the roadways in marin. this is something that drivers will need to pay attention to and take things extremely slow. as you heard from jobina, chp reported some roadway flooding before larkspur and sir francis drink boulevard. that is out one foot of standing water. my photographer and i are headed that way to get a closer look at some of the roadway flooding happening already at this hour at 6:00.

and we are only expecting these conditions get worse. this small bit of rain that we are seeing on this section of 101 does not appear to be causing too many problems. a lot of these drivers appear to be slowing down and taking condition seriously. when the rain starts coming down, major accidents are likely. drivers need to pay attention. aaa says if you do need to be driving, or going into school, keep your distance cars and avoid skids. stick to the center lanes if you see standing water and do not drive through any standing water. be way stop. we are heading towards that

hydroplaning. we will watch for downpours in the next couple of hours. there might be a brief break between 10:00 a.m. and 2:00 p.m. looking out your window do not be surprised if you are looking out your window and you are like where's the rain and storm? the strongest part is arriving between 2:00 p.m. and 9:00 p.m.. that is when we have the highest blood of -- threat of flooding. we already have heavy rain with the warm front moving through. you can see that we are seeing heavier downpours around american canyon and downpours around santa rosa as well and some points we are approaching half an inch to an inch. the rain is lightening up around santa rosa. the larger picture showing we have heavy rain moving on shore. we are going hour-outimeout or let us check in with jobina and see what is happening. jobina: good morning.

we have had a number of issues. we will start in san ramon. i am bringing this up because chp was talking about how this driver involved past crow canyon road was going 70 my -- 75 miles an hour, hydroplaned, spun out, and ended up down an embankment. in larkspur we have flooding on northbound 101. it looks like c.o.p. -- chp is saying this is one foot of water. for mass transit we have a 10 minute delay systemwide on bart due to the wet weather conditions. we will wrap up with a live look at the oakland coliseum camera with the headlights traveling southbound and it is wet on all of our major roadways so take your time or avoid driving altogether. drew: allotment -- reggie: a lot more storm coverage ahead where we are going to pacifica. at 6:30 we will speak live with

reggie: on the peninsula people are preparing for strong wind that can create a lot of damage. gloria rodriguez is in pacifica and you had to change locations because the waves were getting big. gloria: we did, we were across the street and the waves were crashing over the pier with a lot of the water getting on the sidewalks and it was a little too close for comfort. we came across the sidewalks to stay safe. we see more rain coming down as well and it has not been too windy, but that will change later on today. i want to show you footage from the san mateo county maintenance yard.

they ran out of sandbags because of the high demand and some people took their own bags and filled them with sand. residents are major impacts last weekend. belmont creek rose out of its base and flooded streets rehing fm n rl t i went back toe office and got this bag because we had to improvise to get something done really quick. because the more we wait, it i going be even worse, you know? gloria: we know that many residents are concerned. san mateo county said it ordered 24,000 sandbags so that residents can get those. they hope to distribute those to different cities along the county. a lot of rain in pacifica, but i have seen a lot of people out and about trying to get their

morning walk sand, even with dogs -- morning walks in, even with dogs. they say they are keeping their routines going but later on this is expected to intensify. if you are able to stay home it is the best thing you didn't do -- you can do. live in pacifica, gloria rodriguez. kumasi: if you are not prepared for the storm now is the time to get ready. fill the sandbags and get your card to higher ground especially if you are an area known to flood. clean up your yards because you do not want anything picked up by the high winds that could hurt someone or break your windows. inside your home close the blinds and curtains because that can provide protections if your window is broken. document what you own with pictures. >> the other thing you can do move valuables to higher ground. so if you have a two-story home or whatever the highest place is

in your home, move your valuables to those type of places, especially documents. kumasi: it is also a good idea to locate the gas service shut off valve and electrical panel. and also unplug electronics. a lot to think about but there is time to prepare. drew: really good tips, when the wind is getting strong do not park your car under a tree because that is a big threat. the wind coming down and that is a big reason it is a level five, the wind and rain. there will be a brief break, do not let your guard down. it is the afternoon and evening that the strongest part moves through. we have a high surf warning and we heard that gloria had to move away from the coast. it goes into effect tomorrow, so the waves are building and getting as high as 30 feet. we have concerns for flooding. this is the russian river and we

have moderate flooding. flood stage is 32 feet. tomorrow the river is expected to crest at 35.4 fleet -- feet, creating moderate flooding and is not forecast to go below flood stage at 2:00 p.m. we are also watching the alameda creek. flood stage is nine feet. we are expecting moderate flooding because the creek will crest at 10.8 feet and will not fall below until 9:00 p.m. thursday evening. we have issues and spin outs on the roadways and water ponding. and these issues will just compound as heavy rain moves in. live doppler 7, what is upon us is a warm front, scattered heavy rain along the north bay. some in the east bay as well. lighter showers towards the south bay. heavier rain moving in later today.

a flood watch is in effect for good reason, already saturated because of new year's eve storms. today on the roads and we also have the wind to talk about. we have a high wind warning in effect. the strongest wind and heavy rain will fall between 2:00 p.m. and 9:00 p.m. this evening. a seven hour window that we are watching closely. breezy in some spots. but this afternoon the wind will ramp up as the cold front approaches. gusts showing you that by 1:00 p.m., wind gusting 50 miles an hour along the coastline. labored -- later on this evening around 8:00 or 9:00 p.m., 40 to 50 mile-per-hour wind with wind exceeding up to 60 miles an hour on the coastline. that will take trees down and because isolated power outages.

as we go hour-by-hour here is the warm front. i already know i will get folks yelling at me around lunchtime saying that it is barely raining, what is the story? it will come into the afternoon -- it will come in during the afternoon and evening. it is entering the north bay and it will just crawl across us. when future weather shows you deep red colors that is intense rainfall, rain falling at a clip that will cause flooding. you want to watch that closely. likely after 9:00 p.m., the heaviest rain is out of here and we will have scattered showers. here is the seven-day forecast, a level five and later today when the worst of it arrives it is still level three. we will have to decrease or increase that number depending on what residual threats we have. we could be shut we could have showers and thunderstorms in the week ahead, tuesday with

drew: 6:22 and we are on storm watch. the storm concerns with this level five storm have not changed. our flood threat is high this afternoon and evening and we have seen issues on our roadways. jobina has been tracking that. some areas also -- already seeing feet of water. streams increase we will watch later this afternoon and there

is the potential for mud, rock, and landslides. power outages and trees down, the highest threat between 2:00 and 9:00 p.m. river flooding is high. we have been talking about the russian river. here is a live look at walnut creek. you can see folks traveling in the wet rather -- in the wet weather. here is how the day shapes up. showers, light to moderate with pockets of downpours as the warm front moves through but it is the second half of the day, focus on 2:00 to 9:00 p.m. when we expect the atmosphere and it -- the atmospheric river to process and that is when the flooding threat is at its highest. live doppler 7, we will press into sonoma county seeing heavier showers. and the bright orange i rain falling at more than an

inch per hour and that can cause flooding quickly. we will track this as it moves to the north and east around 6:32. santa rosa shortly before 7:00 and middletown after 7:30. pockets of rain along the peninsula with lighter showers along the south bay and downpours working through highway 4 between concord, pittsburgh, and antioch. here is the warm front. the classic comma shape indicating a strong storm and this is the cold front. that tail will bring about a heavy rain and strong winds threat. the weather prediction center, which monitors the entire country for a flood threat, has placed the bay area under a moderate threat. we have seen this heavy rain and the ground is saturated and they are confident that we will see a lot of areas of flooding along

the roads and streams. rainfall estimates, i do not want you to take any one as what you will get and take the theme that there are areas picking up two to three plus inches of rain and that can happen anywhere in the bay area. we will watch very closely where the downpours set up and we will have the high flood threat as the river moves through. kumasi: san francisco leaders say they are ready but they are warning people that it could be too much for the crews to handle which is why they say city -- which is why they people should limit their 911 threat. >> if the emergency involves imminent threat to life, imminent major threat to property, call 911. anything else, help us help you by calling 311. kumasi: the emergency operations center will be functioning in shifts of 12 hours which is

>> now from abc 7, live breaking news. reggie: a potentially life-threatening storm is here ringing heavy rain and wind. the risk for flooding, mudslides and power outages are high. kumasi: the first round is bringing the rain and a slight commute. this is a live look at some of the conditions and this afternoon we know things will be dangerous. we have live crews as we are making sure that you are prepared. it is wednesday, january 4. we have live coverage all day long on the abc 7 apps. reggie: we are depending on drew tuma for the latest on the storm track. drew: we have the warm front

bringing rounds of heavy rain. today is still a level five severe storm on the abc 7 storm impact scale. heavy rain and damaging wind with the highest threat later this afternoon. mud and rock slides possible with trees coming down. we have pockets of heavy rain and we are taking you into the south bay with moderate showers around san jose. wet on 82 and 101. heavy rain around fairfield. we are certainly seeing a slower than normal commute with heavier showers around south santa rosa. live doppler 7 when it estimates the rainfall rate. what it will find is that the rain is falling in some portions as much as half an inch per hour which is as much as you need to create issues. when you have rain falling that last you can easily create runoff flooding. we have two rounds. the highest impact times until

10:00 a.m. in the most impactful time will be the cold front between 2:00 p.m. and 9:00 p.m. we are stressing that hour -- seven hour window when the front will crawl across us bringing us a flood threat and damaging wind. flood watch is effect and high wind warnings as if -- in effect as well. we will go hour-by-hour and show you the crossing of the atmospheric river and show you the high wind. jobina has been busy and we have some issues with the rain on the roads. jobina: let us get into the advisories. the chp issued avery -- a wind advisory and a travel advisory for fremont that we are going to zoom in because of flooding and landslide cleanup underway. this impacts eastbound and westbound 84 between mission boulevard and main street. the mass is so bad they do not -- mess is so bad they do not

towards san francisco southbound where the rain is absolutely coming down on us. this is the heaviest rain we have seen all morning since we first went live at 4:00. i wanted to show you a live look at what we are seeing on the roadways. the rain is already causing slick conditions for drivers in marin county. i mentioned that we were heading over to check out a problem area in 101 where chp was reporting -- my through the area and likely -- reggie: it looks like the storm is wreaking havoc on our signal so we will get back to her throughout the morning. during the storm you are being urged to stay home if you can.

officials are predicting widespread flooding and dangerous conditions but if you have to go somewhere the chp offers this advice. >> one of the best chances that we give, it is reducing your distractions, whether it is your phone or gps try to have as much set up before you start driving especially in conditions where things can change. you need 100% of your focus on the road. reggie: he says it is important to slow down and that speeding is the number one cause of crashes during storms and another reminder, never drive-thru standing water. you really have no idea how deep it is even if it is an area you go through all the time. it could be compromised. it does not take much water for your car to get stuck. san jose announced a local state of emergency and we will hear from the new mayor at 10:00 a.m. kumasi: overnight police safely

evacuated on housed residents along local creeks as other cities like santa cruz have already issued evacuation orders with ease flooding and mudslide concerns. we will show you exactly where those are. it involves the northern part of santa cruz county off of highway one along white house canyon road. santa cruz county is under a local state of emergency do that to the -- due to the potential for dangerous flooding along sultan empire road yesterday morning. we want to get you updated on a story not storm related. this is about damar hamlin, who is still in the hospital in critical condition after he suffered a cardiac arrest during monday night's game. he was resuscitated twice by medical staff after his collapse and they say he is now on a ventilator on his stomach in the icu to help with the blood in his yacht -- in his lungs.

similar to last week in the city streets, seeing the water levels rise, the freeways are still fortunately looking clear, and we hope that they continue to stay that way. reggie: we are trying to pass along the message to keep people off the roads for people who must commute, maybe they have a job that requires him to be there, what is your advice? >> hopefully they preplanned, yesterday being dry and had a chance to check tires, tread depth and windshield wipers making sure that everything is in working order making sure that if they do have to drive they do not have to do that preparation and obviously leave themselves plenty of times to drive slower and anticipate slowdowns so that they can either afford to get to their jobs late rather than get there at all -- not get there at all due to an unfortunate incident of speed or hazard in the roadways.

kumasi: we know that preparation is key. how have officers been preparing? >> what little we can do to prepare other than get ourselves ready to get wet. our vehicles are checked, prior to shift making sure that we proceed as swiftly as we can weather it be flares or cones, but for us it is to stay dry so we can get to calls in a safe manner. reggie: this time we had more warning. saturday was different. the forecast actually wasn't so bad for saturday and it ended up worse than people expected. can you give us an indication of what it was like for your crews responding to flooded roads over the weekend? >> are crews -- our crews shortstaffed we had to buckle down and stay patient. getting several carl -- calls at the same time we just needed to make sure that we handle each

call diligently and take one at a time and not rush to one where we as well, if we rush our response than we cannot arrive on scene. we need to make sure we take safety precautions to get to your calls to assist everyone. kumasi: how are you telling people to connect with you if they see a flooded road or any issues they need to report. >> the department has several media outlets and they also rely on the local news media as well. we encourage everyone to stay connected whether it is by -- via radios. reggie: we had some people that needed to be rescued from their cars over the weekend so they found themselves in flooded waters deeper than they expected. i know that we always say that if we see water standing on the road there is no way for you to know how deep it is, but there are still a lot of people who think they can do it and i will not abandon my car over a

rain to pick up in the wind to pick up along the coast. we want to show you footage that we have from the san mateo county maintenance yard. they were given out sand -- they were giving out sand bags and they ran out because there was such a big demand. someresidents are gearing up foe next storm after major impacts last weekend. beaumont creek rose out of its banks and flooded streets stretching from san carlos to redwood city. >> before the storm in november we prepared over 12,000 sandbags. those are all gone. we were ready for the storm, the potential landslides, and anything that comes our way. we are ready. >> if the drains are not cleaned out it will just do it all over again. gloria: that is adam, concerned about the upcoming storm. he says that water got into his

storage unit 10 inches deep and as far as the sandbags in san mateo county they aborted 24,000 so they are hoping to distribute those to different cities along the county. and wherever you live you should check with your city and county to see if they are giving out sandbags and when they are giving them out. this is changing by the minute because they are going quick. check with your city or county. they seem to be updating folks on those pages. back live in pacifica, we are expecting wind gusts to reach 60 miles an hour on the coast in the rain to keep falling. if you are able to stay home and off the roads that is probably the safest thing to do today. reggie: thank you. i have a question for you. the last time it felt like over the weekend that the north bay did not get the worst of this. are they spared again or are

they going to get it like the rest of us. drew: each atmospheric river is unique, they are 50 miles wide where the rain falls. on saturday that band set up over the east bay in the city. and use all parts of the south and north bay saying it was not too bad. oakland and the city were completely flooded. this time we would have to watch where it sets up and it could be the north bay that sees the highest totals. that is something we are watching in real time. where gloria is the waves are about 10 feet and they will get up to 30 feet tomorrow with a high surf warning. here is the warm front with heavy rain in the north bay with showers bella being in marin county and san rafael had a heavy downpour. pops of yellow and orange across fairfax and lucas valley. that is rain falling added inch per hour which will create issues on the roads and that is the biggest concern with the warm front, ponding on the roadways.

and that is as a cold front moved through that is when we see more widespread flood threats and wind threats. 101 is slow going. gather downpours along the peninsula from woodside moving into redwood city and san mateo. and heavier showers around highway four from antioch to brentwood to discovery bay. a flood watch is in effect because heavy rain is moving through later today and having a high wind warning in effect. the strongest wind occurs between 2:00 p.m. and 9:00 p.m. with wind gusting over 60 miles an hour bringing down trees and it will bring about power outages. that is something we will watch very closely. here is the seven-day forecast, a five with the worst still to come. you look at the pattern in the next seven days it is a wet one, we are in the wet pattern and if

you extend this to 10 days we will still have storms. kumasi: they could cause serious issues for the thousands upon house people across the bay area. reggie: many of them might struggle to find a place to go. talking to us is the marin county health and human services. good morning. what are we doing to help those who are on housed or in temporary housing situations? >> so marin county health and human services has activated our emergency whether shelter to help those who are on housed in our community. anytime we have an event of this nature that causes a threat to the health and safety of our residents is when we choose to activate. kumasi: how long will the shelters stay open and why are they so important at a time like this? just having a central place for people to go? >> the shelter will open at 5:00

p.m. located at 3240 kerner it will stay open overnight. it closes at 6:30 a.m. tomorrow morning. we ask people to register by 8:00 p.m. to get everybody inside safely and settled in a timely fashion. it is really important to have the shelter at this time because with these types of weather conditions and being on housed any day of the week it is difficult. but when you add in the weather, high wind and rain it becomes unbearable and unsafe. because of the safety concerns and health and wellness concerns we found it really important to offer overnight shelter. reggie: it is possible that people who are housed find themselves stranded. they could be flooded, they could find the streets are flooded making it inaccessible and have their power shut off. at that time i am concerned

about people who are seniors who might not have the ability to get the food and water that they need. >> absolutely. we have contingency plans particularly for the aging and older adult population. we have a hotline for people to call, call if they are struggling. if their power is going out or if they are having issues with food and flooding and be -- and it becomes a safety concern. potentially in our aging older adult population during this time. kumasi: are you actively going out seeking people who need this help and might not be aware, but what does today look like for you. >> today will be a b we are really fortunate, we have a great form of community

>> today we have this level five severe storm. then stronger cold front this afternoon and evening so heavy rain, damaging winds still a concern later today. we are already seeing water on our roadways to look at our atmospheric river it is stretching all the way back to hawaii that is where we are getting our moisture from.

it is nicknamed pineapple express. it is aimed right at us later this afternoon. here is live doppler 7, closer to the north bay and what i like to do is show you just how fast this rain is falling. we see rain rates three quarters of an inch per hour and that is enough rain to create issues when it comes to runoff, flooding on our roadways even our streams and creeks this morning. light to moderate in nature, here is the warm front right now moving through on live doppler 7. look at the comma you have the one front now until 10:00 a.m. so the next three hours. the biggest impact will be water on the roadways, localized flooding, we will see a little bit of a lull in the action.
